और िबदक, उक्त रािपत्र अजधसूचना की प्रजतया ं 10 िनू , 2026 को िनता को उपलब्ध करा िी गई थी; और िबदक उि प्रारूप जनयमों के संबंध में िनता से प्राप्त आपजियों और सुझावों पर केंद्रीय सरकार द्वारा जवचार दकया गया;

7281 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अतः अब, केन्‍द द्रीय सरकार, जवस्ट् फोटक अजधजनयम 1884 (1884 का 4) की धारा 5 और 7 द्वारा प्रित् त िजियों का प्रयोग करते हुए, गैस जसलेंडर जनयम, 2016 का और संिोधन करने के जलए जनम् नजलजखत जनयम बनाती ह,ै अथाधत ः-

1. सजं क्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम गैस जसलेंडर (तीसरा संिोधन) जनयम, 2026 ह।ै

(2) ये रािपत्र में इनके अंजतम रूप से प्रकािन की तारीख से प्रवृत् त होंगे।

2. गैस जसलेंडर जनयम, 2016 (जिसे इसके पश्चात उि जनयम कहा िाएगा) के जनयम 6, उप-जनयम

(4) में, जनम्नजलजखत परंतुक अंतःस्ट्थाजपत दकया िाएगा, अथाधत ; "परंतु सीएनिी/सीबीिी को मोटर वाहनों या इन जनयमों के प्ररूप छ की ितध 22 की उप-ितध

(iv) में जवजनर्िधष्ट उपकरणों में जवतररत दकया िा सकेगा।

3. उि जनयमों में, प्ररूप छ में, ‘ितध’ िीर्धक के अधीन, ितध 21 के पश्चात, जनम्नजलजखत ितध अंतःस्ट्थाजपत की िाएगी, अथाधत: - “22. सीएनिी/सीबीिी मोबाइल रीफ्यूललंग यूजनट (एमआरयू) के जलए अजतररि ितें- (1) सीएनिी एमआरयू उस जसटी गैस जडस्ट्रीब्यूिन कंपनी (सीिीडी कंपनी) के स्ट्वाजमत्व वाली होगी जिसे संबंजधत भौगोजलक क्षेत्र के जलए प्राजधकृत दकया गया हो और इसमें ‘मुख्य जवस्ट्फोटक जनयंत्रक’ द्वारा अनुमोदित असेंबली िाजमल होगी, जिसमें स्ट्टोरेि कैस्ट्केड, जवतरण प्रणाली, पाइलपंग, होज़, प्रिे र-रेगुलेटटंग जडवाइस, सेफ्टी दफटटंग, ईएसडी जसस्ट्टम, लेआउट, प्रचालन प्रदिया और आपातकालीन जस्ट्थजत से जनपटने की व्यवस्ट्था होगी।

(2) सीबीिी एमआरयू का स्ट्वाजमत्व प्ररूप ङ और च के अधीन एक लाइसेंसधारी के पास होगा और इसमें मुख्य जनयंत्रक द्वारा अनुमोदित एक असेंबली िाजमल होगी, जिसमें सीएनिी स्ट्टोरेि कैस्ट्केड, जडस्ट्पेंलसंग यूजनट, पाइलपंग, होज़, प्रेिर-रेगुलेटटंग जडवाइस, सफ्े टी दफटटंग, ईएसडी जसस्ट्टम, लेआउट, प्रचालन प्रदिया और आपातकालीन जस्ट्थजत से जनपटने की व्यवस्ट्था होगी। (क) सीएनिी/सीबीिी एमआरयू में कम से कम िो आसानी से पहुचं वाले स्ट्थलों पर मैन्‍दयुअली प्रचाजलत होने वाला 'फेल-सेफ' इमरिेंसी िट डाउन (ईएसडी) जसस्ट्टम लगा होगा और यह जसस्ट्टम कैस्ट्केड और जडस्ट्पेंलसंग लाइनों को अलग करने में सक्षम होगा और इसका जवजनमाधता द्वारा जनधाधररत प्रदिया के अनुसार समय-समय पर परीक्षण दकया िाएगा तथा सदिय होने पर यह सीएनिी/सीबीिी आपूर्तध के स्रोतों को अलग करने या बंि करन े और भरन े की प्रदिया को तुरंत रोकने म ें सक्षम होगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (ख) सीएनिी/सीबीिी को इस ितध की उप-ितध (iv) में जवजनर्िधष्ट मोटर वाहनों या उपकरणों को ईंधन टैंक के रूप में लगाए गए सीएनिी/सीबीिी गैस जसलेंडरों में ही जवतररत दकया िाएगा और मुख्य जनयंत्रक द्वारा सम्यक रूप से अनुमोदित दकया िाएगा और ऐसे जसलेंडरों को भरना, जनयम 3 के उप-जनयम (1) के अधीन िारी वैध भरने की अनुमजत के अधीन दकया िाएगा, और िहा ं भी अपेजक्षत हो, वैध अनुमजत या अनुमोिन मुख्य जनयंत्रक या संबंजधत सक्षम सांजवजधक प्राजधकरण से प्राप्त दकया िाएगा। (ग) सीएनिी/सीबीिी को केवल ऑन-बोडध सीएनिी/सीबीिी गैस जसलेंडरों में भरा िाएगा, जिन्‍दह ें ईंधन टैंकों के रूप में जनम्नानुसार लगाया िाएगा-

(i) खान अजधजनयम, 1952 (1952 का 35) के अंतगधत आन े वाली खानों के क्षेत्र के भीतर या पिन, पोत पररवहन और िलमागध मंत्रालय द्वारा अजधसूजचत पिनों के भीतर सचं ालन करने वाले गैर-पररवहन वाहन;

(ii) भारतीय रेलव े के लोकोमोरटव;

(iii) समुद्री बोडध, भारतीय अंतििे ीय िलमागध प्राजधकरण, संबंजधत पिन प्राजधकरण अथवा अन्‍दय सक्षम समुद्री अथवा अंतिेिीय िलमागध प्राजधकरण, िैसा लागू हो, द्वारा अनुमोदित अंतिेिीय अथवा समुद्री िलमागों पर संचाजलत िहािों या नौकाओं; अथवा

(iv) केंद्रीय सरकार और मुख्य जनयंत्रक द्वारा प्राजधकृत परीक्षण प्रयोगिालाओं में परीक्षण दकए गए इंिनों, असाधारण पररजस्ट्थजतयों में, जलजखत रूप में कारण अजभजलजखत करते हुए तथा ऐसे अजतररि सुरक्षा उपायों, स्ट्थल जनरीक्षण, िोजखम आकलन एवं अन्‍दय ितों के अधीन, जिन्‍दह ें वह जवजनर्िधष्ट करे, भारी उपकरण और मिीनरी या अन्‍दय भारी वाहनों के ऑन-बोडध सीएनिी/सीबीिी गैस जसलेंडरों में ईंधन पुनधभरण की अनुमजत िे सकेंग,े जिन्‍दह ें ईंधन जवतरण स्ट्टेिनों पर नहीं लाया िा सकता ह।ै (घ) सीएनिी/सीबीिी एमआरयू केवल सीएनिी मिर स्ट्टेिन के जनर्िधष्ट क्षेत्र म ेंया प्ररूप ङ और च म ेंलाइसेंस प्राप्त सीएनिी/सीबीिी पररसर में भरा या चािध दकया िाएगा और अनुमोदित लेआउट में ििाधया िाएगा और एमआरय ू को, यथाजस्ट्थजत सीएनिी मिर स्ट्टेिन या प्ररूप ङ और च के अधीन लाइसेंस प्राप्त पररसर, उनके एमआरयू जववरण और उस पररसर के लाइसेंस में आव‍यक संिोधन के साथ प्राप्त दकया िाएगा, जिससे एमआरयू िुडा हुआ ह।ै (ङ) सीएनिी मिर/डॉटर/डॉटर-बूस्ट्टर स्ट्टेिन/ऑनलाइन स्ट्टेिन के जसवाय, केवल प्ररूप छ में लाइसेंस प्राप्त पररसर में सीएनिी/सीबीिी एमआरयू, सीएनिी/सीबीिी को मोटर वाहनों या इस ितध की उप-ितध (iv) में जवजनर्िधष्ट उपकरणों में लगाए गए ऑन-बोडध सीएनिी/सीबीिी गैस जसलेंडरों को ईंधन टैंक के रूप में जवतररत करेगा।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (च) इस प्ररूप की सारणी 1क के होते हुए भी, सीएनिी/सीबीिी जवतरण प्रचालन के िौरान, सीएनिी/सीबीिी एमआरयू के आस-पास जवजहत सुरक्षा िरू ी को नीचे जवजनर्िधष्ट न्‍दयूनतम िरू ी के अनुसार हर समय बनाए रखा िाएगा:

गैस कैस्ट्केड इकाइयों की कुल िल क्षमता (लीटर में) भवनों और उनकी सीमाओं से न्‍दयूनतम िरू ी (मीटर में) 4500 तक 4.0 4500 स े अजधक और 5.0 रटप्पणः मुख्य जनयंत्रक साविध जनक सडकों, प्रज्वलन स्रोतों, ओवरहडे जवद्युत लाइनों, नाजलयों, बेसमेंट, खतरनाक भंडारण या अन्‍दय असुरजक्षत स्ट्थानों से अजधक िरू ी जवजनर्िधष्ट कर सकेगा। (छ) 10,000 लीटर से अजधक की कुल िल क्षमता वाल े दकसी भी सीएनिी/सीबीिी एमआरयू का उपयोग तब तक नहीं दकया िाएगा िब तक दक अजतररि सरु क्षा उपायों के साथ उसे मुख्य जनयंत्रक द्वारा जविेर् रूप से अनुमजत न िी िाए। (ि) जवतरण क्षेत्र को अप्राजधकृत व्यजियों की पहुचं स े रोकने के जलए बाड (बैररकेलडंग, चेन-ललंक बाड, कोन या अन्‍दय भौजतक बाधाओं सजहत, अंग्रेिी, लहिं ी और स्ट्थानीय भार्ा में स्ट्पष्ट चेतावनी संकेत हों) िैस े भौजतक साधनों द्वारा सुरजक्षत दकया िाएगा। सीएनिी/सीबीिी एमआरय ू प्रचालन प्रत्यक्ष रूप से संबंजधत कायकध लापों के अलावा जवतरण क्षेत्र में अन्‍दय कायधकलापों को अनुमजत प्रिान नहीं की िाएगी। (झ) जवतरण क्षेत्र के भीतर धम्रू पान, आग िलान,े मोबाइल फोन का उपयोग, हॉट-वकध, अप्राजधकृत जवद्युत उपकरण और सावधिजनक पहुचं प्रजतबंजधत होगी। (ञ) ईंधन पुनभधरण का कायध सीिीडी इकाई या प्ररूप ङ और च के अधीन लाइससें धारी के कम-से-कम एक प्राजधकृत एवं प्रजिजक्षत उिरिायी व्यजि की उपजस्ट्थजत तथा उसके प्रत्यक्ष पयधवेक्षण में दकया िाएगा, जिनके प्रजिक्षण अजभलेख सुरजक्षत रखे िाएंग े तथा मांगे िान े पर प्रस्ट्तुत दकए िाएंगे, िो सीएनिी/सीबीिी से संबंजधत िोजखमों तथा जनयमों के संगत प्रावधानों और प्रपत्र-छ म ें लाइसेंस की ितों का समुजचत ज्ञान रखता हो। (ट) सीएनिी/सीबीिी एमआरयू के भरण का संचालन कायध सीिीडी कंपनी या प्ररूप ङ और च के अधीन ऐसे उिरिायी व्यजि या लाइसेंसधारी के प्रत्यक्ष पयधवेक्षण में दकया िाएगा, जिसे सीएनिी/सीबीिी के सरु जक्षत प्रबंधन एवं संजवतरण के संबंध में सम्यक प्रजिक्षण प्राप्त हो। (ठ) सीएनिी/सीबीिी एमआरयू के कैस्ट्केड के जसलडें रों का जडिाइन आईएस-7285, आईएसओ-9809, आईएसओ-11119 अथवा मुख्य जनयंत्रक द्वारा स्ट्वीकायध दकसी अन्‍दय संजहता के अनुरूप होगा तथा उनका अजधकतम अनुमत कायधकारी िाब 250 बार गेि से अजधक नहीं होगा, अथवा ऐसा िाब होगा जिसे मुख्य जनयंत्रक द्वारा जविेर् रूप से अनुमोदित दकया गया हो और उि जसलेंडरों का समय-समय पर इन जनयमों के अनुसार परीक्षण, जनरीक्षण एवं प्रमाणीकरण दकया िाएगा; वाल्व, प्रेिर ररलीव जडवाइस (पीआरडी) तथा दफटटंग्स अनुमोदित प्रकार के होंगे।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (ड) सीएनिी/सीबीिी एमआरयू से सीएनिी/सीबीिी के स्ट्थानातं रण हते ु प्रयुि होि एवं कपललंग्स सीएनिी/सीबीिी सेवा के जलए उपयुि होंगे, यांजत्रक तथा जवद्युत रूप से सतत होंगे तथा उनका न्‍दयूनतम ब्रस्ट्ट प्रेिर, अजधकतम पररचालन िाब के चार गुना से कम नहीं होगा और इनका समय-समय पर िाब परीक्षण/ररसाव परीक्षण दकया िाएगा तथा इनमें ब्रेकअवे कपललंग, अजतररि प्रवाह जनयंत्रण अथवा त्वररत िट-ऑफ व्यवस्ट्था तथा उपयुि बॉलन्‍दडंग/अर्थिंग व्यवस्ट्था लगी हुई होगी। (ढ) सीएनिी/सीबीिी के पनु भधरण हते ु प्रस्ट्ताजवत वाहनों की सूची का सत्यापन महाजनिेिक, खान सरु क्षा, पिन संरक्षक, संबंजधत रेल प्रिासन, भारतीय अंतिेिीय िलमागध प्राजधकरण या अन्‍दय दकसी ऐसे अन्‍दय सक्षम प्राजधकारी द्वारा दकया िाएगा, जिसके अजधकार क्षेत्र में संबंजधत पररसर जस्ट्थत ह ैं तथा िहा ं उि वाहनों का सचं ालन दकया िाना ह ै और अनुमोदित सूची को स्ट्थल पर रखा िाएगा तथा दकसी नए वाहन/उपकरण में ईंधन पुनधभरण से पूव ध उसे अद्यजतत दकया िाएगा। (ण) सीएनिी/ सीबीिी एमआरयू के आिान-प्रिान के कायध के िौरान ईंधन भरन े की गजतजवजध पूणधतः जनलंजबत रखी िाएगी और सभी वाल्व बंि रखे िाएंगे, िहां अपेजक्षत हो संजवतरण प्रणाली को िाब-मुि दकया िाएगा, ईएसडी को सदिय रखा िाएगा तथा सुरक्षा क्षेत्र में दकसी भी अप्राजधकृत व्यजि के उपजस्ट्थत रहने की अनुमजत नहीं होगी। (त) सीएनिी/सीबीिी जवतरण क्षेत्र का पता लगाया िाएगा और उसका रख-रखाव दकया िाएगा तादक फायर टेंडर, एम्बुलेंस और इमरिेंसी ररस्ट्पांस वाहनों तक पहुचं सजहत इमरिसें ी ररस्ट्पांस वाहनों की जनबाधध पहुचं और संचालन सुजनजश्चत दकया िा सके। (थ) वाहन के सीएनिी/सीबीिी एमआरयू, होि, कपललंग या ईंधन टैंक से सीएनिी/सीबीिी के ररसाव को रोकन े के जलए हर संभव सावधानी बरती िाएगी और कोई भी जवतरण तब तक आरंभ नहीं होगा िब तक दक होि, कपललंग, वाल्व, जडस्ट्पेंसर और ररसीलवंग फ्यूल जसस्ट्टम की वास्ट्तजवक रूप स े िांच नहीं की िाती ह ै और ररसाव- मुि नहीं पाया िाता ह।ै (ि) आपात जस्ट्थजत के मामले में कायाधन्‍दवयन के जलए प्रत्यके स्ट्थल हते ु स्ट्थल-जवजिष्ट आपातकालीन योिना तैयार की िाएगी, और ऐसी आपातकालीन योिना की प्रजत जिला मजिस्ट्रेट, स्ट्थानीय अजििमन सेवा, पुजलस प्राजधकरण और क्षेत्राजधकार जनयंत्रक/मख्ु य जनयंत्रक, िैसा जवजनर्िधष्ट दकया िाए, को प्रस्ट्तुत दकया िाएगा; स्ट्थल पर प्रिर्िधत दकया िाएगा, ऑपरेटरों को सूजचत दकया िाएगा, और समय-समय पर मॉक जिल के माध्यम से िांच की िाएगी। (ध) सीएनिी/सीबीिी एमआरयू का उपयोग सावधिजनक सडकों, आवासीय क्षेत्रों, वाजणजज्यक पार्किंग क्षेत्रों, बेसमेंट, संलि पररसर या दकसी भी स्ट्थान पर सावधिजनक खुिरा जवतरण के जलए नहीं दकया िाएगा, जिसके जलए जविेर् रूप से अनुमोिन प्रिान न दकया गया हो।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (न) प्ररूप ङ और च के अधीन लाइसेंसधारी या सीिीडी इकाई, सीएनिी/सीबीिी एमआरयू भरने, जवतरण, प्रेिर रीलडंग, वाहन/उपकरण जववरण, ऑपरेटर जववरण, ररसाव िांच, ईएसडी िांच, होि परीक्षण, रख-रखाव, कमी, मरम्मत और िघु धटनाओं का अजभलेख बनाए रखेगी। ऐसे अजभलेख मांगे िाने पर जनरीक्षण प्राजधकारी के समक्ष प्रस्ट्तुत दकए िाएंगे। (प) आवािाही के िौरान, सीएनिी/सीबीिी एमआरयू इन जनयमों और तत्समय प्रवृत दकसी भी अन्‍दय लागू जवजध के अधीन लागू पररवहन प्रावधानों का अनुपालन करेगा। स्ट्पष्टीकरण- अजतररि ितों के प्रयोिनों के जलए, “सीएनिी/सीबीिी मोबाइल ररफ्यूललंग यूजनट” या “ सीएनिी/सीबीिी एमआरय”ू से अजभप्रेत ह ै एक मोबाइल असेंबली जिसमें सीएनिी/सीबीिी स्ट्टोरेि कैस्ट्केड, जडस्ट्पेंलसंग यूजनट, पाइलपंग, होसेस, कपललंग, वाल्व, प्रेिर रेगुलेटटंग जडवाइस, सेफ्टी दफटटंग, इमरिेंसी िट डाउन जसस्ट्टम और अन्‍दय संबंजधत उपकरण िाजमल हैं, िो वाहन, रेलर, जस्ट्कड या दकसी अन्‍दय मोबाइल प्लेटफॉमध पर लग े ह,ैं जिसका आिय सीएनिी/सीबीिी ईंधन जसलेंडर या ईंधन प्रणाजलयों में सीएनिी/सीबीिी को ऐसे प्रयोिन के जलए जविेर् रूप से अनुमोदित साइट पर जवतररत करना ह।ै [फा. सं. पी-13033/32/2021-जवस्ट्फोटक-भाग(3)] डॉ. कािल, संयुक् त सजचव रटप्प णः मूल जनयम, भारत के रािपत्र, असाधारण, भाग-II, खंड 3, उप खंड (i) में, अजधसूचना संख्या 1081 (अ), तारीख 22 नवंबर, 2016 द्वारा प्रकाजित दकए गए थे और इसके पश्चात इसमें जनम्नानुसार संिोधन दकया गयाः-

NOTIFICATION New Delhi, the 21st September, 2026 G.S.R. 831(E).— Whereas, the draft rules further to amend the Gas Cylinders Rules, 2016, were published, as required under sub-section (1) of section 18 of the Explosives Act, 1884 (4 of 1884), vide notification of the Government of India in the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade), number G.S.R. 461 (E), dated 10th June, 2026, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-

section (i), inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date on which copies of the Gazette containing the said notification were made available to the public;

And whereas, copies of the said Gazette notification were made available to the public on 10th June, 2026;

And whereas, the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government;

Now, therefore, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1884), the Central Government hereby makes the following rules further to amend the Gas Cylinders Rules, 2016, namely: –

1. Short title and commencement. – (1) These rules may be called the Gas Cylinder (Third Amendment) Rules, 2026.

(2) They shall come into force on the date of their final publication in the Official Gazette.

2. In the Gas Cylinder Rules, 2016 (hereinafter referred to as the said rules), in rule 6, sub-rule (4), the following proviso shall be inserted, namely: – “Provided that CNG/CBG may be dispensed into motor vehicles or the equipment specified in sub-condition (iv) of Condition 22 of Form G of these rules.”.

3. In the said rules, in Form G, under the heading ‘CONDITIONS’, after condition 21, the following condition shall be inserted, namely:– “22. Additional conditions for CNG/CBG Mobile Refueling Units (MRUs). – (1) A CNG MRU shall be owned by a City Gas Distribution company (CGD company), authorised for the concerned geographical area and shall comprise an assembly approved by the Chief Controller, including its storage cascade, dispensing system, piping, hoses, pressure-regulating devices, safety fittings, ESD system, layout, operating procedure and emergency response arrangement.

(2) The CBG MRU shall be owned by a licensee under Form E&F and shall comprise an assembly approved by the Chief Controller, including its storage cascade, dispensing system, piping, hoses, pressure-regulating devices, safety fittings, ESD system, layout, operating procedure and emergency response arrangement.

(a) A CNG/CBG MRUs shall be equipped with a fail-safe, manually operable Emergency Shut Down (ESD) system, operable from at least two accessible locations, capable of isolating the cascade and dispensing lines, and of shutting off the CNG/CBG supply sources and immediately terminating dispensing operations when activated, and tested periodically in accordance with the manufacturer's procedure.

(b) CNG/CBG shall be dispensed only into on-board CNG/CBG gas cylinders fitted, as fuel tanks, to motor vehicles or equipment specified in sub-condition (iv) of this Condition and duly approved by the Chief Controller and the filling of such cylinders shall be carried out under a valid filling permission issued under sub-rule (1) of

rule 3, and valid permission or approval, wherever required, shall be obtained from the Chief Controller or the competent statutory authority concerned.

(c) CNG/CBG shall be dispensed only into the on-board CNG/CBG gas cylinders, fitted as fuel tanks, of –

(i) non-transport vehicles operating within the area of mines covered under the Mines Act, 1952 (35 of

1952) or within ports notified by the Ministry of Ports, Shipping and Waterways;

(ii) locomotives of the Indian Railways;

(iii) ships or boats operated on inland or seaborne waterways, approved by the Maritime Board, the Inland Waterways Authority of India, the port authority concerned or any other competent maritime or inland waterways authority, as applicable; or

(iv) engines under test at testing laboratories authorized by the Central Government and the Chief Controller may, in exceptional circumstances, for reasons to be recorded in writing and subject to such additional8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] safeguards, site inspection, risk assessment and conditions as he may specify, permit the refueling of on- board CNG/CBG gas cylinders of heavy equipment and machinery or other heavy vehicles that cannot be brought to the fuel dispensing stations.

(d) The CNG/CBG MRU shall be filled or charged only in the designated area of a CNG mother station or filling premises for CNG/CBG licensed in Form E&F, and shown in the approved layout and the MRUs shall be attached to the CNG mother station, or premises licensed under Form E&F, as the case may be, along with their MRU details and necessary amendments in the licence of the premises to which the MRU is attached shall be obtained.

(e) The CNG/CBG MRU shall dispense CNG/CBG into on-board CNG/CBG gas cylinders fitted to motor vehicles or equipment specified in sub-condition (iv) of this Condition, as fuel tanks, only in the premises licensed in Form G, except CNG mother/daughter/daughter-booster station/online station.

(f) Notwithstanding Table I-A of this Form, during CNG/CBG dispensing operations, the prescribed safety distance around the CNG/CBG MRU shall be maintained at all times, in accordance with the minimum distances specified

below:

Note: The Chief Controller may specify higher distances from public roads, ignition sources, overhead electrical lines, drains, basements, hazardous storage or other vulnerable locations.

(g) CNG/CBG MRU having a total water capacity exceeding 10,000 liters shall not be used unless specifically permitted by the Chief Controller with additional safeguards.

(h) The dispensing area shall be protected by physical means such as a fence (barricading, chain-link fencing, cones or other physical barriers, with conspicuous warning signs in English, Hindi and the local language) to prevent access by unauthorised persons and activities other than those directly related to the CNG/CBG MRU operation shall not be permitted in the dispensing area.

(i) Smoking, open flame, mobile phone use, hot work, unauthorized electrical equipment and public access shall be prohibited within the dispensing area.

(j) The refueling operation shall be carried out in the presence of and under the direct supervision of at least one authorized and trained responsible person of the CGD entity, or the licensee under Form E&F, whose training records shall be maintained and produced on demand, who is conversant with the hazards associated with CNG/CBG and the relevant provisions of the Rules and conditions of licence in Form-G.

(k) The filling operation of the CNG/CBG MRU shall be conducted under the direct supervision of a responsible person of the CGD company, or the licensee under Form E&F, who has been duly trained in the safe handling and dispensing of CNG/CBG.

(l) The cylinders of the cascade of the CNG/CBG MRU shall be designed as per IS-7285, ISO-9809, ISO-11119 or any other code acceptable to the Chief Controller and shall have a maximum allowable working pressure of not exceeding 250 Bar gauge, or such pressure as may be specifically approved by the Chief Controller and shall be periodically tested, inspected and certified in accordance with these rules; valves, pressure relief devices (PRDs) and fittings shall be of approved type.

(m) The hose and couplings for the transfer of CNG/CBG from the CNG/CBG MRU shall be suitable for CNG/CBG service, shall be mechanically and electrically continuous, and shall have a minimum burst pressure of not less than four times the maximum operating pressure and shall be periodically pressure tested/leak-tested and these shall be fitted with a breakaway coupling, an excess-flow or quick shut-off arrangement, and a suitable bonding/earthing arrangement.

(n) The list of vehicles proposed to be refueled with CNG/CBG shall be vetted by the Directorate General of Mines Safety, the Conservator of Ports, the railway administration concerned, the Inland Waterways Authority of India or any other competent authority under whose jurisdiction the premises are situated and the vehicles are to be operated and the approved list shall be maintained at the site and updated before any new vehicle/equipment is refueled.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 9

(o) The fueling activity shall be fully suspended during the CNG/CBG MRU exchange operation and all valves shall be closed, the dispensing system depressurized wherever required, the ESD kept activated, and no unauthorized person shall remain in the safety zone.

(p) The CNG/CBG dispensing area shall be located and maintained so as to ensure unhindered access and operation of emergency response vehicles, including fire tenders, ambulances and emergency response vehicles.

(q) Every measure shall be taken to avoid leakage of CNG/CBG from the CNG/CBG MRU, hose, coupling or the fuel tank of the vehicle and no dispensing shall commence unless hoses, couplings, valves, dispenser and receiving fuel system are visually checked and found leak-free.

(r) A site-specific emergency plan for each site shall be prepared for implementation in case of emergency, and the copy of such emergency plan shall be submitted to the District Magistrate, local fire service, police authority and jurisdictional Controller/Chief Controller, as may be specified; displayed at the site, communicated to operators, and tested through periodic mock drills.

(s) CNG/CBG MRU shall not be used for public retail dispensing on public roads, residential areas, commercial parking areas, basements, enclosed premises or any place not specifically approved.

(t) The licensee under Form E&F or CGD entity shall maintain records of CNG/CBG MRU filling, dispensing, pressure readings, vehicle/equipment details, operator details, leak checks, ESD checks, hose testing, maintenance, defects, repairs and incidents. Such records shall be produced before the inspecting authority on demand.

(u) During movement, the CNG/CBG MRU shall comply with the applicable provisions for transport of cylinders under these rules and any other applicable law for the time being in force.

Explanation. – For the purposes of additional conditions, the expressions “CNG/CBG Mobile Refueling Unit” or “CNG/CBG MRU” means a mobile assembly comprising CNG/CBG storage cascade, dispensing unit, piping, hoses, couplings, valves, pressure regulating devices, safety fittings, emergency shut down system and other associated equipment mounted on a vehicle, trailer, skid or any other mobile platform, intended for dispensing CNG/CBG into approved onboard CNG/CBG fuel cylinders or fuel systems at a site specifically approved for such purpose.
