Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) the number of cities developed under urban basic services for the
poor, especially in backward areas and the quantum of money spent
on them as on date, State-wise;
(b) the quantum of funds allocated for this purpose, especially for
backward areas during each of the last three years till date, city and
State-wise; and
(c) the details of the work done and the achievements made so far in
this regard, city-wise?
ANSWER

(a) to (c): As per the provisions of Article 243W of the Constitution, in
conjunction with the Seventh and Twelfth Schedules, matters
relating to urban development fall within the purview of States/Urban
Local Bodies (ULBs). However, Ministry of Housing and Urban Affairs
(MoHUA) provides programmatic support to the States/Union
Territories (UTs) in their urban development agenda through its
various flagship Missions/Programmes viz. Atal Mission for
Rejuvenation & Urban Transformation 2.0 (AMRUT 2.0), Pradhan
Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Swachh Bharat Mission
– Urban 2.0 (SBM – U 2.0), Urban Transport (UT), etc.

Through these Missions/Schemes, the Central Government approves
the State Plans and provides the Central Assistance (CA) to the
States. The projects are selected, designed, approved and executed
by the States/UTs and the cities. The State Governments release
funds to the cities/districts.
AMRUT: This mission was launched on 25 June 2015 in selected 500
cities (485 cities including 15 merged cities) and towns across the
country. The Mission focuses on development of basic
infrastructure, in the selected cities and towns including poor, in the
sectors of water supply; sewerage and septage management; storm
water drainage; green spaces and parks; and non-motorized urban
transport. AMRUT 2.0 was launched in the year 2021 in all ULBs/
cities, enabling the cities to become 'self-reliant' and 'water secure'.
Providing universal coverage of sewerage and septage management
in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0.
Under the Mission, States/UTs are empowered to select, appraise,
propose and implement projects. As reported by the State/ UTs on
AMRUT Portal, against the approved plan size of ₹77,640 crore,
6,008 projects worth ₹83,463 crore have been taken up of which
works worth ₹80,469 crore have been physically completed. Under
AMRUT 2.0 so far, the proposal of the States/UTs for 8,804 projects
worth ₹1,93,427.02 crore have been approved by MoHUA which
include 3,516 water supply projects worth ₹1,18,226.61 crore, 588
Sewerage & Septage Management projects worth ₹67,840.59 crore,
3,031 water body rejuvenation projects worth ₹6,270.51 crore and
1,669 parks projects worth ₹1,089.31 crore. Under the Mission,
central share of funds are allocated/released/sanctioned to States/
UTs and not to the City/ ULBs.
Under AMRUT, against Central share of ₹36,036 crore for projects,
₹34,901 crore have been released.

Under AMRUT 2.0, against Central share of ₹66,750 crore for
projects, ₹19,138.21 crore have been released/sanctioned so far.
State wise fund released/sanctioned under AMRUT 2.0 and AMRUT
during the last 03 years is attached at Annexure-I.
So far, as reported by the States/ UTs, 228 lakh water tap connection
and 169 lakh sewer connections (including households covered
through Faecal Sludge and Septage Management) have been
provided through AMRUT, AMRUT 2.0 & convergence. State-wise
details are attached at Annexure-II.
SBM-U: This Mission supplements the efforts of States/UTs by
providing policy directions, financial and technical support. The
initiatives under SBM-U are targeted at benefitting the entire
population of the city including backward areas and not restricted
to any particular area/section of the city. SBM-U is being
implemented in 4910 ULBs of the country. Under SBM-U, funds are
released to States/UT Administrations for construction of
Community/ Public Toilets (CT/PTs) and Individual Household
Latrines (IHHLs) on need basis to all citizens of urban areas
including backward area. The CT and IHHLs are targeted for the
under-privileged sections of the society who cannot afford these
facilities. On the other hand, PTs are targeted for the floating
population and common persons in public places in urban areas.
Under SBM-U 2.0, Central Share of funds are released to the
States/UTs on the basis of receipt of action plans from States/UTs
duly approved by State Level Technical Committee (SLTC) which are
further transmitted to ULBs by the concerned State/UT as per their
action plan.
Funds under SBM-U are allocated for the entire mission period and
not on yearly basis. Under SBM-U 2.0, the total financial outlay of the
States and UTs for the entire Mission Period i.e. from 1st October,
2021 to 31st March, 2026, is ₹1,41,600 crore, including committed
Central Assistance (CA) of ₹36,465 crore. Under SBM-U, all ULBs of
35 States/UTs became ODF in October, 2019. This has been achieved

with the construction of 63.81 lakh IHHLs units, which is more than
mission target of 58.99 lakh (108.17%) and 6.36 lakh CT/PT seats
have been constructed against the mission target of 5.07 lakh
(125.44%).
PM-eBus Sewa : This scheme, launched on 16th August 2023, aims
to augment city bus operations in urban areas with CA of Rs. 20,000
crores for deploying 10,000 electric buses under the Public Private
Partnership (PPP) model. Cities with a population between 3-40 lakhs
and other State Capitals with less than 03 lakh population as per
2011 census are eligible. Central Assistance is being provided for
bus operations and Associated Infrastructure:
CA for Bus Operation
• Per-km of bus operation for 10 years, ₹24 for 12m, ₹22 for 9m and
₹20 for 7m buses respectively.
CA for Associated Infrastructure
• Behind-the-meter power infrastructure (BTM): 100% CA.
• Civil Depot Infrastructure: 60% for cities of states, 90% to capital
cities of Hilly states/North-East States/UTs with legislature and
100% to capital cities of UTs without legislature.
Ministry has approved 9,360 e-buses demand from 15 States and 04
UTs across 106 cities.
Sanctioned amount for Associated Infrastructure: ₹1075.31 cr.
• ₹631.73 cr. sanctioned for development of BTM Power
infrastructure in 71 cities (88 depots).
• ₹443.58 cr. sanctioned for development of Civil depot
infrastructure in 67 cities (85 depots).
