Parliament Question: Widening of Roads under PMGSY

Shri Chintamani Maharaj: Shri Arun Govil: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details of plan for implementation of the Padhan Mantri Gram Sadak Yojana (PMGSY) for the upgradation, consolidation and maintenance of rural roads, specifically for the financial year 2026-27; (b) the targets set for construction and widening of roads under this scheme for various States, State-wise including Uttar Pradesh; and (c) the details of the investment proposed by the Union Government to connect agricultural mandis and rural habitations in densely populated areas, State-wise such as western Uttar Pradesh? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (b): Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched by the Government of India aimed at providing rural connectivity by way of all-weather roads to eligible unconnected habitations and consolidating the existing rural road network across the country. Over the years, the scheme has been expanded through various verticals, including PMGSY-II for upgradation of through Routes and Major Rural Links (MRLs), the Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA), and PMGSY-III for the consolidation of 1,25,000 Km of rural road network connecting key socio-economic growth centers like Gramin Agricultural Markets (GrAMs), schools, and hospitals. Further, PMGSY-IV was launched in September 2024 to extend all-weather connectivity to eligible unconnected habitations based Page 1 of 4on Census 2011 data during its implementation period from Financial Year 2024-25 to 2028-29. The implementation plan for the Financial Year 2026-27 is focused on the execution of already sanctioned projects and the consideration of new proposals under PMGSY-IV based on compliance with programme guidelines. The routine and periodic maintenance of completed PMGSY roads is the responsibility of the respective State Governments/UTs. Under the programme guidelines, states are required to institutionalize a 5-year routine maintenance contract with the same contractor upon completion of construction, funded entirely from the State budget. Post the initial 5-year period, the roads are expected to be maintained by the states/UTs through subsequent maintenance and renewal contracts. PMGSY guidelines do not prescribe or monitor separate targets for the widening of rural roads. Widening works, wherever technically required and justified, are considered an integral part of approved upgradation projects in accordance with the applicable Indian Roads Congress (IRC) and Ministry’s Rural road Manual/Hill road Manual specifications. Accordingly, separate state-wise targets for widening are not maintained. The physical targets fixed for the construction and upgradation of roads under PMGSY for the Financial Year 2026-27, including for the State of Uttar Pradesh, are placed at Annexure-I. (c): Under the scheme verticals, including the recently launched PMGSY-IV, priority is given to connecting eligible habitations and enhancing access to economic hubs, including agricultural markets (GrAMs), healthcare centers, and educational facilities. The allocation and release of Central funds to the State Governments are regulated based on parameters such as the submission of eligible project proposals, the execution capacity of the states, balance works in hand, unspent balances available, and compliance with the financial criteria stipulated under the program guidelines. The Ministry does not make separate, region-specific, or constituency- specific financial allocations exclusively for connecting agricultural mandis or for specific geographical areas such as western Uttar Pradesh.
