DR. SIKANDER KUMAR: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the year-wise roadmap for the operationalisation of three dedicated chemical parks to ensure they are ready for industrial use by 2030; (b) whether Government has taken any steps to address the missing middle in the chemical value chain, particularly regarding domestic capacity for petrochemical intermediates; (c) if so, the details thereof; and (d) the measures being introduced under the BioPharma SHAKTI mission to ensure that intellectual property remains with Indian innovators while leveraging the talent pool at the National Institutes of Pharmaceutical Education and Research? ANSWER THE MINISTER OF STATE FOR CHEMICALS & FERTILIZERS (SMT. ANUPRIYA PATEL) (a) : Subsequent to the announcement in the Union Budget of FY 2026–27, the proposed scheme for establishment of Dedicated Chemical Parks is currently under formulation. The scheme envisages the development of three such Parks as greenfield projects. Under the proposed scheme, the three Chemical Parks will be developed with plug-and-play facilities for the industry. The scheme will involve development of common infrastructure facilities and basic utilities. The Government of India would provide partial financial support towards the cost of establishing these facilities and utilities, with the rest to be provided by the concerned State Government. (b) and (c): The Department of Chemicals and Petrochemicals has been undertaking the following measures to promote manufacturing in the chemical sector and enhance domestic production across all chemical value chains Petroleum, Chemicals and Petrochemicals Investment Regions (PCPIR): In order to attract investments in chemicals & petrochemicals sector, Department had notified the Petroleum, Chemicals and Petrochemical Investment Region (PCPIR) Policy. PCPIRs are conceptualized as cluster-based model of Development with common infrastructure and support services. Three PCPIRs have been set up atDahej (Gujarat), Vishakhapatnam-Kakinada (Andhra Pradesh) and Paradeep (Odisha). In the Union Budget 2026–27, a scheme for establishing three dedicated chemical parks has been announced on a cluster-based, plug-and-play model to enhance domestic chemical production. (d): Biopharma SHAKTI Scheme was announced in the recent Union Budget for FY 2026–27 with an outlay of ₹10,000 crore over a period of five years for creating an ecosystem for domestic production of biologics and biosimilars and for developing India as a global biopharma manufacturing hub. While, the detailed components of the Scheme are yet to be finalised, it envisages establishing 3 new National Institutes of Pharmaceutical Education and Research (NIPERs) and upgrading 7 existing NIPERs. Issues relating to intellectual property arising out of innovations at NIPERs are governed by the provisions of the Patents Act, 1970 and other extant rules and regulations. Accordingly, protection and ownership of intellectual property in respect of innovations generated under the proposed initiative shall be addressed in accordance with the applicable legal and regulatory framework. *****
