The statement of objects and reasons explains that many unauthorized tenants have been living in Maharashtra Housing and Area Development Authority buildings for years, and are being exploited by original tenants. The goal is to provide reasonable protection to such occupants who have been occupying the buildings on or before March 31, 2003.
