1. संजिप्त नाम और प्रारंभ
(1) आन जनयमों का संजिप्त नाम ऄंतदेिीय जलयान (कमीदल और यात्री स्ट्थान सुजवधा) जनयम 2022 ह।ै
(2) य ेराजपत्र में ऄपन ेऄंजतम प्रकािन की तारीख से लाग ूहोंगे।
2. पररभाषाए ं
(1) आन जनयमों म,ें जब तक दक संदभग से ऄन्द्यथा ऄपेजित न हो -
(क) “ऄजधजनयम” से ऄंतदेिीय जलयान (ऄजधजनयम), (2021) (2021का24) ऄजभप्रेत ह ै
(ख) “जवद्यमान जलयान” ऄथवा “जवद्यमान ऄंतदेिीय जलयान" स े ऄजभप्रते ह ै कोइ ऄतं देिीय जलयान जो ऐसा नया
ऄंतदेिीय जलयान नहीं ह ै जो जनयम 3 के ईप-जनयम (1) के खडं (ड.) के ऄंतगगत प्रदान की गइ पररभाषा की
ऄजधकाररता के ऄधीन अता ह;ै
(ग) “ऄंतदिे ीय जलयान” से ऄजभप्रेत ह ै ऄजधजनयम की धारा 3(म) के ऄंतगगत यथापररभाजषत कोइ यांजत्रक रूप स े
चाजलत ऄतं देिीय जलयान;
(घ) “प्रमुख पररवतगन ऄथवा अिोधन” से जनम्नजलजखत म ेंसे कोइ ऄजभप्रेत ह;ै
i) जलयान के सकल टनभार में 10 प्रजतित से ऄजधक पररवतगन
ii) जलयान के प्रकार में पररवतनग
iii) प्रणोदन प्रणाली/मुख्य आंजन/इधन के प्रकार म ेंपररवतगन
(ड.) "नए ऄंतदिे ीय जलयान" से ऄजभप्रेत ह ै कोइ ऄतं देिीय जलयान जजसका पेंदा रखा गया ह ै ऄथवा जो जनयमों के
प्रवृत्त होने की तारीख को ऄथवा ईसके पश्चात् जनमाणग के समान चरण म ेंह;ै
(च) दकसी जलयान का "सकल टनभार (जीटी)" ऄंतराष्ट्रग ीय टनभार कन्द्वेंिन 1969 के ऄनुसार अकजलत जीटी ह;ै
(2) प्रयुि िब्द और ऄजभव्यजियां, जो आन जनयमों में पररभाजषत नहीं की गइ ह ैं लेदकन ऄजधजनयम म ें पररभाजषत िब्दों
और ऄजभव्यजियों का वही ऄथ गहोगा जो ईन्द्ह ेंऄजधजनयम म ेंददया गया ह।ै
3. ऄतं देिीय जलयान: आन जनयमों के प्रयोजन के जलए ऄंतदिे ीय जहाजों को जनम्नजलजखत श्रेजणयों के ऄनुसार
वगीकृत दकया जाएगा:
(1) जो जलयान श्रेणी "क" में अत ेह,ैं वे जनम्नजलजखत में स ेदकसी एक प्रकार के डेकनुमा जलयान होंगे:
(क) जलयान जो [लम्बाइ में 24 मीटर] से ऄजधक ह;ैं
(ख) जलयान ऄथवा रो-रो यात्री फेरी जो [50] से ऄजधक यात्री ल ेजाते ह;ैं
(ग) दसू रे जलयानों को खींचने म ेंसिम ऐस े सभी जलयान, जजनकी बोलाडग पुल िमता [10 टन] स ेऄजधक ह;ै
(घ) कागो के रूप में थोक में पेरोजलयम माल, रसायन ऄथवा तरलीकृत गैसों को वहन करने के जलए जडजाआन और
जनमागण दकए गए जलयान;
(ड.) खतरनाक माल वहन करन े वाले जलयान।
(च) 300 जीटी और ईससे ऄजधक के जलयान
श्रेणी 'क' जलयानों को सवेिण के ऄंतगगत और दकसी वगीकरण सोसाआटी, जो ऄन्द्तरागष्ट्रीय वगीकरण सोसाआटी संघ
(अइएसीएस) की सदस्ट्य ह,ै की ऄपेिाओं के ऄनुसार जडजाआन, जनर्ममत और ऄनुरजित दकया जाएगा,[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 3
(2) श्रेणी 'ख' जलयान जो श्रेणी क ऄथवा श्रणे ी ग स ेजभन्न ह।ैं
श्रेणी ख के जलयानों को दकसी वगीकरण सोसाआटी, जो ऄन्द्तरागष्ट्रीय वगीकरण सोसाआटी संघ (अइएसीएस) की सदस्ट्य ह,ै
के सवेिण के ऄंतगगत जडजाआन, जनर्ममत और ऄनुरजित दकया जाएगा,
दकसी वगीकरण सोसाआटी के सवेिण के ऄंतगगत जडजाआन और जनर्ममत जो दक ऄन्द्तरागष्ट्रीय वगीकरण सोसाआटी संघ
(अइएसीएस) की सदस्ट्य ह ैऔर जो ऄजभजहत प्राजधकारी के सवेिणके ऄतं गतग ऄनुरजित दकया जाएगा,
(3) श्रेणी 'ग' जलयान लंबाइ म ें10 मीटर से कम ह।ैं
श्रेणी ग जलयानों को दकसी वगीकरण सोसाआटी, जो ऄन्द्तरागष्ट्रीय वगीकरण सोसाआटी संघ (अइएसीएस) की सदस्ट्य ह,ै के
सवेिण के ऄंतगगत जडजाआन, जनर्ममत और ऄनुरजित दकया जाएगा ऄथवा ऄजभजहत प्राजधकारी द्वारा ईपयुि समझे गए
जडजाआन, जनमाणग और सवेिण के जलए जनधागररतमानकों के ऄनुसार जनर्ममत दकया जाएगा और ऄजभजहत प्राजधकारी के
सवेिण के ऄंतगगत ऄनरु जित दकया जाएगा।
4. ऄनपु ालन की सीमा:
(1) सभी मौजूदा ऄंतदिे ीय जलयान आन जनयमों के प्रवृत्त होन े से पूवग के जवद्यमान अवश्यकताओं का पालन करेग;ें
(2) नए ऄतं देिीय जलयानों के स्ट्वामी/संचालक और मास्ट्टर, यह सुजनजश्चत करेंगे दक जलयान कमीदल और याजत्रयों के
स्ट्थान सुजवधा के जलए मानकों से संबंजधत अवश्यकताओं, जनर्ममत, ऄनरु जित और प्रचाजलत दकया गया ह,ै जैसादक आन
जनयमों के ऄंतगगत ईपबंजधत दकया गया ह,ै और यह जलयान ऄपनी अिजयत सेवा के जलए ईपयुि ह।ै
(3) दकसी भी ऄंतदेिीय जलयान को जलयान ऄजधजनयम और ऄंतदेिीय जलयान (सवेिण और प्रमाणीकरण) जनयम,
2022 के ऄंतगगत सवेिण के प्रमाण-पत्र के साथ जारी नहीं दकया जाएगा, जब तक दकऐसा जलयान कमीदल और याजत्रयों
के अवास के जलए मानकों का ऄनुपालन नहीं करता ह ै जजसम ें ऄतं देिीय जलयान का भौजतक जडज़ाआन ऄथवा व े सुजवधाएं
भी िाजमल ह ैं जो ऄंतदिे ीय जलयान में होनी चाजहए ऄथवा वे जो पररचालन या प्रदियात्मक प्रकृजत की ह,ैं जजनका आन
जनयमों के तहत, जजनका ऄंतदिे ीय जलयान को पालन करना अवश्यक ह।ै
(4) ईपयिुग ईप-जनयम (1) से (3) के होते हुए भी, राज्य सरकार जलयानों की दकसी श्रेणी के जलए ऄजतररि ऄपेिाएं लाग ू
कर सकेगी ऄथवा ऄपेिाओं म ेंछूट द े सकेगी।
(5) राज्य सरकारें आन जनयमों के दकसी भी ईपबंध से दकसी भी ऄंतदेिीय जलयान को छूट दे सकेगी, जजसमें आन
जनयमों के दकसी ईपबंध स े नवीन प्रकार की जविेषताएं जनजहत ह,ैं जजनका ऄनुप्रयोग स े ऐसी जविेषताओं के जवकास म ें
ऄनुसंधान और जलयानो में ईनके समावेि को गंभीर रूप से बाजधत कर सकता ह,ै और ऐसा कोइ भी जलयान, तथाजप,
ऐसी ऄपेिाओं का ऄनुपालन करेगा, जो ऄजभजहत प्राजधकारी की राय में, एक ऐसा मानक प्राप्त करता ह,ै जो आन जनयमों
द्वारा जनर्ददष्ट के समकि या ईससे ईच्चतर ह।ै
5. लाग ूहोना
जब तक आन जनयमों म ेंऄन्द्यथा जनर्ददष्ट न दकया जाए, यह ऄध्याय 300 जीटी और ऄजधक के "श्रेणी-क" के सभी जलयानों के
जलए लाग ूहोगा।
6. स्ट्थान-सुजवधा की सामान्द्य ऄपिे ाएं
(1) ऄंतदेिीय जलयानों में ईस पर अभ्याजसक रहन े वाल े व्यजियों के जलए और कम-से-कम न्द्यूनतम कमीदल के जलए
स्ट्थान-सुजवधा होनी चाजहए।
(2) स्ट्थान-सुजवधा आस तरह से जडजाआन, व्यवजस्ट्थत और दफट की जानी चाजहए दक वह जलयान पर सवार लोगों की
स्ट्वास्ट््य, सुरिा और अराम की अवश्यकताओं को पूरा कर सकें और ऐसी स्ट्थान-सुजवधा सुरजित और असान ऄजभगम
वालीतथा गमी और ठंड के जवरुद्ध पयागप्त रूप स ेतापावरोधी होनी चाजहए।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(3) ईपरोि ईप-जनयम (2) के प्रयोजनों के जलए, कमीदल स्ट्थान-सुजवधा और ईस तक पहुचुँ ने और वहाुँ से जनकलन े के
साधनों को आस प्रकार व्यवजस्ट्थत और जनर्ममत दकया जाएगा तादक यह सुजनजश्चत हो सके दक;
(क) िजत के प्रजत ऄजधकतम व्यावहाररक सीमा तककमी दल की सुरिा;
(ख) प्रजतकूल पयागवरणीय पररजस्ट्थजतयों के प्रजत कमीदल स्ट्थान-सुजवधा की सुरिा;
(ग) जलयान म ेंऄन्द्य स्ट्थानों म ेंईत्पन्न होने वाल ेजन:स्ट्पंदन की कमीदल स्ट्थान-सुजवधा से जनष्कासन; तथा
(घ) जलयान म ें ऄन्द्य स्ट्थानों म ें ईत्पन्न होने वाले िोर काकमीदल स्ट्थान-सुजवधा से ऄजधकतम व्यावहाररक सीमा तक
जनष्कासन।
7. स्ट्थान-सुजवधा के जलए जविषे जडज़ाआन ऄपिे ाए ं
(1) पैंररयों, वस्त्र सुखाने के किों, लॉकरों, भण्डार कि स्ट्वच्छता अवास, यात्रमागों, कायागलयों के ऄलावा, कमीदल
स्ट्थान-सुजवधा के हर भाग को प्राकृजतक प्रकाि से ईजचत रूप स े प्रकािमान दकया जाएगा और जहां तक संभव हो,
सावगजजनक ररहायिी क्वाटगर जवकल् प प्रदान करेंगे।
स्ट्पष्टीकरण: यदद जलयान में दकसी स्ट्थान पर, ईजचत प्राकृजतक प्रकाि व्यवस्ट्था प्रदान करना ऄव्यावहाररक ह,ै तो ऐसी
प्रकाि व्यवस्ट्था की अवश्यकता नहीं होगी, यदद ईस स्ट्थान म ेंहमेिा पयागप्त जवद्युत प्रकाि ईपलब्ध हो।
(2) खान-पान कि और ियन केजबन में जनम्नजलजखत होगा;
(क) कम से कम दो जनकास जो एक दसू रे स ेयथासंभव दरू ह ैंऔर जो बचने के मागों के रूप में कायग करत ेहैं;
(ख) ईपरोि (क) के ऄनुसार अवश्यक जनकासों में से एक को अपातकालीन जनकास के रूप म ें जडजाआन दकया जा
सकेगा।
(3) उपर ईप-जनयम (2) के ऄंतगगत जनकास की अवश्यकता ईन किों पर लागू नहीं होगी, जजनके जनकास सीधे डेक
पर या गजलयारे में खलु त े ह ैं और जो जनकास मागग के रूप म ें कायग करत े ह।ैं तथाजप, बडे कमरे जैसे डॉर्ममटरी में दो जनकास
द्वार प्रदान दकए जान े चाजहए। अपातकालीन जनकास, जजसमें रोिनदान और जखडदकयां िाजमल हो सकते ह,ैं में कम से कम
0.36 वगगमीटर का स्ट्पष्ट द्वार होना चाजहए और ईसकी सबसे छोटी साआड 0.50 मीटर से कम नहीं होनी चाजहए और
अपात जस्ट्थजत में ईससे त्वररत जनकासी सुगम होनी चाजहए।
बचाव मागों को तापावरोधन और क्लैडडग लपट-प्रजतरोधी सामग्री से बना होना चाजहए और बचाव मागों की ईपयोजगता
को हर समय ईजचत माध्यमों जसै े सीढी या ऄलग से संलग्न जनसजै नयों द्वारा ईपयोग के जलए गारंटीकृत दकया जाएगा।
(4) खान-पान कि का फि ग िेत्रफल प्रजत व्यजि 0.7 वग ग मीटर से कम नहीं होगा। आसके जलए, व्यजियों की संख्या
जलयान पर कुल कमीदल के 70% तक सीजमत हो सकेगी।
(5) ियन केजबन का फिग िेत्रफल सामान्द्य रूप से प्रजत व्यजि न्द् यूनतम 2.5 वगग मीटर होना चाजहए। एक से ऄजधक
व्यजियों को समायोजजत करने वाले ियन किों के जलए, न्द्यूनतम फिग िेत्रफल प्रजत व्यजि 1.75 वगग मीटर तक कम दकया
जा सकेगा।
(6) दरवाजों का मुखभाग कम-स-े कम 0.60 मीटर की स्ट्पष्ट चौडाइ वाला होना चाजहए और जनधागररत उंचाइ
स्ट्लाआडडग या डहगडे कवर या फ्लैप के माध्यम स ेहाजसल की जा सकेगी।

(7) सीदढयां स्ट्थायी रूप से दफक्स होनी चाजहए और ईनका जडजाआन ऐसा होना चाजहए दक:[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 5
क) वे कम-स-े कम 0.60 मी चौडी हो;
ख) पावडी न्द्यूनतम 0.15 मी गहरी हो;
ग) सीदढयां दफसलन-रोधी हों, और
घ) तीन सीदढयों से ऄजधक के साथ सीढीमागग में न्द्यूनतम एक हन्द्ै डरेल ऄथवा हडैं ल लगा हो।
(8) खतरनाक गैसों या द्रव्यों को ल े जान े वाल े पाआप, और जविेष रूप स े जजनम ें ऐसे ईच्च दबाव ह ैं जजनका ररसाव व्यजियों
के जलए खतरा पैदा कर सकता ह,ै अवास स्ट्थानों या ईन गजलयारों म ें जस्ट्थत नहीं होने चाजहए जो अवास स्ट्थानों की ओर
जातेह ैंऔर यह वाष्प पाआपोंऔर हाआड्रोजलक जसस्ट्टम पाआपों पर लाग ूनहीं होता ह,ै बिते व ेधातु परतों में दफट हों।
8. स्ट्वच्छता स्ट्थापनाएं
(1) जलयान में जनम्नजलजखत न्द्यनू तम स्ट्वच्छता स्ट्थापनाएं ईपलब्ध कराइ जाएंगी:
(क) कमीदल के प्रत्येक अठ सदस्ट्यों के जलए एक िौचालय; आन्द्ह ेंताजी हवा से संवाजतत करना संभव हो;
(ख) कमीदल के प्रत्येक चार सदस्ट्यों के जलए एक वॉिबेजसन;
(ग) कमीदल के प्रत्येक अठ सदस्ट्यों के जलए एक िॉवर या स्नान:
9. गलै ी
(1) ऐसे जलयानों के जलए, जजन पर व्यजि रहत े ह,ैं भोजन तयै ार करन े के जलए एक गलै ी प्रदान की जाएगी। गैली के स्ट्थान
पर, बाहर से भोजन की अपूर्मत करन े के जलए व्यवस्ट्थाओं के साथ छोटी यात्राओं पर प्रचालन के जलए ऄजभजहत जलयानों के
जलए रेदिजरेटर और आलेजक्रक हीटर के साथ एक छोटी पेंरी पयागप्त होगी।
(2) भंडारों की िजमक पनु ःपूर्मत के बीच संभाजवत ऄजधकतम ऄवजध और ईन व्यजियों की ऄजधकतम संख्या जजनके जलए
भोजन परोसा जाना ह,ै को ध्यान में रखत े हुए कमीदल के जलए िुष्क प्रावधानों के भडं ारण के जलए स्ट्थान और व्यवस्ट्थाए ं
प्रदान की जाएगी।
(3) खराब होने वाले सामानों को भंडाररत करन े के जलए साधन ईपलब्ध कराए जाएंगे और आस प्रयोजन के जलए
पयागप्त िमता के बॉक्स िीजर/कोल्ड रूम ईपलब्ध कराए जाएंगे।
10. ताज ेपानी और पये जल की अपर्मू त
(1) आन जनयमों के ऄनुपालन में लगाए गए वॉि बेजसन, स्नानागारों और िॉवरों के जलए पयागप्त ताज े पानी की अपूर्मत
ईपलब्ध होगी।
(2) कमीदल के प्रत्येक सदस्ट्य के जलए कम से कम 50 लीटर की िमता के टैंकों से प्रत्येक ददन के जलए अपूर्मत की जाएगी
जजनके पानी की लगातार पनु ःपर्मू त या ऄन्द्य समान रूप से कुिल साधनों के बीच समाप्त होन ेकी संभावना ह।ै
(3) कमीदल में व्यजियों की संख्या और पानी की लगातार पुनःपूर्मत और ऄन्द्य के बीच बीतन ेकी संभावना को ध्यान में
रखते हुए कमीदल स्ट्थान-सुजवधा में पीने के पानी की अपूर्मत आस प्रयोजनाथ ग पयागप्त िमता के टैंकों से ईपलब्ध कराइ
जाएगीतथा आस व्यवस्ट्था के बदले ऄन्द्य कुिल साधनों को स्ट्वीकार दकया जा सकता ह।ै
(4) पेयजल स्ट्थापनाएं ऐसी होंगी दक:
(क) ईनकी अतं ररक सतह ेंऐसी सामग्री से बनी हों, जो जंग का प्रजतरोध करती ह ैऔर जो कोइ िारीररक जोजखम पैदा नहीं
करती ह;ैं
(ख) व ेऐसे पाआप खण्डों से मिु होंगी जहां पानी के जनयजमत प्रवाह की गारंटी नहीं ह,ै और6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(ग) ईन्द्ह ेंऄत्यजधक तापन के प्रजत संरजित दकया जाएगा।
11. वातानकु ूलन और सवं ातन
(1) कमीदल स्ट्थान-सुजवधा िेत्र पयागप्त रूप स ेसंवाजतत होंगे।
(2) ऄगर दरवाजे बंद हों, तो भी कमीदल के स्ट्थान-सुजवधा के संलग्न जहस्ट्सों को पयागप्त रूप से संवाजतत करना संभव होगा
और संवातन सभी जलवायु पररजस्ट्थजतयों में पयागप्त वायु पररसचं रण सुजनजश्चत करेगा।
(3) स्ट्थान-सुजवधा को आस तरह स े जडजाआन और व्यवजस्ट्थत दकया जाएगा दक जहा ं तक संभव हो जलयान के ऄन्द्य िेत्रों जैस े
आंजन रूम या होल्ड से दगु धं यिु हवा के प्रवेि को रोका जा सके; जहां बलात-हवा के संवातन का ईपयोग दकया जाता ह,ै
आन्द्टेक वेंट्स को आस तरह रखा जाएगा दक ईपरोि अवश्यकताओं को परू ा दकया जा सके।
(4) जहां ईपलब्ध कराया गया ह,ै वहां केंद्रीयकृत प्रकार की वातानुकूलन प्रणाली को आस प्रकार जडजाआन दकया जाएगा
जजससे -
(क) 50 प्रजतित सापेि अद्रतग ा के साथ 28º के संतोषजनक तापमान पर वायु को ऄनरु जित रखा जा सके, जब पररवेि
का तापमान 70 प्रजतित सापिे अद्रतग ा के साथ 35 जडग्री सेजल्सयस हो;
(ख) दकसी भी खान-पान कि या मनोरंजन कि म ें प्रजत घटं े अठ वायु पररवतनग और दकसी ऄन्द्य कि म ें छह वायु
पररवतगन सुजनजश्चत दकए जा सकें, यात्रा के दौरान दकसी भी स्ट्तर पर पुन:पररचाजलत हवा की मात्रा 50 प्रजतित से
ऄजधक नहीं होगी;
12. ऄन्द्य अवास स्ट्थापनाए ं
जलयान पर रहन े वाले चालक दल के प्रत्येक सदस्ट्य के पास एक ऄलग बथग और ताले के साथ एक व्यजिगत वस्त्र लॉकर
होगा।
13. बल्क हडै ों और पनै डलग का जनमाणग
(1) कमीदल के अवास के दकसी भी जहस्ट्से में या ईसके भीतर सभी बल्कहडे स्ट्टील या ऄन्द्य ईपयुि सामग्री से बने होंगे और
यदद बल्कहड्े स मौसम के संपकग म ें अत े ह,ैं तो वे वाटरटाआट जनमागण के होंग,े और ऐस े बल्कहड्े स म ें सभी द्वारोंको बंद करन े
के साधन ईपलब्ध कराए जाएगं े तादक ईन्द्ह ेंमौसम के ऄनुकूल बनाया जा सके।
(2) यदद सुजवधा स्ट्थानों के भीतर जवभाजन/बल्कहडे स्ट्टील से जनर्ममत नहीं ह,ैं तो सुजवधा-स्ट्थान में प्रयुि
पैनडलग/सीडलगदकसी ऄनुमोददत गुणवत्ता की गैर-दहनिील सामग्री से बनी होगी।
(3) कोइ भी बल्कहडे जो कमीदल के सुजवधा-स्ट्थान के दकसी भी जहस्ट्से (मनोरंजन डेक स्ट्थान के ऄलावा) को दकसी स्ट्थान स े
ऄलग करता ह ैजजसका ईपयोग जनम्न के रूप म ेंदकया जाता ह ै -
(क) तेल ईंधन बनकर;
(ख) कागो और मिीनरी स्ट्थान;
(ग) लैम्प कि ऄथवा पेंट कि;
(घ) भण्डार कि जो कमीदल सजु वधा-स्ट्थान का भाग नहीं बनता ह ै(िुष्क प्रावधान भण्डार कि के ऄलावा);
(ड.) चेन लॉकर; ऄथवा
(च) कोफेडाम
गैसटाआट होगा, और जहा ंकमीदल सुजवधा-स्ट्थान के संरजित करना अवश्यक ह,ै वाटरटाआट होगा।[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 7
(4) कमीदल के सुजवधा-स्ट्थान म ें दकसी भी ऄंदरूनी पैनडलग का जनमागण एक ऐसी ईपयिु सामग्री स े दकया जाएगा,
जजसे असानी से साफ रखा जा सके।
(5) न तो बल्कहडे का और न ही भीतरी पैनडलग का जनमागण टंग्ड और ग्रोव्ड बोर्डडग के साथ या आस तरह से या ऐसी
सामग्री के साथ दकया जाएगा जजसमें कृजम पैदा होने की संभावना हो।
14. उपरी डेक और फि ग
(1) मौसम के संपकग म ेंअने वाले प्रत्येक ओवरहडे डेक का जनमागण स्ट्टील या समकि सामग्री स ेदकया जाएगा।
(2) प्रत्येक डेक जो कमीदल अवास में फिग का भाग बनता है, ईजचत रूप से जनर्ममत दकया जाएगा और आसमें एक सतह
होगी जो एक ऄच्छी तलहटी प्रदान करती ह ैऔर असानी स ेसाफ रखने म ेंसिम ह।ै
(3) फिग कवररग पानी के ररसाव के प्रजत ऄभेद्य होगा और, यदद डेक तले टैंक के िीष ग पर जस्ट्थत ह,ै तो आसका कवर तले के
प्रजत ऄभेद्य होगा।
15. जचदकत्सा कैजबनटे
(1) प्रत्येक जलयान न्द्यूनतम रूप से कमीदल के प्रयोग के जलए जनम्नजलजखत जचदकत्सा ईपकरणों को साथ लेकर चलगे ा:
(क) एक प्राथजमक जचदकत्सा बॉक्स, जीवनरिक नौका के जलए जनर्ददष्ट से ऄन्द्यून;
(ख) घायलों की असान जनकासी के जलए एक स्ट्रेचर।
16. मच्छरों और चहू ों स ेसरु िा.
(1) गैली, भंडारगृहों और खलु े डेक पर मनोरंजन स्ट्थलों के ऄलावा यात्री स्ट्थान सुजवधा स्ट्थलों म ें मच्छरों के प्रवेि स े सुरिा
प्रदान की जाएगी।
(2) आस तरह की सुरिा जगं -रोधी तार या ऄन्द्य ईपयुि सामग्री की स्ट्िीनों के माध्यम से प्रदान की जाएगी, जो खुले
डेक की ओर जस्ट्थत सभी साआड स्ट्कटल्स, प्राकृजतक वेंरटलेटर, स्ट्काइलाआट्स और दरवाजों पर लगाइ जाएगी।
(3) सुजवधा स्ट्थान स्ट्थलों म ेंप्रभावी मूषक-रोधी ईपाय दकए जाएंगे।
17. लाग ूहोना
(1) आस भाग के ईपबंध श्रणे ी क के समस्ट्त यात्री जलयानों पर लाग ूहोंगे, जैसादक जनयम 4 म ें पररभाजषत दकया गया ह।ै
(2) ये जनयम श्रेणी ख यात्री पर लागू होंग ेजैसा ईि जनयमों म ेंपररभाजषत दकया गया है, जब तक दक आसे ऄजभजहत
प्राजधकारी द्वारा व्यवहाररक और युजियिु समझा जाए।
18. ऄजधकतम यात्री सख्ं या
जलयान पर याजत्रयों की संख्या आस प्रकार जनधागररत की जाएगी दक ईससे जनम्नजलजखत की पूर्मत होती हो:
(क) ऄंतदिे ीय जलमागग (जडजाआन और जनमागण) जनयम, 20xx में दी गईं स्ट्थाजयत्व ऄपेिाएं
(ख) आन जनयमों के जनयम 20 दी गईं क्लीयर डेक िेत्र ऄपेिाए ं
(ग) आन जनयमों म ेंदी गइ यात्री स्ट्थान सुजवधा ऄपिे ाएं।
19. ऄनमु जत योग्य यात्री सुजवधा स्ट्थान
(1) वाटरलाआन/बल्कहडे के नीचे केवल एक यात्री डेक की ही ऄनुमजत ह।ै यह एक एकल स्ट्थान होना चाजहए।
यात्री स्ट्थानों में यह िाजमल नहीं ह:ै

(ख) डेकसीढी/सीदढयां/जनकासी के साधन और 750 जममी से कम चौडा कोइ यात्रीमागग,
(ग) सुरिा ईपकरणों और ऄन्द्य जलयान संबंधी प्रचालनात्मक ईपकरणों द्वारा स्ट्थायी रूप से घेरे गए स्ट्थान,
(घ) जलयान के सुरजित प्रचालन के जलए तैयार दकए गए िेत्र, जैसे
(i) मिीनरी/नौवहन/नौबंध,
(ii) रो-रो जलयानों पर ईपलब्ध कराए गए संलग्न वाहन वाहक स्ट्थान,
(iii) ओपन डेक वाहन वाहक स्ट्थान।
(2) संलग्न स्ट्थानों के जलए स्ट्पष्ट िेत्र का अकलन करने में, टेबलों और स्ट्थायी जुड़्नारों द्वारा घेरे गए स्ट्थान की कटौती की
जाएगी।
(3) खुले डेक स्ट्थानों के जलए स्ट्पष्ट िेत्र का मापन ईन डबदओंु के बीच दकया जाएगा जजनके भीतर सवेिक यह मानता ह ै दक
िेत्र याजत्रयों के सुरजित और ईजचत अवास के जलए ईपयिु ह।ै
(4) स्ट्पष्ट िेत्र से ऄजभप्रेत वह ित्रे ह ैजो ईस िेत्र के बाद बचता ह ैजजसे समस्ट्त रुकावटों न े घरे ा होता ह ैजैस ेहचै वे,
स्ट्काइलाआट्स, डेक की सीदढया, केडसग्स, वेंरटलेटर, नेजवगेरटग स्ट्पेस, सामान लॉकर तथा खुल ेडेक पर या लॉकरों म ेंरख ेगए
जीवन रिक ईपकरणों के िेत्र को आसमें से घटा ददया जाता ह।ै
(5) जजन डेकों पर याजत्रयों को बैठाया जाता ह,ै वे जहाज के स्ट्थायी ढांचे का जहस्ट्सा होंग ेऔर पयागप्त मजबूती वाले होंगे।
स्ट्पष्टीकरण 1: यदद कोइ डेक लकडी का बना ह,ै तो ईसे ठीक स ेजबछाया जाना चाजहए और ढक ददया जाना चाजहए और
ईस स्ट्थान के एक दकनारे से दसू रे तक लगातार होना चाजहए जहां से याजत्रयों को ले जाया जाता ह।ै
(6) ज्वलनिील तेलों के भडं ारण के जलए ईपयोग दकए जान े वाले लैंप रूम, पेंट रूम और स्ट्थान की दरवाजों या
यात्रीमागों से यात्री अवास तक सीधी पहुचं नहीं होगी या वह ऐसी जगह पर जस्ट्थत नहीं होंगे जजससे याजत्रयों के जलए
खतरा पैदा हो सके और यात्री को तेल ईंधन बंकर स े सटे दकसी स्ट्थान में नहीं रखा जाएगा, एक जब तक दक बंकर स े ईस
स्ट्थान को एक ऄजतररि स्ट्टील वाष्प प्रूफ बल्क द्वारा पृथक न दकया गया हो और ईसे आस प्रकार व्यवजस्ट्थत नहीं दकया गया
हो दक दो बल्कहड्े स के बीच की जगह ऄच्छी तरह से हवादार और ऄजभगमहो।
(7) ईप-जनयम (8) के प्रयोजन के जलए, यात्री अवास दकसी ऑयल फ्यूल स्ट्थान के िीषग का जनमागण कर रह े डेक पर
जस्ट्थत हो सकता ह,ै यदद -
(क) डेक ऑयल-टाआट ह;ै
(ख) यात्री स्ट्थान ईपयुि रूप स ेसंवाजतत ह;ै
(ग) यात्री स्ट्थानों म ेंकोइ मैनहोल ऄथवा ऑयल फ्यूल स्ट्थान की ओपडनग जवद्यमान नहीं ह;ै और
(घ) यात्री स्ट्थान का फि ग धात ुका ह ैऔर ऐसी मोटाइ वाला ह ैजजसका ऄनुमोदन आस प्रयोजनाथग ऄजभजहत प्राजधकारी
द्वारा दकया गया ह।ै
(8) यात्री अवास को गैस-टाआट स्ट्टील बल्कहडे और डेक के माध्यम से स्ट्थोरा स्ट्थान, भंडार किों, लपैं रूम और पेंट
रूम और ज्वलनिील तले ों के भडं ारण के जलए ईपयोग दकए जाने वाल ेऄन्द्य स्ट्थानों से ऄलग दकया जाएगा।
20. स्ट्पष्ट डेक ित्रे
(1) जहां जनयम 23 के ऄनुसार केवल बैठन े की जगह प्रदान की जाती है, यात्री स्ट्थानl के जलए ऄनुमत याजत्रयों की संख्या
का जनधागरण मागों को छोडकर वगग मीटर में स्ट्पष्ट डेक िेत्र को 0.60 से जवभाजजत करके दकया जाएगा।[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 9
(2) जहां याजत्रयों को डेकहाईसों के िीषग तक पहुचं ने की ऄनुमजत ह,ै वहां याजत्रयों की संख्या का जनधागरण मागों को
छोडकर वग गमीटर म ेंस्ट्पष्ट डेक िेत्र को 0.85 से जवभाजजत करके दकया जाएगा।
21. कजतपय बथों का प्रावधान
(1) जहां यात्रा की ऄवजध 24 घंटे से ऄजधक ह,ै वहां समुजचत ियन बथ गईपलब्ध कराइ जाएंगी।
(2) ईपयुि रूप से जनर्ममत और दफट की गइ जनजश्चत बथों की संख्या ईन याजत्रयों की संख्या जनधागररत करेगी जजन्द्ह ेंदकसी
भी जलयान म ेंईपलब्ध कराए गए केजबन श्रेणी के अवास म ेंले जान े की ऄनुमजत दी जा सकती ह।ै
(3) केजबन श्रेणी के याजत्रयों को समायोजजत करने वाली दकसी केजबन में ऐसी अठ से ऄजधक बथग नहीं होंगी।
(4) दकसी भी केजबन में दो रटयर से ऄजधक बथ गनहीं होंगी और प्रत्येक केजबन श्रणे ी के यात्री के जलए कम स ेकम 3.35 वगग
मीटर खाली जगह ईपलब्ध कराइ जानी चाजहए और जहां बच्चों के जलए छोटी बथ गदफट की जाती हैं, वहां अवंरटत कुल
स्ट्थान ऐसी बथग के प्रत्येक जोडे के जलए 3.5 वगग मीटर होगा।
22. िाजयकाओं का प्रावधान
(1) जहां केजबन बथों के स्ट्थान पर याजत्रयों के समायोजन के जलए िाजयका स्ट्थान प्रदान दकए गए ह,ैं ऐसी िाजयकाऐं में
जनम्नजलजखत ऄपेिाओं का ऄनुपालन दकया जाएगा,-
(क) िाजयका का अकार 1.90 मीटर लंबाइ और 0.70 मीटर चौडाइ से कम नहीं होना चाजहए; (ख) प्रत्येक िाजयका
की यात्रीमागग तक प्रत्यि पहुचं होगी और यात्रीमागों को आस प्रकार व्यवजस्ट्थत दकया जाएगा दक वे दकसी बचाव मागग
तक सुगम पहुचं प्रदान करते हों;
(ग) यात्री मागों की चौडाइ 0.70 मीटर से कम नहीं होगी;
(घ) िाजयकाएं एकल और यगु ल रटयरों में दफट की जा सकेंगी; जनम्नजलजखत ऄपेिाओं का ऄनुपालन दकया जाएगा,
ऄथागत:-
(i) डेक और जनचली िाजयका के अधार के बीच की दरू ी 0.45 मीटर से कम नहीं होनी चाजहए;
(ii) जनचली िाजयका के अधार और उपरी िाजयका के अधार के बीच की दरू ी 0.90 मीटर से कम नहीं होनी
चाजहए;
(iii) उपरी िाजयका के अधार और दकसी उपरी बाधा की भीतरी ओर के बीच की दरू ी 0.90 मीटर से कम नहीं
होनी चाजहए; और
(iv) उपरी िाजयका तक मिु ऄजधगम प्रदान करन े के जलए ईपयुि ईपाय दकए जाएंगे।
(ड.) िाजयकाओं को लीबोडग या ली-रेलों के साथ जोडा जाएगा और जहां िाजयकाएं साथ-साथ दफट की गइ ह,ैं वहां
ईनके बीच दरू ी के ईपयुि साधन ईपलब्ध कराए जाएगं े;
(च) िाजयकाएं और ईनकी दफरटग धात ुके बनी होगी और ईस प्रकार की होगी जैसा नाजमत प्राजधकारी द्वारा ऄनुमोददत
दकया गया होगा;
(छ) कोइ िाजयका दकसी भी हचै ओपडनग के 0.90 मीटर के भीतर नहीं लगाइ जाएगी, जसवाय वहां, जहां ऐसी
ओपडनग ऄजभजहत प्राजधकारी की संतुजष्ट के ऄनुसार रंक की गइ हो ऄथवा ईन्द्ह ेंऄन्द्यथा संरजित दकया गया हो।10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(ज) कोइ िाजयका जलयान के दकनारे पर िेमों, स्ट्पैररग या लाआडनग के ऄग्रभाग से 0.60 मीटर के भीतर नहीं लगाइ
जाएगी;
(झ) दकसी भी सीढी या नसैनी-मागग, हाथ-मुंह धोने के स्ट्थान, मूत्रालय या बैटरी या िौचालय या दकसी पानी के नल या
ऄजग्न हाआड्रेंट के प्रवेि द्वार के 0.75 मीटर के भीतर कोइ िाजयका नहीं लगाइ जाएगी; और
(ऄ) कोइ भी िाजयका ईस स्ट्थान या ईसके दकसी भाग म ेंनहीं लगाइ जाएगी, जो जनर्ददष्ट प्राजधकारी की राय म ेंिाजयका
श्रेणी के याजत्रयों के ठहरन े के जलए ऄनुपयिु हो।
(2) दकसी जलयान म ेंईपलब्ध कराइ गइ िाजयकाओं की कुल संख्या आस प्रकार होगी दक यह सुजनजश्चत दकया जा सके दक
दकसी स्ट्थान पर ले जान े वाल ेयाजत्रयों की संख्या 3.06 घन मीटर से जवभाजजत करन े घन मीटर म ेंईस स्ट्थान के सकल
अयतन से ऄजधक न हो।
23. यात्री सीटें
(1) जहां यात्रा 24 घंटे से ऄजधक की नहीं ह,ै याजत्रयों को ईन स्ट्थानों पर समायोजजत दकया जा सकता ह ै जहां केवल बैठन े
का स्ट्थान ही ईपलब्ध कराया गया ह।ै
(2) प्रत्येक यात्री को,(3) और (4) म ेंदी गइ छूटों के ऄध्यधीन, एक सीट प्रदान की जाएगी।
(3) 30 जमनट या ईससे कम की छोटी यात्राओं पर चलने वाल ेऄंतदेिीय जलयानों स ेकेवल 50% याजत्रयों के बैठने की
ऄपेिा की जाती ह,ै बिते दक समस्ट्त सामान्द्य प्रचालन म ेंगजत और त्वरण खडे होन े में करठनाइ ईत्पन्न न करें।
(4) सभी सीटों और फनीचर को सामान्द्य रूप स े दफक्स दकया जाएगा और दकसी भी चल फनीचर की ऄनुमजत केवल तभी
दी जा सकेगी, जब वह खतरा ना बने और अपात जस्ट्थजत म ेंबचाव में बाधा न ईत्पन्न करे।
स्ट्पष्टीकरण : आस ईप-जनयम के प्रयोजन के जलए, बैठन े की व्यवस्ट्था वैयजिक सीट ऄथवा बचें प्रकार की सीट के रूप म ें हो
सकती ह।ै
(5) यदद दकसी जविेष प्रचालन ऄथवा कायग को समायोजजत करने के जलए सीटों को हटाया जाता ह,ै तो याजत्रयों की संख्या
को तदनुसार कम दकया जाएगा।
24. न्द्यनू तम सीट अयाम
(1) न्द्यूनतम 750 जममी की चौडाइ ईपलब्ध कराए जाने के साथ, ऄजभगम्यता, एकत्रण और जनकास के जलए ईपयिु
स्ट्पष्ट स्ट्थान की ऄनुमजत दी जाएगी।
(2) बैठे हुए याजत्रयों की स्ट्थान सुजवधा के जलए प्रत्येक सीट के सामने 450 जममी की िैजतज रूप से माजपत लम्बाइ की
ऄनुमजत दी जाएगी।
(3) जब ऄजभगम के जलए दकसी सीट के सामने दकसी स्ट्थान की अवश्यकता होती है, तो ऄजभगम की चौडाइ के मापन
के समय सीट के सामने के 230 जममी के भीतर के स्ट्थान को जहसाब में नहीं जलया जाएगा।
(4) दकसी सीट के बैकरेस्ट्ट के दकसी भाग और ईसके सामन े वाली सीट के बैकरेस्ट्ट के बीच दरू ी 1600 जममी से ऄन्द्यून
होगी।
(5) दकसी सीट के बैकरेस्ट्ट के सामने कम से कम 680 जममी का एक स्ट्पष्ट स्ट्थान होगा जजसका मापन प्रत्येक सीट के
केंद्र से दकया गया होगा और ईस सीट के दकसी भी जहस्ट्से के सामने कम से कम 310 जममी का एक स्ट्पष्ट स्ट्थान होगा।
(6) एक दकसी ऄनुप्रस्ट्थ सीट के सामने के दकसी भी जहस्ट्से और ईसके सामने वाली दकसी ऄन्द्य सीट के दकसी जहस्ट्से के
बीच में कम से कम 620 जममी का एक स्ट्पष्ट स्ट्थान होना चाजहए।[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 11
(7) बेंच सीरटग द्वारा समायोजजत याजत्रयों की संख्या प्रत्येक जनरंतर जस्ट्थर सीट की मीटर म ें लंबाइ को 0.45 से
जवभाजजत करके जनकाली जाती है, यह मापन सीटों के भीतरी दकनारे के साथ दकया जा रहा ह ै और बैठने के जलए
ईत््लावक ईपकरण का ईपयोग दकया जा सकता ह ैबिते दक उपर जनर्ददष्ट बैठन े के अयामों की पूर्मत की जाती ह।ै
25. यात्री स्ट्थान सुजवधा के जलए ऄनपु यिु स्ट्थान
(1) याजत्रयों के जलए स्ट्थान सुजवधा जनम्नजलजखत स्ट्थानों म ेंसे दकसी में भी प्रदान नहीं की जाएगी, ऄथातग -
(क) कोइ डेक जो जलरेखा/बल्कहडे डेक से तत्काल जनम्न वाल ेडेक से नीचे ह;ै
(ख) डेक के बीच का कोइ भाग जहां स्ट्पष्ट हडे रूम 1.90 मीटर से कम ह;ै
(ग) संघट्ट बल्कहडे का ऄग्रभाग ऄथवा ईसका ऄग्रगामी जवस्ट्तार;
(2) वषाग के मौसम के दौरान, मौसम डेक पर दकसी भी स्ट्थान का मापन यात्री स्ट्थान सुजवधा के जलए ईपलब्ध स्ट्थान के रूप
में नहीं दकया जाएगा जसवाए आसके दक ईसका मापन वातन स्ट्थान के रूप म ेंही दकया जा सकेगा।
26. प्रकाि-व्यवस्ट्था और सवं ातन
(1) समस्ट्त यात्री स्ट्थान सुजवधा स्ट्थल ददन और रात, दोनों ही के दौरान पयागप्त रूप से संवाजतत और प्रकािमय होंगे।
(2) पेंरी, वस्त्र सुखाने के कि, लॉकर, भंडार कि, स्ट्वच्छता स्ट्थान सुजवधा, यात्री मागों के ऄलावा, स्ट्थान सुजवधा के हर
भाग प्राकृजतक प्रकाि से ईजचत रूप से प्रकािमान होगा।
(3) जहां भी संभव हो, प्राकृजतक प्रकाि-व्यवस्ट्था प्रदान की जाए। यदद जलयान में दकसी स्ट्थान पर, समुजचत प्राकृजतक
प्रकाि-व्यवस्ट्था प्रदान करना ऄव्यावहाररक ह,ै तो ऐसी प्रकाि व्यवस्ट्था की अवश्यकता नहीं होगी, यदद ईस स्ट्थान पर
पयागप्त जवद्युत प्रकाि-व्यवस्ट्था हमेिा ईपलब्ध कराइ गइ ह।ै
(4) प्रत्येक नए यात्री जलयान में यात्री स्ट्थान सुजवधा के संलग्न जहस्ट्सों को एक ऐसी प्रणाली द्वारा संवाजतत दकया जाएगा,
जो ईसके भीतर हवा को िुद्धता की जस्ट्थजत में बनाए रखगे ी जो याजत्रयों के स्ट्वास्ट््य और अराम के जलए पयागप्त होगी और
ऐसी प्रणाली आस प्रकार जनयंजत्रत होन े म ें सिम होगी जजससे ईस मौसम और जलवाय ु की सभी पररजस्ट्थजतयों म ें हवा की
अवाजाही की पयागप्तता सुजनजश्चत की जा सकेगी जजससे ईन यात्राओं के दौरान ईस जलयान के गुजरने की संभावना है,
जजन पर ईसे ले जाए जाने का अिय ह ै और यह दकसी साआड स्ट्कटल, स्ट्काआलाआट, कम्पैजनयन, दरवाजे या एपचगर के जलए
ऄजतररि होगा जजनका अिय केवल संवातन ही के जलए नहीं ह।ैं
(5) प्रत्येक यात्री जलयान म,ें न्द्यूनतम के रूप म,ें स्ट्थान सुजवधा के संलग्न स्ट्थानों म ेंपयागप्त पंखे ईपलब्ध कराए जाएगं े।
(6) जहां वातानुकूलन प्रणाली ईपलब्ध कराइ गइ ह,ै चाह े वह केंद्रीयकृत प्रकार की हो ऄथवा वैयजिक यूजनट प्रकार की,
आसे आस प्रकार जडजाआन दकया जाना चाजहए दक यह -
(क) वायु का तापमान 50 प्रजतित सापेि अद्रतग ा के साथ 28ºस जे ल्सयस के संतोषजनक स्ट्तर पर बनाए रखें जब पररवेि
का तापमान 70 प्रजतित सापिे अद्रतग ा के साथ 35º सेजल्सयस हो;
(ख) दकसी खान-पान कि या मनोरंजन कि म ें प्रजत घंटे अठ वायु पररवतगन और दकसी ऄन्द्य कि में छह वायु पररवतनग
सुजनजश्चत करे, यात्रा के दौरान दकसी भी स्ट्तर पर पुन: पररचाजलत वायु की मात्रा 50 प्रजतित स े ऄजधक नहीं होनी
चाजहए।
27. मच्छरों और चहू ों स ेसरु िा
(1) गैली, भंडारगृहों और खलु े डेक पर मनोरंजन स्ट्थलों के ऄलावा यात्री स्ट्थान सुजवधा स्ट्थलों म ें मच्छरों के प्रवेि स े सुरिा

(2) आस तरह की सुरिा जगं -रोधी तार या ऄन्द्य ईपयुि सामग्री की स्ट्िीनों के माध्यम स े प्रदान की जाएगी, जो खुल े डेक
की ओर जस्ट्थत सभी साआड स्ट्कटल्स, प्राकृजतक वेंरटलेटर, स्ट्काइलाआट्स और दरवाजों पर लगाइ जाएगी।
(3) सुजवधा स्ट्थान स्ट्थलों म ेंप्रभावी मूषक-रोधी ईपाय दकए जाएंगे।
28. वातन स्ट्थान
जहां यात्रा की ऄवजध 4 घंटे स ेऄजधक ह,ै सभी याजत्रयों के जलए 0.5 वगग मीटर प्रजत यात्री के पैमाने पर वातन स्ट्थान
ईपलब्ध कराया जाएगा और ऐसे वातन स्ट्थान को स्ट्पष्ट रूप स ेजचजननत दकया जाएगा।
29. स्ट्थानों का जचननाकं न
यात्री स्ट्थान सुजवधा के जलए अिजयत दकसी स्ट्थान को ईस स्ट्थान के प्रवेि पर या ईसके जनकट स्ट्पष्ट रूप से जचजननत दकया
जाना चाजहए, जजसमें ऐसे याजत्रयों की संख्या को दिागया गया हो, जजन्द्ह ेंबैठाने के जलए वह स्ट्थान जनर्ददष्ट दकया गया ह।ै
30. जचदकत्सा स्ट्टोरों का प्रावधान
100 से ऄजधक याजत्रयों को ल ेजाने वाले और 24 घंटे स ेऄजधक की यात्राओं पर जान े वाले प्रत्येक यात्री जलयान म ें
ऄजभजहत प्राजधकारी द्वारा यथाजनर्ददष्ट दवाए,ं जचदकत्सा सामान कीटाणुनािक और सर्मजकल ईपकरण रखे जाएगं े।
31. िौचालय सुजवधाएं
(1) केवल बैठन े की जगह रखन े वाल े जलयानों के जलए, ईसमें बैठे सभी याजत्रयों के ईपयोग के जलए िौचालय की सुजवधा
प्रदान की जानी चाजहए, और िौचालयों की संख्या जनम्नानुसार होगी;
(क) 50 याजत्रयों तक - 1 वाटर क्लोसेट (डब्ल्यूसी)
(ख) 100 याजत्रयों तक – 2 डब्ल्यूसी
(ग) प्रत्यके ऄजतररि 100 याजत्रयों, ऄथवा ईसके भाग के जलए – 2 डब्ल्यूसी ऄथवा 1 डब्ल्यसू ी और 1 मूत्रालय
पुरुष और मजहला याजत्रयों के ऄनन्द्य प्रयोग के जलए ऄलग-ऄलग िौचालयों को ऄलग-ऄलग रखा जाएगा और ईनमें परू ी
तरह से ऄलग प्रविे द्वार लगाए जाएंग े और सभी िौचालयों को यह आंजगत करन े के जलए स्ट्पष्ट रूप से जचजननत दकया
जाएगा दक वे परुु ष याजत्रयों के ईपयोग के जलए अिजयत ह ैंया मजहला याजत्रयों के जलए।
(2) ियन स्ट्थान यिु जलयानों के जलए, पहले सौ याजत्रयों के जलए चार िौचालय और प्रत्येक ऄजतररि पचास याजत्रयों के
जलए दो िौचालय ईपलब्ध कराए जाएंगे।
(3) ईप-जनयम (1) में ईपबंजधत ऄपेिाओं म ेंखुल ेऄतं देिीय जलयानों, और 30 जमनट से कम ऄवजध की यात्राओं वाल े
जलयानों ढील दी जा सकेगी, बिते दक डब्ल्यूसी अरोहण/ऄवरोहण स्ट्थानों के असपास ईपलब्ध कराए गए हों।
(4) सभी स्ट्वच्छता संबंधी सुजवधाएं पयागप्त रूप स ेसंवाजतत होंगी।
32. हाथ-महुं धोन े के स्ट्थान और स्नानागार
(1) ऐसी यात्रा करने वाले यात्री जलयानों म,ें जजसकी ऄवजध 48 घंटे से ऄजधक ह,ै याजत्रयों के ऄनन्द्य ईपयोग के जलए
जनम्नजलजखत पैमानों पर हाथ-मुंह धोने की सुजवधा ईपलब्ध कराइ जाएगी, ऄथागत्: -
(क) प्रत्येक 25 याजत्रयों के जलए बहते पानी के साथ एक वॉि-बेजसन या डसक; और
(ख) प्रत्येक 25 याजत्रयों या ईसके भाग के जलए स्नान के जलए एक वाटर रैप या िॉवर और कम-स-े कम एक नल या
िॉवर भी बहते गम गपानी की अपूर्मत के जलए लगाया जाएगा और ईसे आस तरह स ेप्रचाजलत दकया जाएगा तादक त्वचा
को जलन े से बचा जा सके।[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 13
(2) ऐसी यात्रा करने वाले प्रत्यके यात्री जलयान म,ें जजसकी ऄवजध सामान्द्य पररजस्ट्थजतयों में 48 घंटे से कम ह,ै लेदकन 24
घंटे से कम नहीं ह,ै जनर्ददष्ट दर से अध े पर वॉि-बेजसन, नल या िॉवर ईपलब्ध कराया जाएगा।
(3) ऐसी यात्रा करने वाले प्रत्यके यात्री जलयान म,ें जजसकी ऄवजध 24 घंटे से ऄजधक नहीं ह,ै में पुरुष याजत्रयों के जलए एक
और मजहला याजत्रयों के जलए एक हाथ-मुंह धोने का स्ट्थान ईपलब्ध कराया जाएगा; और ऐसा प्रत्येक वॉि-बेजसन या डसक
बहते ठंडे ताजे पानी के साथ कायग करेगा।
स्ट्पष्टीकरण : जहां यात्राएं 12 घंटे की ऄवजध से ऄजधक हो जाती ह,ैं प्रत्येक हाथ-मुंह धोने के स्ट्थान पर ताजा बहता पानी
ईपलब्ध कराया जाएगा।
(4) कम-स-े कम एक हाथ-मुंह धोने के स्ट्थान मजहला याजत्रयों के ऄनन्द्य प्रयोग के जलए ऄलग से रखा जाएगा।
33. भोजन, ईंधन और जल की अपर्मू त
(1) 6 घंटे से ऄजधक की यात्रा पर जाने वाले प्रत्येक यात्री जलयान में याजत्रयों के जलए भोजन, पेय-पदाथग और पीने के
पानी के जलए प्रावधान होगा।
(2) दकसी भी जस्ट्थजत म,ें यात्री को जलयान म ेंभोजन पकान े की ऄनुमजत नहीं दी जाएगी।
(3) याजत्रयों को सभी प्रयोजनों के जलए प्रजतददन 22.5 लीटर से ऄन्द्यून ताजा पानी की अपूर्मत की जाएगी जजसमें पीन े
के जलए अवश्यक मात्रा म ेंभी िाजमल ह।ै
(4) ताजा पानी डबल बॉटम टैंकों म ें या डबल बॉटम्स के उपर लग ेऄन्द्य टैंकों या आस प्रयोजन के जलए लग े दकन्द्हीं ऄन्द्य
टैंकों में ल ेजाया जा सकता ह।ै
(5) ताजे पानी की सभी टंदकयों को 12 महीने से ऄनजधक के ऄतं राल पर साफ दकया जाएगा, सीमेंट वॉि की जाएगी
(ऄथवा, यदद जबटुजमनस ्लाजस्ट्टक या ऄन्द्य प्रॉपराआटरी कम्पोजीिन के साथ कोट की गइ हैं, जहां अवश्यक हो, दफर से
कोट दकया जाएगा) और संवाजतत और कीटाणरु जहत दकया जाएगा और आसके ऄलावा, टैंकों को छह महीने के ऄंतराल पर
दफर से भरने स े पहल े ऄच्छी तरह से खाली दकया जाएगा, ईन्द्ह ें पानी से साफ दकया जाएगा और कीटाणुरजहत बनाया
जाएगा।
स्ट्पष्टीकरण: आस ईप-जनयम के तहत यथाईपबंजधत कीटाणुिोधन, पत्तन स्ट्वास्ट््य ऄजधकारी या ऄजभजहत प्राजधकारी द्वारा
जनयुि ऄजधकारी के पयगवेिण में दकया जाएगा।
(6) याजत्रयों द्वारा ईपयोग दकए जाने वाल े प्रत्येक डेक पर, यात्री सुजवधा स्ट्थानों म ें ईपयुि रूप से जवतररत ठंडे, ताजा
और पीनेयोग्य पानी की जनयजमत अपूर्मत के जलए कुिल साधन ईपलब्ध कराए जाएगं े।
34. गाड ग रेल और धातस्ट्ु तभं
(1) याजत्रयों को ले जाने वाले सभी यात्री जलयानों पर ईस प्रत्येक डेक पर बल्ु वकग या गाडग रेल ईपलब्ध कराया
जाएगा, जजस तक याजत्रयों की पहुचं ह।ै
(2) ऐसे बुल्वकग या गाडग रेल 100 सेंटीमीटर से कम उंचे नहीं होंग,े जजनका मापन डेक के िीषग से सबसे उपर की रेल
के िीषग तक मापा जाएगा और जब तक मजबूत जाल प्रदान नहीं दकया जाता ह,ै तब तक रेल 230 जमलीमीटर से ऄजधक
ऄलग नहीं होगी।
(3) जहां बुल्वकग नहीं लगाए गए ह,ैं याजत्रयों की सुरिा के जलए िीआंग पोटों पर ईपयुि जग्रड लगाए जाएंगे।

the Central Government proposes to make, in the exercise of the powers conferred by sub-section (1) of section 106 of
the Inland Vessels Act of 2021(24 of 2021), is hereby published for the information of all persons likely to be
affected thereby; and notice is hereby given that the said draft shall be taken into consideration after thirty days from
the date on which the copies of this notification as published in the Official Gazette are made available to the public;
Objections or suggestions, if any, to these draft rules may be sent to the Director (IWT), Ministry of Ports,
Shipping & Waterways, Room No. 439, Transport Bhawan, 1-Parliament Street, New Delhi-110001, or by email at

The objections or suggestions which may be received from any person concerning the said draft rules, within
the period so specified will be considered by the Central Government.
DRAFT RULES
1. Short Title Commencement
(1) These Rules shall be called the Inland Vessels [Crew and Passenger Accommodation] Rules 2022.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. Definitions
(1) In these rules, unless the context otherwise requires,--
(a) ―Act‖ means the Inland Vessels Act of 2021(24 of 2021;
(b) ―Existing vessel‖ or ―existing inland vessel‖ means any inland vessel which is not any new inland vessel that
falls within the ambit of the definition provided under clause (e ) of sub-rule (1) of Rule 3;
(c) ―inland vessel‖ means any mechanically propelled inland vessels as defined under section 3(y) of the Act;
(d)―Major conversion or modification‖ means any of the following;
i) Change in Gross Tonnage of the vessel by more than ten percent
ii) Change of vessel type:
iii) Change of propulsion system/ main engines/ type of fuel
(e) ―New inland vessel‖ means any inland vessel whose keel is laid or which is at a similar stage of construction
on or after the date of coming in to force of the Rules;
(f) ―Gross Tonnage (GT)‖ of a vessel is the GT calculated as per the International Tonnage Convention 1969
(2)Words and expressions used and not defined in these rules but defined in the Act, shall have the meanings
respectively assigned to them in the Act.
3. Inland Vessels: -
For the purpose of these rules, Inland vessels shall be classified as per the following categories: -
(1) Category –―A‖ The vessels which fall in this category are decked vessels of any of the following types.
(a) Vessels that are more than 24 m in length
(b) Vessels or Ro-Ro passenger ferries that carry more than 50 passengers on board.
(c) All vessels equipped for towing other vessels, having a bollard pull capacity exceeding 10t.tonnes.
(d) Vessels designed and constructed to carry petroleum goods, chemicals or liquefied gases in bulk as cargo,
(e) Vessels carrying dangerous goods.
(f) Vessels of 300 GT and above
Category A vessels shall be designed, constructed and maintained under the survey and requirements of a
classification society, who is a member of the International Association of Classification Societies (IACS),

Category B vessels shall be designed, constructed and maintained according to the survey of a classification society,
which is a member of the International Association of Classification Societies (IACS)
OR designed and constructed under the survey of a classification society, which is a member of the International
Association of Classification Societies (IACS) and maintained under the survey of the Designated Authority
(3) Category 'C' Vessels of less than 10 metres in length.
Category C vessels shall be designed, constructed and maintained under the survey of a classification society, which is
a member of the International Association of Classification Societies and standards prescribed for design, construction
and survey considered appropriate by the Designated Authority and maintained under the survey of the Designated
Authority
4. Threshold of Compliance:
(1) All existing inland vessels shall comply with the requirements existing prior to coming into force of these rules;
(2)The owner/operator and master of the new inland vessels, shall ensure that the vessel is constructed, maintained
and operated under the requirements related to standards for the accommodation of crew and passengers, as provided
under these rules and the vessel is suitable for its intended service.
(3) No new inland vessel shall be issued with the certificate of survey under the Act and the Inland Vessels (Survey
and Certification) Rules, 2022, unless such vessel complies with the standards for the accommodation of crew and
passengers including the physical design of the inland vessel or facilities that the inland vessel must carry, or those
which are operational or procedural in nature, which the inland vessel is required to comply with, under these Rules
(4) Notwithstanding sub rule (1) to (3) above, the State Government may apply requirements in addition (or exempt)
to any category of vessels.
(5) State Governments may exempt any inland vessel that embodies features of a novel kind from any of the
provisions of these Rules, the application of which might seriously impede research into development of such features
and their incorporation in vessels and any such vessel shall, however, comply with such requirements that, in the
opinion of the Designated Authority, achieve a standard which is equivalent or higher than prescribed by these Rules.
5. Application
Unless specified otherwise in these Rules, this chapter shall apply to all ―Category-A‖ vessels of 300 GT and above
6. General requirements of accommodation
(1) Inland vessels shall have accommodation for the persons lodging habitually on board, and at least for the minimum
crew.
(2) Accommodation shall be so designed, arranged and fitted out as to meet the health, safety and comfort needs of
those on board and such accommodation shall be of safe and easy access and adequately insulated against heat and
cold.
(2) For the purposes of sub-rule (2) above, the crew accommodation and the means of access thereto and egress
there from shall be so arranged and constructed to ensure;
(a) The protection of the crew against injury to the greatest practicable extent;
(b) The protection of the crew accommodation against unfavourable environmental conditions;
(c) The exclusion from the crew accommodation of effluvia originating in other spaces in the vessel; and
(d) The exclusion from the crew accommodation, to the greatest practicable extent, of noise originating in other
spaces in the vessel.
7. Special design requirements for accommodation
(1) Every part of the crew accommodation, other than pantries, laundries drying rooms, lockers, storerooms
sanitary accommodation, passageways, offices, shall be properly lighted by natural light and the community
living quarters shall, as far as possible, provide a way out.
Explanation: If in any space in the vessel, it is impracticable to provide proper natural lighting, such lighting shall not
be required, if adequate electric lighting is always available in that space.
(2) Mess rooms and sleeping cabins shall have;
(a) at least two exits which are as far apart from each other as possible and which serve as escape routes;

(3) The requirement of exits under sub-rule(2) above shall not apply to rooms with an exit leading directly onto
the deck or into a corridor which serves as an escape route. However, large rooms such as dormitories should be
provided with two exits. Emergency exits, which may include skylights and windows, shall have a clear opening of at
least 0.36 square metre and a shortest side not less than 0.50 m and permit rapid evacuation in an emergency.
The insulation and cladding of escape routes shall be made of flame-retardant materials and the usability of escape
routes shall be guaranteed at all times by appropriate means such as ladders or separately attached rungs.
(4) The floor area of Mess rooms shall be not less than 0.7 square meter per person. The number of persons to be
taken into account for this may be limited to 70% of the total crew on board.
(5) The floor area of sleeping cabins shall be at least2.5 square metres per person in general. For sleeping
cabins accommodating more than one person, the minimum floor area may be reduced to 1.75 square metres per
person.
(6) Doors shall have an opening with a clear width of at least 0.60 m. and the prescribed height may be achieved
by means of sliding or hinged covers or flaps.
Explanation: Doors shall generally open to the outside, except for cabin doors opening into a corridor, and it shall be
possible to open them from either side
(7) Stairways shall be permanently fixed and shall be designed such that:
a) they are at least 0.60 m wide;
b) the tread is at least 0.15 m deep;
c) the steps are non-slip; and
d) stairways with more than three steps are fitted with at least one handrail or handle.
(8) Pipes carrying dangerous gases or liquids, and particularly those under such a high pressure that a leak could pose
a danger to persons, shall not be located in the accommodation spaces or in corridors leading to the accommodation
spaces and this does not apply to steam pipes and hydraulic system pipes, provided they are fitted in metal sleeves.
8. Sanitary Installations
(1) At least the following sanitary installations shall be provided on vessels:
(a) one toilet per eight crew members; it shall be possible to ventilate these with fresh air;
(b) one washbasin per four crew members;
(c) one shower or bath per eight crew members:
9. Galleys
(1) For vessels having persons living onboard, a galley shall be provided for the preparation of food. Instead of a
galley, a small pantry with refrigerator and electric heater may be sufficient for vessels designated for operation on
short voyages with arrangements for supply of food from outside.
(2) Space and arrangements shall be provided for the storage of dry provisions for the crew having regard to the
maximum period likely to elapse between successive replenishments of stores and to the maximum number of persons
for whom food is to be served.
(3) Means shall be provided to store perishable provisions and box freezers/cold rooms of adequate capacity shall be
provided for this purpose.
10. Supply of fresh water and drinking water
(1) There shall be available a supply of fresh water sufficient for the wash basins, baths and showers fitted in
compliance with these Rules.
(2) The supply shall be provided from tanks of a capacity of at least 50 litres for each member of the crew for each day
likely to elapse between successive replenishments of the water or by other equally efficient means.
(3) There shall be a supply of drinking water in the crew accommodation, provided from tanks of an adequate
capacity for this purpose, having due regard to the number of persons in the crew and time likely to elapse
between successive replenishments of the water and other efficient means may be accepted in lieu of this
arrangement
(4) Potable water installations shall:
(a) on their inner surfaces be made of a material which resists corrosion and poses no physiological danger;[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 17
(b) be free of pipe sections where a regular flow of water is not guaranteed, and
(c) be protected against excessive heating.
11. Air Conditioning and ventilation
(1) Crew accommodation areas shall be adequately ventilated.
(2) It shall be possible to ventilate the enclosed parts of crew accommodation adequately even when the doors are
closed and the ventilation shall ensure adequate air circulation in all climatic conditions.
(3) The accommodation shall be so designed and arranged as to prevent as far as possible the entry of foul air from
other areas of the vessel such as engine rooms or holds; where forced-air ventilation is used, the intake vents shall be
so placed as to satisfy the above requirements.
(4) Where provided, the air conditioning system, of a centralized type shall be so designed as to—
(a) maintain the air at a satisfactory temperature of 28º with 50 per cent relative humidity when ambient temp is
35ºC with 70 per cent relative humidity;
(b) ensure eight air changes per hour in any mess room or recreation room and six air changes in any other room,
the amount of re-circulated air not exceeding 50 per cent at any stage, while on voyage;
12. Other accommodation installations
Each crew member living on board shall have an individual berth and an individual clothes locker fitted with a lock.
13. Construction of bulkheads and panelling
(1) All bulkheads enclosing or within any part of the crew accommodation shall be properly constructed of steel or
other suitable material and if the bulkheads are exposed to the weather, they shall be of watertight construction, and
means of closure shall be provided for all opening in such bulkheads so as to enable them to be made weather tight.
(2) If the partitions/bulkheads within the accommodation spaces are not constructed of steel then the paneling/ceiling
used in the accommodation shall be made of non-combustible material of an approved quality.
(3) Any bulkhead which separates any part of the crew accommodation (other than a recreation deck space) from a
space used as –
(a) An oil fuel bunker;
(b) A cargo or machinery space;
(c) A lamp room or paint room;
(d) A store room not forming part of the crew accommodation (other than a dry provision store room);
(e) A chain locker; or
(f) A cofferdam;
shall be gastight, and shall be watertight where necessary to protect the crew accommodation.
(4) Any inside panelling in the crew accommodation shall be constructed of a suitable material with a surface,
which can be easily kept clean.
(5) Neither bulkheads nor inside panelling shall be constructed with tongued and grooved boarding or in a
manner or with material likely to harbour vermin.
14. Overhead decks and flooring
(1) Every overhead deck exposed to the weather shall be constructed of steel or equivalent material.
(2) Every deck which forms the floor in the crew accommodation shall be properly constructed and shall have a
surface which provides a good foothold and is capable of being easily kept clean.
(3) The floor covering shall be impervious to water and, if the deck is situated on the top of oil tank, the covering shall
be impervious to oil.
15. Medical Cabinet
(1) Every vessel shall, as a minimum carry the following medical appliances for the use of crew:
(a) One number of first aid box not less than that prescribed for a life boat;
(b) One number of stretcher for easy evacuation of casualties.18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
16. Protection from Mosquitoes and rats
(1) The crew accommodation, other than galleys, storerooms and recreation spaces on the open deck, shall be
provided with protection against the admission of mosquitoes.
(2) Such protection shall be provided by means of screens of rust proof wire or other suitable material which
shall be fitted to all side scuttles, natural ventilators, skylights and doors leading to the open deck OR by providing
mosquito nets to individual crew members..
(3) Effective rat proofing measures are to be provided
17. Application
(1) The provisions of this part shall apply to all Category A passenger vessels, as defined in Rule 4.
(2) These rules may be applied to Category B passenger vessels as defined in the said Rules, in so far as considered
practicable and reasonable by the Designated Authority.
18. Maximum Passenger Numbers
The number of passengers allowed onboard shall be as determined to satisfy the:
(a) Stability requirements given in Inland Waterways (Design and Construction Rules), 20xx
(b) Clear deck area requirements given in Rule 20 of these rules
(c) Passenger Accommodation requirements given in these rules .
19. Allowable Passenger Spaces
(1) Only one passenger deck is permitted below the waterline/bulkhead deck. This shall be a single space.
Passenger spaces do not include:
(a) Toilets
(b) Companionways/stairways/means of escape and any passageway less than 750mm wide.
(c) Areas permanently occupied by safety equipment and other vessel related operational equipment.
(d) Areas designed for the safe operation of the vessel such as
(i) Machinery/navigation/mooring.
(ii) Enclosed vehicle carrying spaces provided on Ro-Ro vessels.
(iii) Open deck vehicle carrying spaces.
(2) In assessing the clear area for enclosed spaces, the space occupied by tables and permanent fittings shall be
deducted.
(3) For open deck spaces the clear area shall be measured between points within which the surveyor considers the area
fit for the safe and proper accommodation of passengers.
(4) Clear area means the area which remains after that occupied by all encumbrances, such as hatchways, skylights,
companionways, casings, ventilators, navigating space, luggage lockers and lifesaving appliances carried on the open
deck or in lockers has been deducted.
(5) The decks on which passengers are accommodated, shall form part of the permanent structure of the vessel and
shall be of adequate strength.
Explanation1: If any deck is constructed of wood, it shall be properly laid and caulked and shall be continuous from
side to side of the space in which the passengers are carried.
(6) Lamp rooms, paint rooms and spaces used for the storage of inflammable oils shall not have a direct access to
passenger accommodation by doors or passenger ways or be so situated as to constitute a danger of passengers and
passenger shall not be accommodated in a space adjoining an oil fuel bunker unless the space in separated from the
bunker by an additional steel vapour proof bulk ahead so arranged that the space between the two bulkheads is well
ventilated and accessible.
(7) For the purpose of sub-rule (8) passenger accommodation may be situated on a deck forming the crown of an
oil fuel space if-
(a) the deck is oil-tight.

(c) no manhole or other opening to oil fuel space exists in passenger spaces; and
(d) flooring of passenger space is of a material and of a thickness approved by the Designated Authority for the
purpose.
(8) Passenger accommodation shall be separated from cargo spaces, store rooms, lamp rooms and paint rooms
and other space used for storage of inflammable oils by means of gas-tight steel bulkheads and decks.
20. Clear Deck Areas
(1) Where only seating accommodation is provided according to Rule 23, the number of passengers allowed for a
passenger space l shall be determined by dividing the clear area excluding passages in square metres by 0.60.
(2) Where passengers are allowed access to the tops of deckhouses, the number of passengers allowed shall be
determined by dividing the clear deck area excluding passages in square metres by 0.85.
21. Provision of Cabin Berths
(1) Where the duration of voyage is more than 24 hours, proper sleeping berths shall be provided.
(2) The number of fixed berths properly constructed and fitted shall determine the number of passengers that may be
allowed to be carried in cabin class accommodation provided in any vessel.
(3) No cabin accommodating cabin class passengers shall contain more than eight such berths.
(4) There shall not be more than two tiers of berths in any cabin and there shall be provided not less than 3.35 square
metres of clear space for each cabin class passenger and where small berths are fitted for children, the total space
allocated shall be 3.5 square metre for every pair of such berths.
22. Provision of bunks
(1) Where bunk spaces are provided for the accommodation of passengers, in lieu of cabin berths, such bunks shall
comply with the following requirements;-
(a) the size of a bunk shall not be less than 1.90 meters long and 0.70 meters wide;
(b) every bunk shall give direct access to a passage-way and the passage-ways shall be so arranged as to give ready
access to an escape route;
(c) the width of passage-ways shall be not less than 0.70 metre;
(d) bunks may be fitted in single or double tiers; the following requirements shall be complied with, namely:-
(i) the distance between the deck and the base of the lower bunk shall not be less than 0.45 meter;
(ii) the distance between the base of the lower bunk and the base of the upper bunk shall not be less than 0.90
meter;
(iii) the distance between the base of the upper bunk and the underside of any overhead obstruction shall not be
less than 0.90 meter; and
(iv) suitable means shall be provided for access to upper bunks.
(e) bunks shall be fitted with leeboards or lee rails and where bunks are fitted side by side suitable means of
separation shall be provided;
(f) bunks and their fittings shall be constructed of metal and shall be of type approved by the Designated authority
(g) no bunk shall be fitted within 0.90 metre of any hatch opening except where such opening are trunked or
otherwise protected to the satisfaction of the Designated Authority.
(h) no bunk shall be fitted within 0.60 metre of the face of the frames, sparring or linings at a vessel‘s side;
(i) no bunk shall be fitted within 0.75 metre of the entrance of any stairway or ladder way, wash place, lavatory or
battery or latrines or of any water tap or fire hydrant; and
(j) no bunk shall be fitted in space or part there of which in the opinion of the Designated Authority, is unsuitable
for accommodation of bunk class passengers.
(2) Total number of bunks provided in any vessel shall be such as to ensure that the number of a passengers carried in
a space does not exceed the gross volume of that space in cubic metres divided by 3.06 cubic metres.
23. Passenger Seating
(1) Where the voyage is of not more than 24 hours duration, passengers may be accommodated in spaces where only
seating accommodation is provided.20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(2) Every passenger shall be provided with a seat, subject to the concessions given in (3) and (4)
(3) Inland vessels operating on short voyages of 30 minutes or less need only provide seating for 50 % of passengers,
provided the motions and accelerations in all normal operation would not make standing difficult.
(4) All seating and furniture shall normally be fixed and any moveable furniture may only be permitted provided this
would not be a hazard or impede escape in the event of an emergency.
Explanation: For the purpose of this sub-rule, seating may be individual seats or bench type seating.
(5) If seating is removed to accommodate a specific operation or function, the number of passengers shall be reduced
accordingly.
24. Minimum seat dimensions
(1) Suitable clear space shall be allowed for access, assembly and escape, with a minimum width of 750mm
being provided.
(2) A length of 450mm measured horizontally along the front of each seat shall be allowed for the
accommodation of seated passengers.
(3) When any space in front of a seat is required for access, the space within 230 mm of the front of the seat shall
not be taken into account when measuring the width of the access.
(4) The distance between any part of the back rest of any seat and the back rest of the seat facing it, shall not be
less than 1600mm.
(5) There shall be a clear space of at least 680mm in front of the backrest of any seat measured from the centre of
each seat and a clear space of at least 310mm in front of any part of that seat.
(6) There shall be a clear space of at least 620mm between any part of the front of a transverse seat, and any part
of any other seat which faces it.
(7) The number of passengers accommodated by bench seating is found by dividing the length in metres of each
continuous fixed seat by 0.45, the measurements being taken along the inner edge of the seats and buoyant apparatus
may be used for seating provided the seating dimensions specified above are satisfied.
25. Spaces unfit for passenger accommodation
(1) Accommodation for passengers shall not be provided in any of the following spaces, namely-
(a) any deck lower than the one immediately below the waterline/bulkhead deck;
(b) any part of the between deck where the clear headroom is less than 1.90 metres;
(c) forward of the collision bulkhead or the upward extension thereof;
(2) During rainy season, no space on the weather deck shall be measured as being available for passenger
accommodation except that it may be measured as airing space.
26. Lighting and Ventilation
(1) All passenger accommodation spaces shall be efficiently ventilated and lighted during both day and night.
(2) Every part of the accommodation, other than pantries, laundries drying rooms, lockers, storerooms sanitary
accommodation, passageways, shall be properly lighted by natural light.
(3) Wherever possible, natural lighting shall be provided. If in any space in the vessel, it is impracticable to provide
proper natural lighting, such lighting shall not be required if adequate electric lighting is always available in that
space.
(4) In every new passenger vessel the enclosed parts of the Passenger accommodation shall be ventilated by a system,
which will maintain the air therein in a state of purity adequate for the health and comfort of the passengers and such
system shall be capable of being so controlled as to ensure a sufficiency of air movement under all conditions of
weather and climate to which the vessel is likely to be subjected, during the voyages on which she is intended to be
engaged and shall be additional to any side scuttles, skylights, companions, doors or other apertures not intended
solely for ventilation.
(5) In every passenger vessel, as a minimum, adequate fans shall be provided in the enclosed spaces of the
accommodation.
(6) Where provided the air conditioning system, whether of a centralized type or individual unit type shall be so

(a) maintain the air at a satisfactory temperature of 28º with 50 per cent relative humidity when ambient temp is
35ºC with 70 per cent relative humidity;
(b) ensure eight air changes per hour in any mess room or recreation room and six air changes in any other room,
the amount of re-circulated air not exceeding 50 per cent at any stage, while on voyage;
27. Protection from Mosquitoes and rats.
(1) Passenger accommodation spaces, other than galleys, storerooms and recreation spaces on the open deck, shall be
provided with protection against the admission of mosquitoes.

shall be fitted to all side scuttles, natural ventilators, skylights and doors leading to the open deck.
(3) Effective rat proofing measures are to be provided in accommodation spaces.
28. Airing space
Where the duration of voyage exceeds 4 hours, airing space shall be provided for all passengers at the scale of 0.5 sq.
m per passenger and such airing space shall be marked conspicuously.
29. Marking of spaces
Any space intended for the accommodation of passengers shall be conspicuously marked at or near the entrance to that
space indicating the number of such passengers the space is certified to accommodate.
30. Provision of Medical Stores
Every passenger vessel carrying more than 100 passengers and on voyages of more than 24 hours shall carry
medicine, medical stores disinfectants, and surgical appliances as prescribed by the Designated Authority.
31. Toilet facilities
(1) For vessels provided with seating accommodation only, toilet facilities must be provided for the use of all seated
passengers, and the number of toilets shall be as follows;
(a) Up to 50 passengers 1 Water Closets (WCs)
(b) Up to 100 passengers 2 WCs
(c) For each additional 100 passenger, or part thereof 2 WCs or 1 WC and 1 urinal
Separate toilets shall be set apart for the exclusive use for male and female passengers and fitted with entirely separate
entrances and all toilets shall be clearly marked and lighted to indicate whether they are intended for use of male or
female passengers.
(2) For vessels provided with sleeping accommodation, four toilets shall be provided for the first hundred passengers
and two toilets for every additional fifty passengers.
(3) The requirements provided in sub-rule (1) may be relaxed for open inland vessels, and those vessels engaged on
voyages of less than 30 minutes duration, provided that WCs are provided in the vicinity of
embarkation/disembarkation places.
(4) All sanitary facilities shall be sufficiently ventilated.
32. Wash places and baths
(1) In passenger vessels performing voyages the duration of which exceeds 48 hours there shall be provided for the
exclusive use of passengers washing facilities at the following scales, namely :-
(a) One wash basin or sink with running fresh water for every 25 passengers; and
(b) One water rap or shower for bathing for every 25 passengers or part thereof and at least one tap or shower shall
also be fitted to supply running hot water and so regulated as to prevent scalding.
(2) Every passenger vessel performing a voyage the duration of which is ordinary circumstances is less than 48 hours
but not less than 24 hours shall be provided with wash basins, taps or showers at half the prescribed rate.
(3) Every passenger vessel performing a voyage the duration of which does not exceed 24 hours shall be provided one
wash place for male passengers and one for female passengers; and each of such wash basins or sinks shall be
functional with running cold fresh water.
Explanation: Where the voyages exceed 12 hours duration, showers or taps with fresh running water shall be provided
in each wash place.
(4) At least one wash place shall be set apart for the exclusive use of female passengers.22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
33. Supply of food, fuel and water
(1) Every passenger vessel on voyages exceeding 6 hours shall have provisions for food, beverages and drinking
water to the passengers.
(2) In no case a passenger shall be permitted to cook food on board.
(3) There shall be fresh water of not less than 22.5 litres per day supplied to passengers for all purposes inclusive
of the quantity necessary for drinking.
(4) Fresh water may be carried in double bottom tanks or in other tanks fitted above double bottoms or any other
tanks fitted for this purpose.
(5) All fresh water tanks shall be cleaned, cement washed (or, if coated with bituminous plastic or other
proprietary composition, re-coated where necessary) and aired and disinfected at intervals not exceeding 12 months
and in addition, the tanks shall be thoroughly pumped out, hosed and disinfected prior to refilling at six months
intervals.
Explanation: The disinfection as provided under this sub-rule shall, be carried out under the supervision of the Port
health Officer or officer appointed by the Designated Authority..
(6) There shall be provided on every deck used by passengers, efficient means for the regular supply of cold,
fresh and potable drinking water suitably distributed in the passenger spaces.
34. Guard rails and stanchions
(1) All passenger vessels carrying passengers shall be provided with bulwarks or guard rails on every deck to
which the passengers have access.
(2) Such bulwarks or guard rails shall be not less than 100 centimeters high, measured from the top of the deck
to the top of the uppermost rail and the rails shall be not more than 230 millimeters apart unless strong netting is
provided.
(3) Where bulwarks are fitted, the freeing ports shall be fitted with suitable grids for protection of passengers.
