This is in continuation of the operational guidelines issued vide this Ministry's O.M. of even number dated 28.12.2024, for implementation of the Utility Led Aggregation (ULA) model under the PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY). oe The stages and manner of release of funds [CFA] for the implementation of ULA projects would be as under: Release of CFA Post Commissioning: The Central Financial Assistance (CFA) shall be released in a single tranche, strictly linked to the successful physical installation, inspection, and commissioning of the rooftop solar (RTS) systems. No advance release of CFA shall be permitted. ii. Process on the National Portal: The State/Utility/Implementing Agency shall issue a work order or execution agreement to the selected vendor. Relevant consumer installation information and verified vendor bank account details shall be uploaded on the National Portal by the Implementing Agency. Upon completion of physical verification and commissioning, the “ULA Redeem” option shall be used by the Implementing Agency to initiate CFA disbursement, clearly specifying consumer-wise and vendor-wise details. Verification and Payment by NPIA: NPIA shall verify the installation reports and vendor bank account details uploaded on the National Portal. Post successful verification by NPIA, CFA shall be disbursed directly to the ULA vendor’s bank account. A_ notification shall be sent to the concerned State/Utility/Implementing Agency, providing complete visibility of the amount released to each ULA vendor. iv. Changes in Vendor Details: Any modification or update of vendor bank account details shall be routed through NPIA for verification and update of records, ensuring transparency and accuracy of the payment process. Applicability: This payment release mechanism shall apply uniformly to all proposals under the ULA model, including both Utility Owned (EPC and sub- RESCO) and Consumer Owned models, Page 1 of 23. MNRE will assign the funds in advance to the National Program Implementation Agency (NPIA — REC) under a designated head to facilitate identification and tracking of payments. 4. All ULA Implementing Agencies and State/UT entities are directed to adhere to this prescribed process without deviation to ensure transparency, and timely utilization of CFA under the ULA model of PMSG: MBY. 5.
