Shri Joyanta Basumatary: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details and total number of person-days generated under Viksit Bharat Guarantee for Rojgar and Aajeevika Mission- Gramin (VB-GRAM-G) scheme in Assam since 2025 with a special category for flood-affected and remote districts in Assam, district-wise; (b) the details of funds allocated, released and utilised under VB- GRAM-G in Assam since 2025, year-wise; (c) whether the transition to the VB-GRAM-G will address issues such as declining person days, wage delays, and seasonal disruptions in flood-prone regions like Assam, if so, the details thereof; (d) the manner in which such issues will be addressed, if not, the reasons therefor; and (e) whether any region-specific reforms or flood-resilient works are being planned to ensure sustained rural employment generation in the States of the North-Eastern Region, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (b): Consequent upon enactment of Viksit Bharat–Guarantee for Rozgar and Aajeevika Mission (Gramin) (VB-G RAM G), Act 2025, the scheme has been operationalized in rural areas of the entire country with effect from 1st July, 2026 including Assam. District-wise details of persondays generated under Mahatma Gandhi NREGS and VB–G RAM G Scheme in the State of Assam, during the last financial years and current financial year 2026-27 (as on 30.07.2026) are at Annexure. Page 1 of 3With regard to fund allocation under VB- G RAM G, which came into force w.e.f 01.07.2026, it is stated that for FY 2026-27, an interim allocation Rs.1929.70 crore has been made for the State. Subsequently, Mother Sanctions amounting to Rs.630.96 Crore have been issued to the State as first installment of Central Share under various components based on the proposal received, out of which the State has so far utilised an amount of Rs.18.58 Crore. (c) to (e): The Viksit Bharat–Guarantee for Rozgar and Aajeevika Mission (Gramin) (VB-G RAM G) Act, 2025 provides for a statutory guarantee of one hundred and twenty five days of wage employment in a financial year to every rural household whose adult members volunteer to undertake unskilled manual work, as against one hundred days under the erstwhile Mahatma Gandhi NREGS. The Act also provides for technology-enabled implementation, timely payment of wages in accordance with the prescribed timelines, payment of delay compensation wherever applicable, and a time- bound grievance redressal mechanism. Under VB–G RAM G Scheme, climate resilience, adaptation, and mitigation of extreme weather risks form an integral part of the statutory rural employment and asset creation framework. Within the planning framework, climate resilience and adaptation are embedded as core priorities under the Scheme. Permissible and priority categories of works include water conservation, watershed development, groundwater recharge, afforestation, source sustainability, flood and drought mitigation measures, and restoration and strengthening of natural resource assets. The Schedule to the Act further provides a dedicated thematic areas of works related to “Special works to mitigate Extreme Weather Events and Disaster Preparedness,” with an explicit thematic focus on disaster risk reduction, climate adaptation, and protection of rural communities and assets from floods, cyclones, storms, droughts, landslides, forest fires, and other extreme weather events. Illustrative works under this category include construction of cyclone shelters, flood shelters, and multipurpose disaster-resilient structures; diversion channels, embankments, and other disaster- mitigation works; stabilising ponds and water structures for flood management; post-disaster rehabilitation and restoration of rural roads and community assets windbreak and shelter-belt plantations; and forest fire management works such as fire breaks and fuel buffer zones.
