का.आ. 959(अ).—केन्द्रीय सरकार द्वारा, कोयला धारक क्षत्रे (अिजन और जवकास) अजधजनयम 1957 (1957 का
20) (जिस े इसम ें इसके पश्चात उक्त अजधजनयम कहा गया ह)ै की धारा 4 की उप-धारा (1) के अधीन भारत सरकार के,
कोयला मंत्रालय के द्वारा िारी की गई अजधसूचना स.ं का. आ. 2838 (अ) तारीख 24 िनू , 2025 िो भारत के रािपत्र,
असाधारण, भाग 2, खण्ड 3 उप-खण्ड (ii), तारीख 24 िून, 2025 म ें प्रकाजित की गई थी, उक्त अजधसूचना स े उपाबद्ध
अनुसूची म ें जवजनर्िजष्ट पररक्षेत्र की भूजम म ें जिसका माप 489.34 एकड़ (लगभग) अथवा 198.04 हक्े टेयर (लगभग) ह,ै
कोयले का पूवेक्षण करने के अपने आिय की सूचना िी गई थी;
और केंरीय सरकार का यह समाधान हो गया ह ै दक इस अजधसूचना म े उपाबद्ध अनुसूची मे जवजहत की गई उक्त
भूजम के भाग म ेंकोयला अजभप्राप्य ह;ै
अतः अब केन्द्रीय सरकार, कोयला धारक क्षेत्र (अिनज और जवकास) अजधजनयम 1957 की धारा 7 की उप-धारा
(1) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए इससे सलं ग्न अनुसूची में वर्णतज 489.34 एकड़ (लगभग) या 198.04 हक्े टेयर
(लगभग) माप की उक्त भूजम के सभी अजधकार के अिजन करन ेके अपन ेआिय दक सूचना िेती है;

जनयंत्रक संगठन, कोयला मंत्रालय, स्ट्कोप मीनार, 5वां तल्ला, कोर – II, लक्ष्मी नगर, दिल्ली – 110092 के कायाजलय म ें
अथवा महाप्रबंधक मगध संघजमत्रा क्षेत्र, जिला – लातेहार एवं चतरा (झारखंड) के कायाजलय में अथवा महाप्रबंधक (भूजम

रटप् पण 2: पूवोक्त अजधजनयम की धारा 8 के उपबंधों की ओर ध् यान आकृष्ट दकया िाता ह,ै जिसमें जनम्न जलजखत
उपबंध ह:ै -
“8. अिजन की बाबत् आपज तयॉ.- (1) कोई व् यजक्त िो दकसी भूजम में, जिसकी बाबत् धारा 7 के अधीन अजधसूचना
िारी की गई ह,ै जहतबद्ध ह,ै अजधसूचना के िारी दकए िाने से तीस दिन के भीतर सम् पूण ज भूजम या
उसके दकसी भाग या ऐसी भूजम में या उस पर के दकन्द् हीं अजधकारों का अिजन दकए िाने के बारे म ें
आपज त कर सकेगा ।
स्ट् पष्ट ीकरण- इस धारा के अधीन यह आपज त नहीं मानी िाएगी, दक कोई व् यजक्त दकसी भूजम म ें कोयला उ पािन के
जलए स्ट् वय ं खनन संदियाएं करना चाहता ह ै और ऐसी संदियाएं केन्द् रीय सरकार या दकसी अन्द् य
व् यजक्त को नहीं करनी चाजहए।
(2) उपधारा (1) के अधीन प्र येक आपज त सक्षम अजधकारी को जलजखत रूप में की िाएगी और सक्षम
अजधकारी, आपज तकताज को स्ट् वयं या दकसी जवजध व् यवसायी द्वारा सुने िान े का अवसर िेगा और ऐसी
सभी आपज तयों को सुनन े के पश् चात् और ऐसी अजतररक् त िाचं , यदि कोई हो, करन े के पश् चात् िो वह
आवश् यक समझता ह,ै वह या तो धारा 7 की उपधारा (1) के अधीन अजधसूजचत भूजम के या ऐसी भूजम
में या उस पर के अजधकारों के संबंध म ें एक ररपोटज या ऐसी भजू म के जवजभन्द् न टुकडों या ऐसी भूजम में या
उस पर के अजधकारों के संबंध में आपज तयों पर अपनी जसफाररिों और उसके द्वारा की गई कायजवाही के
अजभलेख सजहत जवजभन्द् न ररपोटज केन्द् रीय सरकार को उसके जवजनश् चय के जलए िगे ा ।
(3) इस धारा के प्रयोिनों के जलए, वह व् यजक्त दकसी भूजम में जहतबद्ध समझा िाएगा िो प्रजतकर म ें दकसी
जहत का िावा करने का हकिार हो, यदि भूजम या दकसी ऐसी भूजम में या उस पर के अजधकार इस
अजधजनयम के अधीन अर्िजत कर जलए िाते ह ै।”

NOTIFICATION
New Delhi, the 23rd February, 2026
S.O. 959(E).—Whereas by the notification of the Government of India in the Ministry of Coal number S. O.
2838 (E), dated the 24th June, 2025 issued under sub-section (1) of section 4 of the Coal Bearing Areas (Acquisition
and Development) Act, 1957 (20 of 1957), published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-
section (ii), dated the 24th June, 2025, the Central Government gave notice of its intention to prospect for coal in
489.34 acres (approximately) or 198.04 hectares (approximately) of the land in the locality specified in the Schedule
annexed to the said notification;
And whereas, the Central Government is satisfied that coal is obtainable in a part of the said lands specified
in the schedule appended to this notification.
Now, therefore, in exercise of powers conferred by sub-section (1) of section 7 of the Coal Bearing Areas
(Acquisition and Development) Act, 1957 (20 of 1957), the Central Government hereby gives notice of its intention to
acquire the land measuring 489.34 acres (approximately) or 198.04 hectares (approximately) and all rights in or over
the said land as described in the schedule appended hereto;
Note 1: The Plan bearing number REV/06/2025 dated the 22nd October, 2025 of the area covered by this notification
may be inspected in the office of the Deputy Commissioner, Latehar and Chatra (Jharkhand) or at the office of the
Coal Controller, Coal Controller’s Organization, Ministry of Coal, SCOPE MINAR, 5th Floor, Core – II, Laxmi
Nagar, Delhi – 110092 or at the office of the General Manager, Magadh Sanghmitra Area, District Latehar and Chatra,
Jharkhand or General Manager (Land and Revenue), Central Coalfields Limited, Darbhanga House, Ranchi-834001 or
General Manager (Exploration Division), Central Mine Planning and Design Institute Limited, Gondwana Palace,
Kanke Road, Ranchi-834008.
Note 2: Attention is hereby invited to the provisions of section 8 of the aforesaid Act which provides as under: -
“8. Objections to acquisition. - (1) Any person interested in any land in respect of which a notification under section
7 has been issued may, within thirty days of the issue of the notification, object to the acquisition of the whole or any
part of the land or of any rights in or over such land.
Explanation:.- It shall not be an objection within the meaning of this section for any person to say that he himself
desires to undertake mining operations in the land for the production of coal and that such operations should not be
undertaken by the Central Government or by any other person.
(2) Every objection under sub-section (1) shall be made to the competent authority in writing, and the competent
authority shall give the objector an opportunity of being heard either in person or by a legal practitioner and shall,
after hearing all such objections and after making such further inquiry, if any, as he thinks necessary, either make a
report in respect of the land which has been notified under sub-section (1) of section 7 or of rights in or over such
land, or make different reports in respect of different parcels of such land or of rights in or over such land, to the
Central Government, containing his recommendations on the objections, together with the record of proceedings held
by him, for the decision of that Government.
(3) For the purpose of this section, a person shall be deemed to be interested in land who would be entitled to claim an
interest in compensation if the land or any rights in or over such land were acquired under this Act.”
Note 3: The Coal Controller, Coal Controller’s Organisation, Ministry of Coal, SCOPE MINAR, 5th Floor, Core – II,
Laxmi Nagar, Delhi - 110092 has been appointed by the Central Government as the competent authority under section
3 of the said Act, vide notification number S.O. 2518 dated the 27th May, 1983 published in Part II, Section - 3, sub-
