WASTE WATER MANAGEMENT IN MORADABAD
NO. 3384. MRS RUCHI VIRA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether the Government has reviewed the adequacy of waste water
management, urban drainage and reuse of treated water in
Moradabad district, Uttar Pradesh, particularly in the rapidly
expanding urban and semi-urban areas of Moradabad city and
Pakbara where discharge of untreated sewage, clogged drains and
waterlogging during monsoon are affecting public health and
contaminating surface and ground water sources;
(b) if so, the details of the measures, including expansion of sewage
treatment capacity, drain remodelling works, water reuse initiatives,
monitoring mechanisms and inter-departmental coordination taken
by the Government to mitigate urban water stress and pollution in
the district; and
(c) if not, the reasons therefor?
ANSWER

(a) to (c): Water and Sanitation is State subject. Government of India
supplements the efforts of the States through schematic interventions/
advisories. It provides financial and technical support to the States
through various schemes/ Missions such as Atal Mission for Rejuvenation
and Urban Transformation (AMRUT) and AMRUT 2.0.
Under AMRUT/ AMRUT 2.0, the States/ Union Territories are
empowered to select, appraise, prioritise and implement the projects.
Under AMRUT, Uttar Pradesh has taken up 14 projects worth ₹388.01
crore in Moradabad district which included 04 sewerage/septage
management projects worth ₹365.62 crore covering 1.13 lakh sewer
connections (including households covered under septage management).
The State had not taken up any Sewage Treatment Plant (STPS)
augmentation or storm water drainage projects under AMRUT in
Moradabad district.
Under AMRUT 2.0, 11 projects worth ₹436.89 crore have been
approved in Moradabad district. The State has not taken up any sewerage
and septage management project under AMRUT 2.0 in Moradabad district.

As informed by the State, for used water management in
Moradabad Nagar Nigam, against the estimated present sewage
generation of 130 Million Litres per Day (MLD), total installed capacity of
STP is 103 MLD. To cater the gaps in sewage treatment facilities, project
for Interception & Diversion of Drains and Sewage Treatment Plant for
Moradabad has been sanctioned under Namami Gange Programme, which
includes installation of 02 STPs with total capacity 80 MLD. Further,
Sewerage projects in Kanth and Bilari town have been approved under
Swachh Bharat Mission (Urban) 2.0.
