Special emphasis was given to Maritime India Vision 2030 wherein key performance indicators with defined road map and objectives were identified and adopted to ensure overall growth of Indian maritime sector. The year 2021 has also witnessed implementation of digital registration and certification portal for Indian flag ships. Further, a Mercantile Marine Domain Awareness Centre called as “Sagar Manthan” was established for real time vessel tracking of Indian vessels. Also, Indian built and owned vessels have been given highest priority to promote shipping and ship building activities in India. This year (2021) the bust of Mahatma Gandhi, the father of nation, was placed in International Maritime Organization (IMO) headquarters in London coinciding with 150th birthday of Mahatma Gandhi. Port State Control The key activity in ship’s examination remains to be the port state control (PSC) and flag state implementation (FSI) process, where the Directorate exercises its authority over its vessels and foreign vessels in waters subject to its jurisdiction. Both FSI and PSC exams are intended to be of sufficient breadth and depth to validate that a ship’s major systems comply with applicable national and international standards. Vessels that are not in substantial compliance with applicable laws or regulations are identified in an exam and controls are imposed until the substandard conditions are rectified and the vessels are brought into compliance. This tactics, techniques / procedures are going to continue and strengthened till self-regulation becomes an effective and dependable. Therefore, all stake holders are urged to own up their responsibilities and discharge to the best of their ability to make the shipping cleaner, greener and the most sought mode of transportation by all. 3As India aim to be a modern Maritime Administration, it is of great concern to see that India continues to be in grey list of Paris and Tokyo MoU. However, the efforts in the last few years have seen a reduction in port state detention of Indian ships and improvement of performance under USCG (de- listed from targeted list). The performance needs to be improved further in the upcoming years to ensure that India gets eligible for USCG Qualship 21 program and gets listed in the white list of Paris and Tokyo MoUs. I congratulate the officers and staff of the Directorate General of Shipping for their diligent work in bringing out this exhaustive and informative report about the performance of Port State inspection and Flag State inspection of Indian and/or foreign flag vessels for eleventh consecutive year. With best wishes Amitabh Kumar Director General of Shipping cum Additional Secretary to GoI. 4Foreword by Chief Surveyor It is with great pleasure, on behalf of the Directorate to present the 2021 Annual Report on Port State and Flag State control activities of the Indian Maritime Administration. In 2021, Indian Maritime Administration has given special emphasis to Maritime India Vision 2030 in digitalizing the services and to ease up compliance burden. Further, as per current National Educational Policy this Directorate upon consultation with the stake holders as devised and implemented multi-disciplinary course catering to the latest and upcoming technology in particularly for Marine Autonomous Surface Ships (MASS). This Directorate remains committed to reducing GHG emissions from shipping for low-carbon future and keeps it on high priority to achieve IMO GHG short-term and mid-term goals. In this process, India has participated as a lead pilot country for IMO-Norway green voyage 2050 while developing National Action Plan and initiated pilot projects for supplying shore power services to visiting ships. Further, India is considering implementation of Market Based Measures (MBMs) to support alternative low-carbon fuels and innovative emission reduction mechanisms. There is a paradigm shift in the scope of Port State Inspection regime from discouraging sub-standard ships to protecting rights of seafarers and now to encourage fuel-efficient ships. This year, due to the second wave of COVID-19 pandemic, the targeted Port State Inspections in India were restricted however PSCs were carried out on clear grounds where ever necessary. Under Flag State inspection regime, there is 20% increase in number of flag state inspections conducted in 2021 when compared to 2020. There is increase in detention rate from 4.32% in 2020 to about 5.97% in 2021 while average deficiency index has increased from 6 to 8 signifying lack of adequate maintenance in the pandemic period. 5Indian flag abroad performance continued to be good under USCG with nil detentions in the last four years. However, for qualifying for QUALSHIP21 program a flag state needs to be subjected to at least 10 no’s of inspections in a calendar year and Indian flag vessels couldn’t meet that criteria due to restricted PSC inspections conducted under USCG during the pandemic. Under Paris MoU and Tokyo MoU, India continued to be in Grey list however average deficiency per inspection under Tokyo MoU and performance rating in Paris MoU are on improving trend. With a goal to bring India in the White list of Paris and TOKYO MOU and get eligible for USCG Qualship21 program in the upcoming years, a better monitoring of Indian ships with a goal to achieve Zero detention policy by all stake holders and regulators is envisaged. I am sure, collectively this will be achieved by promoting quality, encouraging effective self- regulation, and fostering full obedience to the law by everyone involved in ship and shipping and not only being restricted to fulfill the legal, commercial and ethical responsibilities at individual level (s). India has been carrying out its commitment to identify and eliminate sub- standard shipping year on year and has been publishing the results of port state inspections annually from last many years. In the calendar year 2021, Indiaconducted17 initial inspections. Though these inspections were conducted on various types of vessels, majority were conducted on Bulk carriers, that is, about 23.53% of the total initial inspections. Among all ship types directorate fulfils its obligation under detained, the highest i.e. 12 were Tugboats. United Nations Law of Sea by carrying out flag state inspections of Indian flag vessels. The Flag State inspection (FSI) regime implemented in India is based on age, that is, more the age of a vessel - more frequent are the number of inspections. Further the FSI regime also monitors the performance of recognized organizations by carrying out these FSI 1-3 months after the completion of statutory surveys. In 2021, there were 515 initial inspections of Indian flag vessels under FSI/GI regime and this figure is about 90 initial inspections more than that conducted in 2020. Out of these 515 initial inspections, 29 inspections were general examinations conducted abroad by an Indian RO other than that which conducted the statutory surveys of the vessel. There were 3855 deficiencies raised in 486 initial FSI inspections constituting about an average of 7.93 deficiencies per ship. Nearly 24 out of 115 inspections (constituting about 21.2% of all the inspections) were conducted in RIYADH PSC regime. Compared to 1 detention in 2020, there were 4 detentions in 2021; & in terms of detention rate, it constituted 3.48 % detention rate compared to 1.22% in 2020.
