Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government of Himachal Pradesh has provided the
list of villages without pucca road to the Union Government
under the Pradhan Mantri Gram SadakYojana (PMGSY);
(b) if so, the details thereof; and
(c) whether data of roads on the basis of Scheduled Castes and
Scheduled Tribes population is being collected from the States
as per the instructions of the Government, if so, the details
thereof?

(a) & (b): The Pradhan Mantri Gram SadakYojana (PMGSY)-I was
launched in the year 2000 as a one-time special intervention to
provide rural connectivity, by way of a single all-weather road, to
the eligible unconnected habitations of designated population size
as per Census 2001. Timeline for completion of sanctioned projects
under PMGSY I was March, 2025.
As on date, a total of 8,38,611 km of road length has been
sanctioned under all the verticals/ interventions of PMGSY, and
7,83,304 km of roads have been completed across the country. The
State of Himachal Pradesh has been sanctioned 24,967.76 km of
road length under all verticals/ interventions of PMGSY, out of which
22,380.09 km has been completed.
Page 1 of 2The Government has recently approved phase IV of PMGSY to
provide all-weather connectivity to 25,000 unconnected habitations
as per Census 2011 by March 2029. A fresh survey was conducted
by States/UTs for preliminary identification of habitations for
PMGSY-IV using a dedicated Geographic Information System (GIS)
application developed for a specific purpose viz. “Gram Sadak
Survey App”. The proposal for sanctioning of 300 road works for a
length of 1,555 km under PMGSY-IV Batch 1, 2025-26 has been
received by the Ministry. Proposals for sanction are submitted in
feasible batches by the States/ UTs. The timeline for PMGSY IV is
till March 2029.
(c): PMGSY is an area development scheme, hence connectivity is
not being provided by social sector categories. Under PMGSY
IV, the population criteria for selection of unconnected habitations
is 500+ in plains, 250+ in Hill States/ UTs and North-Eastern Region
(NER), Special Category Areas (Tribal Schedule-V Areas, Desert
Areas, Aspirational Blocks/ Districts) and 100+ in Left Wing
Extremism (LWE) affected areas (areas notified by MHA) in 9 States
as per Census 2011. The PMGSY IV is being implemented in
convergence with DhartiAabaJanjatiya Gram UtkarshAbhiyan and
Pradhan MantriAnusuchitJaatiAbhyudayYojana (PM-AJAY), and
priority will be given to unconnected habitations identified under
these programmes based on the following criteria:
DhartiAabaJanjatiya Gram UtkarshAbhiyan
(i) 500 or more population and 50% or more ST population as per
Census 2011
(ii) 50 or more ST population in 250+ population category in
Aspirational Districts as per Census 2011
PM-AJAY
(i) 500 or more population and 40% or more SC population as per
Census 2011.
In addition to the above, Pradhan
MantriJanjatiAdivasiNyayaMahaAbhiyan (PM-JANMAN) road
connectivity component is also being implemented as a separate
vertical under PMGSY with implementation period upto the financial
year 2027-28. A target of 8000 Km has been given under the
component, out of which 6,506 Km have been sanctioned so far.
