**Policy Summary: Pradhan Mantri Awaas Yojana Gramin (PMAYG)**
The Ministry of Rural Development is implementing the Pradhan Mantri Awaas Yojana Gramin (PMAYG) to achieve "Housing for All" in rural areas. Effective from April 1, 2016, PMAYG aims to provide assistance for the construction of 4.95 crore pucca houses with basic amenities by 2029. In addition to the initial target, the Union Cabinet approved the construction of 2 crore additional rural houses between FY 2024-25 and 2028-29.
As of July 21, 2025, 4.12 crore houses have been allotted to States/Union Territories out of the cumulative target of 4.95 crore houses. 3.84 crore houses have been sanctioned, and over 2.80 crore houses have been completed.
Against the initial target of 2.95 crore houses allocated until FY 2023-24, as of June 30, 2025, the state-wise progress is as follows: Andaman and Nicobar (2,593 completed against a target of 3,424), Andhra Pradesh (88,623 completed against a target of 2,46,430), Arunachal Pradesh (35,591 completed against a target of 35,937), Assam (19,95,417 completed against a target of 20,51,842), Bihar (36,67,204 completed against a target of 37,01,362), Chhattisgarh (11,14,498 completed against a target of 11,76,142), Dadra and Nagar Haveli and Daman and Diu (5,020 completed against a target of 11,364), Goa (242 completed against a target of 257), Gujarat (5,69,623 completed against a target of 6,03,343), Haryana (28,882 completed against a target of 29,402), Himachal Pradesh (27,181 completed against a target of 29,138), Jammu and Kashmir (3,13,268 completed against a target of 3,36,498), Jharkhand (15,66,772 completed against a target of 15,92,160), Karnataka (1,52,771 completed against a target of 2,41,409), Kerala (34,194 completed against a target of 35,157), Ladakh (3,004 completed against a target of 3,004), Lakshadweep (45 completed against a target of 45), Madhya Pradesh (36,85,037 completed against a target of 37,99,546), Maharashtra (12,72,946 completed against a target of 13,74,105), Manipur (38,022 completed against a target of 1,01,550), Meghalaya (1,49,254 completed against a target of 1,88,034), Mizoram (25,303 completed against a target of 29,967), Nagaland (36,213 completed against a target of 48,830), Odisha (23,79,238 completed against a target of 27,25,585), Punjab (38,539 completed against a target of 39,689), Rajasthan (16,98,325 completed against a target of 17,16,779), Sikkim (1,393 completed against a target of 1,399), Tamil Nadu (6,41,447 completed against a target of 7,47,202), Tripura (3,71,102 completed against a target of 3,76,913), Uttar Pradesh (35,97,587 completed against a target of 36,14,870), Uttarakhand (68,218 completed against a target of 69,194), West Bengal (34,19,409 completed against a target of 45,69,423). Puducherry and Telangana are not implementing PMAYG.
As of June 30 2025, a total of 2,70,25,668 houses have been completed against the target of 2,95,00,000 allocated until FY 2023-24.

In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is
implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April 2016 to
provide assistance to eligible rural households with an overall target to construct 4.95 crore pucca
houses with basic amenities by 2029. The Union Cabinet approved the implementation of the
Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) for construction of 2 crore additional rural
houses during FY 2024-25 to 2028-29. As on 21.07.2025, out of the cumulative target of 4.95 crore
houses, 4.12 crore houses have been allotted to the States/UTs out of which 3.84 crore houses
have been sanctioned and more than 2.80 crore houses have been completed.
The State-wise progress of the houses against the earlier target of 2.95 cr allocated till Financial
Year 2023–24 as on 30.06.2025 is given in Annexure.
