Dr. Kadiyam Kavya: Will the Minister of EDUCATION be pleased to state: (a) the details of status of upgradation of Kakatiya University and Government schools in Warangal under the PM-SHRI scheme; (b) the number of dropout students in Warangal district at secondary level during 2023- 24; and (c) the details of the steps taken by the Government to provide scholarships and hostel facilities for SC/ST students pursuing higher education from Warangal? ANSWER MINISTER OF EDUCATION (SHRI DHARMENDRA PRADHAN) (a) to (c): A statement is laid on the table of the House. ****STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (C) OF LOK SABHA STARRED QUESTION NO. 104 ANSWERED ON 08.12.2025 ASKED BY DR. KADIYAM KAVYA, HON’BLE MEMBER OF PARLIAMENT REGARDING UPGRADATION OF SCHOOLS UNDER PM-SHRI SCHEME (a): Education being in the Concurrent List, enhancing the quality of education is the responsibility of both the Central and State Governments. However, recognizing the need for central assistance, the Central Government has implemented various schemes for supporting State Governments. The Department of Higher Education is implementing Rashtriya Uchchatar Shiksha Abhiyan (RUSA) which is a Centrally Sponsored Scheme aimed at funding specific State government universities and colleges, so as to improve their quality by ensuring their conformity to prescribed norms and standards. The government has launched the third phase of RUSA in June 2023 in the form of Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) with an outlay of Rs. 12926.10 crore for the period 2023- 24 to 2025-26 to cater to needs of educationally unserved/ underserved areas. Under PM-USHA, there is no specific component for upgradation of universities. However, under RUSA, support under ‘Research Innovation & Quality Improvement’ component for a total amount of Rs. 50 Crore has been provided to Kakatiya University for construction of Research Centres, Entrepreneurship, Employability and Innovation hubs and conducting various research projects. The Department of School Education and Literacy is implementing Pradhan Mantri Schools for Rising India (PM SHRI), a Centrally Sponsored Scheme in which PM SHRI schools are set up by strengthening the existing schools from amongst schools managed by Central Government/State/UT Government/local bodies. These schools are to showcase all the initiatives of National Education Policy (NEP) 2020, be the exemplar schools, and also offer benchmarking leadership to other schools in the neighbourhood. Under the PM SHRI scheme, a total of 16 schools have been upgraded as PM SHRI from the district of Warangal, Telangana. (b): Dropout rate is the proportion of pupil from a cohort enrolled in a given level at a given school year who are no longer enrolled at any grade in the following school year. As per the information provided by the State of Telangana, the dropout rate in Warangal District, Telangana at Secondary level as per UDISE+ 2023-24 is 22.45. (c): The Department of Higher Education and its autonomous bodies, namely, the University Grants Commission (UGC) and All India Council of Technical Education (AICTE) implements various scholarships schemes for higher education, including scholarships for the students of Telangana.The Department is implementing Pradhan Mantri Uchchatar Shiksha Protsahan (PM- USP) Central Sector Scheme of Scholarship for College and University Students (Launched 2008). Under the Scheme, financial assistance of Rs. 7.5 Crore has been disbursed in 2024-25 to the State of Telangana including Rs. 0.19 Crore for a total of 136 beneficiaries in Warangal District in the form of scholarships. University Grants Commission (UGC) is also implementing National Scholarship for Postgraduate Studies scheme to encourage higher studies by providing financial assistance. Under the Scheme, an amount of Rs. 11.67 Crore has been disbursed in 2024-25 to the State of Telangana including Rs. 0.12 Crore for a total of 8 beneficiaries in Warangal District in the form of scholarships. All India Council for Technical Education (AICTE) is also implementing various Scholarship schemes like AICTE Pragati Scholarship Scheme (Degree & Diploma), AICTE Swanath Scholarship Scheme (Degree & Diploma), AICTE Saksham Scholarship Scheme (Degree & Diploma), AICTE PG Scholarship Scheme, AICTE Doctoral Fellowship (ADF). Under these Schemes, an amount of Rs. 19.6 Crore has been disbursed in 2024-25 to the State of Telangana for a total of 3013 beneficiaries in the form of scholarships. The Ministry of Social Justice and Empowerment is implementing Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY), a Centrally Sponsored Scheme, since 2021-22. The Scheme has three components namely (i) 'Adarsh Gram', (ii)'Grants-in- aid for District/ State-level Projects for Socio-Economic betterment of Schedule Caste (SC) Communities' and (iii) 'Hostel'. Under Hostel component, the construction of hostels is one of the means to enable and encourage students belonging to Scheduled Castes (SC) to attain quality education. Under the Scheme, 11 hostels have been sanctioned in the State of Telangana, out of which 2 hostels (1 for boys with 150 capacity and 1 for girls with 300 capacity) have been sanctioned for Kakatiya University, Warangal for a total amount of Rs. 9 Crore. Under PM-USHA, Warangal district of Telangana has been approved support for a total amount of Rs. 56 crores in Kakatiya University and 2 Colleges of Kakatiya Degree College (M), Hanamkonda and Pingle Govt. Degree College (W), Waddepally. Under the Scheme, support is provided to States/UTs for strengthening infrastructure, including construction of hostels, academic and administrative buildings, laboratories and other facilities required for improving access and quality in higher education. ****
