GOVERNMENT OF INDIA MINISTRY OF COAL RAJYA SABHA UNSTARRED QUESTION No. 215 ANSWERED ON 02.02.2026 WELFARE MEASURES FOR COAL WORKERS 215 SHRI SANJAY SINGH: Will the Minister of COAL be pleased to state: (a) year-wise number of coal workers declared medically unfit for continued service, subsidiary-wise, in Coal India Limited (CIL) and its subsidiaries during the last five years; (b) number of deaths of coal workers including fatal mine accidents and non accidental deaths, reported during the said period, subsidiary-wise; (c) existing provisions and clauses under NCWA and other statutory rules governing medical unfitness, compensation, death benefits and compassionate ground employment of coal workers;and (d) number of dependents provided employment on compassionate grounds, year-wise and subsidiary-wise for the above period? ANSWER MINISTER OF COAL AND MINES (SHRI G. KISHAN REDDY) (a): None of the employees of CIL and its subsidiaries have been declared medically unfit in last five years. Provision of Dependent Employment: i. Employment to one eligible dependent family member, upon death while in service under National Coal Wage Agreement (NCWA). ii. Option of Monthly Monetary compensation in lieu of dependent employment which is at par with initial basic pay of lowest category of Non-Executive and Executive cadre employees as per applicability till attaining 60 years of age or death. 2. Financial benefits as per statute: Compensation under the Employees Compensation Act 1923 payable on personal injury by accident resulting in Death; Permanent total disablement; Permanent partial disablement; Temporary disablement, on the basis of nature of injury, monthly wages and the relevant factor specified in the Schedule of the Act. 3. Financial benefits in addition to statute: i. Compensation in case of Fatal Mine Accident @ ₹25 lakh as Ex-gratia to next of kin. ii. Compensation in case of Death / Permanent Disablement @ ₹ 90,000/- as Ex-gratia. iii. Compensation in case of death due to Covid-19 @ ₹15 lakh as Ex-gratia to next of kin. iv. An amount of Rs.1,56,250/- is paid under the Life Cover Scheme under National Coal Wage Agreement (NCWA). 4. Coverage under Medical facility: i. Medical benefits to the employees under Contributory Post Retirement Medicare Scheme for Executives/Non-Executives of CIL and Its Subsidiaries (CPRMSE/CPRMS-NE). ii. Special Leave granted to employees suffering from Heart disease, TB, Cancer, Leprosy, Paralysis, Renal diseases, H.I.V., Brain disease/disorder and Liver cirrhosis at the rate of 50% of wages (Basic Pay+VDA+SDA) till they are declared fit.
