Parliament Question: Vehicle-to-Vehicle (V2V) Communication Technology

GOVERNMENT OF INDIA MINISTRY OF COMMUNICATIONS DEPARTMENT OF TELECOMMUNICATIONS LOK SABHA UNSTARRED QUESTION NO. 4017 ANSWERED ON 12TH AUGUST, 2026 VEHICLE-TO-VEHICLE (V2V) COMMUNICATION TECHNOLOGY 4017. THIRU DAYANIDHI MARAN: WILL the Minister of COMMUNICATIONS be pleased to state: (a) whether the Government has finalised the standards and implementation framework for Vehicle-to-Vehicle (V2V) communication technology and if so, the details thereof; (b) whether the Government has assessed the readiness of the country's road infrastructure, digital connectivity and traffic management systems for large-scale deployment of V2V technology particularly in the State of Tamil Nadu and if so, the details thereof; (c) whether the Government proposes to provide financial assistance or subsidies to vehicle, owners for mandatory V2V hardware and if not, the reasons therefor and if so, the details thereof; and (d) whether any pilot projects has conducted to evaluate interoperability, cybersecurity risks, driver preparedness and cost-effectiveness before nationwide rollout and if so, the findings thereof? ANSWER MINISTER OF STATE FOR COMMUNICATIONS AND RURAL DEVELOPMENT (DR. PEMMASANI CHANDRA SEKHAR) (a) & (b) With a view to enhance the road safety in the country, the Department of Telecommunications in consultation with Ministry of Road Transport and Highways has notified the standards for use of On Board Unit (OBU) for Cellular Vehicle-to-Everything (C- V2X) Communication in 5875-5905 MHz band on 10th June, 2026 which includes Vehicle-to- Vehicle (V2V) also. It enables vehicles to broadcast their status data such as position, speed, etc. with surrounding vehicles to provide a level of situational awareness that exceeds human vision or traditional sensors. Ministry of Road Transport and Highways, vide G.S.R. 665(E) dated 22nd July, 2026, has published the draft Rules to amend Central Motor Vehicles Rules, 1989 for Vehicle-to-Vehicle (V2V) communication systems in vehicles of categories L, M and N for entire country. (c) No, Sir. The OBU for V2V communication is supplied as an integral part of vehicle by the manufacturers. (d) The standards were notified on the recommendations of the Task force with members from Ministry of Road Transport and Highways, Ministry of Electronics and Information Technology, Department of Telecommunications and relevant industry associations. These are in line with the global best practices. *****
