सा.का.जन. 141 (अ).—अंतििे ीय िलयान [अजििमन उपकरण] जनयम 2022 का मसौिा, जिसे केंद्र सरकार
2021 के अतं िेिीय िलयान अजधजनयम (2021 का 24) की धारा 106 की उप-धारा (1) द्वारा प्रित्त िजियों का प्रयोग
करत े हुए बनाने का प्रस्ट्ताव करती ह,ै इसके द्वारा प्रभाजवत होन े वाल े सभी व्यजियों की िानकारी के जलए एतद्द्वारा
प्रकाजित दकया िाता ह;ै और एतद्द्वारा सूजचत दकया िाता ह ै दक उि मसौिे पर उस तारीख से तीस दिनों के बाि जवचार
दकया िाएगा जिस तारीख को रािपत्र में प्रकाजित इस अजधसचू ना की प्रजतयां िनता को उपलब्ध कराई िाती ह;ैं
इन मसौिा जनयमों पर आपजत्तयां या सुझाव, यदि कोई हों, जनिेिक (आईडब्ल्यूटी), पत् तन, पोत पररवहन और

प्रारूप जनयम
1. लघ ुिीर्कग प्रारंभ-
(1) इन जनयमों को अतं िेिीय िलयान [अजििमन उपकरण] जनयम 2022 कहा िाएगा।

(2) य ेआजधकाररक रािपत्र म ेंइनके प्रकािन की अंजतम तारीख से लागू होंगे।
2. पररभार्ाए ं
(1) इन जनयमों म,ें िब तक दक संिभग से अन्द्यथा अपेजित न हो,-
(क) "अजधजनयम" का अथ गह ै[2021] का अंतिेिीय िलयान अजधजनयम; (2021 का 24)
(ख) "डेक्ड" का अथ गह ै एक जनरंतर िलरोधी वेिर डेक वाला िलयान, िो पोताग्र से िम्ु बाल तक फैला हुआ ह।ै
(ग) "मौिूिा िलयान" या "मौिूिा अंतिेिीय िलयान" का अथ ग ह,ै कोई भी अंतििे ीय िलयान, िो कोई नया
अंतिेिीय िलयान नहीं ह,ै िो जनयम 3 के उप-जनयम (1) के खंड (एफ) के तहत प्रिान की गई पररभार्ा के िायरे म ें
आता ह।ै
(घ) "अतं िेिीय िलयान" का अथ ग ह ै अजधजनयम की धारा 3 (वाई) के तहत पररभाजर्त दकसी भी यांजत्रक रूप स े
चाजलत अतं िेिीय िलयान ।
(ड) "प्रमुख रूपांतरण या संिोधन" का अथग ह ै जनम् न म ेंसे कोई भी;
i) िलयान के सकल टन भार म ें10 प्रजतित से अजधक पररवतनग
ii) िलयान के प्रकार का पररवतगन
iii) प्रणोिन प्रणाली/मुख्य इंिन/ईंधन के प्रकार म ेंपररवतगन
(च) "नया अंतिेिीय िलयान" का अथग दकसी भी अंतिेिीय िलयान से ह ै जिसकी नौतल रखी गई ह ै या िो जनयमों के
लाग ूहोने की तारीख को या उसके बाि जनमागण के समान चरण म ेंह।ै
(2) इन जनयमों म ें प्रयिु और पररभाजर्त नहीं दकए गए, लेदकन अजधजनयम में पररभाजर्त िब्िों और अजभव्यजियों का
वही अथ गहोगा िो उन्द्ह ेंअजधजनयम में दिया गया ह ै।
3. अनपु ालन की सीमा:
(1) सभी मौिूिा अंतििे ीय िलयान, इन जनयमों के लागू होन े से पहले मौिूिा आवश्यकताओं का अनपु ालन करेंगे;
बिते दक मौिूिा अंतिेिीय िलयान िो बडे रूपांतरण या सिं ोधन से गुिरते हैं, इन जनयमों में जनर्िष्टग आवश्यकताओं का
पालन करेंग,े िहां तक इसे नाजमत प्राजधकारी द्वारा उजचत और व्यावहाररक माना िाता है; और बित े दक प्रणोिन
प्रणाली/मख्ु य इंिन/ईंधन के प्रकार आदि के पररवतगन के मामले में, नए जनयम केवल उन उपकरणों और प्रणाजलयों पर लाग ू
होंगे।
बिते दक मौिूिा िलयानों को इन जनयमों के लाग ू होन े के एक वर् ग के भीतर वहनीय अजििामक, अजििामक वस्ट् त्रों, फायर
एक् स, फायर बकेट और सडैं बॉक्स और इन जनयमों में जनर्िष्टग सुरिा उपकरण योिना के प्रावधान की आवश्यकताओं का
पालन करना होगा।
(2) दकसी भी नए अंतििे ीय िलयान का माजलक/संचालक और मास्ट्टर, यह सुजनजित करेगा दक िलयान का जनमागण,
रखरखाव और संचालन इन जनयमों की आवश्यकताओं के अतं गगत दकया गया ह ै और यह िलयान अपनी इजछितत सेवा के
जलए उपयिु ह।ै
(3) दकसी भी नए अंतिेिीय िलयान को अजधजनयम और अंतिेिीय िलयान (सवेिण और प्रमाणन) जनयम, 2022 के
तहत सवेिण का प्रमाण पत्र िारी नहीं दकया िाएगा, िब तक दक ऐसा िलयान अंतििे ीय िलयान या वह उपकरण जिसे
अंतिेिीय िलयान को ल े िाना चाजहए, के भौजतक जडिाइन सजहत सुरिा आवश्यकताओं का अनुपालन नहीं करता है, या
वे िो प्रकृजत म ेंपररचालनात् मक या प्रदरिययात्मक ह,ैं:
(4) उप जनयम (1) से (3) के होते हुए भी, राज्य सरकार दकसी भी श्रेणी के िलयानों के जलए इन जनयमों म ें िी गई
आवश्यकताओं के अजतररि आवश्यकताएँ लागू (या तूट प्रिान) कर सकती ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
(5) इन जनयमों के प्रयोिन के जलए, अजधजनयम के तहत जनयिु सवेिक खुि को संतुष्ट करेगा दक यह प्रिर्िगत करने के जलए
प्रदरिययाओं का सबूत ह ैदक अंतििे ीय िलयान इन आवश्यकताओं के अनुसार संचाजलत दकया िाएगा।
4. उपकरण मानक और मागिग िनग
(1) उपकरण या मिीनरी का कोई जविेर् भाग िो अंतििे ीय िलयानों के साथ प्रिान दकया िाएगा या िलयान पर ल े
िाया िाएगा, राष्ट्रीय या अंतरागष्ट्रीय मानकों िैसे बीआईएस / आईएसओ आदि के अनुसार होगा।
5. फायर पपं
(1) प्रत्येक डेक वाल े िलयान को कम स े कम एक जबिली संचाजलत पंप प्रिान दकया िाएगा िो स्ट्वतंत्र रूप स े संचाजलत हो
सकता ह ै या उन िलयानों के मामले में जिनकी प्रणोिक िजि [375] दकलोवाट से अजधक नहीं ह,ै मुख्य इंिन संचाजलत
िहां इंिन को हटाया िा सकता ह-ै और यात्री िलयानों म ें कम से कम िो जबिली चाजलत पंप उपलब्ध कराए िान े ह,ैं
जिनमें से एक स्ट्थायी रूप स ेस्ट्थाजपत ह।ै
(2) इस जनयम के प्रयोिन के जलए सैजनटरी, जगट्टी, जबल्ि या सामान्द्य सेवा पंपों को अजि पपं के रूप म ें स्ट्वीकार दकया िा
सकता ह।ै
6. फायर पपं की िमता
कागो िलयानों के जलए फायर पंपों की न्द्यूनतम िमता 10 एम 3 / घंटा से कम नहीं होनी चाजहए, और यात्री िलयानों के
जलए 20 एम 3 / घंटा से कम नहीं होनी चाजहए। 12 मीटर स ेकम लंबाई के िलयानों के जलए पंप िमता रियमिः 6 एम 3 /
घंटा और 12 एम 3 / घंटा तक कम हो सकती ह,ै या वैकजल्पक रूप स,े नाजमत प्राजधकारी द्वारा एक पोटेबल इंिन चाजलत
पंप स्ट्वीकार दकया िा सकता ह।ै
जबना दकसी मिीनरी के गैर-स्ट्वचाजलत नौकाओं के मामले म,ें एक पोटेबल इंिन चाजलत फायर पंप पयागप्त हो सकता ह।ै
7. फायर पपं और फायर मने की व्यवस्ट्था
(1) फायर पंप सक्िन की व्यवस्ट्था इस प्रकार की िाएगी दक पंप सेवा में आन े वाले सबसे हल्के ्ा्ट पर कुिलता स े काम
करेगा।
(2) कागो िलयानों म,ें यदि मुख्य फायर पंप तले से चलन े वाले बॉयलर या आंतररक िहन प्रकार की प्रणोिन मिीनरी
वाले स्ट्थान पर जस्ट्थत ह,ै तो एक आपातकालीन फायर पपं प्रिान दकया िाएगा और आपातकालीन पंप और इसकी िजि
का स्रोत और समुद्री कनेक्िन के बाहर उस स्ट्थान पर जस्ट्थत होगा, िहाँ मुख्य अजि पंप जस्ट्थत ह:ै
यदि उप-जनयम (2) के तहत उपलब् ध दकया गया आपातकालीन फायर पंप जबिली द्वारा संचाजलत होता है, तो 12 मीटर स े
कम लंबाई के िलयानों के जलए पंप की िमता कम से कम 10 एम 3 / घंटा और 6 एम 3 / घटं ा होनी चाजहए।
यदि उप-जनयम (2) के तहत उपलब् ध दकया गया आपातकालीन फायर पंप हाथ से संचाजलत होता ह,ै तो उसे से कम
10 जममी व्यास के एक नोिल और नली के साथ उपलब् ध िाना चाजहए िो िलयान के दकसी भी जहस्ट्से पर जनिेजित दकया
िा सके।
बिते दक यदि स्ट्थायी रूप से स्ट्थाजपत मुख्य फायर पंप उपलब्ध हो; तो एक वहनीय आपातकालीन फायर पंप स्ट्वीकार
दकया िा सकता ह।ै
(3) यात्री िलयानों म,ें अलग-अलग मुख्य जडब्बों में फायर पपं स्ट्थाजपत दकए िाने ह ैं तादक मुख्य जडब्बे में आग या बाढ़ की
जस्ट्थजत म ेंएक पंप उपलब्ध हो और एक पंप वहनीय प्रकार का हो।
(4) यदि आपातकालीन फायर पंप प्रिान दकया िाता ह,ै तो मुख्य फायर पंप वाल े मिीनरी स्ट्पेस के भीतर फायर मेन के
सेक्िन को अलग करने के जलए आइसोलेटटंग वाल्व या बाकी फायर मेन से पपं ों को आसानी से सुलभ और रटकाऊ जस्ट्थजत म ें
दफट दकया िाएगा। मिीनरी स्ट्पेस
8. फायर मने और हाइ्ेंट
(1) 24 मीटर लंबाई और उसस े अजधक के िलयानों में, एक फायर मने उपलब्ध कराया िाना ह ै तादक कम स े कम पानी की
बौतार िलयान के दकसी भी जहस्ट्से तक पहुचं सके। यात्री िलयानों में, िलयान के दकसी भी जहस्ट्स े पर अलग-अलग स्ट्थानों4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
में कम स े कम िो हाइ्ेंट पहुचं ने म ें सिम होना चाजहए। बोड ग पर जबना मिीनरी के गरै -स्ट्व-चाजलत नौकाओं के मामल े म,ें
फायर मेन प्रिान करन े की आवश्यकता नहीं ह।ै
(2) गमी स े आसानी स े अप्रभावी होने वाली सामग्री का उपयोग आग बुझाने के जलए नहीं दकया िाना चाजहए और िहा ं
स्ट्टील पाइप का उपयोग दकया िाता ह,ै उन्द्ह ेंआंतररक और बाहरी रूप से िस्ट्ती दकया िाना चाजहए।
फायर मेन के जलए कास्ट्ट आयरन पाइप का उपयोग नहीं दकया िाना चाजहए।
(3) सभी फायर पंपों के संयोिन में राहत वाल्व प्रिान दकए िाएंगे यदि पंप िल सेवा पाइप, हाइ्ेंट और होसेस के
जडिाइन िबाव से अजधक िबाव जवकजसत करने में सिम ह ैं और इन वाल्वों को इस तरह से रखा और समायोजित दकया
िाना ह ैदक फायर मने जसस्ट्टम के दकसी भी जहस्ट्से में अत्यजधक िबाव न पडे।
(4) हाइ्ेंट और वाल्व या कॉक्स की जस्ट्थजत ऐसी होनी चाजहए दक वे हमेिा आसानी से उपलब्ध हों
9. फायर होससे और नोिल
(1) स्ट्वीकृत फायर होसेस गैर-नाियोग्य सामग्री के होंगे और यह लंबाई में पयागप्त होने चाजहए तादक अपेजित उपयोग के
समय दकसी भी स्ट् थान स ेइन पर पानी की बौतार डाली िा सके।
(2) प्रत्येक होि को एक नोिल और आवश्यक कपिंलगं प्रिान दकया िाएगा।
(3) इस अनुबंध में "फायर होसेस" के रूप में जनर्िष्टग होज़, दकसी भी आवश्यक दफटटंग और टूल्स के साथ, िल सेवा हाइ्ेंट
या कनेक्िन के पास जवजिष्ट जस्ट्थजतयों में उपयोग के जलए तैयार रख ेिाएंगे।
(4) फायर होसेस की लंबाई कम से कम 10 मीटर होनी चाजहए, लेदकन जनम्न जलजखत से अजधक नहीं होनी चाजहए
(क) मिीनरी संबंधी स्ट्थान में 15 मीटर
(ख) अन्द्य स्ट्थानों और खलु े डेक में 20 मीटर
(5) िब तक िलयान म ें प्रत्येक हाइ्ेंट के जलए एक होज़ और नोिल प्रिान नहीं दकया िाता है, तब तक होज़ कपिंलंग और
नोिल की पूण ग अंतर-पररवतगनीयता होगी।
(6) इस जनयम के प्रयोिन के जलए, होि का व्यास अजधकतम 64 जममी और न्द्यूनतम 38 जममी होगा और उन्द्ह ें पंजिबद्ध
होना चाजहए।
(7) कम स े कम 12 [जममी] बोर के िोहरे उद्देश्य वाल े नोिल (िेट/स्ट्प्र)े के साथ कम स े कम िो फायर होज़ प्रिान दकए िान े
चाजहए और इन्द्ह ेंहाइ्ेंट के पास रखे होज़ बॉक्स म ेंरखा िाना चाजहए।
10. वहनीय अजग्न िामक यत्रं
(1) जडब्बों म ेंआग बुझाने के जलए उपयोग दकए िाने वाल े अजग्न िामक का माध्यम उपयुक् त होना चाजहए।।
(2) सभी अजििामक राष्ट्रीय/अतं रागष्ट्रीय मानकों के होने चाजहए।
(3) अपेजित वहनीय िुष्क पाउडर अजििामकों की िमता 5.0 दकग्रा स े कम नहीं होनी चाजहए और अन्द्य अजििामकों म ें
कम से कम 5.0 दकग्रा िुष्क पाउडर अजििामक के बराबर आग बुझाने की िमता होनी चाजहए।
(4) फोम अजििामक, िहां आवश्यक हो, की न्द्यूनतम िमता 9 लीटर होनी चाजहए।
(5) अजग्न िामकों को आसानी से सुलभ जस्ट्थजत म ेंरखा िाना चाजहए।
(6) उपयुि प्रकार के वहनीय अजििामक यंत्र जनम्नानुसार उपलब्ध कराए िाएगं े।
(7) जनम्नजलजखत स्ट्थानों पर, िैसा लाग ूहो, एक वहनीय अजििामक उपलब्ध कराया िाएगा:
(क) व्हीलहाउस म;ें
(ख) आवास स्ट्थान के प्रत्येक प्रवेि द्वार के करीब;
(ग) आवास से सीधे पहुचं योग्य नहीं होन े पर हीटटंग / खाना पकाने के उपकरण या समान अजि िोजखम वाले दकसी
अन्द्य उपकरण वाल ेसर्वगस स्ट्पेस के प्रत्येक प्रवेि द्वार के करीब;
(घ) मिीनरी स्ट्थान के प्रत्येक प्रवेि द्वार के करीब;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5
(ड.) मिीनरी स्ट्पेस में उपयिु स्ट्थान/ डेक के नीचे इस तरह स े दक कोई भी अजग्न िामक यंत्र से पैिल िरू ी 10 मीटर की
िरू ी से अजधक न हो।
(च) यात्री, िलयानों म,ें एक अजतररि उपयिु अजििामक के जलए उपलब्ध कराया िाएगा
(i) यात्री िेत्रों में सकल भ ूिेत्र की 120 वग ग मी या उसके भाग की प्रत्येक इकाई
(ii) 10 केजबनों का प्रत्येक समूह, या उसका भाग।
(8) काबगन डाइऑक्साइड अजििामकों को आवास स्ट्थलों म ेंनहीं रखा िाएगा।
11. मिीनरी स्ट्थानों म ेंगरै -वहनीय अजििामक
िलयानों की लंबाई 30 मीटर से अजधक और इंिन की कुल िजि 750 दकलोवाट और उससे अजधक होन े की जस्ट्थजत म,ें
मिीनरी स्ट्पेस और अन्द्य िलयानों में कम से कम 45 लीटर िमता का कम से कम एक फोम एक्सटटंगुइिर होना चाजहए,
मुख्य मिीनरी स्ट्थान म ें 15 दकलो िमता का ्ाई पाउडर एक्सटटंगुइिर उपलब्ध कराया िाना चाजहए।
12. स्ट्थ ायी अजग्न ससं चू न और स्ट्थ ायी अजग्न िामक प्रणाली
(1) जमजश्रत सामग्री से जनर्मगत कागो िलयानों म,ें मुख्य मिीनरी स्ट्थान िहां कुल जबिली उत्पािन 375 दकलोवाट और
उससे अजधक ह,ै राष्ट्रीय/अतं राष्ट्रग ीय मानकों का अनुपालन करने वाली एक स्ट्थ ायी अजग्न संसचू न प्रणाली प्रिान की िानी
चाजहए।
(2) 550 दकलोवाट और उससे अजधक के कुल जबिली उत्पािन वाले सभी यात्री िलयानों में मुख्य मिीनरी स्ट्थान में ऐसी
स्ट् थायी अजग्न िामक प्रणाली प्रिान की िानी ह।ै
(3) उप-जनयम (1) और (2) म ें जनर्िष्टग कुल जबिली उत्पािन के साथ मख्ु य मिीनरी स्ट्थान िो लगातार मानवयुि नहीं ह,ैं
उन्द्ह ेंअजग्न संसूयन और अलामग जसस्ट्टम प्रिान दकया िाना ह।ै
(4) स्ट् थायी अजग्न िामक एिेंट काबगन डाइऑक्साइड, पानी या अन्द्य स्ट्वीकायग एिेंट िैसे एचएफसी 227, आईिी-541 और
एफके-5-1-12 हो सकते ह।ैं
13. फायरमनै की पोिाक
(1) स्ट् लीिंपगं केजबनों के साथ 45 मीटर और उससे अजधक लंबाई के प्रत्येक यात्री िलयान में कम से कम एक फायरमैन की
पोिाक उपलब्ध कराई िाएगी।
(2) एक फायरमैन की पोिाक में जनम् न िाजमल होंगे:
(क) कार्मगक उपकरण जिसमें िाजमल ह:ैं
(i) त्वचा को गमी से बचाने के जलए सुरिात्मक सामग्री वाल ेवस्ट् त्र
(ii) आग से िलना और आग स ेऔर भाप से िलन े से बचन े के प्रावधान होना चाजहए
(iii) सुरिात्मक कपडों की सतह िलरोधी होनी चाजहए;
(iv) रबर के िूत े और िस्ट्तान े या अन्द्य जवद्युतीय रूप से कोई सवं ाहक सामग्री नहीं होनी चाजहए;
(v) प्रभाव के िौरान प्रभावी सरु िा प्रिान करने वाला मिबतू हले मेट;
(vi) कम से कम तीन घंटे िलन े की अवजध के साथ एक अनुमोदित प्रकार का जवद्युत सुरिा लपैं (हाथ की लालटेन);
तथा
(vii) एक कुल्हाडी; तथा
(ख) एक स्ट्वीकृत प्रकार के श्वास उपकरण, स्ट् पेयर चािग सजहत या श्वास वायु कंप्रेसर
(3) 45 मीटर और उससे अजधक के प्रत्येक िलयान को िो श्वास तंत्र के साथ स्ट्प ेयर चािग या श्वास वायु कंप्रेसर प्रिान दकया

14. फायर एक्स
15 मीटर से अजधक लंबे प्रत्येक िलयान को कम से कम एक फायर एक् स प्रिान दकया िाएगा
15. फायर बकेट:
िलयान की प्रत्येक 10 मीटर लबं ाई के जलए रस्ट् सी के साथ कम से कम एक फायर बकेट प्रिान दकया िाना चाजहए।
16. स्ट्कूप के साथ सडैं बॉक्स
प्रत् यके िलयान में मिीनरी और बायलर स्ट्पेस म ें स्ट्कूप के साथ कम स े कम एक सैंड बॉक्स प्रिान दकया िाना चाजहए और
रेत की मात्रा 0.076 क्यूजबक मीटर स े कम नहीं होनी चाजहए। 10 मीटर स े कम लंबाई के िलयानों के जलए रेत बॉक्स की
िमता 50% कम की िा सकती ह।ै
17. रोल-ऑन/रोल ऑफ िलयानों के जलए अजतररि आवश्यकताएं
(1) िब मोटर वाहनों को उनके टैंकों में अपन े स्ट्वयं के उपयोग के जलए ईंधन के साथ ले िाने का इरािा है, तो प्रत्येक वाहन
डेक पर िो पोटेबल एक्सटटंगुइिर उपलब्ध कराए िाएंगे, जिनमें से एक को आगे के जहस्ट्से म ें और एक को बाि के जहस्ट्से म ें
रखा िाएगा। बतगन। यदि डेक पर वाहनों की संख्या 50 से अजधक है, तो प्रत्येक वाहन डेक पर चार पोटेबल एक्सटटंगुइिर
उपलब्ध कराए िाएगं े।
(2) संलि रो-रो डेक स्ट्थान को एक अनुमोदित जनजित िबाव वाल े पानी के जतडकाव प्रणाली के साथ दफट दकया िाना ह ै
और स्ट्कूपसग को दफट दकया िाना ह ैतादक यह सुजनजित हो सके दक ऐसा पानी तेिी से बोडग के ऊपर से जनकल िाए।
18. टैंकरों के जलए अजतररि आवश्यकता
पेरोजलयम तले , रसायन और तरलीकृत गैसों को ले िान े वाले टैंकरों में अजििमन के प्रावधान इंटरनेिनल एसोजसएिन
ऑफ क्लाजसदफकेिन सोसाइटीि के दकसी भी सिस्ट्य की जनयम आवश्यकताओं का पालन करना ह।ै
19. सरु िा उपकरण योिना
24 मीटर से अजधक लंबाई के अंतिेिीय िलयानों म ें जवजभन्न िीवन रिक उपकरणों के स्ट्थान को ििागन े वाले अनुमोदित
सुरिा उपकरण योिना की एक प्रजत बोडग पर प्रिर्िगत होनी चाजहए और आपात जस्ट्थजत म ें उपयोग दकए िान े वाले सभी
अजि जनयंत्रण और अजििामक उपकरण बोड गपर लगाए/ल ेिाए िाते ह।ैं

G.S.R. 141(E).—The draft of the Inland Vessels [Fire Fighting Appliances] Rules 2022, which the Central
Government proposes to make, in the exercise of the powers conferred by sub-section (1) of section 106 of the Inland
Vessels Act of 2021(24 of 2021), is hereby published for the information of all persons likely to be affected thereby;
and notice is hereby given that the said draft shall be taken into consideration after thirty days from the date on which
the copies of this notification as published in the Official Gazette are made available to the public;
Objections or suggestions, if any, to these draft rules may be sent to the Director (IWT), Ministry of Ports,
Shipping & Waterways, Room No. 439, Transport Bhawan, 1-Parliament Street, New Delhi-110001, or by email at
abhay.sarode@gov.in and uttam.mishra27@gov.in within the period specified above;
The objections or suggestions which may be received from any person concerning the said draft rules, within
the period so specified will be considered by the Central Government.
DRAFT RULES
(2) Short Title Commencement
(1) These Rules shall be called the Inland Vessels (Fire Fighting Appliances) Rules 2022.
(2) They shall come into force on the date of its their final publication in the Official Gazette.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7
2. Definitions
(1) In these rules, unless the context otherwise requires,--
(a) “Act” means the Inland Vessels Act of [2021]; (24 of 2021)
(b) “Decked” vessel means vessel with a continuous watertight weather deck that extends from stem to stern
(c) “Existing vessel” or “existing inland vessel” means any inland vessel which is not any new inland vessel that
falls within the ambit of the definition provided under clause (f ) of sub-rule (1) of Rule 3
(d) “inland vessel” means any mechanically propelled inland vessel as defined under section 3(y) of the Act.
(e) “Major conversion or modification” means any of the following;
i) Change in Gross Tonnage of the vessel by more than ten per centum
ii) Change of vessel type
iii) Change of propulsion system/ main engines/ type of fuel
(f) “New inland vessel” means any inland vessel whose keel is laid or which is at a similar stage of construction on
or after the date of coming into force of the Rules
(2)Words and expressions used and not defined in these rules but defined in the Act, shall have the meanings
respectively assigned to them in the Act.
3. Threshold of Compliance
(1) All existing inland vessels shall comply with the requirements existing prior to coming into force of these rules;
Provided that the existing inland vessels that undergo major conversion or modification shall comply with the
requirements specified in these rules, as far as it is considered reasonable and practicable by the Designated Authority;
and provided that in the case of change of propulsion system/main engines/ type of fuel etc, the new rules will apply to
that equipment and systems only.
Provided that existing vessels shall comply with the requirements for provision of Portable fire extinguishers, fire
fighters outfits, fire axe, fire buckets and sandbox and the Safety Equipment Plan as specified in these Rules within
one year of coming into force of these Rules.
(2) The owner/operator and master of any new inland vessel, shall ensure that the vessel is constructed,
maintained and operated under the requirements of these rules and the vessel is suitable for its intended
service.
(3) No new inland vessel shall be issued with the certificate of survey under the Act and the Inland Vessels
(Survey and Certification) Rules, 2022, unless such vessel complies with the safety requirements including the
physical design of the inland vessel or equipment that the inland vessel must carry, or those which are operational or
procedural in nature,:
(4) Notwithstanding sub rule (1) to (3), the State Government may apply requirements in additional (or exempt)
to any category of vessels.
(5) For the purpose of these Rules, the Surveyor appointed under the Act shall satisfy himself that there is
evidence of procedures in place to demonstrate that the inland vessel will be operated in accordance with these
requirements.
4. Equipment Standards and Guidance
(1) Any particular piece of equipment or machinery that the inland vessels shall be provided with or carried
onboard, shall be in accordance with a national or international standard such as BIS/ ISO etc.
5. Fire pumps
(1) Every decked vessel shall be provided with at least one power operated pump which may be independently driven
or in the case of vessels with propulsive power not more than [375] kW, main engine driven where engine can be
declutched- and passenger vessels are to be provided with at least two power driven pumps, one of which is
permanently installed.
(2) For the purpose of this Rule, sanitary, ballast, bilge or general service pumps may be accepted as fire pumps.
6. Capacity of fire pump
The minimum capacity of fire pumps shall not be less than be 10 M3/hr for Cargo vessels, and not less than 20 M3/hr
for Passenger Vessels. The pump capacities may be reduced to 6 m3/hr and 12 m3/ hr respectively for vessels of
length less than 12 m, or alternatively, a portable engine driven pump may be accepted by the Designated Authority.
In the case of non-self propelled barges without any machinery on board, a portable engine driven fire pump may be

7. Arrangement of fire pumps and fire main
(1) The fire pump suction shall be so arranged that the pump will operate efficiently at the lightest draught likely to be
encountered in service.
(2) In cargo vessels, if the main fire pump is located in the space containing oil fired boiler or internal combustion
type propelling machinery, an emergency fire pump shall be provided and the emergency pump & its source of power
and sea connection shall be situated outside the space where main fire pump is located:
If the emergency fire pump as provided under sub-rule (2) is operated by power, the pump capacity shall be at least 10
M3/hr and 6 m3/hr for vessels of less than 12 m in length.
If the emergency fire pump as provided under sub-rule (2) is manually operated, it shall be provided with hose and a
nozzle of at least 10 mm diameter capable of being directed on to any part of the vessel.
Provided that if a permanently installed main fire pump is available; a portable emergency fire pump may be accepted.
(3) In passenger vessels, the fire pumps are to be installed in separate main compartments so that one of the pumps
will be available in case of fire or flooding in a main compartment and one of the pumps may be portable type.
(4) If the emergency fire pump is provided, isolating valves to separate the section of the fire main within the
machinery space containing the main fire pump or pumps from the rest of the fire main shall be fitted in an easily
accessible and tenable position outside the machinery space
8. Fire main and hydrant
(1) In vessels of 24 m length and over, a fire main is to be provided so that at least one jet of water can reach any
part of the vessel. In passenger vessels, any point of the vessel is to be capable of being reached from at least two
hydrants in different locations. In the case of non-self-propelled barges without machinery on board, fire main need
not be provided.
(2) Materials readily rendered ineffective by heat are not to be used for fire mains and where steel pipes are used
they are to be galvanized internally and externally.
Cast iron pipes are not to be used for fire mains.
(3) Relief valves shall be provided in conjunction with all fire pumps if the pumps are capable of developing a
pressure exceeding the design pressure of the water service pipes, hydrants and hoses and these valves are to be so
placed and adjusted as to prevent excessive pressure in any part of the fire main system
(4) The positions of hydrants and valves or cocks are to be such that they are always readily accessible
9. Fire hoses and nozzles
(1) Approved fire hoses shall be of non-perishable material and shall be sufficient in length to project a jet of
water to any of the space in which they may be required to be used
(2) Each hose shall be provided with a nozzle and the necessary couplings
(3) Hoses specified in this Annex as “fire hoses” shall, together with any necessary fittings and tools, be kept
ready for use in conspicuous positions near the water service hydrants or connections.
(4) Fire hoses shall have a length of at least 10 m, but not more than
(a) 15 m in machinery spaces
(b) 20 m in other spaces and open decks
(5) Unless one hose and nozzle is provided for each hydrant in the vessel, there shall be complete inter-changeability
of hose couplings and nozzles.
(6) For the purpose of this Rule, the hose diameter shall be maximum of 64 mm and minimum of 38 mm and they
shall be lined.
(7) At least two fire hoses with dual purposes nozzles (jet/spray) of not less than 12 [mm] bore shall be provided and
these are to be stowed in hose boxes placed close to the hydrants.
10. Portable fire extinguishers
(1) The extinguishing medium employed is to be suitable for extinguishing fires in the compartments in which
they are intended to be used.
(2) All fire extinguishers are to be of National/ International Standards.
(3) The capacity of required portable dry powder fire extinguishers shall not be less than 5.0 kg. and other
extinguishers shall have a fire extinguishing capability at least equivalent to that of a 5.0 Kg dry powder fire
extinguisher.
(4) Foam fire extinguishers, where required, are to have a minimum capacity of 9 litres.
(5) Extinguishers are to be stowed in readily accessible positions
(6) Portable fire extinguishers of appropriate type shall be provided as follows.
(7) One portable fire extinguisher shall be provided, in the following locations, as applicable:

(b) Close to each entrance to accommodation spaces;
(c) Close to each entrance to service spaces containing heating/cooking equipment or any other equipment
having similar fire risk when not directly accessible from the accommodation;
(d) Close to each entrance to machinery spaces;
(e) in suitable position/s below deck in the machinery space such that no location in space is more than 10 m
walking distance from an extinguisher.
(f) in passenger vessels, one additional appropriate fire extinguisher shall be provided for
(i) each unit of 120 m2, or part thereof, of the gross floor area in passenger areas
(ii) each group of 10 cabins, or part thereof.
(8) Carbon dioxide fire extinguishers shall not be placed in accommodation spaces.
11. Non-Portable Fire extinguishers in machinery spaces
In case of vessels exceeding 30 metres length and having total power of engines 750 kW and above, at least one foam
extinguisher of capacity not less than 45 litres shall be provided in the machinery space and in other vessels, a 15 kg
capacity dry powder extinguisher is to be provided in the main machinery space.
12. Fixed fire detection and fixed fire extinguishing system
(1) In cargo vessels constructed of composite material, main machinery spaces where total power output is 375
kW and above are to be provided with a fixed fire extinguishing system complying with National/ International
Standards. .
(2) In all passenger vessels with total power output of 550 kW and above are to be provided with such fixed fire
extinguishing system in main machinery space.
(3) Main machinery spaces with total power output as specified in sub-rule (1) and (2) which are not
continuously manned are to be provided with a fire detection and alarm system.
(4) The fixed fire extinguishing agents may be of Carbon dioxide, water or other acceptable agents such as HFC
227, IG-541 and FK-5-1-12.
13. Fireman’s outfit
(1) Every passenger vessel of length 45 m and above with sleeping cabins shall be provided with at least one
fireman’s outfit.
(2) A fireman's outfit shall consist of:
(a) personnel equipment comprising:
(i) protective clothing of material to protect the skin from the heat radiating
(ii) from the fire and from burns and scalding by steam and the outer
(iii) surface of protective clothing shall be water-resistant;
(iv) boots and gloves of rubber or other electrically no conducting material;
(v) a rigid helmet providing effective protection against impact;
(vi) an electric safety lamp (hand lantern) of an approved type with a minimum burning period of three
hours; and
(vii) an axe; and
(b) breathing apparatus of an approved type, with spare charges or breathing air compressor
(3) Every vessel of 45 m and above are to be provided with two breathing apparatus with spare charges or
breathing air compressor, which may include the breathing apparatus required in sub rule 2(b).
14. Fire Axe
Every vessel exceeding 15 meters in length shall be provided with at least one fire axe.
15. Fire Buckets:
Minimum one Fire Bucket with lanyard should be provided for every 10m of length of the vessel
16. Sand box with scoop
In very vessel at least one sand box with scoop in machinery and boiler space shall be provided and quantity of sand
shall not be less than 0.076 cubic meters. For vessels of less than 10 m length the capacity of sand box may be reduced
by 50 %.
17. Additional requirements for Roll- on / Roll off vessels
(1) When it is intended to carry motor vehicles with fuel for their own use in their tanks, two portable
extinguishers shall be provided on each vehicle deck, one of which is to be positioned in the fore part and one in the
after part of the vessel. Four portable extinguishers shall be provided on each vehicle deck if the number of vehicles
on the deck exceeds 50.
(2) Enclosed ro-ro deck spaces are to be fitted with an approved fixed pressure water spraying system and
scuppers are to be fitted so as to ensure that such water is rapidly discharged overboard.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
18. Additional requirement for tankers
The provisions for fire-fighting in tankers carrying petroleum oils, chemicals and liquefied gases are to comply with
the rule requirements of any member of the International Association of Classification Societies.
19. Safety Equipment Plan
Inland vessels more than 24 m in length are to have a copy of approved Safety Equipment plan displayed on board
showing the location of various Life saving appliances and all the Fire Control and Fire Fighting Appliances
fitted/carried on board to be used in an emergency.
