Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) whether any Waste-to-Energy pilot projects have been proposed in Tonk and Sawai
Madhopur districts of Rajasthan under the revised guidelines issued in July 2025;
(b) if so, the measures taken to utilise agricultural waste particularly paddy stubble
residues for biomass energy generation;
(c) whether any Compressed Bio-gas (CBG) plants or biogas units have been established
in these districts under the updated guidelines; and
(d) the steps taken by the Government to ensure the participation of local communities and
MSMEs in biomass energy projects particularly to enhance farmers' income?

(a) As on date, no Waste-to-Energy pilot projects have been proposed for Tonk and Sawai
Madhopur districts of Rajasthan under the revised guidelines issued in July 2025.
(b) The various incentives which are given to beneficiaries for sustainable management of
crop residue are given as under:
i. MNRE supports installation of bioenergy plants under different components of National
Bioenergy Programme (NBP) by providing Central Financial Assistance (CFA). This
includes biomass-based (non-bagasse) cogeneration plants, briquettes/ pellets
manufacturing plants and compressed biogas (CBG/BioCNG) Plants. The Central
Financial Assistance (CFA) is being provided under the NBP for the above purpose.
ii. Ministry of Agriculture and Farmers’ Welfare (MoAF&W) under the Crop Residue
Management (CRM) Scheme provide incentives for management of crop residue. Under
this scheme, financial assistance @ 50% is provided to the farmers for purchase of crop
residue management machinery and @ 80% is provided to Rural Entrepreneurs (Rural
youth and farmer as an entrepreneur), Cooperative Societies of Farmers (Agriculture/
Horticulture/Makhana etc.), Day-NRLM Cluster Level Federations and Self Help Groups
(SHGs), Farmer Producer Organizations (FPOs) and Panchayats for establishment of
Custom Hiring Centres of crop residue management machines. Financial support of 65%
up to a maximum of Rs. 1.50 Crore is also provided to paddy supply chain projects on the
capital cost of machinery and equipments.
iii. Central Pollution Control Board (CPCB), provides one-time financial support under
Environment Protection Charge Funds for establishment of pelletization and torrefaction
plants to promote utilization of paddy straw.iv. Ministry of Petroleum and Natural Gas, under its Biomass Aggregation Machinery
(BAM) Scheme, provides support to Compressed Bio Gas (CBG) producers for procurement
of machinery such as balers, rakers, and trolleys for biomass collection and aggregation to
facilitate efficient utilization of agri-residues and prevent open-field burning.
(c) A total of 4 Nos. of Compressed Bio-gas (CBG) plants with a cumulative installed capacity
of 90 TPD have been registered in the Tonk and Sawai Madhopur districts of Rajasthan.
(d) In addition to the measures taken by the Government for utilization of agricultural residue,
the Government of Rajasthan promotes the setting up of Biomass based projects through
Rajasthan Integrated Clean Energy Policy, 2024 to enhance farmers’ income.
