MAHUA MOITRA: Will the Minister of EARTH SCTENCES be pleased to state: (a) the details and the reasons for the 37% under utilisation of funds under Mission Mausam between Budget Estimate and Revised Estimate 2025-26: and (b) the details of the funds allocated, released and utilised under the scheme and scheme inception, year-wise? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR MINISTRY OF SCIENCE AND TECHNOLOGY AND EARTH SCIENCES (DR. JITENDRA SINGH) (a) The underutilisation of funds (approximately 37%) under Mission Mausam between the Budget Estimate (BE) and the Revised Estimate (RE) for 2025–26 is primarily attributable to challenges in the procurement of critical observing systems, including Doppler Weather Radars (DWRs), wind profilers, and radiometers. The procurement process undertaken by the Ministry of Earth Sciences involves large-scale acquisition and deployment of advanced observational infrastructure, which is being implemented for the first time at such a scale. Consequently, these factors have led to certain delays in fund utilisation which are understandable. (b) The Mission Mausam scheme was initiated in September 2024.
