L.-33004/99 ससीी..जजीी..--डडीी..एएलल..--अअ..--0033110022002266--227766775533 CCGG--DDxLLx--xEEG--I00D33H11x00x22x00 2266--227766775533 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 5047] नई दिल्ली, बृहस्ट्प जतवार, जसतम्ब र 24, 2026/आज‍व न 2, 1948 No. 5047] NEW DELHI, THURSDAY, SEPTEMBER 24, 2026/ASVINA 2, 1948 परे ोजलयम और प्राकृजतक गसै मत्रं ालय अजधसचू ना नई दिल्ली, 23 जसतम्ब र, 2026 का.आ. 5254(अ).— के न्द्रीय सरकार ने पेट्रोलियम और खलनज पाइपिाइन (भूलम में उपयोग के अलिकार का अजजन) अलिलनयम 1962 (1962 का 50) (लजसे इसके पश्चात् उक्त अलिलनयम कहा गया है) की िारा 3 उप िारा (1) के अिीन जारी की गई, भारत सरकार के पेट्रोलियम और प्राकृ लतक गैस मंत्रािय की अलिसूचना लजसका प्रकाशन भारत के राजपत्र संख्या 935 लिनांक 29.02.2024 का.आ. 980(अ) लिनांक 29.02.2024 भाग (II) खण्ड (3), उपखण्ड (II) में लकया गया है, इस अलिसूचना से संिग्न अनुसूची में लिलनलिजष्ट उत्तर प्रिेश राज्य की तहसीि िािगंज लजिा रायबरेिी की भूलम में उत्तर प्रिेश राज्य में कांडिा (गुजरात) से गोरखपुर (यूपी) तक एिपीजी पररिहन के लिए आई0एच0बी0 लिलमट्ेड द्वारा लियान्वित लकए जा रहे ‘‘कांडिा (गुजरात) से गोरखपुर (यूपी) पररयोजना’’ के सम्बन्ध में पाइपिाइन लबछाने के प्रयोजन के लिए उपयोग के अलिकार का अजजन करने के लिए अपने आशय की घोषणा की थी। और उक्त राजपत्र अलिसूचनाओ ंकी प्रलतयााँ जनता को लिनांक 07.08.2025 तक उपिब्ध करा िी गई थी। और उक्त अलिलनयम की िारा 6 की उपिारा (1) के अनुसरण में श्रीअबुि किाम, सक्षम प्रालिकारी, आई0एच0बी0 लिलमट्ेड, कांडिा-गोरखपुर एि.पी.जी. पाइपिाइन, िखनऊ (यू.पी.) ने के न्द्रीय सरकार को अपनी ररपोट्ज िे िी है। 7333 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और के न्द्रीय सरकार ने उक्त ररपोट्ज पर लिचार करने के पश्चात् और यह समािान हो जाने पर लक उक्त भूलम पाइपिाइन लबछाने के लिए अपेलक्षत है, उसमें उपयोग के अलिकार का अजजन करने का लिलनश्चय लकया है। अतः अब, के न्द्रीय सरकार उक्त अलिलनयम की िारा 6 की उपिारा (1) द्वारा प्रित्त शन्वक्तयो ंका प्रयोग करते हुए एति् द्वारा घोषणा करती है लक इस अलिसूचना से संिग्न अनुसूची में लिलनलिजष्ट भूलम में पाइपिाइन लबछाने के उपयोग का अलिकार अलजजत लकया जाए। और के न्द्रीय सरकार उक्त अलिलनयम की िारा 6 की उपिारा (4) द्वारा प्रित्त शन्वक्तयो ंका प्रयोग करते हुए, यह लनिेश िेती है लक उक्त भूलम में उपयोग का अलिकार इस घोषणा के प्रकाशन की तारीख से के न्द्रीय सरकार में लनलहत होने के बजाय सभी लिल्लंगमो ंसे मुक्त होकर आई0एच0बी0 लिलमट्ेड मे लनलहत होगा। पेट्रोलियम और खलनज पाइपिाइन अलिलनयम, 1962 की िारा 10 के अिीन लकसी भी क्षलतपूलतज के लिए आई0एच0बी0 लिलमट्ेड पूणजतया उत्तरिायी होगी और पाइपिाइन से सम्बन्वन्धत लकसी भी मामिे पर के न्द्रीय सरकार के लिरूद्ध कोई िाि, िािा, या कानूनी कायजिाही नही हो सके गी। “अनुसूची” तहसील – लालगंज जजला – रायबरेली राज्य – उत्तरप्रदेश क्षेत्रफल मौजा / ग्राम सर्वे / ब्लॉक / सं.

NOTIFICATION New Delhi, the 23rd September, 2026 S.O. 5254(E).— Whereas by the notification of The Government of India in the Ministry of Petroleum and Natural Gas, Published in the Gazette No. 935 Dated 29.02.2024, S.O. No. 980(E) Dated 29.02.2024 Part-II, Section-3, Sub-Section (ii) issued under Sub-Section (1) of Section 3 of the Petroleum and minerals pipeline(Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (Hereinafter referred to as the said Act), the central Government declared its intention to acquire the right of user in the land situated in Tehsil Lalganj District Raebareli in Uttar Pradesh State, Specified in the schedule appended to that notification for the purpose of laying pipeline for the transportation of LPG from Kandla to Gorakhpur by the IHB Ltd for implementing the Kandla to Gorakhpur LPG Pipeline Project.

And whereas the copies of the said Gazette notification were made available to the public up to 07 August

2025.

And whereas Shri Abul Kalam, Competent Authority, IHB Limited, Kandla Gorakhpur LPG Pipeline Project, Lucknow (UP) has under sub-section (1) of section 6 of the said Act, has submitted his report to Central Government.

And whereas, the Central Government after Considering the said report and on being satisfied that the said land is required for laying the pipeline, has decided to acquire right of the user therein;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

Now, therefore, in exercise of the powers conferred by Sub-section (1) of section 6 of the said Act, the Central Government hereby declares that the right of user in the land specified in the Schedule appended to this notification is hereby acquired for laying the pipeline;

And further, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central Government hereby directs that the right of user of the said land for laying the pipeline shall, instead of vesting in the Central Government, vests on the date of publication of this declaration, in IHB Ltd, free from all encumbrances.

IHB Ltd shall be exclusively liable for any compensation in terms of section 10 of the P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on any matter relating to pipeline.
