SHRI BASTIPATI NAGARAJU: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृषि और ककसान कल्याण मंत्री be pleased to state: (a) the details regarding the total number of sanctioned posts and existing vacancies in Central Agricultural Research Institutions, headquarters, ICAR institutes and Agricultural Technology Application Research Institutes (ATARIs), State/UT-wise; (b) the details regarding the number of recruitment drives conducted by each institute during the last five years to fill these vacancies, along with the number of posts advertised and filled, year-wise; ((c) the details regarding the number of permanent scientists’ staff and contractual staff employed at such research institutes, State/UT-wise; and (d) the details regarding the time taken to complete recruitment processes and the reasons for delay, if any? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृषि और ककसान कल्याण राज्य मंत्री (SHRI BHAGIRATH CHOUDHARY) (a): The details regarding the total number of sanctioned posts and existing vacancies in Central Agricultural Research Institutions, including ICAR Headquarters, ICAR institutes and Agricultural Technology Application Research Institutes (ATARIs), State/UT-wise in the cadre of (1) Technical, (2) Scientific and (3) Administration is given at Annexure-I. (b): The recruitment against vacant posts is a continuous process undertaken through the prescribed selection and recruitment mechanisms. The vacancy position is reviewed and monitored regularly to assess manpower requirement across ICAR Institutes. In Technical group, there are 3 categories defined as Category-I, Category-II and Category-III. In 2021-22, 2022-23, 2023-24 the process of filling total 992 vacancies have been initiated and fully completed. In the Year 2025-26, total 169 posts have been advertised, the selection for the vacancies are under different position of recruitment at the level of Agricultural Scientists Recruitment Board (ASRB). In the administrative cadre, during the last five years the process of filling 89 vacancies of Administrative Officer and Finance & Accounts Officer were carried and 77 posts were filled in 2024. In the year 2022 the process of filling 806 vacancies of Assistant was initiated, out of which 510 posts have been filled. The remaining 296 posts have been taken as reserved panel. In 2024, the process of filling 23 posts of Assistant Director (Official Language) was initiated, out of which 18 posts have been filled. 1In the Scientific cadre the ASRB, ICAR regularly monitors the vacancy position. For filling up the vacancies during the last five years (2021 to 2025), the Agricultural Scientists Recruitment Board (ASRB) has initiated for filling of total 1674 posts including Scientist (718), Senior Scientist (288), Principal Scientist (80), Senior Scientist cum Head Krishi Vigyan Kendra (45), Research Management Position (RMP) and Non-RMP positions (543), out of which 1256 posts have been filled. (c): The details regarding the number of permanent scientists’ staff and contractual staff employed at such research institutes, State/UT-wise may be seen at Annexure-II.
