(ग) “पदो(cid:261)नतीची पा(cid:327)ता” याचा अथ(cid:593), महारा(cid:273)(cid:322) शासना(cid:247)या सामा(cid:261)य (cid:332)शासन िवभागाने, वेळोवेळी, क(cid:577)लेले िनयम, काढलेल े शासन िनण(cid:593)य िक(cid:573)वा आदेश याम(cid:260)ये पदो(cid:261)नतीसाठी िविनिद(cid:593)(cid:273)ट क(cid:577)ल(cid:269)े या अटी व शत(cid:559)नुसार असलले ी पदो(cid:261)नतीची पा(cid:327)ता, असा आहे. (घ) “शासन” याचा अथ(cid:593), महारा(cid:273)(cid:322) शासन, असा आहे ; (ड) “महारा(cid:273)(cid:322) क(cid:565)िष सवे ा” याचा अथ,(cid:593) कि(cid:565)ष िवभागातं ग(cid:593)त असल(cid:269)े या क(cid:565)िष आय(cid:242)ु तालयातील महारा(cid:273)(cid:322) कि(cid:565)ष सेवा, असा आह;े भाग चार-अ-४३४–१ (१)महारा(cid:273)(cid:322) शासन राजप(cid:327) असाधारण भाग चार-अ, स(cid:262)ट(cid:608)बर २४, २०२५ /आ(cid:556)(cid:272)वन २, शक(cid:577) १९४७ (च) “मा(cid:261)यता(cid:332)ा(cid:262)त स(cid:274)ं था” याचा अथ(cid:593) शासनाची मा(cid:261)यता असलेली सं(cid:274)था असा आहे. ३. क(cid:565)िष अिधकारी (िज(cid:269)हा प(cid:555)रषद), गट-ब (किन(cid:273)ठ), (राजपि(cid:327)त) या पदावरील िनय(cid:242)ु ती, एकतर,— (क) िज(cid:269)हा प(cid:555)रषदा(cid:247)ं या िज(cid:269)हा तांि(cid:327)क सेवा (वग(cid:593)-तीन) मधील िव(cid:274)तार अिधकारी (क(cid:565)िष) हे पद धारण करणा(cid:311)या आिण एकतर िज(cid:269)हा प(cid:555)रषदने ेघते लले ी िवभागीय परी(cid:550)ा उ(cid:427)ीण (cid:593)असल(cid:269)े या िकव(cid:573) ा िवभागीय परी(cid:550)ा उ(cid:427)ीण (cid:593)हो(cid:256)यापासनू सटू द(cid:256)े यात आल(cid:269)े या, आिण, (एक) क(cid:565)िष िक(cid:573)वा क(cid:565)िष अिभयांि(cid:327)की िक(cid:573)वा फलो(cid:257)पादन यामधील पदवी अथवा मा(cid:261)यता (cid:332)ा(cid:262)त सं(cid:274)थेमधून (cid:257)याच िव(cid:464)ाशाखेतील इतर कोणतीही समक(cid:550) अह(cid:593)ता धारण करणा(cid:311)या आिण उ(cid:242)त पदावर तीन वषा(cid:593)प(cid:550)े ा कमी नसेल इतकी िनयिमत व अखंड सवे ा असणा(cid:311)या ; िक(cid:573)वा (दोन) क(cid:565)िष िक(cid:573)वा क(cid:565)िष अिभयािं(cid:327)की िक(cid:573)वा फलो(cid:257)पादन यामधील पदिवका (cid:332)माणप(cid:327) धारण करणा(cid:311)या आिण उ(cid:242)त पदावर पाच वषा(cid:593)प(cid:550)े ा कमी नसले इतकी िनयिमत व अखडं सवे ा असणा(cid:311)या, (cid:271)य(cid:242)त(cid:558)मधून, यो(cid:244)यतसे अधीन राहनू , (cid:249)य(cid:273)े ठते(cid:247)या आधारे, पदो(cid:261)नतीची पा(cid:327)ता असणा(cid:311)या यो(cid:244)य (cid:271)य(cid:242)ती(cid:247)या पदो(cid:261)नतीने कर(cid:256)यात येईल, अथवा (ख) ज ेउमदे वार, पढु ील िनकषाचं ी पतू (cid:593)ता करतात अशा, आयोगान ेिशफारस क(cid:577)ले(cid:269)या उमदे वारामं धनू , नामिनदश(cid:616) ना(cid:465)ार े कर(cid:256)यात येईलः- (एक) वयोमया(cid:593)दा:— (क) िकमान वयोमया(cid:593)दा— उ(cid:242)त पदा(cid:247)या भरती(cid:247)या जािहरातीनुसार, अज(cid:593) (cid:274)वीक(cid:565)ती(cid:247)या अिंतम िदनांकास अठरा वषा(cid:597)प(cid:550)े ा कमी वय नसल(cid:269)े या, (ख) कमाल वयोमया(cid:593)दा— उ(cid:242)त पदा(cid:247)या भरती(cid:247)या जािहरातीनुसार, अज(cid:593) (cid:274)वीक(cid:565)ती(cid:247)या अिंतम िदनांकास, राखीव (cid:332)वगा(cid:593)तील नसल(cid:269)े या (cid:271)य(cid:242)त(cid:558)साठी अडतीस वषा(cid:593)प(cid:550)े ा अिधक वय नसल(cid:269)े या व राखीव (cid:332)वगा(cid:593)तील (cid:271)य(cid:242)त(cid:558)साठी (cid:327)ेचाळीस वषा(cid:597)प(cid:550)े ा अिधक वय नसल(cid:269)े या. (दोन) शै(cid:550)िणक अह(cid:593)ता :— उमेदवार, क(cid:565)िष िक(cid:573)वा क(cid:565)िष अिभयांि(cid:327)की िक(cid:573)वा फलो(cid:257)पादन यामधील पदवी अथवा मा(cid:261)यता (cid:332)ा(cid:262)त स(cid:274)ं थेमधून (cid:257)याच िव(cid:464)ाशाखेतील इतर कोणतीही समक(cid:550) अह(cid:593)ता धारण करीत असले. ४. िनयम ३ म(cid:260)ये, नमूद क(cid:577)ल(cid:269)े या पदावरील िनय(cid:242)ु ती ही, पदो(cid:261)नती आिण नामिनद(cid:616)शना(cid:465)ारे अनु(cid:312)मे ५०:५० या (cid:332)माणात कर(cid:256)यात येईल. ५. िनयम ३ म(cid:260)य,े नमदू क(cid:577)ल(cid:269)े या पदावर नामिनद(cid:616)शनाने िनय(cid:242)ु त कल(cid:577) ले ी (cid:271)य(cid:242)ती, दोन वषा(cid:593)(cid:247)या प(cid:555)रिव(cid:550)ाधीन कालावधीवर असले . प(cid:555)रवी(cid:550)ाधीन जा(cid:274)तीत जा(cid:274)त एक वषाप(cid:593) यत(cid:597) वाढिवता यईे ल. पदावर िनय(cid:242)ु त कल(cid:577) (cid:269)े या (cid:271)य(cid:242)तीन,े िविहत क(cid:577)ल(cid:269)े या प(cid:555)रवी(cid:550)ाधीन कालावधीम(cid:260)ये प(cid:555)रवी(cid:550)ाधीन कालावधी समाधानकारकरणे पणू (cid:593) करणे आव(cid:272)यक असेल. जर ितने प(cid:555)रवी(cid:550)ाधीन कालावधी समाधानकारक रीतीने पणू (cid:593) क(cid:577)ला नाही िक(cid:573)वा ती (cid:257)या पदासाठी सयु ो(cid:244)य नस(cid:269)याच ेआढळ(cid:564)न आले तर, ती, सेवा समा(cid:262)त क(cid:577)ली जा(cid:256)यास पा(cid:327) असले . ६. (क) िनयम ३ म(cid:260)य,े नमूद क(cid:577)ल(cid:269)े या पदावर पदो(cid:261)नती(cid:465)ारे िनय(cid:242)ु त क(cid:577)लेली (cid:271)य(cid:242)ती, उ(cid:242)त पदावर पदो(cid:261)नती द(cid:256)े यापूव(cid:559) अगोदरच िहंदी भाषा व मराठी भाषा परी(cid:550)ा उ(cid:427)ीण(cid:593) नसेल िक(cid:573)वा (cid:257)या परी(cid:550)ा उ(cid:427)ीण(cid:593) हो(cid:256)यापासून ितला सूट द(cid:256)े यात आलेली नसेल तर, ती, (cid:257)या बाबतीत शासनाने, वेळोवेळी, क(cid:577)ल(cid:269)े या िनयमांनुसार, िह(cid:261)दी भाषा व मराठी भाषा परी(cid:550)ा उ(cid:427)ीण(cid:593) करील. (ख) िनयम ३ म(cid:260)ये, नमूद क(cid:577)ल(cid:269)े या पदावर नामिनद(cid:616)शना(cid:465)ारे िनय(cid:242)ु त क(cid:577)ल(cid:269)े या (cid:271)य(cid:242)ती, अगोदरच िहंदी भाषा व मराठी भाषा परी(cid:550)ा उ(cid:427)ीण(cid:593) नसेल िक(cid:573)वा (cid:257)या परी(cid:550)ा उ(cid:427)ीण(cid:593) हो(cid:256)यापासून ितला सटू द(cid:256)े यात आलेली नसेल तर, ती, (cid:257)याबाबतीत शासनाने, वेळोवेळी, क(cid:577)ल(cid:269)े या िनयमांनुसार, िनय(cid:242)ु तीनंतर िविहत कालमया(cid:593)देत िहंदी व मराठी भाषा परी(cid:550)ा उ(cid:427)ीण(cid:593) करील, अ(cid:261)यथा, ती (cid:271)य(cid:242)ती, या परी(cid:550)ा उ(cid:427)ीण(cid:593) होईपय(cid:597)त, वािष(cid:593)क वेतनवाढीसाठी िक(cid:573)वा पुढील पदो(cid:261)नती(cid:247)या पदावं रील पदो(cid:261)नतीसाठी पा(cid:327) असणार नाही. ७. (क) िनयम ३ म(cid:260)य,े नमूद क(cid:577)ल(cid:269)े या पदावर पदो(cid:261)नती(cid:465)ारे िनय(cid:242)ु त क(cid:577)लेली (cid:271)य(cid:242)ती, उ(cid:242)त पदावर पदो(cid:261)नती द(cid:256)े यापूव(cid:559), ितला संगणक हाताळणी (cid:332)माणप(cid:327) धारण कर(cid:256)यापासून सूट द(cid:256)े यात आली नसेल तर, ती, (cid:257)याबाबतीत शासनाने वेळोवेळी, क(cid:577)ल(cid:269)े या िनयमांनुसार िक(cid:573)वा काढल(cid:269)े या आदेशानं ुसार िविहत क(cid:577)लेले संगणक हाताळणी (cid:332)माणप(cid:327) धारण करील.महारा(cid:273)(cid:322) शासन राजप(cid:327) असाधारण भाग चार-अ, स(cid:262)ट(cid:608)बर २४, २०२५ /आ(cid:556)(cid:272)वन २, शक(cid:577) १९४७ (ख) िनयम ३ म(cid:260)ये, नमूद पदावर नामिनद(cid:616)शना(cid:465)ारे िनय(cid:242)ु त कल(cid:577) (cid:269)े या (cid:271)य(cid:242)ती, ितला सगं णक हाताळणी (cid:332)माणप(cid:327) धारण कर(cid:256)यापासून सटू द(cid:256)े यात आली नसले तर, ती, शासनाने, वेळोवेळी, िविहत क(cid:577)लले ेअस ेसगं णक हाताळणी (cid:332)माणप(cid:327), िनय(cid:242)ु तीनतं र िविहत कालमया(cid:593)दते धारण करील, अ(cid:261)यथा, ती (cid:271)य(cid:242)ती, त े(cid:332)माणप(cid:327) धारण करीपय(cid:597)त, वािष(cid:593)क वेतनवाढीसाठी िकव(cid:573) ा पढु ील पदो(cid:261)नती(cid:247)या पदवरील पदो(cid:261)नतीसाठी पा(cid:327) असणार नाही. ८. (१) िनयम ३ म(cid:260)ये, नमूद क(cid:577)ल(cid:269)े या पदावर नामिनद(cid:616)शना(cid:465)ारे िनय(cid:242)ु तीसाठी िशफारस क(cid:577)लेली (cid:271)य(cid:242)ती, महारा(cid:273)(cid:322) नागरी सवे ा (लहान क(cid:561)ट(cid:562)(cid:574)बाचे (cid:332)ित(cid:551)ापन) िनयम, २००५ या(cid:247)या तरतुद(cid:558)नुसार आिण याबाबत शासनाने, वेळोवेळी क(cid:577)लेले अ(cid:261)य कोणतेही िनयम, काढलेले आदेश िक(cid:573)वा कोणतेही सलं ेख यानं ुसार लहान क(cid:561)ट(cid:562)(cid:574)बाचे (cid:332)ित(cid:551)ापन सादर करील. (२) लहान क(cid:561)ट(cid:562)(cid:574)बाचे (cid:332)ित(cid:551)ापन सादर कर(cid:256)या(cid:247)या िदनांकास दोनपे(cid:550)ा अिधक अप(cid:257)ये असणारी (cid:271)य(cid:242)ती, शासकीय सेवेतील िनय(cid:242)ु तीसाठी अपा(cid:327) असेल. (३) एखा(cid:464)ा (cid:271)य(cid:242)तीची शासकीय सेवेत िनयु(cid:242)ती झा(cid:269)यानंतर, जर ितला िनय(cid:242)ु ती(cid:247)या वेळी िक(cid:573)वा (cid:257)यानंतर दोनप(cid:550)े ा अिधक अप(cid:257)ये अस(cid:269)याच ेिस(cid:460) झाल ेतर, ती (cid:271)य(cid:242)ती, शासकीय सवे ेतील उ(cid:242)त पदावर कायम राह(cid:256)यासाठी अपा(cid:327) असले . ९. िनयम ३ म(cid:260)य,े नमदू क(cid:577)ल(cid:269)े या पदावर नामिनदश(cid:616) ना(cid:465)ार ेिकव(cid:573) ा पदो(cid:261)नतीन ेिनय(cid:242)ु त कल(cid:577) ले ी (cid:271)य(cid:242)ती, महारा(cid:273)(cid:322) रा(cid:249)यातील, कोण(cid:257)याही िज(cid:269)हा प(cid:555)रषद(cid:247)े या, क(cid:565)िष िवभागात बदलीसाठी पा(cid:327) असले . १०. कोण(cid:257)याही शासकीय कमच(cid:593) ा(cid:311)या(cid:247)ं या िनय(cid:242)ु तीनतं र, शासनान ेयाबाबतीत, वळे ोवेळी क(cid:577)लले ेकोणतहे ी िनयम, काढलेल ेआदशे िक(cid:573)वा िनण(cid:593)य यामं (cid:260)य ेशासनाने िविनिद(cid:593)(cid:273)ट क(cid:577)ल(cid:269)े या अटी व शत(cid:559) देखील अशा शासकीय कम(cid:593)चा(cid:311)यास लागू असतील. महारा(cid:273)(cid:322)ाच ेरा(cid:249)यपाल यां(cid:247)या आदेशानुसार व नावाने, िवकास चं(cid:329) र(cid:274)तोगी, शासनाचे अपर मु(cid:243)य सिचव. भाग चार-अ-४३४–२महारा(cid:273)(cid:322) शासन राजप(cid:327) असाधारण भाग चार-अ, स(cid:262)ट(cid:608)बर २४, २०२५ /आ(cid:556)(cid:272)वन २, शक(cid:577) १९४७ AGRICULTURE, ANIMAL HUSBANDRY, DAIRY DEVELOPMENT AND FISHERIES DEPARTMENT Mantralaya, Madam Cama Marg, Hutatma Rajguru Chowk, Mumbai 400 032, date 23rd September 2025. NOTIFICATION No. Krushia-1422/C.R. 79(e-Office No.1098117)/16A.— In exercise of the powers conferred by the provision to article 309 of the Constitution of India the Governor of Maharashtra is hereby pleased to make the following rules, regulating recruitment to the post of Agriculture officer (Zilla Parishad), Group-B (Junior), (Gazetted) in the Maharashtra Agriculture Service in the Commissionerate of Agriculture under the administrative control of the Agriculture, Animal Husbandry, Dairy Development and Fisheries Department of the Government of Maharashtra, namely :– 1. These rules may be called the Agriculture Officer (Zilla Parishad), Group-B (Junior), (Gazetted) in the Maharashtra Agriculture Service in the Commissionerate of Agriculture under the administrative control of the Agriculture, Animal Husbandry, Dairy Development and Fisheries Department (Recruitment) Rules, 2025. 2. In these rules, unless the context requires otherwise,— (a) “Commission” means the Maharashtra Public Service Commission ; (b) “Degree” means a degree of statutory university or any other equivalent qualification in the same discipline from the recognised institution as declared by Government. (c) “eligibility for promotion” means the eligibility for promotion in accordance with the terms and conditions specified for promotion in rules, resolutions or order issued by the General Administration Department of Government of Maharashtra, from time to time ; (d) “Government” means the Government of Maharashtra. (e) “Maharashtra Agriculture Service” means the Maharashtra Agriculture Service in the Commissionerate of Agriculture under Agriculture Department ; (f) “recognized institution” means an institution recognized by the Government. 3. Appointment to the post Agriculture Officer (Zilla Parishad) Group-B (Junior) (Gazetted), shall be made either,— (a) by promotion of a suitable person having eligibility for promotion, on the basis of seniority subject to fitness, from amongst the persons holding the post of Extension Officer (Agriculture) in District Technical Service (Class III) of Zilla Parishads and either have passed the Departmental Examination conducted by Zilla Parishad or have been exempted from passing the Departmental Examination and, — (i) possesses degree in Agriculture or Agriculture Engineering or Horticulture or any of other equivalent qualification in the same discipline from recognized institution and having not less than three years regular and continuous service on the said post ; or (ii) possesses certificate of diploma in Agriculture or Agriculture Engineering or Horticulture, and having not less than five years regular and continuous service on the said post ; or (b) by nomination from amongst the candidates recommended by the Commission, who fulfils the following criteria, namely :–महारा(cid:273)(cid:322) शासन राजप(cid:327) असाधारण भाग चार-अ, स(cid:262)ट(cid:608)बर २४, २०२५ /आ(cid:556)(cid:272)वन २, शक(cid:577) १९४७ (i) Age Limit.— (A) Lower Age Limit. Not less than eighteen years of age as on the last date of receipt of application as per the advertisement for recruitment to the said post. (B) Upper Age Limit. Not more than thirty-eight years of age for the persons not belonging to reserved categories and forty-three years of age for the persons belonging to reserved categories as on the last date of receipt of applications as per advertisement for recruitment to the said post. (ii) Educational Qualifications. Candidate shall possess a degree in Agriculture or Agriculture Engineering or Horticulture or any of other equivalent qualification in the same discipline from recognized institution. 4. Appointment to the post mentioned in rule 3, shall be made by promotion and nomination in the ratio of 50:50, respectively. 5. A person appointed to the post mentioned in rule 3 by nomination shall be on probation for a period of two years. The probation period may be extended maximum up to one year. A person appointed to the post shall be required to complete the probation period satisfactorily within prescribed probation period. If he does not complete probation period satisfactorily or is not found suitable for the post, then he shall be liable to be terminated from the service. 6. (a) A person appointed to post mentioned in rule 3 by promotion shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed or has been exempted from passing those examinations before getting promoted to the said post. (b) A person appointed to the post mentioned in rule 3, by nomination shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed the said examinations, within the prescribed time limit after appointment, or has been exempted from passing those examinations, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he passes those examinations. 7. (a) A person appointed to the posts mentioned in rule 3 by promotion shall possess certificate of Computer Operations prescribed by rules or orders issued in that behalf by the Government, from time to time, unless he has been exempted from possessing such certificate before promoted to the said post. (b) A person appointed to the post mentioned in rule 3 by nomination shall possess a certificate of Computer Operations prescribed by the Government, from time to time, within the prescribed time limit after appointment, unless he has been exempted from possessing such certificate of Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he possesses the same. 8. (1) A person recommended for appointment by nomination to the post mentioned in rules 3 shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time. (2) A person having more than two children on the date of submission of Declaration of Small Family shall be disqualified for the appointment in Government Service. A person appointed by nomination or promotion on the post mentioned in rule 3 shall be liable to be transferred in the Agriculture Department of any Zilla Parishad in the State of Maharashtra. 10. The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant, in any rules, orders or resolutions issued in this behalf by the Government, from time to time, shall also be applicable to the Government Servant.
