Parliament Question: Village Level Entrepreneurs in Andhra Pradesh

SHRI B K PARTHASARATHI: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) the details of the schemes implemented to support Village Level Entrepreneurs (VLEs) in the country; (b) the details regarding the number of VLEs supported through such schemes, State, district and year-wise for Andhra Pradesh, since inception; (c) the details of funds sanctioned and released under each of these schemes, State and year-wise since inception; and (d) whether any issues have been observed in scheme implementation and if so, the details of the same? ANSWER MINISTER OF STATE FOR ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA) (a) to (d): Common Services Centres (CSCs) provide easy access to government and essential digital services for citizens. These include services such as Aadhaar, banking, bill payments, certificates, telemedicine and education. These CSCs are established on a self-sustainable and entrepreneurship model, which are run by Village Level Entrepreneurs (VLEs). To enhance the sustainability of Village Level Entrepreneurs (VLEs), CSCs have been enabled to deliver more than 800 citizen-centric services. All the services provided by VLEs through CSCs can be seen at www.csc.gov.in. The network of CSCs continues to grow, with more than 5.41 lakh centres presently functioning across India. Year-wise and district-wise functional CSC in Andhra Pradesh since inception till 28th February -2026 is at Annexure-I. State wise details of CSCs, including Andhra Pradesh, are also available on the website https://csc.gov.in/ CSC e-Governance Services India Limited, also known as CSC-SPV (Special Purpose Vehicle), manages the operations of these CSCs. It provides training and capacity building to VLEs through digital modes to improve their skills for better service delivery and interaction with the citizens.During the Financial Year 2025-26 (till Feb- 2026), a total number of 22,866 VLEs have been provided training on the use of the Digital Seva Portal and various services such as Insurance, G2C services, Banking, Agriculture, etc across the country. Several key initiatives have been undertaken, aimed at strengthening the skilling and earning capacity of Village Level Entrepreneurs (VLEs), these are as follows: ● Regular training of VLEs to enhance digital literacy and service delivery skills ● Promotion of innovative services through CSCs like financial services [DigiPay (based upon Aadhaar Enabled Payment System), Banking, Insurance], and skill development programs ● Delivery of e-commerce services via CSC Grameen eStore, thereby enhancing livelihood opportunities for VLE ● Specialised training under the YuvaAI initiative to familiarize VLEs with emerging technologies and AI- based tools for enhanced service delivery. 9,766 VLEs from all over the country have been certified till date. The Project CSC 2.0 has been implemented as a Central Sector Scheme of Government as a pan India Project and has been successfully completed w.e.f. 31.03.2024. The total budget of the project sanctioned and released for the implementation of the project is Rs.475.11 crore.
