L.-33004/99 सी.जी.-डी.एल.-अ.-16102024-257936 CG-DxLx-xEG-I1D6H1x0x2x0 24-257936 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 580] नई दिल्ली सोमिार, अक्त बू र 14, 2024/ आजिन 22, 1946 No. 580] NEW DELHI, MONDAY, OCTOBER 14, 2024/ ASHVINA 22, 1946 आयषु मत्रं ालय अजधसचू ना नई दिल्ली, 11 अक्त बू र, 2024 सा. का. जन.636 (अ).—भारतीय जचदकत्सा पद्धजत राष्ट्रीय आयोग अजधजनयम, 2020 (2020 का 14) की धारा 54 की उप-धारा (2) के खंड (छ) द्वारा प्रित्त िजियों का प्रयोग करते हुए, केंद्रीय सरकार एतद्द्वारा भारतीय जचदकत्सा पद्धजत राष्ट्रीय आयोग म ें जिजभन्न पिों पर भती की पद्धजत को जिजनयजमत करन े के जलए जनम्नजलजखत जनयम बनाती ह,ै अर्ाात:् 1. संजिप्त नाम और प्रारंभ.- (1) इन जनयमों को भारतीय जचदकत्सा पद्धजत राष्ट्रीय आयोग (अजधकाररयों और कमाचाररयों की जनयुजि) भती जनयम, 2024 कहा िाएगा। (2) ये रािपत्र म ेंइनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. पिों की संख्या, िगीकरण और िेतन मैररक्स में स्ट्तर – पिों की संख्या, उनका िगीकरण और उनसे संबंजधत िेतन मैररक्स में स्ट्तर, इन जनयमों के सार् संलग्न अनुसूची के कॉलम (2) से (4) म ेंदिए गए जिजनर्िाष्टानुसार होंगे। 3. भती की पद्धजत, आयु-सीमा, अहता ाएं आदि- उि पिों से संबंजधत भती की पद्धजत, आय-ु सीमा, अहता ाएं और अन्य मामल,े उि अनुसूची के कॉलम (5) से (13) में दिए गए जिजनर्िाष्टानुसार होंगे। 4. प्रारंजभक गठन:- उि अनुसूची के कॉलम (1) म ेंजिजनर्िाष्ट पिों के पिधारी जिन्ह ेंइन जनयमों के प्रारंभ की तारीख स े पहले उि पिों पर जनयजमत आधार पर जनयुि दकया गया र्ा, इन जनयमों के तहत जनयिु दकए गए मान े िाएंग े 6655 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] और उि प्रारंभ से पहले उि पिों में उनकी जनयजमत और जनरंतर सेिा को िररष्ठता, पिोन्नजत और पेंिन के प्रयोिन हते ु ध्यान म ेंरखा िाएगा। 5. जनहता ा: िह व्यजि,- (क) जिसन े ऐसे व्यजि से जिसका पजत या पत्नी िीजित है, जििाह दकया ह ैया जििाह का अनबु ंध दकया है; या (ख) जिसने अपने पजत या पत्नी के िीजित रहत े हुए, दकसी अन्य व्यजि से जििाह दकया ह ै या जििाह का अनुबंध दकया ह,ै उि पि पर जनयुजि के जलए पात्र नहीं होगा: परन्त ुयदि केन्द्रीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जििाह ऐसे व्यजि और जििाह के िसू रे पिकार को लाग ू स्ट्िीय जिजध के अधीन अनुमेय ह ै और ऐसा करन े के जलए अन्य आधार हैं, तो िह दकसी व्यजि को इस जनयम के प्रितान से छूट िे सकेगी। 6. जिजर्ल करन े की िजि: िहा ं केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह ै िहां िह, आिेि द्वारा और जलजखत म ें कारण बतात े हुए, दकसी िगा या श्रेणी के व्यजियों के संबंध में इन जनयमों के उपबंधों में स े दकसी उपबंध को जिजर्ल कर सकेगी। 7. व्यािृजत्त: इन जनयमों की कोई बात आरिण, आय-ु सीमा में छूट और अन्य ररयायतों को प्रभाजित नहीं करेगी िो इस संबंध में समय-समय पर केंद्र सरकार द्वारा िारी आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड ेिगों, भूतपूि ासैजनकों और अन्य जििेष श्रेजणयों के व्यजि को प्रिान की िाती ह।ैं अनसु चू ी पि का पिों की संख्या िगीकरण पे-मैररक्स में चयन पि ह ै सीधी भर्तायों सीधी भर्तायों हते ु नाम स्ट्तर या अचयन हते ु आयु सीमा अपेजित िैिजणक पि और अन्य अहता ाएं (1) (2) (3) (4) (5) (6) (7) 1. उप 01 (2024)* सामान्य केंद्रीय पे-मैररक्स चयन लाग ूनहीं होता लाग ूनहीं होता सजचि सेिा समूह- (78800- काय-ा भार के ‘क’, 209200) म ें आधार पर अननुसजचिीय स्ट्तर-12 पररितान दकया िा सकता ह।ै सीधी भर्तायों के जलए जिजहत आयु और पररिीिा की भती की पद्धजत के तहत क्या भती सीधे होगी या िैिजणक अहता ाएं प्रोन्नत व्यजियों की अिजध, यदि कोई प्रोन्नजत द्वारा या प्रजतजनयुजि या आमले न द्वारा होगी ििा में लाग ूहोंगी या नहीं हो तर्ा जिजभन्न पद्धजतयों द्वारा भरी िाने िाली ररजियों की प्रजतितता (8) (9) (10) लाग ूनहीं होता लाग ूनहीं होता प्रोन्नजत द्वारा, जिसके न होने पर प्रजतजनयुजि द्वारा प्रोन्नजत या प्रजतजनयुजि/आमले न की ििा में ि े यदि जिभागीय प्रोन्नजत सजमजत मौिूि है, भती करन ेकी दकन श्रेजणयां जिनसे प्रोन्नजत या प्रजतजनयुजि/आमेलन तो इसकी संरचना पररजस्ट्र्जतयों म ेंसंघ दकया िाएगा। लोक सेिा आयोग से परामिा दकया िाएगा। (11) (12) (13) प्रोन्नजत द्वारा: प-े मैररक्स (67700-208700 रुपए) जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत पर संघ लोक सेिा आयोग[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 के स्ट्तर-11 में भारतीय जचदकत्सा पद्धजत राष्ट्रीय जिचार हते ु) िो जनम्नजलजखत स ेजमलकर से परामिा करना आयोग के अिर सजचि, जिन्होंने ग्रेड में पांच साल बनेगी:- आिश्यक नहीं ह।ै की जनयजमत सेिा की ह,ै प्रोन्नजत के जलए पात्र ह।ैं (i) अध्यि, भारतीय जचदकत्सा पद्धजत रटप्पण: िहां अहता ा या पात्रता सेिा पूरी कर चुके राष्ट्रीय आयोग -अध्यि; कजनष्ठों की प्रोन्नजत पर जिचार दकया िा रहा हो (ii) सजचि, भारतीय जचदकत्सा पद्धजत िहा,ं उनके िररष्ठों पर भी जिचार दकया िाएगा, राष्ट्रीय आयोग - सिस्ट्य; बिते दक उनकी अपेजित अहता ा या पात्रता सेिा, ऐसी अहता ा या पात्रता सेिा के आध े से अजधक हो (iii) आयुष मंत्रालय द्वारा नाजमत एक या िो िषा हो, िो भी कम हो, और जिन्होंने ऐसी प्रजतजनजध िो संयुि सजचि या अहता ा या पात्रता सेिा पूरी कर चुके अपने कजनष्ठों समकि के स्ट्तर स ेनीचे का न हो - के सार् अगली उच्च श्रेणी म ेंप्रोन्नजत के जलए अपनी सिस्ट्य; पररिीिा अिजध सफलतापूिाक पूरी कर ली हो। (iv) अनुसूजचत िाजत या अनुसूजचत प्रजतजनयुजि द्वारा: िनिाजत या अन्य जपछडा िगा का प्रजतजनजध जिसे अध्यि, भारतीय केंद्र सरकार या राज्य सरकारों या केंद्र िाजसत जचदकत्सा पद्धजत राष्ट्रीय आयोग प्रिेिों या स्ट्िायत्त या सांजिजधक संगठन, द्वारा नाजमत दकया िाएगा – सािािजनक िेत्र के उपक्रम या जििजिद्यालयों या सिस्ट्य मान्यता प्राप्त अनुसंधान संस्ट्र्ानों के जनम्नजलजखत अजधकारी िो: (क) (i) मलू संिगा या जिभाग म ेंजनयजमत आधार पर समनरूु प पि पर हों; या (ii) मूल संिग ाया जिभाग म ें पे-मैररक्स (67700-208700 रुपए) के स्ट्तर-11 या समकि में जनयुजि के बाि पांच िषा की जनयजमत सेिा की हो। (ख) मान्यता प्राप्त जििजिद्यालय या संस्ट्र्ान से स्नातक की जडग्री रखता हो और सरकारी कायाालय या सािािजनक िेत्र के उपक्रम या सांजिजधक जनकाय में लेखा या प्रिासन या स्ट्र्ापना काया का पांच िषा का अनुभि रखता हो। रटप्पण 1: फीडर श्रणे ी के जिभागीय अजधकारी िो सीधी पिोन्नजत की लाइन में ह,ैं प्रजतजनयुजि पर जनयुजि हते ु जिचार के जलए पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुि प्रोन्नजत द्वारा जनयुजि पर जिचार करने के जलए पात्र नहीं होगा। रटप्पण 2: प्रजतजनयुजि की अिजध, जिसमें केंद्र सरकार के उसी या अन्य संगठन या जिभाग म ेंइस जनयुजि से ठीक पहल े धाररत दकसी अन्य बाह्य- संिगा पि पर प्रजतजनयुजि की अिजध भी िाजमल है, आमतौर पर तीन िषा स ेअजधक नहीं होगी। रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राजप्त की अंजतम तारीख को छप्पन िष ा से अजधक नहीं होगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (1) (2) (3) (4) (5) (6) (7) 2. अिर 05 (2024)* सामान्य केंद्रीय पे-मैररक्स चयन लाग ूनहीं लाग ूनहीं सजचि सेिा समूह- ‘क’, (67700-208700 होता होता काय-ा भार के अननुसजचिीय रुपए) में स्ट्तर-11 आधार पर पररितान दकया िा सकता ह।ै (8) (9) (10) लाग ूनहीं होता लाग ूनहीं होता प्रोन्नजत द्वारा, जिसके न होने पर प्रजतजनयुजि द्वारा (11) (12) (13) प्रोन्नजत द्वारा: प-े मैररक्स (47600-151100 रुपए) के जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत संघ लोक सेिा आयोग स्ट्तर-8 म ेंभारतीय जचदकत्सा पद्धजत राष्ट्रीय आयोग के पर जिचार हते ु) िो जनम्नजलजखत से से परामिा करना अनुभाग अजधकारी जिन्होंन े ग्रडे म ेंआठ िषा की जमलकर बनगे ी:- आिश्यक नहीं ह।ै जनयजमत सेिा की हो, प्रोन्नजत के जलए पात्र ह।ैं (i) अध्यि, भारतीय जचदकत्सा रटप्पण: िहां अहता ा या पात्रता सेिा पूरी कर चुके पद्धजत राष्ट्रीय आयोग -अध्यि; कजनष्ठों की प्रोन्नजत पर जिचार दकया िा रहा हो िहां, (ii) सजचि, भारतीय जचदकत्सा उनके िररष्ठों पर भी जिचार दकया िाएगा, बिते दक पद्धजत राष्ट्रीय आयोग - सिस्ट्य; उनकी अपेजित अहता ा या पात्रता सेिा, ऐसी अहता ा या पात्रता सेिा के आधे स ेअजधक हो या िो िषा हो, िो (iii) आयुष मंत्रालय द्वारा नाजमत एक भी कम हो, और जिन्होंने ऐसी अहता ा या पात्रता सेिा प्रजतजनजध िो संयुि सजचि या पूरी कर चुके अपन ेकजनष्ठों के सार् अगली उच्च श्रणे ी म ें समकि के स्ट्तर स ेनीचे का न हो प्रोन्नजत के जलए अपनी पररिीिा अिजध सफलतापूिाक - सिस्ट्य; पूरी कर ली हो। (iv) अनुसूजचत िाजत या अनुसूजचत प्रजतजनयुजि द्वारा: िनिाजत या अन्य जपछडा िगा का प्रजतजनजध जिसे अध्यि, केंद्र सरकार या राज्य सरकारों या केंद्र िाजसत प्रििे ों भारतीय जचदकत्सा पद्धजत या स्ट्िायत्त या सांजिजधक संगठन, सािािजनक िेत्र के राष्ट्रीय आयोग द्वारा नाजमत उपक्रम या जििजिद्यालयों या मान्यता प्राप्त अनुसंधान दकया िाएगा – सिस्ट्य। संस्ट्र्ानों के जनम्नजलजखत अजधकारी िो: (क) (i) मलू संिगा या अन्य जिभागों में जनयजमत आधार पर समनरूु प पि पर हों; या (ii) मूल संिग ाया जिभाग म ेंपे-मैररक्स (53100- 167800 रुपए) के स्ट्तर-9 या समकि में सहायक जनिेिक या सहायक परीिा जनयंत्रक या सहायक रजिस्ट्रार या समकि के रूप म ेंपि पर जनयुजि के बाि जनयजमत आधार पर पांच िषा की सेिा की हो। (ख) मान्यता प्राप्त जििजिद्यालय से कम से कम 55% अंकों के सार् स्नातकोत्तर जडग्री या समकि जडग्री।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] रटप्पण 1: फीडर श्रणे ी के जिभागीय अजधकारी िो सीधी पिोन्नजत की लाइन में ह,ैं प्रजतजनयुजि पर जनयुजि हते ु जिचार के जलए पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयिु प्रोन्नजत द्वारा जनयुजि पर जिचार करने के जलए पात्र नहीं होगा। रटप्पण 2: प्रजतजनयुजि की अिजध, जिसमें केंद्र सरकार के उसी या अन्य संगठन या जिभाग म ेंइस जनयुजि से ठीक पहले धाररत दकसी अन्य बाह्य-संिगा पि पर प्रजतजनयुजि की अिजध भी िाजमल ह,ै आमतौर पर तीन िषा स ेअजधक नहीं होगी। रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राजप्त की अंजतम तारीख को छप्पन िष ा से अजधक नहीं होगी। (1) (2) (3) (4) (5) (6) (7) 4. 06 (2024)* सामान्य केंद्रीय पे-मैररक्स चयन लाग ूनहीं होता लाग ूनहीं होता अनुभाग सेिा समूह - (47600- काय-ा भार के आधार पर अजधकारी ‘ख’, 151100 पररितान दकया िा अननुसजचिीय रुपए) में सकता ह।ै स्ट्तर-08 (8) (9) (10) लाग ूनहीं होता लाग ूनहीं होता प्रोन्नजत द्वारा, जिसके न होने पर प्रजतजनयुजि द्वारा (11) (12) (13) प्रोन्नजत द्वारा: जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत पर संघ लोक सेिा आयोग स े जिचार हते ु) िो जनम्नजलजखत स े परामिा करना आिश्यक पे-मैररक्स (44900-142400 रुपए) के स्ट्तर-7 म ें जमलकर बनगे ी:- नहीं ह।ै भारतीय जचदकत्सा पद्धजत राष्ट्रीय आयोग के ि े सहायक अनुभाग अजधकारी जिन्होंने ग्रडे में आठ साल (i) अध्यि, भारतीय जचदकत्सा पद्धजत की जनयजमत सेिा की हो, प्रोन्नजत के जलए पात्र ह।ैं राष्ट्रीय आयोग -अध्यि; रटप्पण: िहां अहता ा या पात्रता सेिा पूरी कर चुके (ii) सजचि, भारतीय जचदकत्सा पद्धजत कजनष्ठों की प्रोन्नजत पर जिचार दकया िा रहा हो राष्ट्रीय आयोग - सिस्ट्य; िहा,ं उनके िररष्ठों पर भी जिचार दकया िाएगा, (iii) आयुष मंत्रालय द्वारा नाजमत एक बिते दक उनकी अपेजित अहता ा या पात्रता सेिा, प्रजतजनजध िो संयुि सजचि या ऐसी अहता ा या पात्रता सेिा के आध े से अजधक हो या समकि के स्ट्तर स ेनीचे का न हो - िो िषा हो, िो भी कम हो, और जिन्होंने ऐसी अहता ा सिस्ट्य; या पात्रता सेिा पूरी कर चुके अपने कजनष्ठों के सार् अगली उच्च श्रेणी में प्रोन्नजत के जलए अपनी पररिीिा (iv) अनुसूजचत िाजत या अनुसूजचत अिजध सफलतापूिाक पूरी कर ली हो। िनिाजत या अन्य जपछडा िगा का प्रजतजनजध जिसे अध्यि, भारतीय प्रजतजनयुजि द्वारा: जचदकत्सा पद्धजत राष्ट्रीय आयोग केंद्र सरकार या राज्य सरकारों या केंद्र िाजसत प्रििे ों द्वारा नाजमत दकया िाएगा – या स्ट्िायत्त या सांजिजधक संगठन, सािािजनक िेत्र के सिस्ट्य उपक्रम या जििजिद्यालयों या मान्यता प्राप्त[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 अनुसंधान सस्ट्ं र्ानों के जनम्नजलजखत अजधकारी िो: (क) (i) मलू संिगा या जिभाग म ेंजनयजमत आधार पर समनुरूप पि पर हों;
