Sub.: Pre Arrival Notification to be submitted by yachts - res.
1. Chapter XI-2 of SOLAS deals with special measures to enhance maritime security,
Regulation 9 of the said chapterpertains to control & compliance measures. Regulationg.2 of
the said chapter specifies that ships intending to enter a port of another Contracting Government
are required to provide certain information to officers duly authorized by thg Govemment
[i.e.
Pre - Arrival Notification for Security (PANS)1.
2. The Directorate issued NT Branch Circular No. NT/ISPS/Ports/1312005 dated 21't
November,2005; providing Guidelines to vessels for entry into Indian Port Facilities. The
format of information to be provided by yachts is given in Annexe I olthe said circular.

The Directorate subsequently issued circulars no. NT/ISPS/Ports/1312005 dated 21't
November, 2005 & No. NT/ISPS/SHIP|}L12}I4 dated on l0thJanuary, 2014 specifying the
addresses to which the PANS information was to be provided.
4. The earlier circulars of the Directorate did not specifr the need for yachJs to
communicate Pre- Arrival Notification on Security (PANS). Considering that the safety &
security could be further enhanced if all vessels operating in Indian waters provide Pre- Arrival
Notif,rcation on Security (PANS) prior entering Indian waters, it has been decided accordingly
that all foreign yachts entering Indian waters are also required to provide Pre-Arrival notification
on Security ( PANS ). The PANS shall be communicated by yachts at least 96 hours prior arrival
Indian port in the format Annexed to this circular as Annex I.
