VERIFICATION UNDER PM-KISAN
3763. SHRI JANARDAN SINGH SIGRIWAL:
Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण मं(cid:287)ी
be pleased to state:
(a) whether all eligible farmers in the Maharajganj Lok Sabha Constituency of Bihar
have been covered under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Scheme;
(b) if so, the details thereof including the number of beneficiaries;
(c) whether the Government has received any complaints regarding exclusion of eligible
farmers, delay in release of instalments, Aadhaar authentication issues or land record-
related discrepancies under the Scheme in the said constituency;
(d) if so, the details thereof, along with the number of such complaints received,
disposed of and pending and the corrective measures taken by the Government in this
regard; and
(e) whether the Government proposes to undertake any special enrolment/verification
drive to ensure inclusion of all eligible farmers under the PM-KISAN Scheme in the
Maharajganj Lok Sabha Constituency of Bihar and if so, the details thereof?

(a) & (b): Under the PM-KISAN Scheme, land seeding, Aadhaar linking with bank
accounts and eKYC of the eligible beneficiaries have been made mandatory over the period
to make the service delivery more efficient and transparent. The fulfilment of mandatory
requirements by farmers and their validations is an essential condition to qualify as
beneficiary and receive the benefits under the scheme. The States/UTs are mandated to
enroll the beneficiaries and validate and verify their data. Funds are released on the basis
of beneficiaries identified and verified by the States/UTs. Same process is followed in theState of Bihar including Maharajganj Lok Sabha Constituency leading to disbursement of
benefits to eligible farmers in this Constituency. Details of beneficiaries benefitted in Saran
and Siwan districts of Bihar and amount released to them in 23rd instalment is as follows:

(c) & (d): A robust grievance redressal mechanism has been established under the PM-
KISAN Scheme to address the grievances of farmers. Farmers may register their
grievances through the PM-KISAN portal, where they are promptly examined and resolved
by the concerned officers of the respective State/UT Governments. In addition, farmers may
also lodge their grievances through the CPGRAMS portal, and such grievances are
addressed and resolved in a timely manner. Since inception of the Scheme, 6,151
grievances have been received on PM-KISAM portal in Saran district all of which have been
resolved, and in Siwan District, 2,751 grievances have been received on PM-KISAM portal
out of which 2,749 have been resolved.
(e): In order to ensure that no eligible farmer is left out, the Government of India
undertakes saturation drives in coordination with the States/UTs, including Bihar. A major
nationwide saturation drive was undertaken from 15th November 2023 under the Viksit
Bharat Sankalp Yatra (VBSY), during which, more than 1 Cr. farmers were included under
PM-KISAN, including 3,44,180 in Bihar. Further, under the Government’s 100 days initiative
in 2024, over 25 lakh eligible farmers were added under the PM-KISAN scheme including
25,099 in Bihar. A special drive was also conducted in September 2024 to clear the
pending self-registration cases, which resulted in the addition of over 30 lakh new farmers,
including 33,614 in Bihar. A nationwide saturation drive has also been undertaken from 1st
June, 2026 under PM-KISAN alongwith the “Khet Bachao Abhiyaan” to expand the
coverage of eligible farmers under the scheme which resulted in the addition of about 17
lakh new farmers, including 58,556 in Bihar. In addition, States/UTs, including Bihar, also
undertake saturation drives from time to time to identify and facilitate the enrolment of
eligible farmers completing all mandatory conditions under the Scheme.
