(एल एडं आर) /भूजम/20, तारीख 29 माच ज 2025 का जनरीक्षण कलेक्टर, जिला रायगढ़ (छत्तीसगढ़) के कायाजलय म ें या कोयला जनयंत्रक, कोयला जनयंत्रक का संगठन, कोयला मंत्रालय, स्ट्कोप मीनार, 5th फ्लोर, कोर 2, लक्ष्मी नगर, दिल्ली 110092 के कायाजलय 3976 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] में या साउथ ईस्ट्टनज कोलफील््स जलजमटेड (रािस्ट्ि अनुभाग), सीपत रोड, जबलासपुर 495006, छत्तीसगढ़ के कायाजलय म ें दकया िा सकता ह।ै रटप्पण 2: उक्त अजधजनयम की धारा 8 के उपबंधों की ओर ध्यान आकृष्ट दकया िाता ह,ै जिसम ेंजनम्नजलजखत उपबंध ह:ैं “8. अिनज की बाबत् आपजत्तयां.- (1) कोई व्यजक्त, िो दकसी भजू म म,ें जिसकी बाबत् धारा 7 के अधीन अजधसूचना जनकाली गई ह,ै जहतबद्ध ह,ै अजधसूचना के जनकाल े िान े से तीस दिन के भीतर सम्पूण ज भूजम या उसके दकसी भाग या ऐसी भूजम म ें या उस पर के दकन्द्हीं अजधकारों का अिजन दकए िान े के बारे म ेंआपजत्त कर सकेगा। स्ट्पष्टीकरण:- इस धारा के अन्द्तगजत यह आपजत्त नहीं मानी िाएगी दक कोई व्यजक्त दकसी भूजम म ें कोयला उत्पािन के जलए स्ट्ियं खनन संदियाएं करना चाहता ह ैऔर ऐसी संदियाएं केन्द्रीय सरकार या दकसी अन्द्य व्यजक्त को नहीं करनी चाजहए। (2) उपधारा (1) के अधीन प्रत्येक आपजत्त सक्षम अजधकारी को जलजखत रूप में की िाएगी और सक्षम अजधकारी, आपजत्तकताज को स्ट्ियं सुन े िान,े जिजध व्यिसायी द्वारा सनु िाई का अिसर िेगा और ऐसी सभी आपजत्तयों को सुनन े के पश्चात ् और ऐसी अजतररक्त िााँच, यदि कोई हो, करन े के पश्चात, िो यह आिश्यक समझता ह,ै िह या तो धारा 7 की उपधारा (1) के अधीन अजधसूजचत भूजम का या ऐसी भूजम में या उस पर के अजधकारों के संबंध में एक ररपोटज या ऐसी भूजम के जिजभन्न टुकड़े या ऐसी भूजम में या उस पर के अजधकारों के संबंध म ेंआपजत्तयों पर अपनी जसफाररिों और उसके द्वारा की गई कायजिाही के अजभलेख सजहत जिजभन्न ररपोटज केन्द्रीय सरकार को उसके जिजनश्चय के जलए िेगा | (3) इस धारा के प्रयोिनों के जलए िह व्यजक्त दकसी भूजम में जहतबद्ध समझा िाएगा, िो प्रजतकर म ें जहत का िािा करने का हकिार होगा, यदि भजू म या दकसी ऐसी भूजम में या उस पर के अजधकार इस अजधजनयम के अधीन अर्िजत कर जलए िाते ह”ैं । रटप्पण 3: केन्द्रीय सरकार ने कोयला जनयंत्रक, कोयला जनयंत्रक का संगठन, कोयला मंत्रालय, स्ट्कोप मीनार, 5th फ्लोर, कोर 2, लक्ष्मी नगर, दिल्ली 110092 को उक्त अजधजनयम की धारा 3 के अधीन, अजधसूचना संख्‍यांक का.आ. 905, तारीख 20 माच,ज 1987, िो भारत के रािपत्र, भाग 2, खण्ड 3, उपखण्ड (ii) तारीख 4 अप्रैल, 1987 में प्रकाजित की गई थी सक्षम प्राजधकारी जनयुक्त दकया ह।ै अनुसूची बरौि जिस्ट्तार ओपनकास्ट्ट पररयोिना (10 जमजलयन टन प्रजतिर्ज), रायगढ़ क्षेत्र, साउथ ईस्ट्टनज कोलफ़ील््स जलजमटेड, जिला रायगढ़, छत्तीसगढ़ [रेखांक धारक संख्या एसईसीएल/बीएसपी/िी.एम.
