अंतदेिीय धारा 106 की उप-धारा (1) द्वारा प्रदत्त िजियों का प्रयोग करत े हुए बनान े का प्रस्ट्ताव करती ह।ै 2021 के
अंतदेिीय जलयान अजधजनयम (2021 का 24), इसके द्वारा प्रभाजवत होने वाले सभी व्यजियों की जानकारी के जलए
प्रकाजित दकया जाता ह;ै और एतद्द्वारा सूचना दी जाती ह ै दक उि मसौद े पर उस तारीख से तीस ददनों के बाद जवचार
दकया जाएगा जजस तारीख को राजपत्र में प्रकाजित इस अजधसचू ना की प्रजतयां जनता को उपलब्ध कराई जाती ह;ैं
इन मसौदा जनयमों पर आपजत्तयां या सुझाव, यदद कोई हों, जनदेिक (आईडब्ल्यूटी), पत् तन, पोत पररवहन और

प्रारूप जनयम
1. सजं क्षप्त िीर्कग प्रारंभ
(1) इन जनयमों को अतं देिीय जलयान [जीवन रक्षक उपकरण] जनयम 2022 कहा जाएगा।
(2) व ेराजपत्र म ेंउनके अंजतम प्रकािन की तारीख से लाग ूहोंगे।
2. पररभार्ाएं
(1) इन जनयमों म,ें जब तक दक संदभग से अन्यथा अपेजक्षत न हो,-
(क) "अजधजनयम" का अथ ग2021 का अंतदेिीय जलयान अजधजनयम;- (2021 का 24)
(ख) ‘’अंतदेिीय जलयान’’ का अथग अजधजनयम की धारा-3 (वाई) के अतं गतग पररभाजर्त दकए गए दकसी भी यांजत्रक
रूप से प्रणोददत अंतदेिीय जलयानों से ह।ै
(ग) ‘’मौजूदा जलयान’ अथवा ‘’मौजूदा अंतदिे ीय जलयान’’ का अथ ग ह ै कोई भी अंतदिे ीय जलयान जो कोई नया
अंतदेिीय जलयान नहीं ह ैजो जनयम 3 के उप-जनयम (1) के खडं (घ) के तहत प्रदान की गई पररभार्ा के दायरे म ेंआता
ह।ै
(i) जलयान के सकल टनभार म ें10% से अजधक पररवतनग
(ii) जलयान के प्रकार का पररवतगन
(iii) प्रणोदन प्रणाली/ मुख्य इंजन/ इंधन का प्रकार का पररवतगन
(घ) "प्रमुख रूपांतरण या संिोधन" का अथग जनम्नजलजखत में स ेकोई भी है;
i) जलयान के सकल टन भार म ेंदस प्रजतित स ेअजधक पररवतनग ;
ii) जलयान के प्रकार का पररवतगन
iii) प्रणोदन प्रणाली/मुख्य इंजन/ईंधन के प्रकार म ेंपररवतगन
(ङ) ‘’नया अतं देिीय जलयान" का अथग दकसी भी ऐसे अंतदिे ीय जलयान से ह,ै जनयमों के लागू होन े की तारीख को या
उसके बाद जजसका नौतल रखा गया ह ैया जो जनमागण के समान चरण में ह।ै
(2) इन जनयमों में प्रयुक् त लेदकन पररभाजर्त नहीं दकए परंत ु अजधजनयम में पररभाजर्त दकए गए िब् दों और अजभय यजियों
का अथ ग अजधजनयम में जनददजष्ट होगा।
3. अनपु ालन की सीमा
(1) सभी मौजूदा जलयान, इन जनयमों के लागू होन े के पहल े से मौजूद आवश्यकताओं का अनुपालन करेंग;े
बिते दक मौजूदा अंतदेिीय जलयान जो बडे रूपांतरण या संिोधन करत े ह,ैं जहां तक इसे नाजमत प्राजधकारी द्वारा उजचत
और व्यावहाररक माना जाता है, इन जनयमों में जनर्ददष्ट आवश्यकताओं का पालन करेंगे, और बिते दक प्रणोदन प्रणाली
अथवा मुख्य इंजन के पररवतगन के मामले म,ें नए जनयम केवल उन् हीं उपकरणों और प्रणाजलयों पर लाग ूहोंगे।
यह की मौजूदा जलयानों को जनयम 7 म ें जनर्ददष् ट लाइफ जैक्ट स, लाइफ बॉय और लाइफ रॉफ्ट/ बोइंट उपकरण के जलए
आवश् यकताओं का अनपु ालन करना होगा और इसके साथ-साथ इन जनयमों के एक वर्ग के अतं गतग जनयम 16 म ें सुरक्षा
उपकरण योजना को प्रभावी दकया जाएगा।[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3
(2) नए अंतदेिीय जलयान के माजलक/संचालक और मास्ट्टर, जैसा उपयुि हो, यह सुजनजित करेंग े दक जलयान का
जनमागण, रखरखाव और संचालन इन जनयमों की आवश्यकताओं के अनुसार दकया गया ह ै और यह दक जलयान, इजछछत
उद्देश्य के जलए उपयुि ह।ै
(3) दकसी नए अंतदिे ीय जलयान को इस अजधजनयम और अतं देिीय जलयान (सवेक्षण और प्रमाणन) जनयमावली, 2022
के तहत सवेक्षण प्रमाण पत्र जारी नहीं दकया जाएगा, जब तक दक ऐसा जलयान जीवन रक्षक उपकरणों के जलए जडजाइन
और कैररज आवश्यकताओं का अनुपालन नहीं करता ह ै जो अतं देिीय जलयान को वहन करना चाजहए, या वे मानक या
आवश्यकताएं जो पररचालन या प्रदियात्मक प्रकृजत के ह।ैं
(4) इन जनयमों के उद्देश् य के जलए, अजधजनयम के तहत जनयिु दकए गए सवेयर खुद को संतुष्ट करेगा दक इन आवश्यकताओं
के अनुसार अंतदेिीय जलयान का संचालन दकया जाएगा, यह प्रदर्शित करने के जलए प्रदियाओं का साक्ष्य ह।ै
4. उपकरण मानक और मागदग िनग
(1) जीवन रक्षक उपकरण, उपकरण या मिीनरी का कोई जविेर् भाग जो इन जनयमों के अनुपालन म ें अंतदेिीय
जलयानों को प्रदान दकया जाएगा या ऑन बोडग ले जाया जाएगा; बीआईएस/आईएसओ आदद जैसे राष्ट्रीय या अंतरराष्ट्रीय
मानकों के अनुसार होना चाजहए।
5. जलयानों का वगीकरण
इन जनयमों के प्रयोजनों के जलए अंतदेिीय जलयानों को जनम्नानुसार वगीकृत दकया जाएगा:
(1) श्रेणी I - यात्री जलयान
(2) श्रेणी - श्रेणी ।, श्रेणी ।।। के अंतगतग आन े वाले जलयानों के अलावा कागो जलयान,
(3) श्रेणी -।।।- अजधजनयम की धारा 3 (वाई) (ii) के तहत पररभार्ा के दायरे म ें आने वाल ेगैर-स्ट्वचाजलत जलयान।
6. जीवन रक्षक उपकरण
(1) श्रणे ी । का एक अंतदेिीय जलयान वहन करेगा –
(क) बोडग पर याजत्रयों और चालक दल की कम से कम 100% संख्या को समायोजजत करने के जलए पयागप्त संख्या म ें
जीवन-राफ्ट और/या बोयंट उपकरण; लाइफ राफ्ट और बोयंट उपकरण की संख्या पररचालन के क्षेत्र और उपलब्ध की
गई बचाव सेवाओं के आधार पर नाजमत प्राजधकारी द्वारा तय की जा सकती ह ै । 24 मीटर स े कम लंबाई के जहाजों में,
बोयंट उपकरण को समान संख्या में जीवन बॉय से प्रजतस्ट् थाजपत दकया जा सकता ह।ै
(ख) बोड गपर 100% याजत्रयों और चालक दल के प्रत्येक के जलए एक लाइफ जैकेट;
(ग) जिि ु के जलए लाइफ जैकेट, वहन करन े के जलए प्रमाजणत याजत्रयों की कुल संख्या के 2.5% के जलए, जहां जििु का
मतलब 15 दकलोग्राम से कम का व्यजि ह।ै
(घ) बच्चे के जलए लाइफ जैकेट, वहन करने के जलए प्रमाजणत याजत्रयों की कुल संख्या के 10% के जलए और इस खंड के
उद्देश्य के जलए, बच्चे का अथ गअन्य व्यजि और 30 दकलोग्राम स ेकम का जििु ह।ै
(ङ) 24 मीटर लंबाई तक के जहाजों के जलए कम से कम चार लाइफबॉय, 24-45 मीटर लबं ाई के जलयानों के जलए
छह लाइफ बॉय और 45 मीटर स े अजधक लंब े जलयानोंजों के जलए 8 लाइफबॉय। 30 मीटर लंबाई की बोयंट रेखा के
साथ कम से कम दो लाइफ बॉय स्ट्व-प्रज्वजलत होंग;े
(च) 100 स े अजधक यात्री क्षमता वाले सभी श्रेणी-। के जहाजों को एक लाइन थ्रोइंग उपकरण प्रदान दकया जाना
चाजहए जजसमें कम स े कम 3 प्रोजेक्टाइल िाजमल हों, जजनमें स े प्रत्येक लाइन को िांत मौसम में 230 मीटर की मामलू ी

(छ) श्रणे ी-1 यात्री क्षमता 200 और उससे अजधक और 45 मीटर से अजधक लंबाई वाले प्रत्येक जलयान में कम से कम
छह व्यजियों की यात्री क्षमता के साथ कम से कम एक बचाव / वकगबोट होगा, जजसे जलयान के दोनों ओर लॉन्च करन े
के जलए आवश्यक उपकरण प्रदान दकया जाएगा। रेस्ट्क्य/ूवकगबोट्स को जनयजमत सर्शवससग द्वारा काम करन े की जस्ट्थजत म ें
बनाए रखा जाना ह ैऔर वार्शर्क सवेक्षणों के दौरान प्रदर्शित दकया जाना ह।ै
(ज) सभी चालक दल के पास बचाव और प्राथजमक जचदकत्सा में पयागप्त प्रजिक्षण होना चाजहए; तथा
(झ) सभी नावों में सचग लाइट और हडैं टॉचग होनी चाजहए।
(2) श्रणे ी-।। का एक अंतदेिीय जलयान ले जाएगा –
(क) 10 मीटर से अजधक के जहाज के जलए सभी चालक दल को समायोजजत करने के जलए कम से कम एक जीवन बडे ा
और / या बोयंट उपकरण रखना चाजहए। 24 मीटर स े कम लबं ाई के जलयानों में, बोयंट उपकरण को समान संख्या म ें
जीवन बॉय से बदला जा सकता ह।ै
(ख) बोड गपर प्रत्येक व्यजि के जलए एक लाइफ जैकेट होना चाजहए।
(ग) 24 मीटर लंबाई तक के जलयानों के जलए कम स े कम दो लाइफ बॉय और 24 मीटर से अजधक के जलए चार लाइफ
बॉय, जजनमें से एक रेरो-ररफ्लेजक्टव टेप और 30 मीटर लंबाई की बोयंट लाइन स ेलैस होना चाजहए।
(3) श्रणे ी-।।। का एक मानवयिु अंतदेिीय जलयान ल ेजाएगा –
(क) बोड गपर प्रत्येक व्यजि के जलए एक लाइफ जैकेट होना चाजहए; तथा
(ख) कम से कम दो लाइफ बॉय, जजनमें से एक स्ट्व-जस्ट्वसचग लाइट और 30 मीटर लंबाई की बोयंट लाइन स े लैस होना
चाजहए।
7. तकनीकी आवश्यकताएँ
(1) इन जनयमों के प्रावधानों के अनुसार प्रदान दकए गए प्रत्येक जीवन रक्षक उपकरण राष्ट्रीय / अंतराष्ट्रग ीय मानकों में जनजहत
तकनीकी आवश्यकताओं को परू ा करेंग े और ऐस े उपकरण नाजमत प्राजधकारी या एक वगीकरण सोसायटी द्वारा अनुमोददत
प्रकार होंग ेजो आईएसीएस का सदस्ट्य होगा।
सभी जीवन रक्षक उपकरणों को अनुमोददत योजना के अनसु ार उजचत रूप से रखा जाना चाजहए और इन जनयमों की
आवश्यकताओं के अनुसार रखरखाव/सेवा प्रदान की जानी चाजहए।
लाइफ बॉय, लाइफ राफ्ट और बोयंट उपकरण इस तरह से बोडग पर लगाए जाने चाजहए दक व ेडूबन े पर तरै न े में सक्षम हों।
8. प्रचालनात्म क तयै ारी, रखरखाव और जनरीक्षण
(1) पत् तन से दकसी भी अंतदेिीय जलयान को छोडने से पहल े और यात्रा के दौरान हर समय, बोडग पर सभी जीवन रक्षक
उपकरण काम करन े की जस्ट्थजत में होंगे और तत्काल उपयोग के जलए तैयार होंगे।
(2) जहां तक भी संभव हो, जीवन रक्षक उपकरणों के ऑन-बोडग रखरखाव के जनदेिों को आसानी स े समझा और जचजत्रत
दकया जाएगा।
(3) सामान्य आपातकालीन अलामग प्रणाली का साप्ताजहक परीक्षण दकया जाएगा।
(4) एक अनुमोददत सर्शवससग स्ट्टेिन पर 12 महीन े से अजधक के अतं राल पर इन्फ्लेटेबल लाइफ-राफ्ट की सेवा नहीं दी
जाएगी:
बिते दक, ऐसे मामलों म ें जहां पोत की सेवा और अनुमोददत सर्शवस स्ट्टेिन का स्ट्थान इस आवश्यकता का अनुपालन करना
असंभव बना दते ा ह,ै नाजमत प्राजधकारी इस अवजध को बढान े की अनुमजत द े सकता ह ै लेदकन दकसी भी मामल े म ें इस उप-
जनयम के तहत 6 महीने से अजधक समय अवजध का जवस्ट्तार नहीं की जाएगी।[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 5
(5) जनरीक्षण की ररपोटग की एक प्रजत बोड गपर रखी जाएगी।
9. जीवन रक्षक उपकरणों की सेवा प्रदान करना
(1) नाजमत प्राजधकारी या वगीकरण सोसायटी की आवश्यकताओं के अनुसार प्रजतवर् ग लाइफराफ्ट की सेवा दी जाएगी।
(2) इन्फ्लेटेबल लाइफजैकेट को कम से कम हर 2 वर्ों में प्रदान दकया जाएगा, और जहां दकसी भी इन्फ्लेटेबल लाइफजैकेट
का जनयजमत आधार पर उपयोग दकया जाता ह,ै उन्ह ेंसालाना प्रदान दकया जाएगा।
(3) रेस्ट्क्य/ूवकगबोट्स को वार्शर्क सर्शवससग द्वारा काम करने की जस्ट्थजत में बनाए रखा जाना ह ै और वार्शर्क सवेक्षणों के
दौरान प्रदर्शित दकया जाना ह।ै
10. सावजग जनक सबं ोधन / सामान्य अलाम गजसस्ट्टम – सचं ार
श्रेणी ।। और श्रणे ी ।।। (मानवयुि) 30 मीटर से अजधक लंबाई के जलयानों, और सभी श्रणे ी । वाल े जलयानों को एक
सामान्य आपातकालीन अलाम ग जसस्ट्टम, या एक सावगजजनक संबोधन प्रणाली प्रदान की जाएगी, जजसका उपयोग सामान्य
आपातकालीन अलाम ग के प्रसारण के जलए दकया जा सकता ह ै और प्रथम श्रणे ी के जलयानों के संबंध में, जनयम 14 उप-
जनयम (1) म ेंसावगजजनक उद्घोर्णा प्रणाली की आवश्यकताओं को भी पूरा दकया जा सकता ह।ै
11. रेरो-ररफ्लजे क्टव सामग्री
जीवन रक्षक उपकरणों को रेरो-ररफ्लेजक्टव सामग्री से सुसजित दकया जाना चाजहए और सामग्री का आयाम और स्ट्थान
राष्ट्रीय/अतं राष्ट्रग ीय मानकों के अनुसार होना चाजहए,
12. लॉक राजं जट
लॉक को पारगमन करने वाल े जलयानों को आपातकालीन जस्ट्थजत में अलामग बजाने के जलए एक साधन सुजनजित करना
चाजहए और इस तरह के उपकरण ले जान े चाजहए:
(1) सरु क्षा संबंधी हानेस और सरु क्षा रस्ट्सी
(2) सीढी और मिाल, जैसा उपयुि हो
(3) कोई अन्य उपकरण या घटक जो सक्षम प्राजधकारी द्वारा समय-समय पर आवश्यक हो।
13. श्रणे ी । के जलयानों पर आपातकालीन सचू ना और सावजग जनक सबं ोधन प्रणाली
(1) जलयानों म ें एक सावगजजनक संबोधन प्रणाली प्रदान की जानी चाजहए, जो कम से कम एक स्ट्थ ान से संचाजलत हो,
जलयान पर सभी व्यजियों द्वारा सुना जा सकता ह ै और 100 से अजधक याजत्रयों या 30 मीटर से अजधक लंबाई वाल े सभी
जलयानों में अलग-अलग स्ट्थ ानों पर एक सावगजजनक संबोधन प्रणाली होनी चाजहए।
(2) 50 से कम याजत्रयों को ल े जाने वाल े जलयानों में, जजसमें याजत्रयों का केवल एक ही यात्री कंपाटमेंट या स्ट्थान होता
ह,ै तो ऊपर उप-जनयम (1) के तहत जनधागररत संबोधन प्रणाली के बदले एक पोटेबल लाउड हलै र ल ेजाया जा सकता ह।ै
(3) जब सावगजजनक संबोधन प्रणाली का उपयोग दकया जाता ह ैतो मनोरंजन प्रणाली स्ट्वचाजलत रूप से बंद हो जाएगी और
जलयानों पर लाउड हलै र को हाथों से बंद करने का जवकल्प उपलब्ध होगा।
(4) इस प्रणाली का उपयोग याजत्रयों को आपात जस्ट्थजत में की जाने वाली कारगवाई के बारे में सूजचत करन े के जलए दकया
जाएगा, जजसके कारण जलयान को छोड ददया जा सकता ह ै और ऐसी जानकारी, बथग छोडने स े पहल े या तुरंत दी जाएगी।
उप जनयम (7) में सूचीबद्ध आइटम प्रदान की गई जानकारी का जहस्ट्सा होना चाजहए।
स्ट्पष्टीकरण: उन जलयानों के मामले में जो कम अवजध की जनयजमत फेरी सेवा संचाजलत करते हैं, जहां अनुपालन के
पररणामस्ट्वरूप सुरक्षा संदेि का बहुत बार प्रसारण होगा, अन्य व्यवस्ट्थाओं पर नाजमत प्राजधकारी द्वारा जवचार दकया

(5) एक सावगजजनक संबोधन प्रणाली जवद्युत िजि के मुख्य स्रोत से और मुख्य स्रोत से दरू स्ट्थ स्ट्थान पर जस्ट्थत जवद्युत िजि
के वैकजल्पक स्रोत से संचाजलत की जाएगी और लाउडहले सग के जलए बैटरी बैक-अप या अजतररि बैटरी ल ेजाया जाएगा।
(6) यात्री आपातकालीन जनदिे नोरटस प्रत्येक यात्री जडब्ब े में प्रदर्शित दकए जाएगं े और प्रदर्शित की जान े वाली संख्या
जडब्बों के लेआउट और जहाज की सेवा पर जनभगर करेगी।
(7) उपरोि उप-जनयम (6) में जनधागररत नोरटस की आवश्यकता प्रतीक्षा कक्षों और टर्शमनलों में भी प्रदान की जाएगी, जहां
व्यावहाररक हो और नोरटस में दी गई जानकारी म ेंिाजमल होंगे:
(क) याजत्रयों को सूजचत करने के जलए इस्ट्तेमाल की जान े वाली जवजध दक कोई आपात जस्ट्थजत होने पर;
(ख) उन्ह ेंजो कारगवाई करने की आवश्यकता होगी;
(ग) जीवन रक्षक उपकरण का उपयोग कैसे करें;
(घ) लाइफजैकेट कैसे धारण करें; तथा
(ङ) जहां लाइफजैकेट ले जाया जाता ह।ै
14. श्रणे ी । के जलयानों के जलए खोज और बचाव (एसएआर) आवश्यकताएँ
(1) 50 से अजधक याजत्रयों को ले जाने वाल े सभी यात्री जलयानों को पोत के संचालन के क्षेत्र के जलए प्रासंजगक
आपातकालीन सेवाओं के साथ सहयोग के जलए एक सहमत और अद्यजतत योजना रखना चाजहए।
व्याख्या: सहयोग योजना का उद्देश्य यह सुजनजित करना ह ै दक आपात जस्ट्थजत में, पोत के कमगचारी और संबंजधत अजधकारी
दकसी आपात जस्ट्थजत का जवाब देन े के जलए एक साथ कुिलतापूवगक काम करन ेमें सक्षम हों।
(2) इस जनयम के प्रयोजन के जलए, यात्री जलयान, कंपनी और एसएआर सेवाओं के संजक्षप्त जववरण का आदान-प्रदान करन े
एवं उपयोग के जलए तैयार रखा जाना चाजहए और इसम ेंसीधे संपकग जववरण िाजमल होगा।
(3) योजना की प्रभाविीलता का परीक्षण करन े के जलए समय-समय पर प्रदिया अपनाई जाएगी।
(4) ऐस ेप्रदियाओं का ररकॉडग और प्रजतभाजगयों के नाम भी बनाए रखे जाएगं े।
15. सरु क्षा उपकरण योजना
(1) 24 मीटर और उससे अजधक लंबाई के सभी जलयानों म ें एक सुरक्षा उपकरण योजना होनी चाजहए जो जवजभन्न जीवन
रक्षक उपकरणों के स्ट्थान को दिागती हो और आपात जस्ट्थजत म ें उपयोग दकए जाने वाले सभी अजि जनयंत्रण और अजििामक
उपकरणों को बोड गपर स्ट्थ ाजपत/ वहन दकया जाता हो।

G.S.R. 140(E).—The draft of the Inland Vessels [Life Saving Appliances] Rules 2022, which the Central
Government proposes to make, in the exercise of the powers conferred by sub-section (1) of section 106 of the Inland
Vessels Act of 2021(24 of 2021), is hereby published for the information of all persons likely to be affected thereby;
and notice is hereby given that the said draft shall be taken into consideration after thirty days from the date on which
the copies of this notification as published in the Official Gazette are made available to the public;
Objections or suggestions, if any, to these draft rules may be sent to the Director (IWT), Ministry of Ports,

The objections or suggestions which may be received from any person concerning the said draft rules, within
the period so specified will be considered by the Central Government.
DRAFT RULES
1. Short Title Commencement
(1) These Rules shall be called the Inland Vessels [Life Saving Appliances] Rules 2022.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. Definitions
(1) In these rules, unless the context otherwise requires,--
(a) ―Act‖ means the Inland Vessels Act of 2021(24 of 2021)
(b) ―inland vessel‖ means any mechanically propelled inland vessels as defined under section 3(y) of the Act.
(c) ―Existing vessel‖ or ―existing inland vessel‖ means any inland vessel which is not any new inland vessel that
falls within the ambit of the definition provided under clause (d ) of sub-rule (1) of Rule 3
(d) ―Major conversion or modification‖ means any of the following;
i) Change in Gross Tonnage of the vessel by more than ten per centum;
ii) Change of vessel type
iii) Change of propulsion system/ main engines/ type of fuel
(e) ―New inland vessel‖ means any inland vessel whose keel is laid or which is at a similar stage of construction
on or after the date of coming into force of the Rules.
(2)Words and expressions used and not defined in these rules but defined in the Act, shall have the meanings
respectively assigned to them in the Act.
3. Threshold of Compliance
(1) All existing inland vessels shall comply with the requirements existing prior to coming into force of these rules;
Provided that the existing inland vessels that undergo major conversion or modification shall comply with the
requirements specified in these rules, as far as it is considered reasonable and practicable by the Designated Authority,
and provided that in the case of change or propulsion system or main engines the new rules would apply to that
equipment and systems only;
Provided that existing vessels are to comply with the requirements for provision of life jackets, life buoys and life-raft/
buoyant apparatus specified in Rule 7 as well as the Safety Equipment Plan in Rule 16 within one year of coming into
force of these Rules.
(2) The owner/operator and master of any new inland vessel, shall ensure that the vessel is constructed,
maintained and operated in accordance with the requirements of these Rules and that the vessel is suitable for its
intended service.
(3) No new inland vessel shall be issued with the certificate of survey under the Act and the Inland Vessels
(Survey and Certification) Rules, 2022, unless such vessel complies with the design and carriage requirements for Life
Saving Appliances that the inland vessel must carry, or those standards or requirements that are operational or
procedural in nature,
(4) For the purpose of these Rules, the Surveyor appointed under the Act shall satisfy himself that there is
evidence of procedures in place to demonstrate that the inland vessel will be operated in accordance with these
requirements.
4. Equipment Standards and Guidance
(1) Any particular piece of life saving appliances, equipment or machinery that the inland vessels shall be
provided with or carried onboard; shall be in accordance with a national or international standard such as BIS/ ISO
etc.
5. Classification of vessels
For the purposes of these Rules the inland vessels shall be classified as per the following:
(1) Class I – Passenger vessels
(2) Class II – Cargo vessels and vessels other than those falling under Class I, Class III,8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(3) Class III - Non-self propelled vessels falling within the ambit of the definition under section 3 (y) (ii) of the
Act.
6. Life Saving Appliances
(1) An inland vessel of class I shall carry -
(a) Sufficient number of life-rafts and/ or buoyant apparatus to accommodate at least 100% number of
passengers and crew on board; The number of life rafts and buoyant apparatus may be as decided by the
Designated Authority depending on area of operation and rescue services available. In vessels of less than 24 m in
length, buoyant apparatus may be replaced with equivalent number of life buoys.
(b) One life jacket each for 100% of passengers and crew on board;
(c) Life jacket for infant, for 2.5% of total number of passengers certified to carry, where infant means person
below 15 kgs.
(d) Life jacket for child, for 10% of total number of passengers certified to carry and for the purpose of this
section, child means person other than infant and below 30kgs.
(e) At least four lifebuoys for vessels up to 24 meter length, six life buoys for vessel 24-45 meter length and 8
life buoys for vessels greater than 45 meter length. At least two of the life buoys shall be with self-igniting light
and buoyant line of 30m in length;
(f) All class I vessels with passenger capacity more than 100 should be provided with a line throwing apparatus
which includes not less than 3 projectiles with line each capable of carrying the line to a nominal range of 230
meters in calm weather
(g) Every vessel of Class I passenger capacity 200 and above and having length more than 45 m shall have at
least one rescue/ workboat with minimum passenger capacity of six persons, which shall be provided with
necessary equipment for launching on either side of the vessel. Rescue/workboats are to be maintained in working
condition by regular servicing and demonstrated during annual surveys.
(h) All crew should possess sufficient training in rescue and first aid; and
(i) All boats shall have search lights and hand torches.
(2) An inland vessel of class II shall carry –
(a) At least one life raft and /or buoyant apparatus to accommodate all crew for vessel over 10 meters. In vessels
of less than 24 m in length, buoyant apparatus may be replaced with equivalent number of life buoys.
(b) One life jacket for each person on board.
(c) At least two life buoys for vessels up to 24 meter length and four life buoys for above 24 meter of which one
shall be equipped with retro-reflective tapes and buoyant line of 30 m in length.
(3) A manned inland vessel of class III shall carry –
(a) One life jacket for each person on board; and
(b) At least two life buoys, one of which shall be equipped with self- switching light and buoyant line of 30m in
length.
7. Technical Requirements
(1) Every lifesaving appliances provided as per provisions of these rules shall meet the technical requirements
contained in National/ International Standards and such equipment shall be type approved by the designated authority
or a Classification Society who is a member of IACS.
All life-saving appliances shall be properly stowed as per the approved plan and maintained/serviced as per the
requirements of these Rules.
Life buoys, life rafts and buoyant apparatus should be placed on board in such a way as to be capable of being float -
free on submerging.
8. Operational readiness, maintenance and inspection
(1) Before any inland vessel leaves port and at all times during the voyage, all life-saving appliances on board shall be
in working order and ready for immediate use.
(2) Instructions for on-board maintenance of life-saving appliances shall be easily understood and illustrated where
possible.

(4) Inflatable life-rafts shall be serviced at intervals of not more than 12 months at an approved servicing station:
Provided that, in cases where the service of a vessel and the location of approved service station make it impossible to
comply with this requirement, the Designated Authority may allow this period to be extended but in no case shall the
extension of time period provided under this sub-rule, be greater than 6 months.
(5) A copy of the report of the inspection shall be retained on board.
9. Servicing of Life Saving Appliances
(1) Liferafts shall be serviced annually in accordance with the requirements of the Designated Authority or
Classification Society.
(2) Inflatable lifejackets shall be serviced at least every 2 years, and where any inflatable lifejackets are used on a
regular basis, they shall be serviced annually.
(3) Rescue/workboats are to be maintained in working condition by annual servicing and demonstrated during annual
surveys.
10. Public Address / General Alarm system - Communications
Class II and Class III (manned) vessels of more than 30 m in length, and all Class I vessels, shall be provided with a
general emergency alarm system, or a public address system, which can be used for broadcasting a general emergency
alarm and with respect to class I vessels, the Public Address system shall also meet the requirements in sub-rule (1) to
Rule 14.
11. Retro-reflective material
Life-saving appliances shall be fitted with retro-reflective material and the dimensions and location of the material
shall be in accordance with national/international standards,
12. Lock Transits
Vessels transiting locks shall ensure a means of raising alarm in the case of an emergency and must carry equipment
such as:
(1) safety harness and safety rope
(2) ladders and torches, as appropriate
(3) any other equipment or components as may be required by the Competent Authority from time to time.
13. Emergency Information and public address systems on Class I vessels
(1) Vessels are to be provided with a public address system, operable from at least one point that can be heard by all
persons onboard and all vessels carrying more than 100 passengers or more than 30 metres in length shall have a
public address system operable from at least two well separated points.
(2) In vessels carrying not more than 50 passengers in which the passengers have access to only one passenger
compartment or space, a portable loud hailer may be carried in lieu of the a public address system stipulated under
sub-rule(1) above.
(3) Entertainment systems shall be turned off automatically when the public address system is used and option
for manual shut off shall be available on vessels with loud hailers.
(4) The system shall be used to inform the passengers of the action they shall take in the event of an emergency
which could lead to the vessel being abandoned and such information, shall be given either prior to or immediately on
leaving the berth. The items listed in sub rule (7) are to be part of the information provided.
Explanation: In the case of vessels which operate regular ferry service of short duration where compliance would
result in very frequent broadcasting of the safety message, other arrangements will be considered by the Designated
authority and such arrangements may include drawing attention to the relevant safety notices and the like.
(5) A public address system shall be powered from the main source of electrical power and from an alternative
source of electrical power situated in a location remote from the main source and the battery back-up or spare batteries
shall be carried for loudhailers.
(6) Passenger Emergency Instructions notices shall be displayed in each passenger compartment and the number
to be displayed will depend on the layout of the compartments and the service the vessel is engaged in.
(7) The requirement of notices as stipulated in sub-rule (6) above, shall also be provided in waiting rooms and
terminals, where practicable and the information provided in a notice shall include:
(a) The method to be used to inform passengers that an emergency has occurred;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(b) The action they will be required to take;
(c) How to use the life-saving equipment;
(d) How to don a lifejacket; and
(e) Where lifejackets are carried.
14. Search and Rescue (SAR) Requirements for Class I vessels
(1) All passenger vessels carrying more than 50 passengers must carry an agreed and up to date plan for co-operation
with relevant Emergency Services for the vessel’s area of operation.
Explanation: The aim of the co-operation plan is to ensure that, in the event of an emergency, vessel’s staff and the
relevant authorities are able to work efficiently together to respond to an emergency.
(2) For the purpose of this Rule, brief details of the passenger vessel, the company and the SAR services must be
exchanged and maintained ready for use and shall include direct contact details.
(3) Exercises shall be undertaken periodically to test the plan’s effectiveness.
(4) Records of such exercises and names of participants shall be maintained.
15. Safety Equipment Plan
(1) All vessels of 24 m length and over are to have a Safety Equipment plan displayed on board showing the
location of various Life saving appliances and all the Fire Control and Fire Fighting Appliances fitted/carried on board
to be used in an emergency.
