SHARMILA SARKAR: SHRI SHATRUGHAN PRASAD SINHA: DR. SAMBIT PATRA: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the number of Micro, Small and Medium Enterprises (MSMEs) functioning and the total number of women employed by MSMEs across the country since 2011, year and State-wise; (b) the number of women-led MSMEs registered and functioning in the country since 2011 year and State-wise; (c) the number of MSMEs that got closed since 2020 along with the number of persons who were employed in these MSMEs at the time of their closure, year and State-wise and the major reasons for such closures thereof; (d) whether any long-term plan is under consideration of the Government to increase the number of women in the MSME sector and if so, the details thereof; (e) whether the Government has taken any steps to promote women entrepreneurship in this sector and if so, the details thereof; (f) whether the Government has taken any steps for skill development and upskilling of women working in this sector and if so, the details thereof; and (g) whether the Government is likely to consider any special incentive policy for enterprises in the MSME sector to promote employment to women employees? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a): Udyam Registration Portal was launched on 01.07.2020. As on 30.11.2025, the number of Micro, Small and Medium Enterprises (MSMEs) functioning and the total number of women employed by MSMEs across the country since 01.07.2020 are given at Annexure-I. (b): The number of women-led MSMEs functioning and registered on the Udyam Registration Portal and Udyam Assist Platform since 01.07.2020 to 30.11.2025 are given at Annexure-II. (c): Enterprises de-register on the Udyam portal due to a number of reasons such as change in the company owner, certificate not required, duplicate registration, shut down of enterprises and such other reasons. The State/UT-wise details of Women owned MSMEs which shut down between 2020 and 2022 (From 01.07.2020 to 30.11.2025) along with the number of persons employed in these MSMEs are given at Annexure - III.: 2 : A total of 24,545 MSMEs deregistered during the period ( from 01.07.2020 to 30.11.2025) while total 2,86,40,007 MSMEs registered during the same period. (d) to (g): The Government has taken a number of initiatives to increase the participation of women in MSMEs in the country, such as: i. Special drives for registration of women-owned MSMEs on Udyam Registration (UR) and Udyam Assist Portals (UAP). ii. To support women entrepreneurs, the Public Procurement Policy mandates that 3% of annual procurement by CPSEs/Ministries/Departments must be made from women-owned micro and small enterprises. iii. To support women entrepreneurs under Credit Guarantee Scheme for Micro and Small Enterprises, the following two provisions have been introduced for micro and small women entrepreneurs w.e.f. 01.12.2022: a. Guarantee coverage of up to 90% as against the 75% for others; and b. 10% concession in annual Guarantee fees iv. Ministry of MSME implements Prime Minister’s Employment Generation Programme (PMEGP) which is a credit-linked subsidy programme aimed at generating self-employment opportunities through establishment of micro-enterprises in the non-farm sector by helping traditional artisans and rural/urban unemployed youth. Out of the total PMEGP beneficiaries, 39% are women and they are provided higher subsidy (35%) vis-a-vis non-special category (upto 25%). v. To encourage entrepreneurship among women, Ministry of MSME implements ‘Skill Upgradation and Mahila Coir Yojana’ under Coir VikasYojana, which is an exclusive training programme aimed at skill development of women artisans engaged in the Coir sector. vi. Participation of women entrepreneurs in trade fairs under Procurement and Marketing Support Scheme is subsidized to the extent of 100% vis-a-vis 80% for other entrepreneurs. vii. Ministry of MSME has launched ‘PM Vishwakarma’ Scheme on 17.09.2023, to provide a number of benefits to the traditional artisans and craftspeople including women, engaged in 18 trades. viii. The Ministry has launched the awareness campaign ‘Yashasvini’ to create awareness among existing and aspiring women entrepreneurs with various schemes of the Ministry of MSME, providing them with continuum of support through handholding, mentorship, and capacity building. ****Annexure-I Annexure referred to in reply to part (a) of Lok Sabha Unstarred Question No. 755 for answer on 04.12.2025.
