VIKSIT GRAM PANCHAYAT PLAN
1571. Shri Raja Ram Singh:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details and at what level Viksit Gram Panchayat Plan (VGPP)
be framed in the Gram Sabha who have access to Yuktdhara
portal for making this plan;
(b) the manner by which the rozgar sahyaks and computer
operators work in the country, State-wise;
(c) whether the Government has any proposal to carry out any
capacity building exercises to make Gram Sabhas familiar with
the Yuktdhara portal, if so, the details thereof; and
(d) whether the mates get enhanced wages in comparison to
Mahatma Gandhi National Rural Employment Guarantee Scheme
(MGNREGS) considering the enhanced technological barrier
they have to navigate, if so, the details thereof?

(a): Under Section 16 of the Viksit Bharat – Guarantee for Rozgar
and Aajeevika Mission (Gramin): VB–G RAM G Act, 2025, every Gram
Panchayat is required to prepare a Viksit Gram Panchayat Plan
(VGPP) through a participatory planning process. The Gram Sabha
identifies and prioritises the permissible works required for the
holistic development of the Gram Panchayat, and the Gram
Panchayat prepares the VGPP in accordance with the provisions of
the Act. The approved VGPP is thereafter consolidated at the
Intermediate and District Panchayat levels for preparation of the
aggregate Block and District Plans under the Mission. Yuktdhara is a
GIS-based planning support tool that assists authorised functionaries
in scientific planning by providing geospatial information and
analytical inputs for the identification, prioritisation and planning of
permissible works, thereby supporting the preparation of the VGPP.
Page 1 of 2Access to the Yuktdhara portal is provided to authorised
functionaries designated by the respective State Governments/Union
Territory Administrations in accordance with the prescribed
operational framework.
(b): As per Section 21 of the Viksit Bharat – Guarantee for Rozgar
and Aajeevika Mission (Gramin): VB–G RAM G Act, 2025, the State
Government is responsible for providing the necessary staff and
technical support, including Rozgar Sahayaks and Computer
Operators, to the District Programme Coordinator and the Programme
Officer for the effective implementation of the Programme. These
matters such as the manner by which the rozgar sahayaks and
computer operators work fall within the administrative domain of the
respective States/Union Territories.
(c): The Ministry accords high priority to capacity building of all
stakeholders for effective implementation of VB–G RAM G. Training
programmes are being organised at the National, State, District,
Block and Gram Panchayat levels through a cascading training
framework covering the preparation of Viksit Gram Panchayat Plans
(VGPPs), technology-enabled planning and monitoring tools including
use of Yuktdhara. Detailed training modules, user manuals, standard
operating procedures and digital learning resources like e-Saksham
have also been made available with the States/Union Territories to
facilitate effective implementation and strengthen participatory
planning through Gram Sabhas. Also, Capacity Building is an ongoing
process and as per the needs and requirements of the States/UTs the
technical tram send by the Ministry to the respective States/UTs.
(d): Under the Viksit Bharat – Guarantee for Rozgar and Aajeevika
Mission (Gramin): VB–G RAM G, Mates engaged under the Scheme are
paid wages at the semi-skilled wage rate, as notified by the
respective State Government/Union Territory Administration in
accordance with the applicable wage notifications. The wage rates
payable to Mates are determined by the respective State
Governments/Union Territory Administrations.
