UTILISATION OF FUNDS UNDER SARVA SHIKSHA ABHIYAN AND SAMAGRA
SHIKSHA IN TELANGANA
*301. Shri Madhavaneni Raghunandan Rao:
Will the Minister of EDUCATION be pleased to state:
(a) the details of funds sanctioned, released and utilised by the State Government of
Telangana under the Sarva Shiksha Abhiyan (SSA) and its successor programme,
Samagra Shiksha, since 2014, year-wise;
(b) whether the Central Government has received any proposal from the Government
of Telangana for the establishment of additional Kasturba Gandhi Balika Vidyalayas
(KGBVs), if so, the details thereof; and
(c) the number of beneficiaries covered under PM POSHAN in Telangana during the
last five years along with the measures taken by the Government to improve the quality
and nutritional standards of meals provided under the scheme?

“UTILISATION OF FUNDS UNDER SARVA SHIKSHA ABHIYAN AND SAMAGRA
SHIKSHA IN TELANGANA”
(a): Details of funds approved and released by the Central Government, and utilized
by the State Government of Telangana, under the Centrally Sponsored Schemes
Sarva Shiksha Abhiyan and Samagra Shiksha, since 2014-15, year-wise, are at
Annexure.
(b): Under the Centrally Sponsored Scheme Samagra Shiksha, financial assistance is
provided to States/Union Territories (UTs) for various interventions including Kasturba
Gandhi Balika Vidyalayas (KGBVs). Annual Work Plan and Budget (AWP&B) is
prepared by the States/UTs, including Telangana, based on their requirements and
priorities. AWP&B is then appraised/approved by the Project Approval Board (PAB), in
consultation with the States / UTs, as per the programmatic and financial norms of the
scheme and availability of budgetary resources. 736 KGBVs have been approved for
the State of Telangana including 26 KGBVs in Medak district.
(c): ‘Education’ is in List-III (Concurrent List) of the Seventh Schedule of the
Constitution of India and majority of the schools are under the administrative control
of the respective State Governments / Union Territory (UT) Governments /
Administrations. The Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Scheme
is implemented in partnership with the State Governments / UT Governments/
Administrations. Overall responsibility of providing hot and nutritious meal to all
children studying in Balvatika and Classes I to VIII in Government and Government-
aided schools lies with the State Governments / UT Governments /Administrations.
Under PM POSHAN scheme, one hot cooked meal is provided to all eligible
children on all school working days. As per the provisions of National Food Security
Act, 2013 and the guidelines of the scheme, prescribed nutritional and food norms are

As informed by the State Government of Telangana, following measures have
been taken to improve the quality and nutritional standards:
Supply of fine rice to all eligible students.
Provision of eggs three times a week.
Introduction of Ragi Java three times in a week.
Regular quality monitoring and inspections by State, District and Mandal level
officers.
Periodic food safety, hygiene and sanitation inspections in schools.
Training and capacity building of Cook - cum - Helpers.
Timely supply of food grains and cooking cost under PM POSHAN.
Continuous monitoring through PM POSHAN MIS and field - level supervision
