## Report on Jute and Jute Textiles Control Order, 2016 Amendment (S.O. 2317(E)) **1. Executive Summary:** This report analyzes an amendment, S.O. 2317(E), to the Jute and Jute Textiles Control Order, 2016, as detailed in the provided text. The core purpose of this amendment is to regulate the quantity of raw jute held by various categories of traders, dealers, agencies, stockists, and jute mills. The key findings indicate that the amendment sets specific limits on raw jute stock, mandates the sale of excess stock within a defined timeframe, and empowers authorities to inspect premises and seize jute stored in contravention of the order. **2. Introduction:** This report aims to provide information and analysis of the amendment S.O. 2317(E) to the Jute and Jute Textiles Control Order, 2016. The analysis is based solely on the text provided. **3. Policy Overview:** This document is an amendment to the Jute and Jute Textiles Control Order, 2016. * **Core Objective(s):** The core objective of this amendment is to control the amount of raw jute held by different entities in the jute industry to prevent hoarding and ensure smooth supply. This is inferred from the specific limits placed on stock holdings and the mandate to sell excess quantities. **4. Background and Rationale:** This amendment likely aims to address issues related to price volatility or supply chain disruptions stemming from excessive stockpiling of raw jute by various stakeholders. The amendment intends to ensure fair distribution and availability of raw jute for the jute industry, likely prompted by concerns related to maintaining a stable market for jute products. **5. Key Provisions / Changes:** This amendment introduces the following changes/provisions related to raw jute stock limits: * **Specific Part of Original Policy Changed:** This amendment appears to be implementing clauses 5 and 62 and exercising the powers conferred by Clause 61 iii Clause 5 of the Jute and Jute Textiles Control Order, 2016. * **New Rule/Provision:** The amendment sets maximum limits on the quantity of raw jute that can be held by different categories of entities: * Balers with raw jute baling presses: 1500 Quintals * Traders, dealers, agencies, stockists of raw jute: 300 Quintals * Entities that haven't applied for registration as per the Order dated 05.03.2024 by 15.07.2024: 500 Kilograms * Jute Mills Manufacturing units of Jute Goods from raw jute: 2 months consumption as per current production rate * The amendment mandates that entities holding raw jute in excess of these limits must sell and physically deliver the excess quantity within 10 days from the date of the order (20th May 2025) and to the consignee by 31st May 2025. A compliance report with documentary evidence is required immediately via email to jcofficejutecomm.gov.in. * The amendment clarifies that raw jute stocked in a single premise, regardless of the different names of traders/stockists, will be considered a single stock, unless certain conditions are met (separate trade license, PAN, JC registration, and rent agreement). * The amendment empowers authorized representatives and state police officials to enter and search premises, inspect records, and seize jute stored in contravention of the order. * **Difference/Effect:** These changes directly impact the operational practices of entities involved in the raw jute trade. They must now actively manage their stock levels to comply with the prescribed limits and be prepared for potential inspections. The limits are designed to prevent large entities from hoarding stock and driving up prices, giving smaller players a more predictable market. **6. Target Audience and Stakeholders:** The target audience and stakeholders directly affected by this amendment include: * Balers with raw jute baling presses * Traders, dealers, agencies, and stockists of raw jute * Jute mills and manufacturing units producing jute goods from raw jute * The Jute Corporation of India Ltd. (though the order does not apply to them) **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Jute Commissioner is the primary authority responsible for implementing and enforcing this amendment. State Police officials and authorized representatives are empowered to assist in enforcement through inspections and seizures. * **Timelines:** Entities holding excess stock must sell and deliver it to the consignee within 10 days from the date of the order (May 20, 2025) and physically deliver the same to the consignee within 31st May 2025. Compliance reports must be submitted immediately via email. * The amendment will be valid until further orders, subject to modification at any point in time. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of these changes include: * **Reduced Price Volatility:** By limiting the amount of raw jute that can be held, the amendment aims to prevent artificial price increases caused by hoarding. * **Fairer Distribution of Raw Jute:** The limits on stock holdings are intended to ensure that smaller entities have access to raw jute at reasonable prices. * **Increased Transparency:** The requirement for compliance reports and the empowerment of authorities to conduct inspections will increase transparency in the raw jute market. **9. Conclusion:** Amendment S.O. 2317(E) to the Jute and Jute Textiles Control Order, 2016, introduces significant regulations concerning the quantity of raw jute held by various entities within the industry. These changes aim to promote a more stable and equitable market for raw jute by limiting stock holdings, preventing hoarding, and enhancing transparency. Stakeholders must familiarize themselves with these regulations and ensure compliance to avoid penalties.
