[फा. स.ं आर-11029/34/2026-ओआर-I/ई-55854] वी.सी. चौधरी, उप सजचव रटप्प‍ ण : मूि धियम, भारत के राजपत्र, असािारण, भाग II, खंड 3, उपखंड (ii) म ें अधिसचू िा स.ं सा.का.धि. 272(अ), तारीख 16 अप्रिै , 1999 द्वारा प्रकाधशत ककए गए र् ेऔर उिम ेंपश्चातवती संशोिि स.ं सा.का.धि. 870(अ) तारीख 15 िवंबर, 2000 द्वारा ककए गए। MINISTRY OF PETROLEUM AND NATURAL GAS ORDER New Delhi, the 13th August, 2026 G.S.R. 730(E).— In exercise of the powers conferred by section 3 of the Essential Commodities Act, 1955 (10 of 1955), the Central Government hereby makes the following Order, further to amend the Petroleum Products (Maintenance of Production, Storage and Supply) Order, 1999, namely: – 1. Short title and commencement. – (1) This Order may be called the Petroleum Products (Maintenance of Production, Storage and Supply) Amendment Order, 2026. (2) It shall come into force on the date of its publication in the Official Gazette. 2. In the Petroleum Products (Maintenance of Production, Storage and Supply) Order, 1999 (herein after referred to as the said Order), in clause 2, after sub-clause (i), the following sub-clause shall be inserted, namely: – ‘(j) “Schedule” means a Schedule appended to this Order.’. 3. In the said Order, after clause 3, the following clause shall be inserted, namely: – “3A. Operational directions for Liquified Petroleum Gas production and supply. – (1) It is hereby ordered that all public sector, joint venture and private sector oil refining companies, and upstream oil companies shall, – (i) develop augment and at all times maintain adequate infrastructure for storage, evacuation and transport of Liquified Petroleum Gas either by itself or through other entities viz railways or road tankers adequate for the quantities specified in the Schedule; (ii) implement all technically and economically feasible measures and technologies such as naphtha-to- liquified petroleum gas conversion, gasoline-based fluid catalytic cracking unit to petro-fluid catalytic cracking unit, or other upgrades, to maximise Liquified Petroleum Gas production beyond current minimum producible quantities as specified in the Schedule, with intimation to Centre for High Technology or any other authorised agency, whenever such an upgrade is undertaken. Explanation. – For the purposes of this rule “upstream oil company”, means any person, firm, company or other legal entity engaged in or undertaking the exploration, appraisal, development and production of mineral oils. (2) If Central Government is of the opinion that it is necessary in public interest to ensure adequate availability, equitable distribution and availability at fair prices of domestic Liquified Petroleum Gas, it may by itself or through Centre for[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 High Technology or any other authorised agency, by order in writing, issue direction to oil refining companies, oil marketing companies and upstream oil companies to ramp up the Liquified Petroleum Gas production levels for such quantity and period specified therein, including compliance with any restrictions on alternative uses of input streams required to produce the Liquified Petroleum Gas. (3) The directions issued under sub-clause (2) shall require the companies to ramp-up the Liquified Petroleum Gas production levels within the stipulated time frame. (4) The Central Government shall update the Schedule on 1st January and 1st July of every year including updates to Liquified Petroleum Gas production from new refineries and upstream oil companies or additional Liquified Petroleum Gas quantities from existing refineries and upstream companies due to changes to associated infrastructure and production technology, evacuation, supply, transport or distribution of Liquified Petroleum Gas. (5) The Centre for High Technology or any other authorised agency shall monitor the implementation of the directions issued under this clause. (6) Any contravention of directions issued under this clause shall be punishable under the provisions of the Essential Commodities Act, 1955.”. 4. In the said Order after clause 10, the following Schedule shall be inserted, namely: – “Schedule (see clause 3A) Refinery and upstream oil companies field maximum Liquid Petroleum Gas production S.
