NOTIFICATION
Delhi, the 6th February, 2026
No. 745/DGHS/PHW4/NRCP/Rabies Notification/2024/DSDGHSHFW/04 .—Whereas, Rabies is
a viral Zoonotic Disease that affects Central Nervous system of human and other mammals. Humans are
infected following a bite or scratch from an animal with Rabies, and transmission to humans by rabid dogs
accounts for up to 99% of cases. Rabies is almost 100% fatal yet completely preventable by timely and
appropriate Post Exposure treatment.
In order to achieve the goal of zero deaths due to human Rabies by 2030 from India, it is
important to establish a strong surveillance and disease reporting system at all levels to take appropriate
public health measures and policy interventions. Therefore, mandatory notification of all Human Rabies
cases is required to strengthen the Rabies surveillance to know the disease incidence and accordingly
prioritization of public Health measures required to be undertaken in Human as well as in Veterinary section.
This will help to develop strategies as per regional requirements for prevention, control and elimination of

Whereas, the Ministry of Health and Family Welfare, Government of India (MoHFW, GoI) in its
letter vide D.O No. 2283429/NRCP/DZDP-NCDC/DGHS dated 20/09/2021 requested all States/UTs to
make Human Rabies a Notifiable disease. Thereby making mandatory for all government and private health
facilities (including Medical colleges) and all Medical Officers/Doctors/Health workers whether in
Government, private/NGO sector and/or individual practitioner in the state to take adequate steps for timely
diagnosis of Human rabies cases (suspect, probable or confirmed) and to notify every Human rabies case
and/or death. Notification will facilitate contact tracing and promptly prophylactic measures to prevent
infection in other people exposed to the same source.
Whereas the diagnosis, management & notification of suspect, probable or confirmed Human rabies
cases is as per the guidelines issued by National Rabies Control Program, Govt. of India, from time to time.
Now, therefore, in exercise of the powers conferred by section 2 of the Epidemic Diseases Act, 1897
(Act No 3 of 1897), the Lieutenant Governor of National Capital Territory of Delhi hereby declares ‘Human
Rabies’ as a ‘Notifiable Disease’ in the National Capital Territory of Delhi.
Further, all Government and private health facilities (including the Medical Colleges) and all Medical
Officers/Doctors/Health workers whether in Government, private/NGO sector and/or individual practitioner
shall immediately report all suspected, probable and confirmed cases of ‘Human abies’ to the Chief Medical
Officer of the concerned district with a copy to the Director of Health Services/State Nodal Officer, National
Rabies Control Programme (NRCP)/IDSP in the format prescribed appended as Annexure-1 and Annexure-
2 to the notification. This notification shall come into force with immediate effect and shall remain valid till
further orders.
