Preamble:
Managing Director, CBIC Tumakuru Industrial Township Limited
(TITL) vide letter read at (1) above has informed that the CBIC TITL in its 2nd Land Allotment Committee Meeting held on 27.07.2026, approved 50 project proposals covering an extent of 149.30 acres with an investment about Rs. 2152.13 crores and employment opportunities about 8944 people at CBIC TITL Vasantha- narasapura Phase-A area, Tumakuru District and to issue the Government Order’s in respect of projects approved.
The Government vide letter no. CI 235 IAP 2025, dated 25.06.2025 has directed the CBIC TITL that to submit the proposal to the Government

In view of the above CBIC TITL requested to issue the Government
Order in respect of project approval and allotment of land in favour of M/s.
Rototec Industries.
Hence the following order.
GOVERNMENT ORDER No. CI 258 SPI 2026, BENGALURU, DATED 01.09.2026 Government is pleased to accord in-principle approval to the investment proposal of M/s. Rototec Industries to establish the manufacturing unit of “EV Traction Motor Cores & Precision” with an investment of Rs. 16.00 crore in 1 acres of land at CBIC TITL Vasanthanarasapura Phase-A Area, Tumakuru District with the following infrastructure assistances, incentives and concessions:
Land 1 Acres of land at CBIC TITL Vasantanarsapura Phase A area, Tumakuru at tentative rate of Rs.199 Lakhs per acre Water 10 KLPD from CBIC TITL Power 250 KVA from BESCOM Incentives & As per Applicable Policy of the State Concessions Employment to The Promoters shall provide local local persons employment as per applicable policy of the State Eligibility of the The project proponents may opt to furnish Project for deemed Combined Application Form (Form 4, Rule 8(b) clearance under along with relevant fee and self certification for Karnataka issue of acknowledgment certificate under Industries Karnataka Industries (Facilitation)

1. Environment: The company to obtain Consent for Establishment and Consent for Operation from KSPCB and Environmental Clearance(EC) from Dept of Forest, Ecology & Environment, Govt. of Karnataka through1152 , ಬುಧ(cid:174)ಾರ, 23, , 2026 ¨sÁUÀ 1

2. Employment: The Company shall comply with the provisions of Applicable Policy of the Govt. of Karnataka with respect to local employment on the project. Prepare a plan for development of Human Resources required for the project, train local people. A copy of Human Resources Development plan shall be sent to the Joint Director, District Industries Center of concerned District and to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.
3. Vendor Development: Wherever there is scope for vendor development for the project, the company shall prepare a vendor development plan, develop local vendors and procure the required inputs, components and sub-assemblies from these local vendor units. A copy of the vendor development plan shall be sent to the Joint Director, District Industries Center of concerned District and to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.
4. Social Infrastructure Development: The Company is advised to take up social infrastructure development projects under CSR in the vicinity of the proposed location of the unit and comply with the stipulation of Company Act 2013. A copy of such projects shall be sent to the Joint Director, District Industries Center of concerned District and to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.
5. Others: a. The company shall adopt rainwater harvesting, waste water recycling and water conservation techniques. Zero discharge facility should be adopted wherever applicable. b. The company shall take all statutory and other necessary clearances from the competent authorities including from Govt. of India.
c. As part of “Ease of Doing Business” Government vide order No. CI 48 SPI 2019 Dated: 29.09.2021 and CI 302 SPI 2022, Dated: 14.02.2025 has accorded approval to integrate various clearances / approvals / licenses etc. through Single Window portal for the projects approved through District Level Single Window Clearance Committee
(DLSWCC) or State Level Single Window Clearance Committee
(SLSWCC) or State High Level Clearance Committee (SHLCC).¨Ás U À 1 , ಬುಧ(cid:174)ಾರ, 23, , 2026 1153 d. The login and passwords which are used for filing application for in- principal approval (Phase I) are also applicable for KIADB services and for filing application for various clearances / approvals / licenses/ NoC’s etc from various Departments (Phase II). Application
may be accessed through https://investkarnataka.co.in and online application along with necessary documents may please be filed for any clearances / approvals / licenses / NOCs etc. e. Karnataka Udyog Mitra (KUM) would provide the necessary escort services for the speedy implementation of the approved project. The unit is liable to update the progress made in the implementation of the project using login on Single Window portal.
This approval is valid for a period of two years from the date of issue of this Government Order.

(TITL) vide letter read at (1) above has informed that the CBIC TITL in its 2nd Land Allotment Committee Meeting held on 27.07.2026, approved 50 project proposals covering an extent of 149.30 acres with an investment¨Ás U À 1 , ಬುಧ(cid:174)ಾರ, 23, , 2026 1163 about Rs. 2152.13 crores and employment opportunities about 8944 people at CBIC TITL Vasantha- narasapura Phase-A area, Tumakuru District and to issue the Government Order’s in respect of projects approved.
The Government vide letter no. CI 235 IAP 2025, dated 25.06.2025 has directed the CBIC TITL that to submit the proposal to the Government before issuing the concerned Government Order related to land allotment and project approval on the recommendation of CBIC TITL.
In view of the above CBIC TITL requested to issue the Government
Order in respect of project approval and allotment of land in favour of M/s.
Excel Forge Tech.

2. Employment: The Company shall comply with the provisions of Applicable Policy of the Govt. of Karnataka with respect to local employment on the project. A copy of Human Resources Development plan shall be sent to the Joint Director, District Industries Center of concerned District and to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.
3. Vendor Development: Wherever there is scope for vendor development for the project, the company shall prepare a vendor development plan, develop local vendors and procure the required inputs, components and sub-assemblies from these local vendor units. A copy of the vendor development plan shall be sent to the Joint Director, District Industries Center of concerned District and to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.
4. Social Infrastructure Development: The Company is advised to take up social infrastructure development projects under CSR in the vicinity of the proposed location of the unit and comply with the stipulation of Company Act 2013. A copy of such projects shall be sent to the Joint Director, District Industries Center of concerned District and to the Commissioner for Industrial Development & Director of Industries and Commerce for monitoring.
5. Others: a. The company shall adopt rainwater harvesting, waste water recycling and water conservation techniques. Zero discharge facility should be adopted wherever applicable. b. The company shall take all statutory and other necessary clearances from the competent authorities including from Govt. of India.
c. As part of “Ease of Doing Business” Government vide order No. CI 48 SPI 2019 Dated: 29.09.2021 and CI 302 SPI 2022, Dated: 14.02.2025 has accorded approval to integrate various clearances / approvals / licenses etc. through Single Window portal for the projects approved¨Ás U À 1 , ಬುಧ(cid:174)ಾರ, 23, , 2026 1165 through District Level Single Window Clearance Committee
(DLSWCC) or State Level Single Window Clearance Committee
(SLSWCC) or State High Level Clearance Committee (SHLCC). d. The login and passwords which are used for filing application for in- principal approval (Phase I) are also applicable for KIADB services and for filing application for various clearances / approvals / licenses/ NoC’s etc from various Departments (Phase II). Application
may be accessed through https://investkarnataka.co.in and online application along with necessary documents may please be filed for any clearances / approvals / licenses / NOCs etc. e. Karnataka Udyog Mitra (KUM) would provide the necessary escort services for the speedy implementation of the approved project. 4. Social Infrastructure Development: The Company is advised to take up social infrastructure development projects under CSR in the vicinity of the proposed location of the unit and comply with the stipulation of Company Act

Dated: 29.09.2021 and CI 302 SPI 2022, Dated: 14.02.2025 has accorded approval to integrate various clearances / approvals / licenses etc. through Single Window portal for the projects approved through District Level Single Window Clearance Committee (DLSWCC) or State Level Single Window Clearance Committee (SLSWCC) or State High Level Clearance Committee (SHLCC).
d. The login and passwords which are used for filing application for in-principal approval (Phase I) are also applicable for KIADB services and for filing application for various clearances / approvals / licenses/ NoC’s etc from various Departments (Phase II). Application may be accessed through https://investkarnataka.co.in and online application along with necessary documents may please be filed for any clearances / approvals / licenses / NOCs etc.
e. Karnataka Udyog Mitra (KUM) would provide the necessary escort services for the speedy implementation of the approved project. The unit is liable to update the progress made in the implementation of the project using login on Single Window portal.

Managing Director, CBIC Tumakuru Industrial Township Limited (TITL) vide letter read at (1) above has informed that the CBIC TITL in its 2nd Land Allotment Committee Meeting held on 27.07.2026, approved 50 project proposals covering an extent of 149.30 acres with an investment about Rs. 2152.13 crores and employment opportunities about 8944 people at CBIC TITL Vasantha-¨Ás U À 1 , ಬುಧ(cid:174)ಾರ, 23, , 2026 1189 narasapura Phase-A area, Tumakuru District and to issue the Government

The Government vide letter no. CI 235 IAP 2025, dated 25.06.2025 has directed the CBIC TITL that to submit the proposal to the Government before issuing the concerned Government Order related to land allotment and project approval on the recommendation of CBIC TITL.
