(1) स्ट्कीम के अधीन फायदों का लाभ लने े के जलए ्‍ यजययों से यह अपेजक्षत ह ै दक िे आधार के क्‍ जे म होन े का सबूत प्रस्ट् ततु कर या आधार अजधप्रमाणन प्रदिया पूरी कर । (2) स्ट्कीम के अधीन फायदों का लाभ लने े के पात्र दकसी ्‍ यजय को जजसने अभी तक आधार के जलए नामांकन नहीं कराया ह,ै उसे स्ट्कीम के फायदों के जलए रजजस्ट् रीकरण कराने से पहले आधार नामांकन के जलए आिेदन करना होगा, परंत ु िह उि अजधजनयम की धारा 3 के उपबवधों के अनुसार आधार प्राप्त करन े का हकदार ह ै और ऐसा ्‍ यजय आधार के जलए नामांकन कराने के जलए दकसी भी आधार नामांकन क द्र (भारतीय जिजिय पहचान प्राजधकरण की िेबसाइट www.uidai.gov.in पर उपल्‍ध सूची) का दौरा कर सकता ह।ै (3) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के अनुसार, मंत्रालय को अपन े कायाववियन अजभकरणों के माध्यम से ऐसे फायदाग्राजहयों के जलए नामांकन सुजिधाएं प्रदान करने की अपेक्षा की जाती ह ै जजनका आधार के जलए अभी तक नामांकन नहीं दकया गया ह ै और यदद संबंजधत ्‍लॉक या तालुक या तहसील म आधार नामांकन क द्र अिजस्ट्थत नहीं ह ै तो मंत्रालय अपन े कायाववियन अजभकरणों के माध्यम स े भारतीय जिजिय पहचान प्राजधकरण के जिद्यमान रजजस्ट्रार के साथ समविय करके या मंत्रालय स्ट्ियं भारतीय जिजिय पहचान प्राजधकरण बनकर सुजिधाजनक अिस्ट्थानों पर नामांकन सुजिधाएं प्रदान करेगा: परंत,ु ्‍ यजययों को आधार समनुदेजित दकए जाने के समय तक स्ट्कीम के अधीन ऐसे ्‍ यजययों को जनम्नजलजखत दस्ट्तािेजों के प्रस्ट्ततु दकए जान े के अध्यधीन रहते हुए फायदे प्रदान दकए जाएंगे, अथावत:् - (क) यदद उसन े नामांकन कराया ह,ै तो उसकी आधार नामांकन पहचान पची; तथा (ख) जनम्नजलजखत दस्ट्तािेज म से कोई एक, अथातव ्: - (i) फोटो के साथ बैंक या डाकघर की पासबुक; या (ii) मतदाता पहचान पत्र; या (iii) स्ट्थायी खाता संख्या (पनै ) काडव; या (iv) मोटर िाहन अजधजनयम, 1988 (1988 का 59) के अधीन अनुज्ञापन प्राजधकारी द्वारा जारी चालन अनुज्ञजप्त; या (v) पासपोटव; या (vi) दकसी राजपजत्रत अजधकारी द्वारा उसके िासकीय पत्र पर जारी दकए गए ऐस े व्यजि की फोटो िाल े पहचान प्रमाण पत्र; या (vii) मंत्रालय द्वारा जिजनर्ददय कोई अवय दस्ट्तािेज: परंतु यह और दक उपरोक्त दस्ट्तािेज की जांच उस प्रयोजन के जलए जििेर् प प से मंत्रालय द्वारा पदाजनजहत दकसी अजधकारी द्वारा की जाएगी। 2. स्ट्कीम के अधीन फायदाग्राजहयों को सुजिधाजनक और जनबावध फायदे प्रदान करन े के जलए, मंत्रालय अपने कायाववियन अजभकरणों के माध्यम से यह सजु नजश्चत करन े के जलए अपेजक्षत सभी व्यिस्ट्था करेगा दक मीजडया के माध्यम से व्यापक प्रचार दकया जाएगा तादक फायदाग्राजहयों को स्ट्कीम के अधीन फायदों को प्राप्त करन े के आधार की अपेक्षाओं के बारे म जागप क दकया जा सके। 3. सभी मामलों म, जहां फायदाग्राजहयों के खराब बायोमेररक्स के कारण या दकसी अवय कारण स े आधार अजधप्रमाणन जिफल हो जाता ह,ै तो जनम्नजलजखत उपचारात्मक तंत्र को अपनाया जाएगा, अथावत:् -[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 3 (क) खराब अंगुजलछाप गुणित्ता के मामले म, आईररस स्ट्कैन या चहे रा अजधप्रमाणन सुजिधा को अजधप्रमाणन के जलए अपनाया जाएगा, जजससे मंत्रालय आईररस स्ट्कैनर या चहे रा अजधप्रमाणन के साथ-साथ अगं ुजलछाप अजधप्रमाणन के जनबावध रीजत स ेफायदों के पररदान के जलए उपबंध कर सके; (ख) यदद अगं ुजलछाप या आईररस स्ट्कैन या चेहरा अजधप्रमाणन के माध्यम से बायोमेररक अजधप्रमाणन सफल नहीं होता ह,ै तो जहां भी साध्य और स्ट्िीकायव ह,ै सीजमत समय िैधता के साथ यथाजस्ट्थजत आधार िन टाइम पासिडव या टाइम-आधाररत िन-टाइम पासिडव अजधप्रमाणन को प्रस्ट् थाजपत दकया जाएगा; (ग) अवय सभी मामलों म , जहां बायोमेररक या िन टाइम पासिडव या टाइम-आधाररत िन-टाइम पासिड व अजधप्रमाणन संभि नहीं ह,ै िहााँ स्ट्कीम के अधीन फायदा िास्ट्तजिक आधार पत्र के आधार पर ददया जा सकता ह,ै जजसकी अजधप्रामाजणकता त्िररत प्रजतदिया के माध्यम स े सत्याजपत की जा सकती ह।ै आधार पत्र पर मुदद्रत कोड और त्िररत प्रजतदिया कोड रीडर की आि‍यक व्यिस्ट्था मंत्रालय द्वारा अपन े कायाववियन अजभकरणों के माध्यम से सुजिधाजनक अिस्ट्थानों पर उपल्‍ध कराई जाएगी; 4. यह सुजनजश्चत करन े के जलए दक स्ट्कीम के अधीन कोई भी िास्ट्तजिक फायदाग्राही फायदों से िंजचत नहीं ह,ै मंत्रालय, अपन े कायाववियन अजभकरणों के माध्यम से प्रत्यक्ष लाभ अतं रण जमिन, कैजबनेट सजचिालय, भारत सरकार द्वारा तारीख 19 ददसंबर, 2017 को जारी कायावलय ज्ञापन संख्या डी-26011/04/2017-डीबीटी म यथा जिजनर्ददय अपिाद प्रबंधन तंत्र का पालन करेगा, जो https://dbtbharat.gov.in/ पर उपल्‍ध ह।ै 5. यह अजधसूचना राजपत्र म इसके प्रकािन की तारीख से प्रभािी होगी। [फा. सं. ईएनपी/4/2022-डीआईआर (ईएनपी)] जिजय कुमार जसवहा, संयुि सजचि MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP NOTIFICATION New Delhi, the 22nd July, 2022 S.O. 3512(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, The Ministry of Skill Development and Entrepreneurship (hereinafter referred to as the Ministry) is administering the Central Sector Scheme namely ―Support to Jan Shikshan Sansthan‖ (hereinafter referred to as the Scheme) for imparting skill training to the target beneficiaries which is being implemented through various Jan Shikshan Sansthans (hereinafter referred to as the implementing agencies); And whereas, under the Scheme, vocational trainings (hereinafter referred to as the benefits) are imparted to the non-literates, neo-literates and school drop-outs up to 12th standard in the age group of 15 to 45 years and with focus on the persons belonging to Scheduled Castes, Scheduled Tribes, minorities and women (hereinafter referred to as the beneficiaries) as per the extant guidelines of the Scheme; And whereas, the Scheme involves recurring expenditures to be met out of the Consolidated Fund of India. Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government in the Ministry of Skill Development and Entrepreneurship hereby notifies the following, namely:–– (1) An individual eligible for availing the benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication. (2) Any individual desirous of availing the benefits under the Scheme who is not yet enrolled for Aadhaar is hereby required to make application for Aadhaar enrolment before registering for the benefits of the Scheme provided that he is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India’s website #www.uidai.gov.in) to get enrolled for Aadhaar.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its implementing agencies is required to offer enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar, and in case there is no Aadhaar enrolment center located in the respective Block or Taluka or Tehsil, the Ministry through its implementing agencies shall provide enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India or the Ministry itself becoming Unique Identification Authority of India Registrar: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals subject to the production of the following documents, namely:- (a) if he or she has enrolled, his or her Aadhaar Enrolment Identification slip; and (b) one of the following documents, namely:- i. Bank or Post Office passbook with photograph; or ii. Voter Identity Card; or iii. Permanent Account Number (PAN) Card; or iv. Driving licence issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or v. Passport; or vi. Certificate of identity having photo of such person issued by a Gazetted Officer on an official letter head; or vii. any other documents as maybe specified by the Ministry: Provided further that the above documents may be checked by an officer specifically designated by the Ministry for that purpose. 2. In order to provide convenient and hassle free benefit to the beneficiaries under the Scheme, the Ministry through its implementing agencies shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar for availing benefits under the Scheme. 3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:- (a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Ministry shall make provisions for iris scanners or face authentication along with finger print authentication for delivery of benefit in seamless manner; (b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible, authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered; (c) in all other cases, where biometric or One Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Ministry through its implementing agencies; 4. In order to ensure that no bonafide beneficiary under the Scheme is deprived of the benefits, the Ministry through its implementing agencies shall follow the exception handling mechanism as specified in the Office Memorandum No. D-26011/04/2017-DBT dated the 19th December, 2017 issued by the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India which is available on https://dbtbharat.gov.in/ 5.
