USE OF DATA ANALYTICS IN PUBLIC POLICY

Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION
be pleased to state:
(a) whether the Government has examined the use of economic proxy
indicators including consumption of construction materials for
analysing trends in economic activity and public policy and if so, the
details thereof;
(b) whether such analytical tools are used for policy evaluation and if
so, the details thereof; and
(c) the details of the institutions engaged in such research?

(a) to (c): The Government uses a range of high-frequency economic
indicators to monitor trends in economic activity. These include
indicators relating to industrial production, electricity generation, GST
collections, e-way bills, digital transactions, freight movement,
petroleum consumption and the consumption of construction materials
such as cement and steel, among others.These indicators are also used, along with official statistics, for
macroeconomic assessment and to support policy formulation and
monitoring. Various Ministries and Departments of the Government,
including the Ministry of Finance, the Ministry of Statistics and
Programme Implementation (MoSPI) and NITI Aayog, as well as the
Reserve Bank of India use these high-frequency economic indicators.
MoSPI has conducted a comprehensive Pilot Survey on Construction
Activities in Unincorporated Sector Establishments and Households
during July, 2025 to December, 2025, to assess share of consumption
of input materials (bricks, cement, iron and steel, etc.) in total
expenditure on material inputs. In addition, research institutions and
academic organisations, also undertake studies/data analytics for
economic analysis.
