L.-33004/99 सी.जी.-डी.एल.-अ.-05102026-276784 CG-DxLx-xEG-I0D5H1x0x2x0 26-276784 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 5042] नई दिल्ली, बृहस्ट्प जतवार, जसतम्ब र 24, 2026/आज‍व न 2, 1948 No. 5042] NEW DELHI, THURSDAY, SEPTEMBER 24, 2026/ASVINA 2, 1948 परे ोजलयम एव ंप्राकृजतक गसै मत्रं ालय अजधसचू ना नई दिल्ली, 23 जसतंबर, 2026 का.आ. 5249(अ).— केन्द्रीय सरकार ने पेरोजलयम और खजनि पाइपलाइन (भूजम में उपयोग के अजधकार का अिजन) अजधजनयम 1962 (1962 का 50) (जिसे इसके पश्चात् उक्त अजधजनयम कहा गया ह)ै की धारा 3 उप धारा (1) के अधीन िारी की गई, भारत सरकार के पेरोजलयम और प्राकृजतक गैस मंत्रालय की अजधसूचना जिसका प्रकािन भारत के रािपत्र संख्या 1130 दिनांक 12.03.2025 का.आ. 1143(अ) दिनांक 12.03.2025 भाग (II), खण्ड (3), उपखण्ड (II) म ें दकया गया ह,ै इस अजधसूचना से संलग्न अनुसूची में जवजनर्िजष्ट उत्तर प्रिेि राज्य की तहसील झााँसी जिला झााँसी व तहसील अकबरपुर जिला कानपरु िेहात की भूजम में उत्तर प्रििे राज्य में कांडला (गुिरात) से गोरखपुर (यूपी) तक एलपीिी पररवहन के जलए आई. एच. बी. जलजमटेड द्वारा दियाजन्द्वत दकए िा रह े ‘‘कांडला (गुिरात) स े गोरखपुर (यूपी) पररयोिना’’ के सम्बन्द्ध में पाइपलाइन जबछाने के प्रयोिन के जलए उपयोग के अजधकार का अिजन करने के जलए अपन े आिय की घोषणा की थी। और उक्त रािपत्र अजधसूचनाओं की प्रजतयााँ िनता को दिनांक 07 अप्रलै 2025 तक उपलब्ध करा िी गई थी। और उक्त अजधजनयम की धारा 6 की उपधारा (1) के अनुसरण म ें श्रीअबलु कलाम, सक्षम प्राजधकारी, आई. एच.

बी. जलजमटेड, कांडला-गोरखपरु एल.पी.िी. पाइपलाइन, लखनऊ (यू.पी.) न े केन्द्रीय सरकार को अपनी ररपोटज ि ेिी ह।ै और केन्द्रीय सरकार न े उक्त ररपोटज पर जवचार करन े के पश्चात् और यह समाधान हो िाने पर दक उक्त भूजम पाइपलाइन जबछाने के जलए अपेजक्षत ह,ै उसमें उपयोग के अजधकार का अिनज करने का जवजनश्चय दकया ह।ै 7325 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अतः अब, केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए एति ् द्वारा घोषणा करती ह ै दक इस अजधसूचना से सलं ग्न अनुसचू ी में जवजनर्िजष्ट भूजम में पाइपलाइन जबछान े के उपयोग का अजधकार अर्िजत दकया िाए। और केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (4) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए, यह जनिेि िेती ह ैदक उक्त भूजम में उपयोग का अजधकार इस घोषणा के प्रकािन की तारीख से केन्द्रीय सरकार में जनजहत होने के बिाय सभी जवल्लंगमों स ेमुक्त होकर आई. एच. बी. जलजमटेड मे जनजहत होगा। पेरोजलयम और खजनि पाइपलाइन अजधजनयम, 1962 की धारा 10 के अधीन दकसी भी क्षजतपूर्त ज के जलए आई.

NOTIFICATION New Delhi, the 23rd September, 2026 S.O. 5249(E).— Whereas by the notification of The Government of India in the Ministry of Petroleum and Natural Gas, Published in the Gazette No. 1130 Dated 12.03.2025, S.O. No. 1143(E) Dated 12.03.2025 Part-II,

Section-3, Sub-Section (ii) issued under Sub-Section (1) of Section 3 of the Petroleum and Minerals Pipeline (Acquisition of Right of User in Land) Act-1962 (50 of 1962), (Hereinafter referred to as the said Act), the central Government declared its intention to acquire the right of user in the land situated in Tehsil Jhansi District Jhansi & Tehsil Akbarpur District Kanpur Dehat in Uttar Pradesh State, Specified in the schedule appended to that notification for the purpose of laying pipeline for the transportation of LPG from Kandla to Gorakhpur by the IHB Ltd for implementing the Kandla to Gorakhpur LPG Pipeline Project.

And whereas the copies of the said Gazette notification were made available to the public up to 07 April 2025.

And whereas Shri Abul Kalam, Competent Authority, IHB Limited, Kandla Gorakhpur LPG Pipeline Project, Lucknow (U.P.) has under sub-section (1) of section 6 of the said Act, has submitted his report to Central Government.

And whereas, the Central Government after Considering the said report and on being satisfied that the said land is required for laying the pipeline, has decided to acquire right of the user therein;

Now, therefore, in exercise of the powers conferred by Sub-section (1) of section 6 of the said Act, the Central Government hereby declares that the right of user in the land specified in the Schedule appended to this[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

notification is hereby acquired for laying the pipeline;

And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central Government hereby directs that the right of user of the said land for laying the pipeline shall, instead of vesting in the Central Government, vests on the date of publication of this declaration, in IHB Ltd, free from all encumbrances.

IHB Ltd. shall be exclusively liable for any compensation in terms of section 10 of the P&MP Act-1962 and no suit, claim or legal proceeding would lie against the Central Government on any matter relating to pipeline.
