Unstarred Question No. 3025, to be answered on 18/12/2025, was posed by Shri Charanjit Singh Channi regarding welfare measures for Scheduled Tribes in Punjab. The Minister of Tribal Affairs was asked to state whether the Government has identified all eligible ST households in Punjab for coverage under Central schemes, whether the implementation of Eklavya Model Residential Schools (EMRS) in Punjab has been reviewed, whether adequate funds have been allocated and utilized for tribal welfare, and whether new livelihood and skill development projects for ST communities in border districts are proposed.
The Minister of State for Tribal Affairs (Sh. Durgadas Uikey) answered that, according to Census 2011 published by RGI, there are no notified Scheduled Tribes in Punjab, Chandigarh, Haryana, NCT of Delhi and Puducherry. Further, the criteria for implementing EMRS Schools requires blocks having more than 50% Scheduled Tribes population and at least 20000 tribal persons residing, which is not fulfilled in Punjab. As per the details given in part a of the answer, the questions about allocation and utilization of funds for tribal welfare and new livelihood and skill development projects do not arise.

Will the Minister of TRIBAL AFFAIRS be pleased to state:
(a) whether the Government has identified all eligible ST households in Punjab for coverage under Central
schemes and if so, the number thereof and if not, the reasons therefor;
(b) whether the implementation of Eklavya Model Residential Schools (EMRS) in Punjab has been reviewed and
if so, the findings thereof and if not, the reasons therefor;
(c) whether adequate funds have been allocated and utilised for tribal welfare and if so, the details thereof, year-
wise and if not, the reasons therefor; and
(d) whether new livelihood and skill development projects for ST communities in border districts are proposed
and if so, the details thereof and if not, the reasons therefor?

(a): As per Census 2011 publish by RGI there are no notified Scheduled Tribe in Punjab, Chandigarh, Haryana,
NCT of Delhi and Puducherry in 2011
(b): The criteria for implementing EMRS Schools is blocks having more than 50% Scheduled Tribes population
and at least 20000 tribal persons residing. Hence the question does not arise as this criteria is not fulfilled in
Punjab.
(c) & (d): As per the details given in part a of the answer, the question does not arise.
