(ii) प्रोन्नधि द्वारा 60%, जिसके ि होने पर प्रधिधनयुधि द्वारा (अल्पकाधलक संजवदा सधहि)[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 प्रोन्नजत या प्रधिधनयधु ि/आमले न द्वारा भिी के मामल े म,ें श्रणे ी धजनस ेप्रोन्नजत या प्रधिधनयधु ि/आमले न दकया जाना ह।ै (11) प्रोन्नजत के धलए: सहायक कोयला अिीिक श्रेणी I स े स्ट्तर-11 म ें वेति मैट्रिक्स (रु. 67700 - 208700) म ें श्रेणी म ें पांच वषव की धनयधमि सेिा के सार् और उच्चतर पि के किाव्यों और उत्तरदाजयत्व स े संबंधिि काय ा ित्रे म ें िो सप्ताह का प्रधशिण सफलिापूिाक पूरा दकया हो। रटप्पण: जहां ऐसे कजिष्ठ व्यजियों के संबंध में, धजन्होंने अपनी अहकव या पात्रिा सेिा पूरी कर ली ह,ै प्रोन्नजत के धलए धिचार दकया जा रहा हो, वहा ंउनके िट्ररष्ठ अजधकाररयों के संबंध म ें भी धिचार दकया जाएगा परंत ु यह तब िब दक िे उसके द्वारा की गई अहकव या पात्रिा सेिा, अपेधिि अहकव या पात्रिा सेिा के आि े स े अधिक या िो वष,व इिम ें स े जो भी कम हो, और अपन े कधनष्ठ व्यजियों धजन्होंने ऐसी अहकव या पात्रिा सेवा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ेंप्रोन्नजत के धलए पट्ररिीिा अिधि सफलिापूिाक परू ी कर ली हो। प्रधिधनयुधि (अल्पकाधलक संजवदा सधहि)/आमेलन के धलए: केन्द्रीय सरकार या राज्य सरकार या संघ राज्य ित्रे प्रशासन या सांजवजधक संगठनों या स्िायत्त धनकाय या सािाजधनक ित्रे के उपक्रमों या अिा-सरकारी संगठन या मान्यिा प्राप्त धिश्वधिद्यालय या मान्यिा प्राप्त अनुसंिान संस्र्ान के अधिकारी: क) (i) मलू संिग ा या धिभाग म ेंधनयधमि आिार पर सिशृ पि िारण करत े हों, या (ii) मूल संवग व या धिभाग म ें िेिन मैट्रिक्स (67700 - 208700 रुपय)े म ें स्िर - 11 म ें या समतुल्य पद म ें धनयधमि आिार पर धनयुधि के बाि दी गई श्रणे ी म ेंपांच वषव की सेिा की हो; या ख) धनम्नधलधिि शैधिक अहतव ाए ंऔर अनुभि रखता हो: अिावत ् (i) दकसी भी मान्यिा प्राप्त धिश्वधिद्यालय या संस्र्ान स े िनन इंजीधनयररंग या समतल्ु य म ें स्नािक धिग्री; (ii) िान अधिधनयम, 1952 (1952 का 35) के अधीि प्रर्म श्रणे ी कोधलयरी प्रबिं क सिमिा प्रमाण पत्र; 2. अपर सधचि, कोयला मंत्रालय – सिस्य; 3. कोयला धनयंत्रक, कोयला धनयंत्रक संगठन - सिस्य। [ फा.स.ं 18/07/2019-CPAM/Estt(Part-I)] भवािी प्रसाद पजत, संयुि सजचव MINISTRY OF COAL NOTIFICATION New Delhi, the 8 April 2025 G.S.R. 224(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Coal Controller’s Organisation (Group ‘A’ Posts) Recruitment Rules, 1986,in so far as they relate to the post of Coal superintendent, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Coal Superintendent, in the Coal Controller’s Organisation, Ministry of Coal, namely:- 1. Short title and commencement.—(1) These rules may be called the Ministry of Coal, the Coal Controller’s Organisation, Coal Superintendent (Group ‘A’ Post), Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. — The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. — (1) No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 SCHEDULE Name of post. (11) For Promotion: From Assistant Coal Superintendent Grade I in level - 11 in the pay matrix (Rs. 67700 - 208700) with five years regular service in the grade and having successfully completed two weeks training in area of work related to duties and responsibilities of the higher post. Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. For deputation (including short - term contract)/ absorption: Officers of the Central Government or State Government or Union territory administrations or statutory organisations or autonomous body or public sector undertakings or semi-Government organisation or recognised University or recognised research institute: (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with five years’ service in the grade rendered after appointment to the post on a regular basis in level - 11 in the pay matrix (Rs. 67700 - 208700) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience: (i) Bachelors’ Degree in Mining Engineering or equivalent from any recognised University or institute; (ii) first class Colliery Managers Certificate of Competency under the Mines Act,1952 (35 of 1952); and (iii) five years’ experience out of which minimum three years after obtaining first class certificate in Coal Industry.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation (including short - term contract) including period of deputation (including short - term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall not ordinarily exceed four years. Note 3: The maximum age-limit for appointment on deputation (including short - term contract) shall not be exceeding fifty-six years as on the closing date of receipt of the applications.
