(२) दिनांयमा ४ � ५ माध्ये नांमाूदा काेलेल्या पदाां�र नांामादिनांदाेशानांाद्वाारे दिनांयुक्ता काेलेली व्यक्ताी, अगोदारचा माराठी भाा�ा � दिहुंदाी भाा�ा उत्तीीणग नांसेल दिकां�ा त्या परीक्षा उत्तीीणग हुोण्यापासूनां दिताला सूटें दाेण्याता आलेली नांसेल तार, ताी, त्याबाबताीता शाासनांानांे �ेळोो�ेळोी काेलेल्या दिनांयमाांनांुसार, दिनांयुक्ताीनांंतार दि�दिहुता कााल मायागदाेता माराठी भाा�ा � दिहुंदाी भाा�ा परीक्षा उत्तीीणग कारील. ताी व्यक्ताी, या परीक्षा उत्तीीणग हुोईपय�ता, �ादि�गका �ेतानां �ाढीीसाठी दिकां�ा पुढीील पदाोन्नांताीच्या पदाां�रील पदाोन्नांताीसाठी पात्रा असणार नांाहुी. १०. (१) दिनांयमा ३, ५, ६ दिकां�ा ७ माध्ये नांमाूदा काेलेल्या पदाां�र पदाोन्नांताीनांे दिनांयुक्ता कारा�याचाी व्यक्ताी, उक्ता पदाा�र पदाोन्नांताी दाण्े यापू�ी दिताला सगं णका हुातााळोणी प्रमााणपत्रा धाारण कारण्यापासूनां सूटें दाण्े याता आली नांसले तार, ताी, त्याबाबताीता शाासनांानां े�ळोे ो�ेळोी काेलल्े या दिनांयमाांनांुसार दिकां�ा कााढीलेल्या आदाेशाांनांुसार दि�दिहुता काेलेले संगणका हुातााळोणी प्रमााणपत्रा धाारण कारील. (२) दिनांयमा ४ दिकां�ा ५ माध्ये नांमाूदा पदाां�र नांामादिनांदाेशानांाद्वाारे दिनांयुक्ता काेलेली व्यक्ताी, दिताला संगणका हुातााळोणी प्रमााणपत्रा धाारण कारण्यापासूनां सूटें दाण्े याता आली नांसले तार, ताी, याबाबताीता शाासनांानां े�ळोे ो�ेळोी दि�दिहुता काेलेल ेअस ेसगं णका हुातााळोणी प्रमााणपत्रा, दिनांयक्ु ताीनांंतार दि�दिहुता काालमायागदाेता धाारण कारील, अन्यथाा, ताी व्यक्ताी, ताे प्रमााणपत्रा धाारण कारीपय�ता, �ादि�गका �ेतानां�ाढीीसाठी दिकां�ा पुढीील पदाोन्नांताीच्या पदाा�रील पदाोन्नांताीसाठी पात्रा असणार नांाहुी. ११. (१) दिनांयमा ४ दिकां�ा ५ माध्ये नांमाूदा काेलेल्या पदाा�र नांामादिनांदाेशानांाद्वाारे दिनांयुक्ताीसाठी दिशाफाारस काेलेली व्यक्ताी, माहुाराष्ट्रा नांागरी से�ा (लहुानां काुटेंंंबांचाे प्रदिताज्ञाापनां) दिनांयमा, २००५ याच्या तारताुदांनांुसार आदिण याबाबता शाासनांानांे �ेळोो�ेळोी काेलेले अन्य काोणताेहुी दिनांयमा, कााढीलेले आदाेशा दिकां�ा काेलेले काोणताेहुी संलेखा यांनांुसार लहुानां काुटेंंंबाचाे प्रदिताज्ञाापनां सादार कारील.4 महाारााष्ट्रट शाासन रााजपत्र असाधााराण भााग चाारा—अ, सप्टेंंबुरा २४, २०२५/ आश्वि�वन २, शाके १९४७ (२) लहुानां काुटेंंंबाचाे प्रदिताज्ञाापनां सादार कारण्याच्या दिदानांांकाास, दाोनांपेक्षा अदिधाका अपत्ये असणारी व्यक्ताी, शाासकाीय से�ेताील दिनांयुक्ताीसाठी अपात्रा असेल. No. Asthapra-2021/CR.8(Part-C)/Asthapana-2.— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the posts of the Senior Inspector (Other Backward Bahujan Welfare) (Group-C), Inspector (Other Backward Bahujan Welfare) (Group-C), Office Superintendent (Group-C), Head Clerk (Group-C), Senior Clerk (Group-C), in the Directorate of Other Backward Bahujan Welfare under the administrative control of the Other Backward Bahujan Welfare Department of the Government of Maharashtra, namely :— 1. Short title.— These rules may be called the, Senior Inspector (Other Backward Bahujan Welfare), Inspector (Other Backward Bahujan Welfare), Office Superintendent (Group-C), Head Clerk and Senior Clerk (Group-C), Recruitment Rules 2023. 2. Definition :— In these rules unless the context requires otherwise— (a) “degree” means a degree of any discipline of a statutory university or any other qualification declared by the Government to be equivalent thereto ; (b) “Directorate of Other Backward Bahujan Welfare” means, Directorate of Other Backward Bahujan Welfare under the administrative control of the Other Backward Bahujan Welfare Department ; (c) “Eligibility for pormotion” means the eligibility for promotion in accordance with the terms and conditions specified for promotion in rules, resolutions or orders issued by the Government, for time to time ; (d) “Government” means the Government of Maharashtra ; (e) “Government Commercial Certificate” means a certificate in typing or computer typing awarded by the Maharashtra State Council of Examinations or the Bureau of Government Examination Board, Department of Education, Government of Maharashtra and it includes a certificate issued by any other institution as may be specifically approved by the Government for this purpose ; (f) “Other Backward Bahujan Welfare Department” means the Other Backward Bahujan Welfare Department of the Government of Maharashtra ; (g) “Selection Committee” means Committee, constituted from time to time by the Government for the purpose of selection of candidates for direct recruitment to the post of Group-C in the Government Service. 3. Appointment to the post of Senior Inspector (Other Backward Bahujan Welfare) (Group-C) shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years continuous service on the post of Inspector (Other Backward Bahujan Welfare) (Group-C) and possesses the degree, on the basis of common seniority, as per the common seniority list of persons holding the said post. 4. Appointment to the post of Inspector (Other Backward Bahujan Welfare) (Group-C) shall be made either,— (a) by nomination from amongst the candidates recommended by the Selection Committee on the basis of result of competitive examination conducted therefor, who fulfils the following criteria, namely :— (i) Age limit.— (A) Lower Age Limit.— Eighteen years completed as on the last date of receipt of applications as per advertisement for recruitment to the post.6 महाारााष्ट्रट शाासन रााजपत्र असाधााराण भााग चाारा—अ, सप्टेंंबुरा २४, २०२५/ आश्वि�वन २, शाके १९४७ (B) Upper Age Limit.— Thirty-eight years of age completed for the persons not belonging to reserved categories and forty three years completed for the persons belonging to reserved categories as on the last date of receipt of applications as per advertisement for recruitment to the post. (ii) Minimum Educational Qualification.— (A) Possesses a degree in any discipline from statutory university or any other educational qualification declared by the Government to be equivalent thereto; or (B) by appointment of a suitable person on compassionate ground, in accordance with the orders issued in this behalf by the Government, from time to time, who possesses qualifications specified in sub-clause (ii) of clause (a). 5. Appointment to the post of Office Superintendent (Group-C) shall be made either,— (a) by promotion of a suitable person having eligibility for promotion and having not less than three years continuous service on the post of Head Clerk (Group-C) and possesses degree, on the basis of common seniority, as per the common seniority list of persons holding the said post ; or (b) by nomination from amongst the candidates recommended by the Selection Committee on the basis of result of competitive examination conducted therefor, who fulfils the following criteria, namely :— (i) Age limit.— (A) Lower Age Limit.— Eighteen years completed as on the last date of receipt of applications as per advertisement for recruitment to the post. (B) Upper Age Limit.— Thirty-eight years of age completed for the persons not belonging to reserved categories and forty three years completed for the persons belonging to reserved categories as on the last date of receipt of applications as per advertisement for recruitment to the post, (ii) Minimum Educational Qualification.— (A) possesses a degree in any discipline from statutory university or any other educational qualification declared by the Government to be equivalent thereto; (B) possesses the Government Commercial Certificate or Computer Typing Certificate with a speed of not less than 30 words per minute in Marathi typing or 40 words per minute in English typing; or (c) by appointment of a suitable person on compassionate ground, in accordance with the orders issued in this behalf by the Government, from time to time, who possesses qualifications specified in sub- clause (ii) of clause (b). 6. Appointment to the post of Head Clerk (Group-C) shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years continuous service on the post of Senior Clerk (Group-C) and possesses degree, on the basis of common seniority, as per the common seniority list of persons holding the said post. 7. Appointment to the post of Senior Clerk (Group-C) shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years continuous service on the post of Junior Clerk (Group-C) and possesses degree, on the basis of common seniority, as per the common seniority list of persons holding the said post. 8. Appointment to the post mentioned in rule 5 shall be made by promotion and nomination including the appointment on the compassionate ground in the ratio of 50:50. 9. (1) A person to be appointed to the posts mentioned in rule 3, 5, 6 or 7 by promotion shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed or has been exempted from passing those examinations before getting promoted to the said post.महाारााष्ट्रट शाासन रााजपत्र असाधााराण भााग चाारा—अ, सप्टेंंबुरा २४, २०२५/ आश्वि�वन २, शाके १९४७ 7 (2) A person appointed to the posts mentioned in rules 4 and 5 by nomination shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, within the prescribed time limit after appointment, unless he has already passed or has been exempted from passing those examinations. He shall not be eligible for annual increment or promotion to the next promotional post until he passes those examinations. 10. (1) A person to be appointed to the posts mentioned in rule 3, 5, 6 or 7 by promotion shall possess a certificate of Computer Operations prescribed by rules or orders issued in that behalf by the Government, from time to time, unless he has been exempted therefrom before getting promoted to the said post. (2) A person appointed to the posts mentioned in rule 4 or 5 by nomination shall possess a Certificate of Computer Operations prescribed by the Government, from time to time, within the prescribed time limit after appointment, unless he has been exempted from possessing such Certificate of Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he possess the same. 11. (1) A person recommended for appointment by nomination to the posts mentioned in rule 4 or 5 shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time. (2) A person having more than two children on the date of submission of Declaration of Small Family shall be disqualified for the appointment in Government Service. (3) After appointment of a person in the Government service, if it is proved that he has more than two children at the time of appointment or thereafter, then he shall be disqualified for continuing on the said post in Government service. 12. A person appointed to the posts mentioned in rule 3, 4, 5, 6 or 7 shall be liable for transfer anywhere in the State of Maharashtra. 13. The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant in any rules, orders or resolutions issued by the Government, from time to time, shall also be applicable to the Government Servant.
