UTILISATION OF FUNDS IN LADAKH

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of the funds sanctioned, released and utilized by the
UT of Ladakh as Grant of Demands for the Ministry of Rural
Development after the grant of UT status, scheme-wise;
(b) whether it is true that the sanctioned funds under the budgetary
allocation of this Ministry for the UT of Ladakh remain highly
unutilized and remain below 50 percent;
(c) if so, the details thereof and the reasons therefor;
(d) whether the Government has any plans to spend the budgetary
allocation on a priority basis in the UT of Ladakh since the
unutilization of funds is adversely affecting the development of
remote areas of Ladakh; and
(e) if so, the details thereof and if not, the reasons therefor?

(a) to (e): Ministry of Rural Development (MoRD) is implementing a
number of welfare schemes/programmes such as Mahatma Gandhi
National Rural Employment Guarantee Scheme (MGNREGS), Pradhan
Mantri Awaas Yojana-Gramin (PMAY-G), Pradhan Mantri Gram Sadak
Yojana (PMGSY), Deendayal Antyodaya Yojana - National Rural
Livelihoods Mission (DAY-NRLM), DeenDayal Upadhyaya Grameen
Kaushalya Yojana (DDUGKY), Rural Self Employment Training
Institutes (RSETIs), National Social Assistance Programme (NSAP)
and Watershed Development Component of Pradhan Mantri Krishi
Sinchayee Yojana (WDC-PMKSY) for overall development of rural
areas of the country including the Union Territory (UT) of Ladakh. The
details of the funds sanctioned, released and utilized under various

wherever available and maintained, is as under: -
1. MGNREGS: An amount of Rs. 306.14 crore has been released to
the UT of Ladakh under MGNERGS during the period from
Financial Year 2020-21 to Financial Year 2025-26 (as on
06.08.2025).
2. PMAY-G:- After the grant of UT status, the central share of
Rs.21.99 crore has been released out of which Rs. 20.61 crore
has been utilized.
3. PMGSY:- Rs. 446.51 crore has been released to UT of Ladakh,
out of which, Rs. 432.90 crore has been utilized under PMGSY
from Financial Year 2020-21 till date.
4. DAY-NRLM:- Allocation of funds under DAY-NRLM to the UT of
Ladakh is Rs.17.50 crore from Financial Year 2024-25 to 2025-
26 (upto 30.06.2025), out of which Rs.10.00 crore has been
released and Rs. 12.57 crore (including Opening balance,
Central share and other receipts) has been utilized.
5. NSAP:- Under the scheme, during last five years and current
year, allocation of funds to the UT of Ladakh is Rs.8.34 crore
out of which Rs.10.57 crore has been released.
6. WDC-PMKSY: Under WDC-1.0, funds amounting to Rs. 6.148
crore were first time released to UT of Ladakh during 2020-21,
after becoming a UT. The period of WDC-PMKSY 1.0 projects
got over in March, 2022. Government of India approved
continuation of programme as WDC-PMKSY 2.0 for the period
2021-22 to 2025-26. A total project outlay of Rs. 60.86 crore
(100% Central share) have been sanctioned to UT of
Ladakh. Since 2022-23, Rs. 26.05 crore have been released to
Ladakh and UT has reported expenditure of Rs.21.91 crore as
on 7.8.2025.
All the above schemes/ programmes are implemented with
active cooperation with the States/UTs including the UT of Ladakh.
Allocations of funds to the States/UTs under these schemes/
programmes is a continuous process. Funds are allocated taking into
account the balance of funds available with them, submission of
requisite documents / utilization certificate as per schematic
requirements, ensuring proper utilization of funds already allocated
under the schemes and ensuring strict adherence of the guidelines of
each scheme/programme and assessing the actual requirement at
the ground level.
