VACANCIES IN NATIONAL INSTITUTE OF RURAL DEVELOPMENT AND
PANCHAYATI RAJ
3334 Smt. Sagarika Ghose:
Will the Minister of Rural Development be pleased to state:
(a) the sanctioned strength and filled up posts in National Institute of Rural Development &
Panchayati Raj (NIRDPR), role-wise;
(b) reasons for the delay in filling up of vacant posts, if any, and whether it has affected the
effective functioning of the institution;
(c) whether any interim full-time arrangements were enforced such as that recommended by
the Parliamentary Committee; and
(d) timeline for completion of recruitment for all vacancies?

(a): Sanctioned strength and filled up posts in National Institute of Rural Development &
Panchayati Raj (NIRD&PR), role wise is enclosed at Annexure I.
(b) to (d): Filling up of posts in NIRD&PR has been affected due to revision of Recruitment
Rules (RRs), merger of erstwhile Council for Advancement of People's Action and Rural
Technology (CAPART) with the Institute, and proposed disengagement of NIRD&PR from
Government support for conversion into a Centre of Excellence. A Cabinet Note in this regard
has been sent to Cabinet Secretariat for consideration of the Cabinet. Recruitment to key posts
has been undertaken from time to time; however, some posts could not be filled despite
advertisement, and in certain cases processes have been deferred in view of the evolving status of
the Institute. As per decisions of the Executive Council, vacancies are presently being addressed
through deputation and other interim arrangements. Pending regular appointments, additional
charge of senior posts has been assigned to ensure continuity of administrative and financial
functions. A calibrated approach is being followed in filling up posts, and regular appointments
will be aligned with the outcome of the Cabinet consideration on the proposed restructuring of
NIRD&PR. The functioning of the Institute has, however, not been adversely affected.
