Ministry of Fisheries, Animal Husbandry & Dairying PMMSY AND RGM IN BIHAR STATEMENT REGARDING ‘PMMSY AND RGM IN BIHAR’ प्रव तथ: 29 JUL 2026 2:54PM by PIB Delhi The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has been implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with a total outlay of Rs. 20,750 crore, with effect from the financial year 2020-21 for holistic development of fisheries and aquaculture sector in all States/ Union Territories including Bihar. Under PMMSY, the Department of Fisheries, Government of India has accorded approval for various fisheries developmental activities to the tune of Rs. 579.72 Crore with central share of Rs. 193.13 Crore, to the Government of Bihar. Out of this, as reported by the Government of Bihar, during the last three years from 2023-24 to 2025-26 total funds of Rs. 107.30 crore has been sanctioned by the State Government to various districts and a sum of Rs.73.59 crore have been utilized. The major projects approved for Bihar includes Integrated Aqua-park, Wholesale fish market, Integrated Development of Reservoirs, Referral laboratories for quality testing and Disease diagnostic, Fish Broodbank, hatcheries, etc. Besides, on 15th June,2026, National Fisheries Development Board (NFDB) Regional office has been inaugurated at Patna for providing targeted training programme, exposure to best practices and continuous technical support to fisheries, entrepreneurs and other stake holders. The district-wise details of funds sanctioned, utilized and number of fish farmers benefitted in Bihar during last three years under the PMMSY are furnished at Annexure-I.
In order to supplement the efforts of the States and Union Territories, Department of Animal Husbandry and Dairying (DAHD), Government of India is implementing Rashtriya Gokul Mission (RGM) since December 2014 for the development and conservation of indigenous breeds, genetic upgradation of bovine population and enhancement of milk production and productivity thereby making milk production more remunerative to farmers across all the dairy farmers in the country including Bihar. The major interventions undertaken in Bihar include implementation of the 64.87 lakh Artificial Insemination Programme performed benefiting 29.16 lakh farmers, use of sex-sorted semen technology in 10,122 Artificial Insemination benefiting 9,020 farmers, establishment of a state-of-the-art semen station at Purnea, establishment of two In-Vitro Fertilization (IVF) laboratories at Patna and Motihari, training and equipping of 5,433 Multi-Purpose Artificial Insemination Technicians in Rural India (MAITRI’s) for doorstep Artificial Insemination services, and sanction of two Heifer Rearing Centres at Munger and Dumraon with a capacity of 500 heifers each. Under the RGM program, the Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India has released a sum of Rs. 79.29 crore to Government of Bihar and the same has been utilized by the State.
Further, under the RGM, fertility camps, milk yield competition, calf rallies, farmers training programme, seminars and workshop, conclaves etc. to create awareness among the farmers about importance of indigenous bovine breeds have been organized across the country including Bihar. The district-wise number of farmers benefitted till date under Nationwide Artificial Insemination Programme of RGM is at Annexure-II.DAHD is also implementing the National Programme for Dairy Development (NPDD) and the Animal Husbandry Infrastructure Development Fund (AHIDF) to strengthen milk processing, marketing, and rural livelihoods cross the country including Bihar. In Bihar, under NPDD, a chilling capacity of 7 lakh litres per day has been created, 21 dairy plant laboratories have been strengthened, and 13,590 village-level quality testing equipment have been provided. To strengthen marketing infrastructure, 3,426 deep freezers and visi coolers have also been supplied. In the last two years, under White Revolution initiatives, 11,834 Dairy Cooperative Societies (DCS) have been established. Under AHIDF, dairy processing units with a total capacity of 7.55 lakh litres per day (LLPD) have been approved in both private and cooperative sectors.
