Upgradation of AYUSH Hospitals in Odisha

Will the Minister of AYUSH be pleased to state:
(a) whether the Government has any proposal to upgrade or establish new AYUSH
hospitals in underserved tribal districts of Odisha including aspirational Kandhamal
district and if so, the details thereof;
(b) the total number of AYUSH wellness centres and integrated hospitals functioning
in Odisha, district-wise;
(c) whether Kandhamal has been identified under the Tribal Health Action Plan for
AYUSH outreach and if so, the details thereof; and
(d) the steps being taken by the Government to deploy more AYUSH doctors and
paramedics in the tribal dominated regions of the country?

(a) Public Health being the State subject, upgradation or establishment of new Ayush
hospitals in underserved tribal districts of Odisha including aspirational Kandhamal
district comes under the purview of State Government of Odisha. However, under
Centrally Sponsored Scheme of National Ayush Mission (NAM), there is provision of
financial assistance to States/UTs including Odisha for upgradation of existing
standalone Government Ayush Hospitals and establishment of new 10/30/50 bedded
Integrated Ayush Hospitals (IAH). Accordingly, State/UT Governments may avail the
eligible financial assistance for upgradation of existing standalone Government Ayush
Hospitals and establishment of new 10/30/50 bedded Integrated Ayush Hospitals
(IAH) by submitting suitable proposal through State Annual Action Plans (SAAPs) as
per the provision of NAM guidelines. As per proposals received from State
Government of Odisha, two hospitals have been approved for upgradation and three
IAH have been approved.
1(b) Under NAM, as per the proposal received from State Government of Odisha
through SAAPs, 422 Ayush Health & Wellness Centres [now renamed as Ayushman
Arogya Mandir (AAM) (Ayush)] have been approved. The status of AAM (Ayush)
approved in Odisha, district-wise, is furnished at Annexure-I. Further, under NAM,
three 50 bedded Integrated Ayush Hospitals have been approved. The status of IAH
approved in Odisha, district-wise, is furnished at Annexure-II.
(c) Since implementation of NAM scheme comes under purview of State/UT
Government including Odisha, identification of Kandhamal under the Tribal Health
Action Plan for AYUSH outreach falls within the purview of State Government of
Odisha.
(d) Public Health being a State subject, the primary responsibility for deployment
Ayush doctors and paramedics in the tribal dominated regions of the country comes
under the purview of respective State/UT Governments. However, under NAM, there
is provision of contractual deployment of Ayush doctors and paramedics under
upgrdation of Ayush hospitals, setting up of 50/30/10 bedded Integrated Ayush
Hospitals and Ayush Public Health Programmes. State/UT Governments may avail
eligible financial assistance by submitting the suitable proposals through SAAPs as
per the provision of NAM guidelines.
