(a) the key objectives, characteristics and components of the watershed development projects
implemented under national programmes such as the Atal Bhujal Yojana and the Integrated
Watershed Management Programme in Maharashtra during the last three years;
(b) the total projects sanctioned and completed under the Atal Bhujal Yojana in Maharashtra
during the last three years;
(c) the total number and geographical location of watershed projects implemented in
Maharashtra;
(d) the total number of watershed and groundwater recharge projects sanctioned, under
implementation and completed in Maharashtra during the last three years;
(e) whether any specific projects have been undertaken in the Jalgaon Lok Sabha Constituency
of Maharashtra to address groundwater depletion, irrigation efficiency and drought resilience,
if so, the details thereof including financial allocations, implementing agencies and coverage
of beneficiary villages; and
(f) an assessment of the overall impact of these projects in mitigating water scarcity, improving
irrigation potential and ensuring sustainable and reliable drinking water supply in rural and
semiarid regions like Jalgaon and Khandesh including Maharashtra?

(a) to (d) Atal Bhujal yojana was implemented by Ministry of Jal Shakti. Atal Bhujal
Yojana, a community led participatory ground water management scheme, was implemented
as a pilot scheme across 8,203 priority water stressed Gram Panchayats of seven States viz.
Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh. The
key objective of Atal Bhujal Yojana was to improve groundwater management in selected
1States through community participation and focusing on demand-side interventions, ensuring
sustainability of the resource. The scheme aimed to achieve this objective by strengthening
institutional and governance frameworks and by incentivizing States to implement
groundwater conservation measures at grassroots level.
The main aims and objectives of Watershed Development Component of Pradhan Mantri Krishi
Sinchayee (WDC-PMKSY), earlier known as Integrated Watershed Management Programme
(IWMP), are to improve productive potential of rainfed / degraded land through integrated
watershed management; to strengthen community based local institutions for promotion of
livelihoods & watershed sustainability, and to improve the efficiency of watershed projects
through cross learning and incentive mechanism. The continuation of the scheme as WDC-
PMKSY 2.0 has been approved by the Government on 15 December, 2021. The scheme is
being implemented in all States including Maharashtra.
The activities undertaken, inter alia, include ridge area treatment, drainage line treatment, soil
and moisture conservation, rainwater harvesting, nursery raising, pasture development,
livelihoods for asset-less persons etc. WDC-PMKSY, through these interventions, seeks to
ensure sustainable development through improved natural resource management and better
resilience of farmers to climate change.
Under WDC-PMKSY 2.0, Department of Land Resources (DoLR) has sanctioned 140
watershed development projects covering an area of 5.26 lakh ha to Maharashtra at a total cost
of Rs. 1251.14 crore (Central share: Rs 750.68 crore). So far, Central share of Rs. 476.93 crore
has been released to Maharashtra. The District-wise/location-wise details of projects
sanctioned under the scheme in Maharashtra are given at Annexure. These projects are in
different stages of implementation.
As per information received from Ministry of Jal Shakti, under Atal Bhujal Yojna, 1442 villages
in 1133 Gram Panchayats across 73 watersheds and 43 blocks in 13 districts of Maharashtra
were covered. The following are some of the key achievements under Atal Bhujal Yojana in
the State of Maharashtra:
i. Water Security Plans (WSPs) have been prepared in all 1,133 Gram Panchayats covered
under the Scheme.
ii. Public financing of Rs.1016.56 cr. for approved Water Security Plans through
convergence of ongoing / new schemes has been achieved against a target of Rs.738.20
crore.
iii. Efficient water use practices, such as drip, sprinkler, underground pipeline irrigation,
mulching, crop diversification, direct seeded rice, zero tillage practice etc., has been
adopted in total 2.7 lakh hectare of Atal Jal area against target of 75,000 hectare area.
iv. About 9460 groundwater recharge structures have been constructed/ renovated during
the project period for the implementation of water security plans in Atal Jal areas of
Maharashtra.
(e) and (f) Under WDC-PMKSY2.0, total 3 watershed development projects covering an
area of 10,184 ha have been sanctioned to Jalgaon District (which includes Jalgaon Lok Sabha
area) of Maharashtra at a total cost of Rs. 22.41 crore (Central share: Rs.13.44 crore). As these
projects are yet to be completed, the impact assessment of these projects is not yet done.
2However, the third-party End-line evaluation reports of earlier completed WDC-PMKSY 1.0
projects generally revealed that there is significant improvement in availability of surface &
ground water, increase in productivity, vegetative cover, enhanced livelihood opportunities and
household incomes in project areas.
Out of 43 blocks in Maharashtra covered under Atal Bhujal Yojana, a total of 04 and 12 blocks
showed improvements or arrest in the declining groundwater levels in water-stressed areas in
the years 2023 and 2024 respectively. During the year 2025, 39 blocks showed similar
improvements.
The Central Ground Water Board (CGWB) monitors groundwater levels throughout the
country including Jalgaon Lok Sabha area, groundwater level data of November 2024 for the
Jalgaon district (which includes Jalgaon Lok Sabha area) has been compared with the decadal
mean of data of November (2014-2023). Analysis of this data indicates that about 87% of the
monitored wells have registered rise in groundwater level. Decline has been registered in about
13% of wells.
CGWB in consultation with State Government has been conducting the Dynamic Ground
Water Resource Assessment (GWRA) annually since 2022 including Jalgaon and Khandesh in
Maharashtra to provide updated estimates of groundwater availability and extraction.
As per the information of CGWB, out of the total 359 assessment units (talukas) in the state of
Maharashtra, 7 (1.95 %) assessment units have been categorized as ‘Over- exploited’ indicating
ground water extraction exceeding the annually replenishable ground water recharge. In 5 (1.39
%) assessment units in the state the stage of groundwater extraction is between 90- 100% and
have been categorized as ‘Critical’. There are 40 (11.14 %) “Semi-critical’’ units, where the
stage of ground water extraction is between 70 % and 90 % and 306 (85.24%) units are
categorized as “safe” blocks. 01 (0.28 %) assessment units are categorized as “saline”.
Further in Khandesh region, the salient features of Ground Water Resource Assessment

Based on the Stage of Groundwater Extraction, Jalgaon is Semi-critical (78.08%), while Dhule
