Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: -
(a) the number of youth provided training under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY),
State/UT-wise;
(b) the number of beneficiaries received certificates under the said scheme particularly from the
training centres operating in Barmer, Jaisalmer and Balotara districts;
(c) the percentage of youth employment/self-employment after getting training in these districts along
with the percentage of trained youth provided loan facilities;
(d) the details of expenditure incurred on functioning of these training centres in above districts, year-
wise
(e) whether the Government is setting up a dedicated skill development centre near the under-
construction HPCL refinery at Pachpadra in Balotara district;
(f) if so, the current status thereof along with the timeline specified in this regard; and
(g) if not, the reasons therefor?

(a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme
Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for imparting skill development training
through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning
(RPL) to youth across the country.
State/UT-wise details of candidates trained/ oriented under PMKVY as on 30.06.2025 is at Annexure.
(b) Under PMKVY, 28,319 candidates have been certified in Barmer District and 9954 candidates
have been certified in Jaisalmer district as on 30.06.2025. No candidates have been trained/certified in
Balotra district of Rajasthan under PMKVY.
(c) Under the PMKVY scheme, placements were tracked in the Short-Term Training (STT) component
in the first three versions of the PMKVY Scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0
implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0, the focus is to empower our trained
candidates to choose their varied career path and they are suitably oriented for the same. Further various
IT tools like skill India Digital Hub (SIDH) also gives this opportunity.
During the first three versions of PMKVY, 4,586 candidates were trained in STT in Barmer District with
43.5% (1,997) reported placed, while in Jaisalmer District, 3,299 candidates were trained in STT with
64.7% (2,136) reported placed.
Under PMKVY Scheme, there is no provision of offering loan facilities to candidates.
(d) to (g): Under PMKVY 4.0, the latest version of the scheme implemented since 2022, a demand- driven
approach has been adopted for the empanelment of Training Centres through the process of accreditation
and affiliation. Further, no financial assistance is provided for establishment and functioning of training
centre under the scheme. Instead, the training cost is paid as prescribed under the scheme guidelines
