का.जन.आ. 14(अ)– केन्द्रीय सरकार नौसेना अजधजनयम, 1957 (1957 का 62) की धारा 184 द्वारा प्रित्त
िजियों का प्रयोग करत े हुए, नौसेना समारोह, सेवा की ितें और प्रकीणण जवजनयम, 1963 का और उसमें संिोधन के जलए
जनम्नजलजखत जवजनयम बनाती ह,ै यथा-
1. (क) इन जवजनयमों का नाम नौसेना समारोह, सेवा की ित ेंऔर प्रकीण ण (संिोधन) जवजनयम, 2022 ह।ै
(ख) य े02 जसतंबर, 2022 को प्रवृत्त होंगे।
2. नौसेना समारोह, सवे ा की ित ेंऔर प्रकीणण जवजनयम, 1963 म ें(इस के पिचात कजथत जवजनयम संधर्भणत
होगा), जवजनयम 52 के स्ट्थान पर जनम्नजलजखत जवजनयम रखा िाएगा, यथा-
‘52. फ्लगै अफसर:नीचे नाजमत फ्लैग अफसर जनम्नजलजखत फ्लगै लगाएंगे :-
(1) एडजमरल ऑफ िी फ्लीट–एडजमरल ऑफ िी फ्लीटद्वारा अपन ेसमुजचत ध्वि के रूप म ेंमुख्य मस्ट्तलू
पर राष्ट्रीय ध्वि फहराया िाएगा।
(2) एडजमरल : (i) श् वते ध्वि जिसमें िंड के समीप भाग पर चार गहरे नीले रंग के जसतारे तथा केंर
में जद्व अष्टकोणीय स्ट्वर्णणम सीमा रेखाओं (एक मोटी और एक पतली) सजहत एक
नीले रंग का अष्टकोण होगा ।

(ii) इन रेखाओं म ें समाजहत होगा सुनहरा राष्ट्रीय प्रतीक जचह्न ( अिोक का ससंह

‘सत्यमेव ियते’) िो एक एकं र के िीर्ण पर जस्ट्थत होगातथा सनु हरी सीमा
वाली गहरे नील ेरंग की िील्ड पर अध्यारोजपत होगा।
(iii) िील्ड के नीचे अष्टकोण मेसुनहरे बॉडणर वाली गहरे ररबन पर िेवनागरी जलजप
में भारतीय नौसेना का आििण वाक्य ‘ि ंनो वरुण:’अंदकत होगा।
(3) वाइस एडजमरल : (i) श् वते ध्वि जिसमें िडं के समीप भाग पर तीन गहरे नीले रंग के जसतारे
तथा केंर म ें जद्व अष्टकोणीय स्ट्वर्णणम सीमा रेखाओं (एक मोटी और एक
पतली) सजहत एक नील े रंग का अष्टकोण होगा ।
(ii) इन रेखाओं म ें समाजहत ह ै सुनहरा राष्ट्रीय प्रतीक जचह्न ( अिोक
का ससंह चतुमुणख स्ट्तंभ िीर्ण जिसके नीच ेगहरे नीले रंग से िेवनागरी जलजप म ें
अंदकत ‘सत्यमेव ियते’) िो एक एंकर के िीर्ण पर जस्ट्थत होगा तथा सनु हरी

(4) ररयर एडजमरल : (i) श् वते ध्वि जिसमें िंड के समीप भाग पर िो गहरे नीले रंग के
जसतारे तथा केंर म ें जद्व अष्टकोणीय स्ट्वर्णणम सीमा रेखाओं (एक मोटी और
एक पतली) सजहत एक नीले रंग का अष्टकोण होगा।
(ii) इन रेखाओं म ें समाजहत ह ै सुनहरा राष्ट्रीय प्रतीक जचह्न (अिोक का

जनिेजित दकया गया ह ैके समान रहगे ा।
(ii) एडजमरल, वाइस एडजमरल तथा ररयर एडजमरल की कार के जलए, िैसा दक
उपरोि अनुछेि(2) स े अनछु ेि(4) मे जनिेजित दकया गया ह,ै ध्वि में िंड से परे भाग
म ें गहरे नील े जसतारे तथा केन्द्र में जद्व अष्टकोणीय स्ट्वर्णणम सीमा रेखाओं (एक मोटी
और, एक पतली) सजहत एक नीला अष्टकोण रहगे ा।
(iii) यह आउटलाईन एक ऐंकर के िीर् ण पर जस्ट्थत होगी तथा िील्ड के नीच े
अध्यारोजपत सुनहरे राष्ट्रीय प्रतीक जचह्न (अिोक का ससंह चतुमुणख स्ट्तंभ िीर्ण जिसके

तथा केन्द्र म ें जद्व अष्टकोणीय स्ट्वर्णणम सीमा रेखाओं (एक मोटी और एक
पतली) सजहत एक नील े रंग का अष्टकोण होगा।
(ii) यह आउटलाईन एक ऐंकर के िीर्ण पर जस्ट्थत होगी तथा िील्ड के
नीचे अध्यारोजपत सनु हरे राष्ट्रीय प्रतीक जचह्न (अिोक का ससंह चतुमुणख
स्ट्तंभ िीर् ण जिसके नीचे गहरे नीले रंग स े िेवनागरी जलजप में अदं कत ‘सत्यमेव

अष्टकोणीय स्ट्वर्णणम सीमा रेखाओं (एक मोटी और एक पतली) सजहत एक
नीले रंग का अष्टकोण होगा।
(ii) यह आउटलाईन एक ऐंकर के िीर्ण पर जस्ट्थत होगी तथा िील्ड के
नीचे अध्यारोजपत सनु हरे राष्ट्रीय प्रतीक जचह्न (अिोक का ससंह चतुमुणख
स्ट्तंभ िीर् ण जिसके नीचे गहरे नीले रंग स े िेवनागरी जलजप में अदं कत ‘सत्यमेव

4. जवजनयम 55 के उप जनयम (3) के स्ट्थान पर जनम्नजलजखत जवजनयम रखा िाएगा, यथा-
‘(3) (i) स्ट्वतंत्र रूप से अवजस्ट्थत प्रजतष्ठानों के कमान अफसर के रूप में कैप्टन रैंक के अफसर उनकी
कमान के अधीन आन े वाले क्षेत्रों या ठीक साथ लगे क्षेत्रों के भीतर वररष्ठ अफसर ध्वि कार झंडे के रूप म ें
लगा सकेंगे।
(ii) वररष्ठ अफसर का यह ध्वि एक श्वेत जत्रकोणीय ध्वि होगा जिसके केंर में जद्व अष्टकोणीय
स्ट्वर्णणम सीमा रेखाओं (एक मोटी और एक पतली) सजहत एक नीले रंग का अष्टकोण होगा।
(iii) यह आउटलाईन एक ऐंकर के िीर्ण पर जस्ट्थत होगी तथा िील्ड के नीच े अध्यारोजपत सुनहरे
राष्ट्रीय प्रतीक जचह्न (अिोक का ससंह चतुमुणख स्ट्तंभ िीर् ण जिसके नीच े गहरे नील े रंग स े िेवनागरी जलजप
में अंदकत ‘सत्यमेव ियते’) को घेरे होगी।
(iv) िील्ड के नीचे नेवी ब्लू बैकग्राउंड में सुनहरे बॉडणर वाले ररबन में नीले रंग के अष्टकोण में सनु हरे
रंग स े िेवनागरी जलजप में भारतीय नौसेना का आिि ण वाक्य ‘ि ं नो वरुण:’अंदकत ह।ै नौसेना अध्यक्ष इस
प्रकार के कार ध्वि को फ्लाई करने के जलए प्राजधकृत प्राजधकरण को आवश्यक अनुिेि िारी करेंगे।‘
5. जवजनयम 56 के स्ट्थान पर जनम्नजलजखत जवजनयम को रखा िाएगा, यथा-
‘56. कॉनवॉय कमोडोर का ध्वि:(i)कॉनवॉय कमोडोर श्वेत ध्वि धारण करेगा जिसमे िडं के समीप भाग मेंएक
नेवी ब्लू जसतारा तथा केन्द्र म ें जद्व अष्टकोणीय स्ट्वर्णणम सीमा रेखाओं (एक
मोटी और एक पतली) सजहत एक नील े रंग का अष्टकोण होगा।
(ii) यह आउटलाईन एक ऐंकर के िीर्ण पर जस्ट्थत होगी तथा िील्ड के

का आिि ण वाक्य ‘ि ंनो वरुण:’ अंदकत होगा ।
6. जवजनयम 66 के उप जनयम (1) के स्ट्थान पर खंड (क) के जलए जनम्नजलजखत जवजनयम रखा िाएगा, यथा-
(क) श्वते पोत ध्वि: (i) श्वेत रंग का पोत जिसमें िडं की ओर तथा ऊपरी बाएं जहस्ट्स े में राष्ट्रीय ध्वि
होगा ।
(ii) पोत ध्वि के फ्लाई की ओर केंर म ें (िडं से िरू ) एक नील े रंग का अष्टकोण
बनाया गया ह।ै
(iii) श्वेत ध्वि जिसमें िडं के समीप भाग पर िो गहरे नील े रंग के जसतारे तथा
केन्द्र म ें जद्व अष्टकोणीय स्ट्वर्णणम सीमा रेखाओं (एक मोटी और एक पतली) सजहत एक
नीले रंग का अष्टकोण होगा । इन रेखाओं में सुनहरा राष्ट्रीय प्रतीक जचह्न (अिोक का
ससंह चतुमुणख स्ट्तंभ िीर्ण जिसके नीचेगहरे नीले रंग से िेवनागरी जलजप म ें अंदकत
‘सत्यमेव ियते’) िो एक एंकर के िीर् ण पर जस्ट्थत होगा तथा सनु हरीसीमा वाली गहरे
नील ेरंग की िील्ड पर अध्यारोजपत होगा।
(iv) िील्ड के नीचे अष्टकोण मे सनु हरे बॉडरण वाली गहरे ररबन पर िेवनागरी
जलजप में भारतीय नौसेना का आििण वाक्य ‘ि ं नो वरुण:’ अंदकत होगा । श्वेत पोत
ध्वि जवजनयम 70 म ेंजवजनर्िष्टण रीजत में प्रिर्िणत दकया िाएगा।
7. (6) जवजनयम 67 के उप जनयम (1) के स्ट्थान पर जनम्नजलजखत जवजनयम रखा िाएगा, यथा-
“67. मस्ट्तलू जिखर ध्वि– (i) कमीिन में सभी भारतीय नौसेना पोत िब वे दकसी कायणपालक अफसर
के कमान म ें हो और िब इनके ऊपर कोई जवजिस्ट्त ध्वि न लगा हो, फ्लाई
की ओर सूंडाकार होती हुई श्वेत ररबन समक्ष ध्वि को मख्ु य मस्ट्तूल के जिखर
पर फहरायगे। इस पताका के ऊध्वाणधर केंर तथा िडं के दकनारे स े छह गनु ा
चोढ़ाइ जितनी िरू ी पर जद्व अष्टकोणीय स्ट्वर्णणम सीमा रेखाओं (एक मोटी
और एक पतली) सजहत एक नीले रंग का अष्टकोण होगा।
(ii) यह आउटलाईन एक ऐंकर के िीर्ण पर जस्ट्थत तथा िील्ड के नीचे
अध्यारोजपत सुनहरे राष्ट्रीय प्रतीक जचह्न (अिोक का ससंह चतुमुणख स्ट्तंभ

S.R.O. 14(E).—In exercise of the powers conferred by section 184 of the Navy Act, 1957 (62 of
1957), the Central Government hereby makes the following regulations further to amend the Naval
Ceremonial, Conditions of Service and Miscellaneous Regulations, 1963, namely: -
1. (1) These regulations be called the Naval Ceremonial, Conditions of Service and
Miscellaneous (Amendment) Regulations, 2022.
(2) They shall come into force with effect from 2ndSep, 2022.
2. In the Naval Ceremonial, Conditions of Service and Miscellaneous Regulations, 1963,
(hereinafter referred to as the said regulations), for regulation 52, the following regulation shall be
substituted, namely: -
‘52. Flag Officers.– The following flags shall be worn by Flag Officers, namely:-
(1) Admiral of the Fleet: The National Flag shall be flown at the main by an
Admiral of the Fleet as his proper flag.
(2) Admiral:(i) A white flag with four Navy Blue Stars next to the staff anda
blue octagon in the centre with twin golden octagonal border-lines (one
thick and one thinner).
(ii) The border-linesshall encompass the golden National Emblem (Lion
Capital of Ashoka – with ”SatyamevaJayate” in blue Devnagiri script)
resting atop an anchor and superimposed on agolden-bordered blue shield.
(iii) Below the shield, within the blue octagon, in a golden bordered
ribbon, on a Navy Blue background shall be inscribed the motto of the
Indian Navy “Sam No Varunah” in golden Devnagiriscript.
(3) Vice Admiral: (i) A white flag with three Navy Blue Starsnext to the
staff and a blue octagon in the centre with twin golden octagonal border-
lines (one thick and one thinner).
(ii) The border-lines encompass the golden National Emblem (Lion
Capital of Ashoka – with “Satyameva Jayate” in blue Devnagiri script)
resting atop an anchor and superimposed on a golden – bordered
blueshield.
(iii) Below the shield, within the blue octagon, in a golden bordered
ribbon, on a Navy Blue background, shall be inscribed the motto of the
Indian Navy “Sam No Varunah” in golden Devnagiriscript.
(4) Rear Admiral:(i) A white flag with two Navy Blue Stars next to the staff
and a blue octagon in the centre with twin golden octagonal border-lines
(one thick and one thinner).
(ii) The border-lines shall encompass the golden National Emblem (Lion
Capital of Ashoka – with “Satyameva Jayate” in blue Devnagiri script)
resting atop an anchor and superimposed on a golden - bordered blue
shield.
(iii) Below the shield, within the blue octagon, in a golden bordered ribbon,
on a Navy Blue background, shall be inscribed the motto of the Indian
Navy “Sam No Varuna” in golden Devnagiri script.
(5) Car Flags: – (i) The Car Flag for Admiral of the Fleet shall be the same
as specified in clause (1).
(ii) The Car Flags for Admiral, Vice Admiral and Rear Admiral shall have
Navy Blue Stars on the side away from the staff as per rank respectively as6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC.4]
specifiedin clauses (2) to (4) above) and in the centre a blue octagon with
twin golden octagonal border-lines (one thick and one thinner).
(iii) The border-linesshall encompass the golden National Emblem (Lion
Capital of Ashoka – with “Satyameva Jayate” in blue Devnagiri script)
resting atop an anchor and superimposed on a golden - bordered blue
shield.
(iv) Below the shield, within the blue octagon, in a golden bordered ribbon,
on a Navy Blue background, shall be inscribed the motto of the Indian
Navy “Sam No Varunah” in golden Devnagiri script.
(3) In the said regulations, for regulation 54, the following regulation shall be
substituted namely: -
‘54. (1) Commodore: – (i) A white flag withone Navy Blue Star next to the staff
and a blue octagon in the centre with twin golden octagonal border-lines (one thick
and one thinner).
(ii) The border-linesshall encompass the golden National Emblem (Lion Capital of
Ashoka – with “Satyameva Jayate” in blue Devnagiri script) resting atop an anchor
and superimposed on a golden - bordered blue shield.
(iii) Below the shield, within the blue octagon, in a golden bordered ribbon, on a
Navy Blue background, shall be inscribed the motto of the Indian Navy “Sam No
Varunah” in golden Devnagiri script.
(2) Commodore’s Car Flag:–(i) A white flag with one Navy Blue Star on the
fly away from the staff and a blue octagon in the centre with twin golden
octagonal border-lines (one thick and one thinner).
(ii) The border-linesshall encompass the golden National Emblem (Lion
Capital of Ashoka – with ”Satyameva Jayate” in blue Devnagiri script)
resting atop an anchor and superimposed on a golden - bordered blue shield.
(iii) Below the shield, within the blue octagon, in a golden bordered ribbon,
on a Navy Blue background, shall be inscribed the motto of the Indian Navy
“Sam No Varunah” in golden Devnagiri script.
(4) In the said regulations, in regulation 55, for sub-regulation (3) the following sub-
regulation shall be substituted, namely: -
‘(3) (i) Officers of the rank of Captain as Commanding Officer of establishments
independently located shall fly the Senior Officers’ Flag as their car flag within the
areas or in the immediate vicinity of the areas under their command.
(ii) The Senior Officers’ Flag shall be a white triangular flag having at its centre, a
blue octagon with twin octagonal border-lines (one thick and one thinner).
(iii) The border-linesshall encompass the golden National Emblem (Lion Capital of
Ashoka – with “Satyameva Jayate” in blue Devnagiri script) resting atop an anchor
and superimposed on a golden - bordered blue shield.
(iv) Below the shield, within the blue octagon, in a golden bordered ribbon, on a
Navy Blue background, shall be inscribed the motto of the Indian Navy “Sam No
Varunah” in golden Devnagiriscript.
(v) The Chief of the Naval Staff may issue necessary instructions regarding
authorities authorised to fly such car flags.’
(5) In the said regulations, for regulation 56, the following regulation shall be
substituted, namely: -
‘56. Convoy Commodore’s Flag – (1) The Convoy Commodore shall wear a
white flag with one Navy Blue Star next to the staff and a blue octagon in the
centre with twin golden octagonal border-lines (one thick and one thinner).[भाग II—खण् ड 4] भारत का रािपत्र : असाधारण 7
(2) The border-linesshall encompass the golden National Emblem (Lion Capital of
Ashoka – with “Satyameva Jayate” in blue Devnagiri script) resting atop an anchor
and superimposed on a golden - bordered blue shield.
(3) Below the shield, within the blue octagon, in a golden bordered ribbon, on a
Navy Blue background, shall be inscribed the motto of the Indian Navy ‘Sam No
Varunah’ in golden Devnagiri script.’
(6) In the said regulations, in regulation 66, for sub regulation (1), for clause (a), the
following shall be substituted, namely:-
“(a) White Ensign: – (i) An Ensign of White colour with the National Flag in
the upper left canton of the Ensign towards the staff.
(ii) A blue octagon is placed at the centre of the fly side (away from the staff) of
the ensign.
(iii) The blue octagon has twingolden octagonal border-lines (one thick and one
thinner) encompassing the golden National Emblem (Lion Capital of Ashoka -
with “Satyamev Jayate” in blue Devnagiri script) resting atop an anchor and
superimposed on agolden - bordered blue shield.
(iv) Below the shield, within the octagon, in agolden borderedribbon, on a Navy
Blue background,shall be inscribed the motto of the Indian Navy “Sam No
Varunah” in golden Devnagiri script.
(v) The White Ensign shall be displayed in the manner as specified in regulation
70.’
(7) In the said regulations, in regulation 67, for sub – regulation (1), the following sub-
regulation shall be substituted, namely: -
‘67. Masthead Pennant – (1) All Indian Naval Ships on commission, when
commanded by an executive officer, and when not wearing a flag, shall fly at the
main masthead a white ribbon like pennant tapering towards the fly side, having at
its vertical centre and six times the width from the staff edge, a blue octagon with
twin golden octagonal border-lines (one thick and one thinner).
(2) The border-linesshall encompass the golden National Emblem (Lion Capital of
Ashoka – with “SatyamevaJayate” in blue Devnagiri script) resting atop an anchor
and superimposed on a golden - bordered blueshield.
(3) Below the shield, within the blue octagon, in a golden bordered ribbon, on a
Navy Blue background, shall be inscribed the motto of the Indian Navy “Sam No
Varunah” in golden Devnagiriscript.
