GUJARAT WATER RESOURCES DEVELOPMENT CORPORATION LIMITED

NOTIFICATION Gandhinagar, 19th September, 2026 MEMORANDUM AND ARTICLES OF ASSOCIATION.

No.GWRDC/EC-1/2000 of 2026 :- In exercise of the powers conferred by the clause 23 of article 189 of the Memorandum and Articles of Association of the Gujarat Water Resources Development Corporation Limited, the Board of Director of the Gujarat Water Resources Development Corporation Limited hereby makes the following regulations to provide for regulating recruitment to the post of Account Officer, in the Gujarat Water Resources Development Corporation Limited, namely:-

1. (a) These regulations may be called the Accounts Officer, in the Gujarat Water Resources Development Corporation Limited Recruitment Regulations, 2026.

(b) They shall come into force at once.

2. Appointment to the post of Accounts Officer, in the Gujarat Water Resources Development Corporation Limited

shall be made either:-

(a) by promotion of a person who satisfies “good benchmarks” for being considered fit for promotion within zone of consideration as laid down in the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967, who have;

(i) worked for not less than seven years on the post of Divisional Accountant, in the Gujarat Water Resources Development Corporation Limited; and

(ii) passed the qualifying examination for computer knowledge in accordance with the provisions of the Gujarat Civil Services Computer Competency (Training and Examination) Rules, 2006; or the examination for computer knowledge as may be prescribed by the Gujarat Water Resources Development Corporation Limited, 412413 GUJARAT GOVERNMENT GAZETTE, 24-09-2026 [ PART IV-C

Provided that where the appointing authority is satisfied that a person having the experience specified in sub clause (i) above is not available for promotion and that it is necessary in the public interest to fill up a post by promotion even of a person having experience for a lesser period; it may, for reasons to be recorded in writing, promote such person who possesses experience of a period of not less than two thirds of the period specified in sub clause (i) above; or

(b) By direct selection,

3. To be eligible for appointment by direct selection to the post mentioned in regulations-2, a candidate shall –

(a) Not be more than 39 years of age;

Provided that the upper age limit may be relaxed in favour of a candidate belonging to Scheduled Castes or Scheduled Tribes or Socially and Educationally Backward Classes or Economically Weaker Sections or Women in accordance with the provisions of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967.

Provided further that the upper age limit shall also be relaxed in favour of a the candidate who is already in the service of the Gujarat Water Resources Development Corporation Limited on the lines of the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967.

(b) possess;

(i) a qualification of Chartered Accountant (C.A.) or Institute of Cost Accountants of India (I.C.M.A.I) or Company Secretary (C.S.) or a post graduate degree in Business Administration in Finance or a post graduate degree in Commerce (Accounting and Finance) obtained from any of the Universities established or incorporated by or under the Central or State Act in India or any other educational institution recognized as such or declared to be a deemed as a university under section 3 of the University Grant Commission Act, 1956; or

(ii) a bachelor’s degree in Business Administration (Finance) or in Commerce (Accounting and Finance) obtained from any of the Universities established or incorporated by or under the Central or State Act in India or any other educational institution recognized as such or declared to be a deemed as a university under section 3 of the University Grants Commission Act, 1956; and who have two years’ experience on the post not below the rank of Divisional Accountant in the Gujarat Water Resources Development Corporation Limited, and

(a) who have at least two years’ experience related to Accounts and / or Audit works in Government or in Local Bodies or in Government undertaking Boards or in Corporation or in University or in Limited company established under the companies Act, 2013 or in Banking Organization or in a Charted Accountant’s firm on the post which can be considered as equivalent to the post not below the rank of Divisional Accountant - Class -III in the Gujarat Water Resources Development Corporation Limited; and who;

(c) possess the basic knowledge of computer application as prescribed in the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967,and

(d) possess adequate knowledge of Gujarati or Hindi or both.

4. The candidate appointed by direct selection shall be on probation for a period of two years.

5. The candidate appointed by direct selection shall, during his probation period, be required to undergo pre-service training and pass the post-training examination in accordance with the rules as may be prescribed by the Gujarat Water Resources Development Corporation Limited.

6. The candidate appointed by direct selection, during his probation period, shall be required to pass the qualifying examination for computer knowledge in accordance with the provisions of the Gujarat Civil Services Computer Competency (Training and Examination) Rules, 2006.

7. The candidate appointed by direct selection shall be required to pass an examination of Hindi or Gujarati or both in accordance with the rules prescribed by Government of Gujarat.

8. The candidate appointed either by promotion or by direct selection shall have to undergo such training and to pass such examination as may be prescribed by the Gujarat Water Resources Development Corporation Limited.PART IV-C ] GUJARAT GOVERNMENT GAZETTE, 24-09-2026 414

9. The candidate recommended for appointment will not be considered as Civil post/civil service under the state Government but will be considered as the employee of the Gujarat Water Resources Development Corporation Limited.

10. Interpretation in case of doubt:

If any question arises as to the interpretation of any of these regulation, the question shall be referred to the Secretary to the Government; Finance Department for the decision and his decision in the matter shall be final.
