का.आ. 3264(अ).—पहचान स्ट्थाजपत करन े के जलए आधार संख्या का उपयोग व्यजियों को सुजिधािनक और
जनर्ााध रूप से सजससडी, लाभ और सेिाएं प्राप्त करने म ें सक्षम र्नाता ह,ै पहचान स्ट्थाजपत करन े के जलए िस्ट्तािेिों की
र्हुलता की आिश्यकता को समाप्त करता ह,ै प्रदियाओं को सरल र्नाता ह ैऔर पारिर्िाता ि िक्षता को र्ढािा िेता है;
और, भारत सरकार (इसे इसमें इसके पश्चात उि सरकार कहा िाएगा) के उच्चतर जिक्षा जिभाग (इसे इसम ें
इसके पश्चात उि जिभाग कहा िाएगा) द्वारा पीएम-जिद्यालक्ष्मी योिना (इस े इसमें इसके पश्चात उि योिना कहा
िाएगा) का संचालन दकया िा रहा ह;ै
और, सभी मधे ािी जिद्यार्थायों को संपार्वाक-मुि और गारंटर-मिु जिक्षा ऋण; ऐसे छात्र जिनकी िार्षाक
पाररिाररक आय 8 लाख रुपये तक ह ै और िो दकसी अन्य सरकारी छात्रिृजि या सयाि अनुिान योिना के अधीन प्रसुजिधा
के जलए पात्र नहीं ह,ैं उनके जलए 10 लाख रुपये तक के ऋण पर 3 प्रजतित सयाि अनुिान; और 7.5 लाख रुपये तक के
जिक्षा ऋण हते ु ऋण राजि के 75 प्रजतित का ऋण गारंटी किर (इस े इसमें इसके पश्चात प्रसुजिधा कहा िाएगा) ऐस े
मेधािी छात्रों को दिया िाता है, िो प्रत्येक िषा उच्चतर जिक्षा जिभाग द्वारा उपलसध कराई गई गुणििापूण ा उच्चतर जिक्षा
संस्ट्थाओं की सूची के अनुसार भारत में गणु ििापूणा उच्चतर जिक्षा संस्ट्थाओं म ें अपनी योग्यता के आधार पर प्रििे लते े ह ैं
और उि योिना तथा उसके संर्ंध में िारी दकए गए जनिेिों और दििाजनिेिों के अधीन प्रसुजिधा प्राप्त (इसे इसमें इसके
पश्चात जहताजधकारी कहा गया ह)ै करने के इच्छुक ह;ैं
और, उि योिना के जलए व्यय भारत की संजचत जनजध से दकया िाता है;

और, उि जिभाग इच्छुक ह ै दक उि सरकार, उि प्रसुजिधा की प्राजप्त हते ु एक िता के रूप में जहताजधकारी की
पहचान स्ट्थाजपत करन े के प्रयोिनाथा, ऐस े जहताजधकारी प्रमाणीकरण या आधार संख्या रखने का प्रमाण प्रस्ट्तुत करन े या
दकसी ऐसे व्यजि के मामल े में, जिसे कोई आधार संख्या नहीं िी गई ह,ै नामांकन के जलए आिेिन करने की अपेक्षा रखता ह;ै
अतः अर्, केन्रीय सरकार आधार (जििीय और अन्य सहायदकयों, प्रसुजिधाओं और सेिाओं का लजक्ष्यत पररिान)
अजधजनयम, 2016 (2016 का 18) (इसे इसम ें इसके पश्चात उि अजधजनयम कहा गया ह)ै , की धारा 7 के प्रािधानों के
अनुसरण म,ें जनम्नजलजखत को अजधसूजचत करती ह ै, अथाात्:—
1. (1) उि योिना के अधीन उि प्रसुजिधाएं प्राप्त करन े के इच्छुक व्यजि को आधार संख्या रखने का प्रमाण प्रस्ट्तुत
करना होगा या आधार अजधप्रमाणन करिाना होगा;
(2) यदि दकसी व्यजि को आधार संख्या नहीं िी गई है, तो उस ेनामांकन के जलए आिेिन करना होगा:
परंत ु यदि िह व्यजि र्ालक ह,ै तो ऐसा आिेिन केिल उसके माता-जपता या जिजधक अजभभािक की
सहमजत से ही दकया िाएगा।
(3) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के उपर्ंधो के अनसु ार, उि जिभाग ऐस े
जहताजधकारी का नामांकन सुजनजश्चत करेगा, जिनका अभी तक नामांकन नहीं हुआ ह,ै अथिा रजिस्ट्रार के साथ
समन्िय और सुजिधािनक स्ट्थानों पर नामांकन केंर स्ट्थाजपत करने या स्ट्ियं रजिस्ट्रार र्नकर नामांकन सुजिधाए ं
प्रिान करने सजहत उजचत उपायों के माध्यम स ेउनके आधार जििरण का अद्यतन करेगा:
परंत ु ऐसे जहताजधकारी को आधार संख्या समनुिेजित होने तक िह अपनी पहचान स्ट्थाजपत करन े के जलए
जनम्नजलजखत िस्ट्तािेि प्रस्ट्ततु करके, जिसका िह हकिार ह ै और िो प्रस्ट्तुत करन े के समय िैध हैं, या यदि ऐसी
पहचान के जलए उि जिभाग द्वारा प्रिान दकया गया या प्राजधकृत सॉफ्टिेयर ऐसे िस्ट्तािेिों की तैयारी या
रखरखाि से संर्ंजधत अजधकाररयों के डाटार्ेस से ऐस े िस्ट्ताििे ों की अतं िास्ट्त ु को साजर्त करन े िाली सूचना को
इलेक्ट्रॉजनक रूप से प्राप्त करन े का समथना करता है, तो ऐसा प्राप्त करन े के जलए अपनी सहमजत िेकर उि
प्रसुजिधा प्राप्त कर सकता ह,ै अथाात:—
(क) 18 िषा स ेकम आयु के दकसी र्ालक के जलए, जिसे आधार संख्या समनिु ेजित नहीं की गई ह,ै—
(i) लाभाथी द्वारा नामांकन प्रदिया पूरी कर लेन े की पािती, िो नामांकन केंर पर ऑपरेटर द्वारा
प्रिान की िाती ह,ै जिसमें नामांकन आईडी होती ह;ै और
(ii) जनम्नजलजखत िस्ट्तािेिों म ेंसे कोई एक यह साजर्त करन े के जलए दक लाभाथी 18 िष ा से कम आय ु
का र्ालक ह,ै अथाात्:—
(क) िन्म और मृत्यु रजिस्ट्रीकरण अजधजनयम, 1969 (1969 का 18) के अधीन दिया गया
िन्म प्रमाण पत्र, िैसा दक लाभाथी के िन्म के संर्ंध म ें िन्म रजिस्ट्टर में की गई
प्रजिजि से जलया गया ह;ै
(ख) भारतीय पासपोटा;
(ग) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा र्ोडा द्वारा िारी मैररकुलिे न या 10िीं कक्षा या
उच्चतर माध्यजमक या 12िीं कक्षा का प्रमाणपत्र या अंकपत्र;
(घ) िेखभाल और संरक्षण की आिश्यकता िाले दकसी र्ालक या जिजध का उल्लंघन करन े
िाले दकसी र्ालक के संर्ंध में, जिसे दकिोर न्याय )र्ालको की िेखरेख और संरक्षण (
अजधजनयम, 2015 (2016 का 2) के अधीन उसके द्वारा र्नाए गए जनयमों के अधीन
संर्ंजधत राज्य सरकार के पास रजिस्ट्रीकृत र्ाल िेखभाल सस्ट्ं था में रखा िाता है, ऐसी
संस्ट्था के प्रभारी व्यजि, अधीक्षक, र्ाल कल्याण अजधकारी या पररिीक्षा अजधकारी
द्वारा िारी उसकी िन्मजतजथ जनर्िाि करने िाला प्रमाणपत्र; या
(ङ) दकसी जििेिी नागररक के संर्ंध में,—
(I) यदि िह ओिरसीि जसटीिन ऑफ इंजडया काडाधारक है, तो ओिरसीि
जसटीिन ऑफ इंजडया काडा;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
(II) यदि िह जतसर्ती िरणाथी ह,ै तो जििेिी क्षेत्रीय रजिस्ट्रीकरण अजधकारी द्वारा
िारी पंिीकरण प्रमाणपत्र;
(III) यदि िह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा;
(IV) यदि िह ओिरसीि जसटीिन ऑफ इंजडया काडाधारक, जतसर्ती िरणाथी या
नेपाल या भूटान का नागररक नहीं है, तो उसके पास या तो जििेिी पासपोटा के
साथ भारतीय िीजा होना चाजहए या ितामान में िैध या समाप्त हो चुके जििेिी
पासपोटा के साथ भारत का िीघका ाजलक िीजा होना चाजहए; या
(iii) माता-जपता या जिजधक अजभभािक के साथ अपन े संर्ंध को साजर्त करन े के जलए लाभाथी की
तस्ट्िीर िाला जनम्नजलजखत िस्ट्तािेिों में से कोई एक, अथाात्:—
(क) रािन काड;ा
(ख) दकसी रािपजत्रत अजधकारी िो कायाकारी मजिस्ट्रेट या राज्य सरकार का रािस्ट्ि
अजधकारी हो, िो तहसीलिार के पि से नीचे का न हो द्वारा िारी दकया गया िाजत
प्रमाण पत्र या जनिास प्रमाण पत्र;
(ग) दकसी सरकारी संस्ट्था या पजसलक सेक्ट्टर के उद्यम द्वारा सेिाजनिृि या सेिारत लोक
सेिक या उसके पररिार के सिस्ट्य को िारी दकया गया जचदकत्सा या र्ीमा पहचान
पत्र;
(घ) भारतीय पासपोटा;
(ङ) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा र्ोड ा द्वारा िारी मैररकुलिे न या 10िीं कक्षा या
उच्चतर माध्यजमक या 12िीं कक्षा का प्रमाणपत्र या अंकपत्र;
(च) िेखभाल और संरक्षण की आिश्यकता िाल े दकसी र्ालक या जिजध का उल्लंघन करन े
िाले दकसी र्ालक के संर्ंध में, जिसे दकिोर न्याय (र्ालको की िेखरेख और संरक्षण)
अजधजनयम, 2015 (2016 का 2) के अधीन उसके द्वारा र्नाए गए जनयमों के अधीन
संर्ंजधत राज्य सरकार के पास रजिस्ट्रीकृत र्ाल िेखभाल संस्ट्था म ें रखा िाता है, ऐसी
संस्ट्था के प्रभारी व्यजि, अधीक्षक, र्ाल कल्याण अजधकारी या पररिीक्षा अजधकारी
द्वारा िारी उसकी िन्मजतजथ जनर्िाि करने िाला प्रमाणपत्र; या
(छ) दकसी जििेिी नागररक के संर्ंध में, -
(I) यदि िह ओिरसीि जसटीिन ऑफ इंजडया काडाधारक है, तो ओिरसीि
जसटीिन ऑफ इंजडया काडा;
(II) यदि िह जतसर्ती िरणाथी ह,ै तो जििेिी क्षेत्रीय पंिीकरण अजधकारी द्वारा
िारी रजिस्ट्रीकरण प्रमाणपत्र;
(III) यदि िह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा;
(IV) यदि िह ओिरसीि जसटीिन ऑफ इंजडया काडाधारक, जतसर्ती िरणाथी या
नेपाल या भूटान का नागररक नहीं है, तो उसके पास या तो जििेिी पासपोटा
के साथ भारतीय िीजा होना चाजहए या ितामान म ें िैध या समाप्त हो चुके
जििेिी पासपोटा के साथ भारत का िीघाकाजलक िीजा होना चाजहए; या
(ि) ऐसे लाभाथी के संर्ंध में जिसके पास जिजधक अजभभािक, ििक ग्रहण आिेि या
जिजधक अजभभािकत्ि के साक्ष्य के जलए अन्य िस्ट्तािेि है, िो संरक्षक और प्रजतपाल्य
अजधजनयम, 1890, दकिोर न्याय र्ालको) की िेखभाल और संरक्षणअजधजनयम (,
2015 (2016 का 2), राष्टर ीय स्ट् िपरायणता, प्रमजस्ट्त ष्टक घात, मानजसक मंिता और
र्हुिक्ट् तताग्रस्ट्त व् यजक्ट्त कल् याण न् यास अजधजनयम:जन-, 1999 (1999 का 44) या
दिव्यांगिन अजधकार अजधजनयम, 2016 (2016 का 49) और उि अजधजनयमों के4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
अधीन र्नाए गए और लाग ू दकये गए जनयमों और जिजनयमों के अधीन दकसी
न्यायालय या सक्षम प्राजधकारी द्वारा िारी दकया गया है; या
(झ) (क) कोई अन्य िस्ट्तािेि जिसे उि जिभाग जनर्ििा करे;
(ख) 18 िष ा या उससे अजधक आयु के लाभार्थायों के जलए जिन्ह ें आधार संख्या समनुिेजित नहीं की गई
ह,ै —
(i) लाभाथी द्वारा नामांकन प्रदिया पूरी कर लेन े की पािती, िो नामांकन केंर पर ऑपरेटर द्वारा
प्रिान की िाती ह,ै जिसमें नामांकन आईडी होती ह;ै तथा
(ii) जनम्नजलजखत िस्ट्तािेिों में से कोई एक, जिसमें लाभाथी की तस्ट्िीर हो, अथाात: —
(क) भारत के जनिााचन आयोग द्वारा िारी मतिाता फोटो पहचान पत्र;
(ख) रािन काड;ा
(ग) दकसी रािपजत्रत अजधकारी िो कायाकारी मजिस्ट्रेट या राज्य सरकार का रािस्ट्ि
अजधकारी हो, िो तहसीलिार के पि से नीचे का न हो द्वारा िारी दकया गया िाजत
प्रमाण पत्र या जनिास प्रमाण पत्र;
(घ) दकसी सरकारी संस्ट्था या सािािजनक क्षेत्र के उद्यम द्वारा सेिाजनिृि या सेिारत लोक
सेिक या उसके पररिार के सिस्ट्य को िारी दकया गया जचदकत्सा या र्ीमा पहचान
पत्र;
(ङ) भारतीय पासपोटा;
(च) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा र्ोडा द्वारा िारी मैररकुलिे न या 10िीं कक्षा या
उच्चतर माध्यजमक या 12िीं कक्षा का प्रमाणपत्र या अंकपत्र;
(छ) दकसी सरकारी संस्ट्था या पजसलक सेक्ट्टर के उद्यम द्वारा सेिारत या सेिाजनिृि लोक
सेिक को िारी दकया गया पहचान पत्र या अन्य पहचान िस्ट्तािेि;
(ि) दिव्यांगिन अजधकार जनयमािली, 2017 के अंतगात अजधसूजचत जचदकत्सा प्राजधकारी
द्वारा िारी दिव्यांगता प्रमाण पत्र, या दिव्यांगिन सिजिकरण जिभाग, भारत सरकार
द्वारा िारी जिजिि दिव्यांगता पहचान पत्र;
(झ) भारत में िारी ड्राइविंग लाइसेंस;
(ञ) िेखभाल और संरक्षण की आिश्यकता िाल े दकसी र्ालक या जिजध का उल्लंघन करने
िाले दकसी र्ालक के संर्ंध में, जिसे दकिोर न्याय (र्ालको की िेखरेख और संरक्षण)
अजधजनयम, 2015 (2016 का 2) के अधीन उसके द्वारा र्नाए गए जनयमों के अधीन
संर्ंजधत राज्य सरकार के पास रजिस्ट्रीकृत र्ाल िेखभाल संस्ट्था में रखा िाता है, ऐसी
संस्ट्था के प्रभारी व्यजि, अधीक्षक, र्ाल कल्याण अजधकारी या पररिीक्षा अजधकारी
द्वारा िारी उसकी िन्मजतजथ जनर्िाि करने िाला प्रमाणपत्र; या
(ञ) दकसी जििेिी नागररक के संर्ंध में, —
I. यदि िह ओिरसीि जसटीिन ऑफ इंजडया काडाधारक है, तो ओिरसीि
जसटीिन ऑफ इंजडया काडा;
II. यदि िह जतसर्ती िरणाथी ह,ै तो जििेिी क्षेत्रीय पंिीकरण अजधकारी द्वारा
िारी पंिीकरण प्रमाणपत्र;
III. यदि िह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा;
IV. यदि िह ओिरसीि जसटीिन ऑफ इंजडया काडधा ारक, जतसर्ती िरणाथी या
नेपाल या भूटान का नागररक नहीं है, तो उसके पास या तो जििेिी पासपोटा[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5
के साथ भारतीय िीजा होना चाजहए या ितामान म ें िैध या समाप्त हो चकु े
जििेिी पासपोटा के साथ भारत का िीघाकाजलक िीजा होना चाजहए; या
(ट) ऐसे जहताजधकारी के संर्ंध म ें जिसके पास जिजधक अजभभािक, ििक ग्रहण आिेि या
जिजधक अजभभािकत्ि के साक्ष्य के जलए अन्य िस्ट्तािेि है, िो संरक्षक और प्रजतपाल्य
अजधजनयम, 1890, दकिोर न्याय र्ालको) की िेखभाल और संरक्षणअजधजनयम (,
2015 (2016 का 2), राष्टर ीय स्ट् िपरायणता, प्रमजस्ट्त ष्टक घात, मानजसक मंिता और
र्हुिक्ट् तताग्रस्ट्त व् यजक्ट्त कल् याण न् यास अजधजनयम:जन-, 1999 (1999 का 44) या
दिव्यांगिन अजधकार अजधजनयम, 2016 (2016 का 49) और उि अजधजनयमों के
अधीन र्नाए गए और लाग ू दकये गए जनयमों और जिजनयमों के अधीन दकसी
न्यायालय या सक्षम प्राजधकारी द्वारा िारी दकया गया है; या
(ठ) िैसा दक उि जिभाग द्वारा यथा जनर्िाि कोई अन्य िस्ट्तािेि।
(4) उि जिभाग द्वारा इस संर्धं में पिाजभजहत अजधकारी खडं (3) के अधीन िस्ट्तािेिों या उनकी जिषय-िस्ट्तु को
जसद्ध करने िाली सूचना के संर्धं में िांच करेगा, —
(क) मायआधार पोटाल (https://myaadhaar.uidai.gov.in/portal) पर ईआईडी िमा करके
नामांकन अनरु ोध की जस्ट्थजत की पुजि करें, तादक यह पुजि हो सके दक नामांकन आईडी िैध ह ै
और नामांकन अनुरोध अस्ट्िीकृत नहीं हुआ ह;ै और
(ख) अन्य िस्ट्तािेिों के संर्ंध में, इस प्रयोिनाथा िह दकसी सरकारी संस्ट्था या प्राजधकरण की
सहायता ल े सकता ह ै और प्रस्ट्तुत िानकारी को उसके साथ साझा कर सकता है, िो ऐसे
िस्ट्तािेिों में जनजहत िानकारी की तैयारी या रखरखाि से संर्ंजधत ह।ै
2. जहताजधकाररयो को उि प्रसुजिधाओ को सुजिधािनक ढंग से लाभ उठान े म ें सक्षम र्नान े के जलए, मंत्रालय मीजडया के
माध्यम स े व्यापक प्रचार सुजनजश्चत करन े के जलए सभी आिश्यक किम उठाएगा तादक जहताजधकाररयो को उि योिना के
अधीन आधार संख्या की अपेक्षाओ के संर्ंध में जहताजधकाररयो को िागरूक दकया िा सके।
3. यदि दकसी जहताजधकारी के आधार नंर्र का अजधप्रमाणन दकसी भी र्ायोमेररक आधाररत अजधप्रमाणन जिजध (अथाात् चेहरे
की छजि, उंगजलयों के जनिान या आईररस स्ट्कैन आधाररत प्रमाणीकरण) के माध्यम स े दकया गया ह ै और िह दकन्ही कारण
से जिफल हो िाता ह,ै िैसे दक र्ायोमेररक िानकारी की खरार् गणु ििा, तो जनम्नजलजखत उपचारात्मक तंत्र अपनाए
िाएंगे, अथाात:् —
(क) यदि अजधप्रमाणन का कोई जििेष र्ायोमेररक-आधाररत तरीका सफल नहीं होता है, तो र्ायोमेररक-
आधाररत अजधप्रमाणन या िन टाइम जपन-आधाररत अजधप्रमाणन का कोई अन्य तरीका, िसै ा भी साध्य
और ग्रह्य हो, प्रस्ट्ताजित दकया िाएगा;
(ख) ऐसे मामलों में िहां अजधप्रमाणन के र्ायोमेररक-आधाररत या िन टाइम जपन-आधाररत तरीके संभि नहीं
ह,ैं उि योिना के अधीन प्रसुजिधा, आधार सुरजक्षत त्िररत प्रजतदिया (क्ट्यूआर) कोड या आधार पेपरलसे
ऑफलाइन ई-केिाईसी िस्ट्तािेि यथाजस्ट्थजत पर भारतीय जिजिि पहचान प्राजधकरण के जडजिटल हस्ट्ताक्षर
प्रमाण पत्र का ऑफलाइन सत्यापन करके आधार संख्या की प्रामाजणकता स्ट्थाजपत करने के पश्चात,
जनम्नजलजखत में से दकसी के आधार पर अधीन प्रसुजिधा प्रिान की िा सकती है, अथाात:—
(i) आधार सुरजक्षत त्िररत प्रजतदिया (क्ट्यआू र) कोड जिसमें आधार काडा, आधार पत्र (अथाात
आधार संख्या धारक को उसके आधार संख्या के सृिन पर िारी दकया गया पत्र) या ई-आधार
(अथाता आधार पत्र की पासिडा से सरु जक्षत इलेक्ट्रॉजनक प्रजत जिसे भारतीय जिजिि पहचान
प्राजधकरण की िेर्साइट स े डाउनलोड दकया िा सकता ह ै या उसके mAadhaar ऐप का
उपयोग करके एक्ट्सेस दकया िा सकता ह)ै , आधार क्ट्यूआर स्ट्कैनर या mAadhaar ऐप का
उपयोग करके क्ट्यूआर कोड को स्ट्कैन करके ऑफ़लाइन सत्यापन के माध्यम से इसकी
िास्ट्तजिकता स्ट्थाजपत होन े के र्ाि;
(ii) आधार पेपरलेस ऑफलाइन ई-केिाईसी िस्ट्तािेि (भारतीय जिजिि पहचान प्राजधकरण की
िेर्साइट से डाउनलोड दकया िा सकता ह ै या इसके mAadhaar ऐप का उपयोग सलु भ ह)ै ,6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
की भारतीय जिजिि पहचान प्राजधकरण की िेर्साइट पर इस संर्ंध म ें दिए गए जििरण के
अनुसार, इस उद्देश्य के जलए सर्ं ंजधत मंत्रालय या जिभाग या योिना कायाान्ियन एिेंसी द्वारा

4. उपरोि म ेंजनजहत दकसी भी र्ात के होत े हुए भी,—
(क) इस योिना के तहत अधीन ऐसे दकसी भी र्ालक को प्रसुजिधा से िंजचत नहीं दकया िाएगा—
(i) िो अजधप्रमाणन के िौरान अपनी पहचान स्ट्थाजपत करने म ें या आधार संख्या रखन े का प्रमाण प्रस्ट्तुत
करने म ेंअसफल ह;ै या
(ii) नामांकन हते ु आिेिन प्रस्ट्तुत करने की जस्ट्थजत में, िहां उस े आधार संख्या समनुिेजित नहीं की गई है;
और
(ख) उि योिना के अधीन प्रसुजिधा ऐसे र्ालक को, उसके माता-जपता या जिजधक
अजभभािक के साथ उसके सर्ं ंध को स्ट्थाजपत करके, उसकी पहचान सत्याजपत करके, परै ाग्राफ 1 के
खंड (3) के परंतुक म ेंजिजनर्िाि रीजत से अधीन प्रसुजिधा िी िाएगी; और
(ग) िहां खंड (ख) के अधीन प्रसुजिधा प्रिान की िाती है, िहां उसके संर्ंध में एक ररकाडा रखा िाएगा,
जिसकी जिभाग द्वारा समय-समय पर समीक्षा और लेखापरीक्षा की िाएगी।

NOTIFICATION
New Delhi, the 15th July, 2025
S.O. 3264(E).—Whereas, the use of Aadhaar number to establish identity enables individuals to receive
subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents
to establish identity, simplifies processes and promotes transparency and efficiency;
And whereas, the Department of Higher Education (hereinafter referred to as the said Department) in the
Government of India (hereinafter referred to as the said Government) is administering the PM-Vidyalaxmi Scheme
(hereinafter referred to as the said scheme);
And whereas, collateral-free and guarantor-free education loans to all meritorious students; for students with
annual family income of up to Rs. 8 lakhs and who are not eligible for benefits under any other government
scholarship or interest subvention schemes, a 3 percent. interest subvention on loans up to Rs. 10 lakhs; and a credit
guarantee cover of 75 percent. of loan amount for education loans upto Rs. 7.5 lakhs (hereinafter referred to as the
benefits) are given to meritorious students who get admission on their own merit to Quality Higher Education
Institutions in India as per the list of Quality Higher Education Institutions provided by Department of Higher
Education each year and willing to avail benefit (hereinafter referred to as the beneficiaries) under the said scheme and
the instructions and guidelines issued in respect thereof;
And whereas, expenditure for the said scheme is incurred from the Consolidated Fund of India;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7
And whereas, the said Department is desirous that the said Government, for the purpose of establishing
identity of a beneficiary as a condition for the receipt of the said benefit, require that such beneficiary undergo
authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar
number has been assigned, make an application for enrolment;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial
and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the
Central Government hereby notifies the following, namely: —
1. (1) An individual desirous of availing of the said benefit under the said scheme shall be required to undergo
authentication, or furnish proof of possession of Aadhaar number.
(2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make an
application for enrolment:
Provided that if that individual is a child, such application shall be made only with the consent of his
parent or legal guardian.
(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations,
2016, the said Department shall ensure enrolment of such beneficiaries who are yet to be enrolled, or update
their Aadhaar details through appropriate measures, including coordination with Registrars and setting up
enrolment centres at convenient locations or providing enrolment facilities by becoming a Registrar itself:
Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his
identity to avail of the said benefit, by presenting the following documents to which he is entitled and which
are valid at the time of presentation, or, in case the software provided or authorised by the said Department
for such identification supports electronic obtaining of information proving the contents of such documents
from the database of the authorities dealing with the preparation or maintenance thereof, by giving his
consent for so obtaining, namely:—
(a) for a child below 18 years of age to whom an Aadhaar number has not been assigned, -
(i) the acknowledgement of the beneficiary having undergone the process of enrolment, provided
by the operator at the enrolment centre, containing the Enrolment ID; and
(ii) any one of the following documents to prove that the beneficiary is a child below 18 years of
age, namely: -
(A) Certificate of birth given under the Registration of Births and Deaths Act, 1969
(18 of 1969), as extracted from the entry made in the register of births regarding
the birth of the beneficiary;
(B) Indian Passport;
(C) Certificate or statement of marks of matriculation or 10th class or higher
secondary or 12th class, issued by a recognised board of school education;
(D) in respect of a child in need of care and protection or a child in conflict with law,
who is housed by Child Care Institution registered as such with the State
Government concerned under the rules made by it under the Juvenile Justice (Care
and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date
of birth issued by the person-in-charge, superintendent, child welfare officer or
probation officer of such institution; or
(E) In respect of a foreign national, -
(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of
India Card;
(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners
Regional Registration Officer;
(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan
refugee or a national of Nepal or Bhutan, either an Indian visa along with
foreign passport or a Long Term Visa to India along with currently valid

(iii) any one of the following documents, having the photograph of the beneficiary, to prove his
relationship with the parent or legal guardian, namely: -
(A) Ration card;
(B) Caste certificate or domicile certificate, issued by a Gazetted officer who is an
Executive Magistrate or a revenue officer of the State Government, not below the
rank of Tahsildar;
(C) Medical or insurance identity card issued by a government entity or public sector
enterprise to a retired or serving public servant or his family member;
(D) Indian passport;
(E) Certificate or statement of marks of matriculation or 10th class or higher
secondary or 12th class, issued by a recognised board of school education;
(F) in respect of a child in need of care and protection or a child in conflict with law,
who is housed by Child Care Institution registered as such with the State
Government concerned under the rules made by it under the Juvenile Justice (Care
and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date
of birth issued by the person-in-charge, superintended, child welfare officer or
probation officer of such institution; or
(G) in respect of a foreign national, —
(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of
India Card:
(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners
Regional Registration Office;
(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan
refugee or a national of Nepal or Bhutan, either an Indian visa along with
foreign passport or a Long Term Visa to India along with currently valid
or expired foreign passport; or
(H) in respect of a beneficiary who has a legal guardian, adoption order or other
document to evidence legal guardianship, which is issued by a court of law or
competent authority under the Guardians and Wards Act, 1890, the Juvenile
Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the National Trust
for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and
Multiple Disabilities Act, 1999 (44 of 1999) or the Rights of Persons with
Disabilities Act, 2016 (49 of 2016) and the applicable rules and regulations made
under the said Acts; or
(I) (a) any other document as the said Department may specify;
(b) for beneficiaries aged 18 years or more to whom an Aadhaar number has not been assigned, —
(i) the acknowledgement of the beneficiary having undergone the process of enrolment,
provided by the operator at the enrolment centre, containing the Enrolment ID; and
(ii) any one of the following documents, having the beneficiary’s photograph, namely: —
(A) Elector’s Photo Identity Card issued by the Election Commission of India;
(B) Ration card;
(C) Caste certificate or domicile certificate, issued by a Gazetted officer who is an
Executive Magistrate or a revenue officer of the State Government, not below the
rank of Tahsildar;
(D) Medical or insurance identity card issued by a government entity or public sector
enterprise to a retired or serving public servant or his family member;
(E) Indian passport;
(F) Certificate or statement of marks of matriculation or 10th class or higher secondary

(G) Identity card or other identity document issued to serving or retired public servant
by a government entity or a public sector enterprise;
(H) Disability certificate issued by notified medical authority under the Rights of
Persons with Disabilities Rules, 2017, or Unique Disability Identification card
issued by the Department of Empowerment of Persons with Disabilities
(Divyangjan), Government of India;
(I) Driving licence issued in India;
(J) In respect of a child in need of care and protection or a child in conflict with law,
who is housed by Child Care Institution registered as such with the State
Government concerned under the rules made by it under the Juvenile Justice (Care
and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date of
birth issued by the person-in-charge, superintendent, child welfare officer or
probation officer of such institution; or
(K) In respect of a foreign national, —
(I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India
Card;
(II) if he is a Tibetan refugee, registration certificate issued by a Foreigners
Regional Registration Office;
(III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan;
(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee
or a national of Nepal or Bhutan, either an Indian visa along with foreign
passport or a Long Term Visa to India along with currently valid or
expired foreign passport; or
(L) in respect of a beneficiary who has a legal guardian, adoption order or other
document to prove legal guardianship, which is issued by a court of law or
competent authority under the Guardians and Wards Act, 1890 (8 of 1890), the
Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the
National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental
Retardation and Multiple Disabilities Act, 1999 (44 of 1999) or the Rights of
Persons with Disabilities Act, 2016 (49 of 2016) and the applicable rules and
regulations made under the said Acts; or
(M) any other document as the said Department may specify.
(4) An officer designated by the said Department in this behalf shall check in respect of the
documents presented or the information proving the contents thereof under clause (3), —
(a) the status of the enrolment request by submitting the EID on myAadhaar portal
(https://myaadhaar.uidai.gov.in/portal) to confirm that the Enrolment ID is valid and that
the enrolment request does not stand rejected; and
(b) the other documents, and for this purpose, he may take the assistance of and share the
information presented with any government entity or an authority that deals with the
preparation or maintenance of the information contained in such documents.
2. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all
necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar
number under the said scheme.
3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-based
modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason,
such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely: —
(a) in case any particular biometric-based mode of authentication is not successful, any other mode of
biometric-based authentication or one-time pin-based authentication shall, wherever feasible and
admissible, be offered;
(b) in cases where biometric-based or one-time pin-based modes of authentication are not possible,
benefits under the said scheme may, after establishing the genuineness of the Aadhaar number by
doing offline verification of the digital signature certificate of Unique Identification Authority of10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
India on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC
document, as the case may be, be given on the basis of any of the following, namely:—
(i) an Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar
letter (i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar
number) or e-Aadhaar (i.e., the password-protected electronic copy of Aadhaar letter
downloadable from the website of Unique Identification Authority of India or
accessible using its mAadhaar app), after its genuineness is established through offline
verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar
apps;
(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of
Unique Identification Authority of India or accessible using its mAadhaar app), after
its genuineness is established through offline verification of the digital signature
certificate of Unique Identification Authority of India on the document through the
application developed by the Ministry or Department or scheme implementing agency
concerned for this purpose, in accordance with the details given in this regard on the
website of Unique Identification Authority of India.
4. Notwithstanding anything contained hereinabove, —
(a) benefit under the said scheme shall not be denied to a child—
(i) in case of failure to establish his identity by undergoing authentication or to furnish proof of
possession of Aadhaar number; or
(ii) in case of production of an application for enrolment where he has not been assigned an
Aadhaar number; and
(b) benefit under the said scheme shall be given to such a child by verifying his identity and establishing
his relationship with his parent or legal guardian in the manner specified in the proviso to clause (3) of
paragraph 1; and
(c) where benefit is given under clause (b), a record shall be maintained in respect of the same, which
shall be reviewed and audited periodically by the Department.
5. In order to ensure that bona fide beneficiaries who are aged 18 years or more are not deprived of the benefit
due to them under the said scheme, the Department shall follow the exception handling mechanism specified in the
Office Memorandum number D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer
Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in).
6. This notification shall come into force from the date of its publication in the Official Gazette.
